According to Sangai Express, self-styled ‘chief’ of the Military Defense Force (MDF) faction of the Kanglei Yawol Kanna Lup (KYKL), Maisnam Gopeshwar alias Athouba (40), was remanded to Police custody by the Thoubal Chief Judicial Magistrate for seven days till April 6. He was arrested by a combined force of the Manipur Police, Meghalaya Police and Army from Shillong city in Meghalaya on March 26, and was subsequently brought to Imphal by the Police on March 31.

One cell phone along with two subscriber identity module cards, one money bag along with INR 50 and one fake currency note of INR 1000 and a hand bag having some clothes were recovered from her possession. The Integrated Check Post (ICP) Joint Action Committee disclosed that they were threatened by president of Hill Tribal Council (HTC) Jangmang Haokip. The ICP Joint Action Committee (JAC) questioned the inaction of the Chandel District Administration in the face of open threat. The JAC asked whether the Chandel District Collector has any secret understanding with the HTC president regarding ICP compensation. All the extortion at Moreh was carried out by the Kuki National Army (KNA) through HTC, alleged the JAC. Asserting that the Chandel District Collector is well aware of all these facts, the JAC demanded that distribution/payment of compensation should be delayed until the KNA is drive out from Moreh and Chandel District permanently. In case the Government is not in a position to drive out the KNA, the land owners should be shifted to a suitable place under an arrangement by the Government, it added.

Manipur continues to be the hotbed of insurgency followed by Assam as 150 violent incidents have been reported in the two States in last three months, claiming 100 lives, reports Sangai Express. According to Union Ministry of Home Affairs (MHA), those killed included 77 militants, 20 civilians and three Security Force (SF) personnel. Altogether, 105 persons were killed in six Northeastern States — Assam, Manipur, Nagaland, Meghalaya, Tripura and Arunachal Pradesh —in 174 incidents till March. Mizoram had no major insurgency and was comparatively a peaceful State. In 2009, 435 persons, including 81 civilians and 336 insurgents, were killed in 659 incidents in Manipur, while 368 persons, including 152 civilians, were killed in 424 incidents in Assam. 517 persons, including 364 militants, were killed in 2008 in Manipur while 373 persons, including 245 civilians, lost their lives in Assam in the same year. A MHA official said, "Though there is a declining trend in the incidents of violence, both Manipur and Assam continue to be the most troubled States in the North east." Overall, there were 1297 incidents of violence that claimed 877 lives, including 571 militants and 264 civilians, in 2009 in the entire Northeast. There were 1,561 incidents in the region in 2008 in which 1,152 people, including 466 civilians, lost their lives. The MHA report stated that Nagaland, home to major insurgent groups like National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and National Socialist Council of Nagaland-Khaplang (NSCN-K), has become relatively peaceful, thanks to the peace pacts signed by the two groups with the Government. Though there were 12 incidents of violence in the first three months of 2010 in Nagaland, there was no report of any casualty while in 2009 only 31 persons lost their lives. However, in 2008, the State saw 321 incidents in which 213 persons, including 140 extremists and 70 civilians, were killed. In Meghalaya, four persons were killed in 2010 in five different incidents while one person was killed in Arunachal Pradesh. Though, there were nine incidents in Tripura in 2010, no report of any casualty has come from the State. In 2009, 22 persons lost their lives in Arunachal Pradesh, nine in Meghalaya and 10 in Tripura.

Non-locals in Manipur on April 15 asked Prime Minister Manmohan Singh to intervene and to take immediate measures to protect their lives and property, according to Indian Express. The Revolutionary People’s Front (RPF), the political wing of the People’s Liberation Army (PLA), had in March 2010 issued a statement, asking all non-locals living in the State to leave before May 31. It had described all those who entered Manipur after 1949 (when the erstwhile princely state had merged with the Indian Union) as “non-Manipuris” and said these people were facing “extreme hatred” in State. The Hindustani Samaj of Manipur, an association of non-locals, said the State Government had done nothing to ensure their safety. “As many as 32 non-Manipuris have been killed by militant groups in the state since January while the RPF has asked transporters not to transport non-Manipuri people into the state,” said Nareshwar Kumar, president of the Hindustani Samaj, in a letter to the Prime Minister. “In some areas, these elements are visiting the houses of non-Manipuris and threatening them to leave. As a result, there is a panic among non-Manipuris,” he said. The report adds that about 50,000 non-locals in Manipur from different States, majority of them petty vendors and labourers.

A People's United Liberation Front (PULF) cadre, Mohammed Altab Hussain alias Baboy alias Boy (27), was arrested by Imphal East District Police from Hatta Golapati on April 29, reports Sangai Express. Three demand letters of PULF and one cellular phone with subscriber identity module card were recovered from his possession. He disclosed that he joined PULF in May 2007 through one self-styled ‘project officer’ Mohammed Tamijur and is currently operating under the ‘command’ of Mohammed Jamaruddin of Lilong Usoipokpi. He further disclosed that he was involved in extortion of money from general public, Government officials, and transportation of arms and ammunition.

Assam Rifles arrested three women extortionists from Keibul Lamjao Mayai Leikai and Takmu Keibul Lamjao in Bishnupur District on April 29, according to Sangai Express. They were identified as Ningthoujam Bokullei Devi (45), Chouba alias Devla (25) and Bimla (40). They were involved in extortion activities on behalf of militant groups.
