"The question of a cease-fire before talks does not arise. The government of India should immediately begin talks to bring about a political solution to the problem instead of waiting for us to sign a cease-fire agreement," the ULFA said in a statement. "Our guns will automatically fall silent once the government tries to resolve the problem politically," it added.

According to Telegraph, on March 6, the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) made it mandatory for non-Nagas living "all over Nagalim (greater Nagaland)" to make identity cards for themselves and their families. The outfit’s deputy kilonser (minister), Kraibo Chawang said that, "It is an entry pass in order to control illegal immigrants all over Nagalim". The "entry pass" costs Rupees 120 to Rupees 150 per head. Chief minister Neiphiu Rio, however, said he was not aware of such cards being issued. "I will take up the matter," he said.

On March 6, four militants, including two National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadres identified as Ningtham Keishing and Ringphami Luikham, and two Kangleipak Communist Party (KCP) cadres belonging to the Leibakmacha faction, Ningombam Naobi Singh alias Ningom-ngamba and Okram Premkumar Singh alias Sathi Singh, surrendered before Manipur Chief Minister Okram Ibobi Singh, according to Imphal Free Press. They laid down one sniper rifle with three magazines having 80 live rounds of ammunitions, one sub-machine gun with three magazines along with 70 live rounds, two AK-56 rifles with three magazines each along with 227 ammunitions, two Chinese made hand grenades and one WT set (Kenwood). According to the Bishenpur Superintendent of Police, the two NSCN-IM cadres had once served as escorts of the outfit’s ‘general secretary’ T Muivah at the outfit’s headquarters. He further added the surrender of a sniper rifle by Ningtham Keishing is the first such case in the history of the State.

It further said that the organisation would oppose the establishment of any militant camp within the periphery of Chakhesang public habitation. A senior police official said that "During police questioning, the businessmen admitted they had transferred money to towns such as Hissar in Haryana and Anand in Gujarat after the ULFA issued them instructions." During the same period, 313 persons were injured and 336 abducted from various parts of the State by the militants. 63 militants of various groups had surrendered without arms before security forces during the last five years. Security forces recovered 150 arms and 8208 ammunitions from the arrested militants during the last three years, while 108 arms and 5717 ammunitions from the security forces were looted in various attacks in the same period. The Central government had sanctioned Rs. 30.62 million to the State Government for the rehabilitation of surrendered militants during the last three fiscal years and the surrendered militants, who had deposited arms are given Rs. 2000 as monthly allowance during the vocational training and rehabilitation process, Sarkar added.

Lapang said, "In so far as influx of foreign nationals into the area is concerned, the infiltration branch of Meghalaya Police has set up check point at Ratacherra to check influx of suspected Bangladeshi to the coal mining areas."
