Supporters of NC Hills Indigenous Student Forum (NCHISF), which has given the Dima Hasao bandh (general strike) call, set ablaze a railway bridge near Migrendisa Station under Haflong Police Station in Dima Hasao District on March 1 during its 100 hour bandh, reports Business Standard. Railway communication was completely disrupted between Lumding (Nagaon District) and Badarpur (Karimganj District) with the bandh supporters also damaging the tracks near Bageter station in Dima Hasao District, the Police said. The bandh was called by NCHISF from February 26, demanding bifurcation of Dima Hasao into two Districts and protesting over renaming of NC Hills to Dima Hasao.

Official sources said there was no report of injury or loss of properties as the hand-grenade failed to explode. In addition, the Action Committee Against Unabated Taxation (ACAUT) Nagaland condemned the incident of ‘grenade throwing by two unidentified miscreants’ at the resident of the businessman. Meanwhile, four cells of the ruling Naga Peoples front (NPF) party, Legal Cell, Life Membership Cell, Farmers’ Wing and Minority Cell, have appealed the Central Government and the negotiating parties to bring about early political solution to the Naga issue at the soonest possible, reports Nagaland Post.

Former Khasi Students Union (KSU) Vice-president Fredrick Kharmawphlang and 13 others, who recently joined the Hynniewtrep National Liberation Council (HNLC), are believed to be somewhere in Meghalaya and are yet to cross over to Bangladesh, Border Security Force (BSF) officials informed on March 2, reports The Shillong Times. The BSF personnel have been asked to augment their vigil in the border in view of the development. The Shillong Times reports that the 13 pro-Inner Line Permit (ILP) pressure groups have decided to propose for the introduction of an ILP regime which would suit the local conditions. Federation of Khasi-Jaintia and Garo People (FKJGP) president Jo Marwein after a meeting of the pressure groups on March 3 said that they would propose in their charter the introduction of an ILP in the State which is different from the ILP system that is already in force in Mizoram, Arunachal Pradesh and Nagaland.

In a statement issued to the media on March 2, GNLA’s ‘political affairs secretary’ Bikdot Nikjang Marak said that in a recent meeting the GNLA resolved to ‘serve’ ultimatum to the Government to make clear its plans on holding talks with the outfit. It was on January 26 that the Governor, in his Republic Day speech, had appealed to the GNLA to come to the negotiating table. Following this, the GNLA had expressed its desire to hold talks with the Government.

Security sources stated that the I K Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) is the most active militant outfit in lower and northern Assam region and the recent killing of an Additional Superintendent of Police in Sonitpur Gulzar Hussain on January 28 gave the outfit a new lease of life, reports The Assam Tribune on March 5. However, sources said that the killing was not a planned one and the militants managed to get the Police Officer by chance when he was leading an operation. Apart from that incident, the killing of Hindi-speaking persons in Gossaigaon (Kokrajhar District) when the militants attacked a bus also was a morale booster for the militant group. Assam Police launched a manhunt to arrest fugitive Constable Mohibur Islam who has been named by the Central Bureau of Investigation (CBI) as the prime accused in the July, 2012 ethnic violence in Bodoland Territorial Area Districts (BTAD), reports The Times of India on December 6. Report said that CBI has written to the State Government, seeking sanction to prosecute Mohibur last week, but the latter is yet to locate him. According to the CBI, Mohibur, a founder-member of All Bodoland Minority Students' Union (ABMSU), had instructed its members to kill four Bodo youths on July 20, 2012, which triggered the violence. According to the Governor, the activities of Hynniewtrep National Liberation Council (HNLC) had seen a decline during the past one year because of the constant pressure mounted by the State Police. Their movement and activities were confined to certain areas along the Indo-Bangladesh border. During 2013, as many as 108 militants were arrested and 19 militants had surrendered and large quantities of arms and ammunition were also seized, he said. He further said that Government had been making concerted efforts to end the hardship of the common people and restore peace and normality in the Garo Hills. The settlement with ANVC has reached the final stages of approval by the Central Government. “The State Government is keen on getting this done before the elections to the Garo Hills Autonomous District Council”, he said.

On March 9, the Border Security Force (BSF) handed over to the Border Guards Bangladesh (BGB) a list of 66 terror camps in Bangladesh of militants operating in India’s Northeast, reports The Shillong Times. Camps of Hynniewtrep National liberation Council (HNLC), United National Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB), People's Liberation Army (PLA) and a few other groups were operating in districts like Mymensingh, Maulvibazar and Rangamati. Inspector General (IG) BSF Sudhir Kumar Srivastava said, “The number of these camps has decreased.” Some of the camps had now been shifted towards Myanmar due to pressure from Bangladesh authorities. Reacting to a query on the status of border fencing, Srivastava informed that there were 13 gaps along the fencing which could not be completed due to its riverine nature and other logistical problems. The Bangladesh Government had allowed the construction of single-line fencing along the border. In addition, the BSF in 2013 seized Fake Indian Currency Notes (FICN) worth INR 548,000 and seized nearly 500,000 bottles of cough syrup Phensdyl worth INR 30 million and a large quantity of Ganja (marijuana) along the India-Bangladesh border, adds The Sangai Express.

However it is yet to be officially confirmed which group was responsible for the attack. The militants triggered an IED targeting the pilot vehicle (Gypsy) of a convoy of 24th Assam Rifles. During the meeting, the BSF handed over a list of 66 camps of northeast insurgents to the Bangladesh delegation, seeking action against them. "We have submitted whatever intelligence information we got about the camps, location of the camps. We have not told them the leaders or any name. You must be attending this meeting earlier also. There used to be a huge list of camps. If you collect the data of 5 yearrs back and if you collect the data of this time, the number has reduced down to a considerable level because of their taking proactive action against the groups," said Srivastava. The BSF has also requested for a solution to the dispute regarding the setting up of wire fencing in some parts of the border. They escaped from the NLFT’s hideout and a base camp in Jupui area of Chittagong Hill Tracts (CHT) in Bangladesh and entered into Indian territory on March 11, through Bhandarima border of North District. On March 13 morning, they surrendered before Sub Divisonal Police Officer (SDPO) of Kanchanpur, Ashish Debnath at Anandabazar area of the District without any arms. During interrogation Panther revealed that after joining in NLFT group a decade ago he had under gone arms training imparted by NLFT. He took part in kidnapping of civilian both from Tripura and Mizoram and other insurgency related crimes. Due to financial crisis in the camp and internal conflict among leadership over the command and control of extremist outfit, they became frustrated and decided to surrender and fled away from the NLFT’s base camp in Bangladesh. Mistrust between top-rank militant leaders and lower cadres over misuse of fund has been widening with every passing day and bloody clashes in the hideouts are likely, NLFT-BM’s ‘second-in-command’ Panthar Debbarma, who surrendered before the Security Forces at Kanchanpur in North Tripura District recently, told the sleuths of both Central and State agencies. According to him, two rebel leaders namely Parimal Debbarma and Rajkant Debbarma have already come under the radar of the outfit for alleged misuse of funds collected through extortion as well as ransom. “In fact, Parimal and Rajkant have been confined in the NLFT headquarters at Tablakandi, some 60 km from the Indo-Bangla border for allegedly misusing outfit’s fund. The duo will certainly return to Tripura if they are allowed after sorting out the problem with the NLFT top brass”, Panthar claimed during the interrogation. Tablakandi, which falls under Chittagong’s Rangamati District, is the outfit’s headquarters though no top rebel leader stays there for safety. While Parimal was responsible for collecting money on behalf of the outlawed group from Kanchanpur sector, Rajkant was looking after arms and ammunition. Syiemlieh on March 19 revealed that he was getting an amount of only INR 150 per month during his stay in the camp of the militant outfit in Chittagong (Bangladesh). He also revealed that one of the cadres of the outfit, Tensing Syiemlieh even died in their camp in Bangladesh. Elvis joined the outfit in the year 2003 and he feels that he wasted ten years of his life in the outfit and he appealed the youths not to be misled. The team has seized cash amount of INR 13,70,800, two .32 revolvers with 34 numbers of ammunitions, one Single Barrel Breech Loading (SBBL) gun and 50 ammunitions, 20 sharp weapons, 3,184 bottles of IMFL. Nagaland Post reports on March 22 that Cease-fire Monitoring Group (CFMG) has issued security instructions to all NSCN factions in view of the ensuing Lok Sabha (Lower House of Indian Parliament) election. In a communiqué addressed to all the NSCN factions, CFMG chairman Lieutenant General (retd.) N.K. Singh said with the announcement of 16th Lok Sabha elections to be conducted from April 7 to May 12 across the country and on April 9 in Nagaland, all District administrations have been issued instructions that no one other than Security Forces would carry any fire arms so as to ensure peaceful polls. Therefore, all factions of NSCN have been asked to conform to the instructions with the essential objective of ensuring peaceful polls, said Singh. In this regard, carrying of weapons of every kind has been banned in the state with immediate effect. Date of lifting the ban would be intimated after election process was over, he stated.

A 12-member group of armed GNLA militants led by its ‘action commander’ Ajan Ch Marak alias Jimmy Momin came down to Asiragre village, three kilometres from Williamnagar (East Garo Hills District), and targeted the home of Servison. According to Police, the militants first tried to forcibly take him away at gunpoint. When Servison resisted the move, he was shot by Jimmy Momin. Servison Sangma who was earlier in the GNLA and went by the outfit’s name of Kocheng surrendered unarmed to Williamanagar Police in 2013. The GNLA was quick to distance itself from the killing blaming unknown individuals for the ‘accidental’ killing. “GNLA will pursue to the end any cadre who flees from the organization with arms and ammunition but Servison was accidentally killed due to wrong information given by some individuals,” claimed the GNLA in a hurriedly released press statement.

The outfit pointed out that Chief Minister Mukul Sangma had recently stated in the media that his government had recommended the names of three mediators to the centre for approval while a top Central government official from the Ministry of Home Affairs, Shambu Singh, had denied having any knowledge of such a move. On March 27 that five Non Governmental Organizations (NGOs) and youth organisations in Aizawl have launched protest rallies against the Election Commission’s decision to allow tribal refugees in Tripura’s relief camps to cast their votes through postal ballots for the lone Lok Sabha (Lower House of Indian Parliament) seat from Mizoram. The protest, led by the Young Mizo Association (YMA), has seen rallies in Aizawl for the past three days demanding the poll panel to revoke its decision. “We have sent a memorandum to the Election Commission conveying our protest… But it is yet to respond to it… We would continue our protest…,” said Lalhmachhuana, president of Mizo Zirlai Pawl (MZP) and member of the coordination committee of the five NGOs and youth bodies. The MZP is one of the five NGOs and youth bodies and has continued their protest since March 24. The NGOs also demanded that all refugees staying in the relief camps in Tripura be sent back to their villages in Mizoram before the Lok Sabha election and those refusing to return, their names be deleted from the electoral roll of the state.

The agreement, signed by six top leaders of the three groups, stated that, as agreed in the Naga Concordant signed on August 26, 2011, they have agreed “in principle to form the Naga National Government (NNG)”.NSCN-IM was led by 'chairman' Isak Chisi Swu and 'general secretary' Thuingaleng Muivah, the NSCN-KK was led by 'president' Khole Konyak and 'general secretary' Kitovi Zhimomi while the NNC/FGN was led by 'president' ‘Brig’ (Rtd) S. Singh said that the Union Cabinet had cleared the peace pact with ANVC to pave way for a final settlement before the announcement of poll dates. Also, the Centre has decided to extend the tripartite Suspension of Operations (SoO) agreement with the ANVC, for another year. The fresh extension would come into force from April 1, 2014, and continue till March 31 2015. The present SoO agreement will expire on March 31. “We have decided to extent the SoO by one year during a meeting of the Joint Monitoring Group (JMG),” Union Home Ministry director in charge of North East, informed after the meeting on March 28.

Garo National Liberation Army (GNLA) headed by Sohan D Shira, on March 29, urged six other Garo outfits to shun the path of violence and enter a peace dialogue with Government in the interest of peace and development of the region. The suggestion by the GNLA comes just a day after the Central government acknowledged that it had received three names from the Meghalaya Government for the mediator’s role to initiate peace talks between Government and the outfit. The six outfits are Liberation of A’chik Elite Force (LAEF), United A’chik Liberation Army (UALA), A’chik Tiger Force (ATF), A'chik Songna An' pachakgipa Kotok (ASAK), A’chik National Liberation Central Army (ANLCA) and A’chik National Cooperative Army (ANCA). In a statement issued on March 29, Shira said, “If these six outfits are sincere in their intention to work for the cause of the Garo people they should join hands and come forward to form a single organization called Garo United Liberation Front (GULF) which will be welcomed by the people of the region”. The agreement was signed by NSCN-M 'chairman' Isak Chishi Swu and 'general secretary' Thuingaleng Muivah, NSCN-KK 'chairman' Khole Konyak and 'general secretary' Kitovi Zhimomi and NNC/FGN 'president' 'brigadier' Singnya and 'vice president' Zhopra Vero. The groups in principle agreed to the formation of 'Naga national government', but until such time it resolved to work together, it said. The Naga groups also requested the Forum for Naga Reconciliation (FNR) to work out the modalities to expedite the process and while the task was being carried out, they called for maintaining status quo by refraining from any unwarranted activities.

on March 29 that the United A’chik Liberation Army (UALA) has announced that a conglomerate of Garo rebel groups operating in the region is withdrawing their proposed shutdown of Garo Hills, two days before the expiry of the deadline given to the Meghalaya government to release a former militant who after surrendering to authorities was arrested and allegedly tortured in West Khasi Hills District, reports. Speaking on behalf of five rebel groups- Liberation of A’chik Elite Force (LAEF), ASAK, A’chik National Cooperative Army (ANCA) and A’chik National Liberation Central Army (ANLCA), the UALA ‘Chairman’ Chiindik Marak said that the decision to withdraw the proposed shutdown was taken following positive steps from the Government side. “We decided to call off our deadline after receiving positive information that the government has released from captivity our former cadre Charles D Shira,” said the UALA. The deadline by the joint groups was to expire in the night of March 30. The ANLCA militant Charles D Shira had surrendered to Police with arms in Shillong but was subsequently arrested and taken to West Khasi Hills District where he was allegedly put through a torture angering the militant groups. Also, the UALA has warned the GNLA for continuing its tirade against other militant outfits operating in the Garo Hills. Taking strong exception to the systematic targeting of cadres belonging to ASAK, ANLCA, ANCA, LAEF and UALA, it warned that similar response would be given unless the GNLA halted its attacks. The UALA has taken strong exception to the killing of cadres Winsing D Shira, Tengmil D Shira and Markush S Marak, all hailing from Darichit village in South Garo Hills, who were recently executed by GNLA militants.

Election Commission (EC) officials on March 30 said that despite opposition in Mizoram against allowing tribal Bru refugees in Tripura’s relief camps to cast postal ballots, the EC is firm on its decision, reports Nagaland Post. “The Election Commission has appointed seven observers to oversee the voting of the tribal refugees from April 1 to April 3 in seven relief camps,” Tripura Chief Electoral Officer (CEO) Asutosh Jindal told reporters in Agartala. He said the EC observers have already arrived in Tripura and visited the refugee camps in north Tripura, 190 kilometre north of Agartala. Of the over 36,000 Reang tribal refugees, known as “Bru”, living in the Kanchanpur and Panisagar refugee camps of Tripura for the past 17 years, about 11,500 are listed in Mizoram’s electoral rolls. These refugees have been casting votes for the Mizoram assembly and Lok Sabha elections through postal ballots.

In a press statement, the 'interim secretary of education' of the NDFB-IKS, BR Ferengga said, a student of HS Ist year who was gang raped and murdered and one Rejina Mashahary, a teenage girl molested by eight Muslim youths while there were returning from fishing in Makra river at 8.30 am at Boldi village under Amguri Police Station in Chirang District on March 29 is very condemnable. The NDFB-IKS said "they have given last warning to India and Indian agents not to play politics with the Bodo people in Western South East Asia and have given 24 hours to the Director General of Police (DGP) of Assam to arrest the rest of culprits and if the Assam Police fails to arrest them within the time given to them, the NDFB will take strong action against them". In addition, Ranjan Daimary faction of NDFB (NDFB-RD) strongly condemned the Chirang incident, reports Assam Times. According to the outfit, a particular group has been trying to repeat the 2012 communal clash. NDFB-RD appealed to the government to punish the culprits and adequate compensation to the deceased family.

The GNLA had on March 29 come out with the idea of all the insurgent groups coming together under the banner of a Garo United Liberation Front (GULF) to ensure the movement gained a ‘proper direction’. UALA 'chairman' Chiindik Marak said in a press statement that “We will never welcome the proposal of the GNLA, unless and until they initiate a discussion on the issue of a separate State.
