Anti talks faction of the United Liberation Front of Asom (ULFA-ATF) threatened to target political leaders and others who have been working against the interests of the people of Assam, Reports The Assam Tribune. The Telegraph adds ULFA-ATF ‘Publicity Secretary’, Arunodoy Dohotia, on November 1 said, “We want to appeal to all indigenous people of the state to stay away from vehicles used by occupational forces, people associated with the forces and their residences, vehicles of leaders of political parties, outside companies and businessmen who are busy exploiting local resources and the corrupt like those who take bribes and blackmarketeers”. In an email sent by Kamal Kochari, a member of Pro-Talks Faction of ULFA (ULFA-PTF) publicity cell said, “As an organisation, ULFA has nothing to say about the personal statement of Paresh Barua which was made without the slightest knowledge of the present situation of Assam. It is always easy to issue warnings from a distance in the name of a so-called movement. In today’s scenario, the people of Assam are in favour of a political solution of the ULFA-Government problem, the demand to establish sovereign Assam is nothing but an imagination. There is no real value in the demand.”

SFs arrested a cadre of United People’s Revolutionary Front (UPRF) militant identified as one Raju Khan (18) from Yairipok Tulihal in Thoubal District. One Chinese made hand grenade and four live ammunitions of .9 mm pistol were also recovered from him.

Reacting strongly to the signing of memorandum of understanding (MoU) between the Government of Manipur (GoM) and the Sadar Hills Districthood Demand Committee (SHDDC) on October 31 for the creation of Sadar Hills District by bifurcating Senapati District, the United Naga Council (UNC) and the All Naga Students Association, Manipur (ANSAM) have taken a decision on November 1 to resort to stern forms of agitation. The two Naga organisations urged the Nagas to be prepared for any eventuality. The UNC has decided to enforce a 3 day total bandh (total shutdown) with effect from midnight of November 3 till November 6, adds Sangai Express. The total bandh would cover all Government offices, educational institutions, movement of all types of private and commercial vehicles including the construction work of the Jiribam- Tupul- Imphal railway line and the Border Roads Task Force (BRTF) manning highways in the Naga areas. UNC said that it strongly condemns the manner in which the GoM had executed the agreement without the consensus and consent of the Nagas, notwithstanding the four MoUs signed with Naga people and the sustained public protest against the manner in which the GoM has been handling the issue. It has also been decided that the ongoing economic blockade will continue until further notice.

Chief Minister Tarun Gogoi reacting to the ULFA-ATF threat said, “There is nothing new in the threat. The government is always prepared to reply to such threats. Paresh Baruah is no longer a threat as he is himself weak now. This threat is not a matter of concern”, reports The Shillong Times. Gogoi expressed concern over the rise in Communist Party of India-Maoist (CPI-Maoist) presence in the state and said,” Maoists are bigger threat now. We are contemplating seeking more Central forces to tackle this problem.” Chief Minister Tarun Gogoi also assured a 17 member Dimasa delegation from All Dimasa Students Union, Dimasa People’s Council, and Joint Action Committee for Dimaraji Movement and All Dimasa Women Forum that the Dimasa statehood issue might be resolved soon with a few compromises, reports The Telegraph.

Nagaland Post reports that an extortionist identified as Kruse Terhuja of Naga National Council/Federal Government of Nagaland (NNC/FGN) who had escaped the dragnet of National Security Act (NSA) some two months ago was rearrested by the Kohima Police on November 2 while serving demand notes to business establishment in Phulbari of Kohima District. A booklet of demand slips consisting of 46 blank and four slips served to business establishments were recovered from his possession. He was arrested in the same act in September but was released on bail by the court while the process of his detention under NSA was under process.

Talking to reporters after 47th closed-door meeting of CFSB between the representatives from NSCN-K and GoI, at Police Conference Hall, Chumukedima in Dimapur District, Jacob said both sides have raised the issue and resolved in cordial and comfortable approach. The meeting lasted for about one and a half hours. On being asked about the outcome of the meeting, he said the meeting was “confidential” and a regular meeting. “There are issues before the meeting, but after the meeting there are no issues,” he added. Jacob further said implementation of ceasefire ground rules was the main agenda the two sides were discussing.

The final settlement envisages a “special federal relationship” between India and Nagaland and creation of a “Supra-state body” for the Nagas to “preserve, protect and promote their cultural, social and customary practices.” The offer to create a pan-Naga ‘Supra State Body’, instead of the “Greater Nagalim” demanded by the NSCN, has been touted by Indian negotiators as the “second best option for the Naga people”. The “Greater Nagalim” that would involve merger of Naga-inhabited areas of Manipur, Assam and Arunachal Pradesh with the State of Nagaland is likely to provoke huge resistance in these States. So Delhi is offering to create the “Supra State Body”, to which the legal authority and decision-making power of the Naga populated areas of Manipur, Assam and Arunachal Pradesh will be formally transferred. This, the Indian officials say, is recognition of the “distinct identity” of the Nagas, and will surely merit a major Constitutional amendment.

Following the arrest of nine Hill Tiger Force (HTF) militants including ‘Commander in chief ‘, ‘Finance Secretary’ and a ‘Sergeant Major’ on November 13, HTF plans to attack Government properties and abduct senior officials on a large scale in Dima Hasao District came to light, reports The Telegraph. During interrogation HTF, militants told the SFs that the outfit plans to attack Railway and Telecom projects and the East-West corridor in the district and expand its activities to its bordering areas. Five senior cadres, after completing training in neighbouring Manipur, are training recruits to plant IEDs on railway tracks and ambush convoys. A source in Dima Hasao Police said, “According to Benjamin[Commander in Chief, HTF] the outfit trains the recruits with single-barrelled guns collected from villagers who have licence for the weapons. Once the training is complete, they hand over sophisticated weapons procured from agents through Nagaland to the trainees. From the very beginning, the recruits are trained to plant IEDs on railway tracks.” The source further said the militant outfit has links with at least two over-ground groups, which are advocating bifurcation of the District.

The 'clarification' comes in response to the objection from all the three States that sought the Union home ministry's views over certain reports on the purported 'move'. A top Ministry of Home Affairs (MHA) official handling northeast affairs told Times of India, "Whatever is being reported in the media is a proposal of the NSCN (IM) and it is not the view of the government; neither has there been any agreement between the two parties. So far as the government of India is concerned, it is not giving Nagaland any powers to gain control over areas of its neighbouring states of Manipur, Assam and Arunachal Pradesh." Following the arrest Daimary said that he had formed the outfit after unsuccessfully hunting for a job following completion of his formal education. The National Investigation Agency (NIA), which is probing the PLA’s anti-national activities, discovered that a meeting was held between the outfit’s leaders and Maoists at Champhai in Mizoram on July 15, 2010. According to the agency, similar meetings between the outfit and Maoist leaders were also held in Calcutta, Guwahati and Rourkela. An official source said the militants might have selected Mizoram because of its history of being a peaceful state for more than two decades. The NIA said a group of PLA leaders had also imparted arms training to Maoists at Saranda forest in Jharkhand from September 11 to November 20, 2010. The PLA had allegedly trained Maoists in basic military tactics, guerrilla warfare, ambushing and wireless communication skills and a couple of more such training sessions were scheduled for 2012.

Four people were also injured in the bomb explosion that took place in Imphal on November 30 in which one person was killed, reports The Sangai Express. According to reports, the carrier of the explosive, a rickshaw driver identified as Muhammad Kora (50) was killed. He was paid INR 20 by Kangleipak Communist Party (KCP) militants to carry the bomb. The spot where the bomb exploded is around 200 metres away from City Convention Centre and the Manipur Film Development Corporation’s (MFDC) newly constructed auditorium which have been readied for inauguration by Manmohan Singh on December 3. Deputy Inspector General (DIG), Clay Khongsai who is also Imphal East Superintendent of Police (SP) in-charge said that KCP-Military Council (KCP-MC) might be responsible for the bomb blast as they are currently enforcing general strike. Hours after the blast, Union Home Minister P. Chidambaram said Security Forces and intelligence agencies have been asked to remain vigilant in order to foil such attempts, reports Kanglaonline.

Chidambaram on November 30 warned insurgents that the State wouldn’t bend before violence but offered to treat with “dignity” any outfit if they came for peace talks, whether they were Maoists or rebels from the Northeast, reports The Telegraph. The minister also rejected allegations that Communist Party of India-Maoist (CPI-Maoist) politburo member Mallojula Koteswara Rao alias Kishanji was killed in a fake encounter. “The state will not bend before anyone who uses violence as an instrument of policy to achieve political demands. That is why we tell them: suspend violence and come for talks and, when you come for talks, you will be treated with dignity and honour and we can resolve your political demands through talks,” he said. “It (the offer) applies to the Maoists (too),” he added. He said the Maoists only needed to “suspend” violence and not surrender arms in the run-up to the talks. “You suspend violence and, within 72 hours, my office will get back to you with the venue and time for talks,” he said. “Suspend violence — that is enough at this stage,” he added, extending the offer to also militants from Manipur. This is the first time since he took over that Chidambaram has made such an offer to Northeast militans. Till now, he had insisted that Northeast insurgents should surrender arms before coming for talks.
