The duo was found involved in the blast that took place on a culvert/bridge, adjoining the area of Phougakchao Ikhai Awang Leikai and Kwakta in Bishnupur District of Manipur. The explosion triggered by a bomb-fitted Mahindra Scorpio SUV, caused significant damage to the bridge, electric poles, electrical assets, and nearby houses. NIA’s investigations revealed that Noor Hussain, who was arrested on October 16, 2023, confessed to driving the IED-laden vehicle and parking it on the Kwatka bridge. His accomplice, whose identity was disclosed as Seiminlun Gangte, was arrested on November 2, 2023, and identified as the mastermind behind the attack.

Speaking at the launch of the 'Sankalp Patra' at the Bharatiya Janata Party (BJP) office at Imphal, Singh said, "The peace talks should not compromise the territorial integrity of the state and the well-being of our indigenous people. We will not accept peace negotiations that dilute these fundamental issues." He added, "During his recent visit, Union Home Minister Amit Shah had unequivocally said the BJP is committed to preserving the unity of Manipur."
