Elsewhere, Liberal Democratic Council of Misingland (LDCM), a Mising tribal militant formation, has decided to support the movement of the Krishak Mukti Sangram Samiti (KMSS), All Assam Student Union (AASU), Asom Jatiyatabadi Juba Chatra Parishad (AJYCP), Takan Mising Porin Kebang (TMPK) and other indigenous organizations against the Lower Subansiri Hydropower Project in Arunachal Pradesh, reports The Sentinel. These revelations came following the arrest of ‘chairman’ of the LDCM, Rupam Patir alias Ruhan Patir alias Abhijit Doley on March 29 from near Darrang College in Tezpur town in Sonitpur District. LDCM has more than 500 militants spreading across Dhemaji and Lakhimpur Districts.

Separately, Tinsukia District Administration has suggested a multi-pronged strategy to crack down on illegitimate coal trade especially in Margarita Subdivision, which Communist Party of India-Maoist (CPI-Maoist) is now reportedly eyeing, besides militant groups like the Nationalist Socialist Council of Nagaland (NSCN) and ULFA, to create what is called “slush funds” to carry out subversive activity. The steps include deployment of Central Industrial Security Force (CISF) and Assam Industrial Security Force (AISF) to safeguard Coal India Ltd (CIL) properties. Besides setting up of a composite verification point at Jagun, this will have staff from Police, sales tax, forest, and excise and transport department besides CIL.

An amount INR 15,600 and an extortion note addressed to market officials of Deomali on the letterhead of NNC was also found in his possession. Mema was carrying out extortion in the town for the last couple of weeks. According to information available with the SFs, at least two batches of new recruits of the Communist Party of India-Maoist (CPI-Maoist) from the State have already completed training, reports The Assam Tribune. The training for the first batch was reportedly provided by National Socialist Council of Nagalim-Isak-Muivah (NSCN-I-M) somewhere along the India-Myanmar border area. The second batch was trained in Jharkhand. Those who received training have already returned to Assam. Further, one member from the State has already been inducted into the Central committee of the CPI-Maoist to give a boost to the activities of the groups in Assam.

"Security forces are maintaining vigil and frisking is on in all strategic areas. Some additional forces have also been deployed in the border areas of Jorhat, Golaghat and Sivasagar. Additional Superintendent of Police (ASP) of Sivasagar District Lamhao Dungel said, "We have got some intelligence inputs that ULFA is planning to target upper Assam to carry out subversive activities to make its presence felt ahead of its foundation day. There is a possibility of targeting Hindi-speaking people and we are paying special attention to it. We are also regularly carrying out checking and border patrolling in the district to prevent untoward incidents. Chief Minister Mukul Sangma said, “We are working out a mechanism and the same will be presented to the ANVC soon to get their feedback,” Sangma said. The ANVC, in its memorandum related to the formation of GAC, had made it clear that the outfit’s demand, if fulfilled, would be different from the existing GHADC, as there will be direct funding from the Centre for the new autonomous body as demanded by them. The Shillong Times reports that Chief Minister Mukul Sangma on April 3 admitted that several Achik National Volunteer Council (ANVC) cadres had skipped the attention of the then Government when the ceasefire agreement (cfa) was signed with the outfit in July 2004. Referring to the reported split in the ANVC, Sangma said, “There were deficiencies and the ceasefire process was not done properly.” He added the breakaway faction of the ANVC is that group which remained at large and was never a part of the talks when the outfit and the Government entered into a tripartite peace agreement. “It came to the notice of the Government last year (2011) that there is still an armed group which did not come overground,” he observed. The breakaway faction of the ANVC has claimed that they were not made part of the CFA by their leaders. The State Government has already taken up the matter with the Home Minister P Chidambaram. As reported earlier, a breakaway faction of the ANVC has surfaced with Mokust Marak as its head. Around 300 cadres have reportedly gone back to jungle.

Chidambaram said on April 5. “The Mizoram government has identified 669 families, comprising around 3,350 refugees, to be repatriated between April 26 and May 15,” the home minister said. He further said, “Both the chief ministers of Mizoram and Tripura are committed to the repatriation process. The refugees would have to leave the camps in Tripura and come back to their original villages in Mizoram as a part of the repatriation process.” Chidambaram warned against any attempt to disrupt the process. Chidambaram, who arrived in Mizoram on April 4 for discussions on resuming the repatriation of refugees, held meetings with Mizoram Chief Minister Lal Thanhawla, senior officials and Bru tribal leaders to finalise the modalities for repatriation of the migrants.

Marak, personal secretary to Mokus Marak, the ‘commander-in-chief’ of the breakaway faction said, “The group will still aspire for a greater Garoland and we would like to come to a separate truce with the government.” The original demand of the ANVC was for greater Garoland, which includes all the three Districts of Garo hills, and Garo-dominated areas of West Khasi Hills as well as Goalpara and Kamrup Districts in Assam. Nado said the split in ANVC took place in July 2004, when a section of the ANVC leaders, including Sohan D. Shira, the current ‘commander-in-chief’ of the GNLA, signed a ceasefire agreement and came over ground. “After disowning the breakaway group, the leaders of the ANVC went on denying the presence of ANVC (breakaway), and they are also unwilling to accept our existence,” Nado added.

Also discussed were adherence to ground rules, signed by both sides, surrender of arms and ammunition and a total halt of operations by Security Forces against the ULFA-PTF. The next rounds of talks are likely in May-June this year. The State Chief Secretary WMS Pariat informed that the State Government has already received feeler from this oufit for talks with the Government. However, according to Pariat, a meeting will be convened shortly to explore whether they should be brought under the ambit of previous tripartite peace agreement or to have separate truce pact. Nado R. Marak, who is the personal secretary to Mokus Marak, the ‘commander in chief’ of the breakaway outfit had said that the group would aspire for Greater Garoland and reiterated the need to have a separate truce agreement with the Government. Earlier, the breakaway faction had alleged that they were not included in the peace process by the senior leaders of the outfit. The Chief Secretary said the Government was also ascertaining what went wrong while signing the tripartite agreement with the Garo rebel group in 2004. Agreeing to the views of Chief Minister Mukul Sangma, the Chief Secretary said it was the Centre which had initiated the move to sign the ceasefire agreement with the ANVC and the State was just a signatory.

The ultimatum was served following Police reports that a large number of youngsters were presently at the camp of the GNLA apart from few armed militants, the Director General of Police (DGP) N Ramachandran said. Maintaining that GNLA was armed with sophisticated weapons, Ramachandran said that the Police would be compelled to use lethal weapons against the militant outfit. “We have been exercising utmost restraint while carrying out operations against the GNLA militants to avoid collateral damage and civilian casualties,” the DGP said. He said that the Police forces also know that the ‘respectable’ citizens are engaged in collecting money on behalf of the militant group as agents and middlemen, adds The Sentinel. In a statement, Marak said he did not want to be known by the name of Torik any longer, which was used when he was with the ANVC that is currently under ceasefire. Torik Marak alias Rimpu Bernard Marak was one of the main leaders of the ANVC, and recently the outfit had issued a week’s ultimatum to him to get back to the organization after he went ‘missing’. Marak also made it clear that he would not go back to the ANVC, but would remain with ANVC-B and pledged support to their ‘commander-in-chief’ Mokus Marak. He also said since the cadres had reposed faith in him, he would take up a new responsibility. Nagaland Post reports that a new militant outfit, the United Peoples’ Democratic Front (UPDF) on April 12 threatened those involved in the illegal trade of coal, timber and stone from Lohit and Changlang Districts. Police said, the threat is meant to extort money from traders. The outfit is headed by Sumona Munlang, once a trusted sharpshooter of Dawood Ibrahim’s gang, Police said. Munlang sought to attain an Autonomous District Council (ADC) by clubbing together some areas of Lohit and Changlang Districts through armed struggle. A senior Police official said Munlang started the group with about 12 cadres, but it now has around 70 members. ‘Besides, the outfit has been extorting money from traders in the two districts,’ the official said. He said Munlang was arrested in 2002 by Arunachal Pradesh police but managed to escape and went to Mumbai later. In Mumbai, he joined the Dawood’s gang and worked for them for a few years. ‘He came back to Arunachal Pradesh in 2010 and started the UPDF,’ the official said adding some cadres of the lesser known militant outfit - Tai-Khamti Liberation Front (TKLF) also joined the group.

The report states that the arms consignment with 27 heavy firearms from China had been received by NLFT-BM recently. Nagaland Post reports that Assam Rifles (AR) arrested 13 National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadres along with one .9mm Pistol, one .22 Rifle, more than 3000 rounds ammo of various weapons, detonators and large amount of communication and surveillance equipments in an operation at Chumukedima ward No. 1 in Dimapur District on April 13. The militants had set up a temporary hideout in the vicinity of a house belonging to one ‘Colonel’ Yaritiva Lotha of NSCN-IM, who is presently said to be residing at Hebron Camp. It was reported that the cadres were using the safehouse for transit and storing the weapons and ammunition for short duration meant for further supply to other parts of the State. AR cordoned the house and searched the area while the cadres panicked and attempted to flee. In the process, the fleeing cadres were arrested. AR in a statement said the operation incorporated humanitarian facets to act within existing cease fire ground rules, however “law breakers” were arrested to maintain peace in Nagaland.

The front has announced a 15- point ordinance as the first phase, a statement signed by URF information and publicity secretary, AK Pibarel said. Every possible step will be taken up against the non-locals in Manipur under the ordinance. According to the ordinance, the URF will impose a monthly tax on all the non-indigenous people without considering the period of their settlement in Manipur. URF also appealed the people to extend support to the ordinance imposed by the outfit and warned that stringent action will be initiated against those who try to stand against it.

The Times of India reports that both fencing and flood lighting projects along the Indo-Bangladesh border in Tripura have been affected severely due to the delay caused by adverse weather condition and non-availability of support service from concerned departments. Installation of floodlights on the entire 4,095-kilometer stretch of the Indo-Bangladesh border, including 856- kilometer in the State and 2,840 kilometer in Northeast is targeted to be completed this year [2012]. A Border Security Force (BSF) report said that floodlighting for 132 kilometer is ready for installation in the western border of the State but Tripura State Electricity Corporation Ltd (TSECL) has provided power connection only for 34 kilometer so far. In the State, fencing was scheduled to be completed by March 2011 but almost 22 per cent of the border with Bangladesh in the state is left unfenced, the progress report said. However, State ‘chief secretary’ Dr S K Panda in this regard maintained that non-availability of allocated fund from Union Ministry of Home Affairs (UMHA) in time is the reason for the delayed work.

NSCN-K sources revealed that top leaders from the outfit have left for its Council Headquarters (CHQ) located in Myanmar where a meeting will be held on April 20 to work out strategies and modalities for setting up ceasefire ground rules with the Myanmar Government. ‘Chairman’ S.S Khaplang, who will also attend the proposed meeting at CHQ, will be attended among others by senior leaders--Kughalu Mulatonu and Wangtin Naga. The outfit will also discuss setting up of offices in Nagaland State and in Myanmar as well. This development comes in the wake of NSCN-Khole-Kitovi led by “general” Khole and Kitovi Zhimomi, who have all the while alleged S.S Khaplang of being more concerned with politics in Myanmar than in Nagaland. Further he disclosed that he was earlier arrested by Imphal East commandos in the month of December 2011. After release on bail, he again joined the group. According to his statement he began working for CorCom (Coordination Committee of seven valley based militant group), under one Abujam Lamphel alias Puremba of Changangei, ‘Second Lieutenant’ of United National Liberation Front (UNLF), in recruiting youths for militant groups. It has also stated that recently they recruited one Aheibam Johnson (16) and handed over to a group for basic training. On follow up action, Abujam Lamphel Singh was also arrested on the same day at about 6.20am from his residence.

Police said they arrested three militants, including a woman identified as Paban Das, Jaya Boro and Ganesh Das from the District while they were on their way to Guwahati and recovered two grenades from their possession. Sudesh Kumar, Inspector General of the BSF (Meghalya-Assam Frontier) said several militant outfits, including the Anti-Talk Faction of United Liberation Front of Asom (ULFA-ATF), National Democratic Front of Bodoland (NDFB) and others, used the local population as guides while following elephants that move about freely across the international border. Deccan Chronicle reported on April 20 that credible information developed over the last few months by field operatives of Central intelligence agencies in the Northeast, Bangladesh and Burma has confirmed that the Anti-Talk Faction of United Liberation Front of Asom (ULFA-ATF) top ‘commander’ Paresh Baruah is now using his terror network to smuggle narcotics into India. Baruah and his trusted aides, the report adds, are being helped by two important Inter-Services Intelligence (ISI) agents, Khwaja Sultan Malik and Qalil Ahmed, who are operating out of Bangladesh. Both Malik and Ahmed also have close links with drug cartels in Southeast Asia who are smuggling narcotics into India through the porous Indo-Bangladesh border with the ULFA’s help. The report states, “The ULFA is not only helping drug cartels use India as a transit point but also pumping narcotics into the country for local consumption.’’ The report further reveals that the terror outfit is using its formidable network in the Northeast for narcotic smuggling as it has yielded them high returns. The ULFA has been taking both money and arms in return for helping the drug syndicates. “As India is an important transit point in the Golden Triangle of narcotic smuggling, involvement of terror groups in India in this business is an extremely dangerous trend,” adds the report. Baruah, who is now believed to be shuttling between Burma and Bangladesh, saw narcotic smuggling as a quick and easy way to rake in money to fund his terror machinery.

In a memorandum submitted by Chief Minister Tarun Gogoi to the Prime Minister, the State Government said Maoist activities were increasing in Assam, particularly in the upper Districts, because of their strategic location. Singh was also urged to deploy at least 125 companies of Central paramilitary forces to counter the activities of both insurgent groups and Maoists. Presently there were only 97 companies of Central forces. Besides, the State government requested the Prime Minister to consider grant of a special allocation under the 12th plan for funding a INR 3000-crore housing scheme for all State police personnel over the next five years.

UPDS on November 25, 2011 signed tripartite MoS with the Central and Assam Government. The crucial aspects of the MoS include the change the Karbi Anglong Autonomous Council (KAAC) to Karbi Anglong Autonomous Territorial Council (KAATC) by amending the sixth schedule of the Indian Constitution. Further, to divide the KAAC into four administrative Districts. In addition, a monitoring committing that was to be formed and led by a Joint Secretary in the Union Ministry of home affairs (UMHA) to oversee implementation of the MoS is still not in place although the UPDS claims it has sent a list of its nominees to the Government. Since the committee has not been formed, the INR 3.5 billion [INR 350-crore] economic package is also not being implemented.

Ramachandran, on April 24, said there are indications that some teenagers who were lodged in Garo National Liberation Army (GNLA) camps have returned home. On April 10, the DGP had set a week’s deadline to attack the camps of GNLA if the teenagers were not released by the militant outfit. At least 120 teenagers were recruited by the GNLA to assist the cadres in the camps. The teenagers carry out menial jobs in the camps. The DGP said the primary intention of setting a deadline to the GNLA was not aimed at large scale surrender of the cadres. “Our intention was to get back the teenagers from the GNLA camps,” the DGP said. The State Police asserted that operations against the GNLA will continue, adds The Shillong Times. The statement came on the eve GNLA’s proposed 72-hour bandh (shut down strike) in Ampati and Selsella area in West Garo Hills District from April 25 (today). The GNLA earlier gave a three-day deadline to the Government to withdraw its forces engaged in counter-insurgency operations. According to Ramachandran, their demand for the withdrawal of security forces clearly indicates that the outfit is under tremendous pressure.

The incident happened when a large group of armed Policemen returning to Tura after conduct of anti-insurgency operations were targeted by the GNLA militants who detonated the explosive hidden on the side of a road culvert at Daji Tesakgre village, just 3 kilometres from Chokpot between 3:30 and 4 pm. The militants, suspected to be led by ‘area commander’ Baichung Momin, laid the trap for the Police truck but the explosion took place just before the truck crossed the culvert. As soon as the blast occurred there was exchange of fire as the militants who were hiding up in the nearby hills tried to attack the Police personnel who also responded with heavy firing forcing the militants to flee. No casualties were reported from either side.

Two members team of the Mizoram government, accompanied by Tripura State officials, arrived in Thamshapara camp in Kanchanpur (North Tripura District) early in the morning but the refugees refused to leave for Mizoram. As per the decision of the Union ministry of home Affairs (UMHA) and the Mizoram Government, 141 Bru refugees were scheduled to be repatriated to three selected villages in western Mizoram. Refugees did not cite any specific reason for their refusal to go back to their homeland except that they were happy living in the refugee camps and satisfied with the amenities there.

The special weapons and tactics team (SWAT) of the Meghalaya Police arrested Marak from his place of posting at Bholaganj, around 75 kilometers from Shillong in East Khasi Hills District. The Police also seized 10 GNLA demand notes, three cell phones, four SIM cards, two pen drives and other incriminating documents from his possession. The militants were arrested from Maitri Village under Diyun Police Station, where they had taken shelter in the house of a Chakma widow. The cadres visited the village to serve extortion note to a local businessmen in the area and had forcibly taken shelter in the house. Times of India reports that after building close links with Anti-Talk Faction of United Liberation Front of Asom (ULFA-ATF), Garo National Liberation Army (GNLA) are developing contacts in the neighbouring Nagaland and procuring sophisticated arms from Naga militant groups, who route the weapons via Guwahati (Assam), making it more difficult for the city Police to intercept them. Intelligence sources confirmed that GNLA is buying lightweight assault rifles and guns as well as ammunition from various agents backed by NSCN. "They are purchasing Heckler & Koch assault rifles, something not even available for many of our security forces. They are also buying Austria-made Glock guns from the grey markets of Dimapur. These high range guns are light in weight and are now the favourite for ultras," said the source. According to the source, the Nagaland-based outfits are getting these arms from Myanmar and some Chinese agents. "They buy an assault rifle for around Rs 8 lakh [INR 800,000] and a sophisticated pistol for Rs 4-5 lakh [INR 400,000-500,000]. They also arrange for agents to act as carriers to deliver the consignments," said the source, adding that in many cases the transit is also via Mizoram. Paid handsomely, the carriers bring these arms in secret chambers of vehicles and drive through Assam to reach Meghalaya.
