The founder of the Tamileela Makkal Viduthalai Pulikal (TMVP) party and Member of Parliament, Vinayagamoorthy Muraleetharan alias ‘Colonel’ Karuna Amman, has said that he will join the ruling Sri Lanka Freedom Party (SLFP) in the near future, Colombo Page reports. Making a special statement to the media, Karuna said that he will obtain the SLFP membership within the next three weeks. He could convert all offices of his political party in the Trincomalee, Batticaloa and Ampara Districts as SLFP offices after obtaining the membership in the ruling party. He claimed that the Eastern Chief Minister Sivanesathurai Chandrakanthan alias Pillayan will be alone in the TMVP following his crossover as a large number of party supporters are getting ready to join with SLFP.

Minister Dinesh Gunawardene told Parliament on February 17 that 60,088 families have been displaced in the Eastern Province due to the Liberation Tigers of Tamil Eelam’s (LTTE) activities, according to Daily News. Responding to a question by the Janatha Vimukthi Peramuna Member of Parliament, Jinadasa Kitulagoda, the minister said the Resettlement and Disaster Relief Services Ministry has set up 12 temporary camps in the Batticaloa District and three camps in Trincomalee District to settle the displaced families. 863 families have been settled in 12 temporary camps in the Batticaloa District while 706 families are in three camps in the Trincomalee District, he said. The Government has made arrangements to resettle the displaced families in their own villages within the first six months of this year, the minister added.

The Chief Minister said they have opened three offices in Trincomalee, Batticaloa and Ampara to look for the child soldiers mentioned by the UNICEF with the cooperation of the Police. The Chief Minister also said the UNICEF is still accusing the TMVP saying there are more child soldiers working with them. The UNICEF has recently given the Chief Minister a name list of 100 child soldiers still recruited in the party.

Colombo Page reports that the Government has established four new villages in the Pulmoddai area of Trincomalee to settle the civilians fleeing from LTTE-held areas. Speaking to the media, the Minister of Resettlement and Disaster Relief Services, Risath Bathiyutheen, said these villages can accommodate nearly 100,000 persons. The Minister also said the Government is ready to establish more villages in Pulmoddai area if needed. The pro-Liberation Tigers of Tamil Eelam (LTTE) Tamil National Alliance (TNA) party’s Trincomalee District Member of Parliament, R. Sampanthan, and parliamentarian Suresh Premachandran told the visiting British Foreign Secretary David Miliband that 7000 Tamils in Wanni have been killed and 14000 injured in the last three months, according to the pro-LTTE Website Tamil Net. The TNA parliamentarians also told Miliband that more than 300 Tamil youths in the Vavuniya detention centre have been arrested by the Sri Lanka Army (SLA) and that the SLA has not revealed the whereabouts of those arrested to their parents.

The de-mining process in the Eastern Province is reaching its final stage, the Ministry of Nation Building announced, according to Colombo Page. The Government has commenced the de-mining process of the Eastern Province with the assistance of few foreign agencies following the liberation of the entire Province at the end of 2007. According to the Ministry, six teams, including five foreign organizations, are involved in the de-mining activities in Eastern Province at the moment. The Government hopes to complete this process within the next few months and to finalize the resettlement activities in several areas. The ministry has already taken measures to commence the resettlement in the Thoppigala area, where the final stage of the de-mining is currently proceeding.

Troops engaged in their final push against LTTE are poised to completely seal off the Eastern coast within the next 24 hours as 58th Division troops advancing towards Mullaitivu from the northern direction reached closer to Mullaitivu front after capturing the grounded Jordanian ship Farah III in the Mullaitivu seas by the evening of May 14, military officials said. “By yesterday evening, less than two kilo metres stretch of beach front was under the LTTE control and it would soon be captured by the troops once 58 and 59 Division troops marry up in the North of Mullaitivu completely denying the beach front to the LTTE,” the official added. The Security Forces captured the Jordanian ship Farah III which was used by the LTTE to fire upon the ground troops of both 58th and 59th Divisions advancing on the ground and also towards Navy boats patrolling in the sea off Mullaitivu. The ship which was reportedly being used by the Sea Tigers (sea wing of the LTTE) as their operational centre was seized by the LTTE in December 2006 after it had engine trouble and was awaiting rescue from Colombo. Though the crew and its captain to Mullaitivu were also abducted they were later released to the International Red Cross. According to military officials the advance on the beach front would be much easy with the capture of this ship. Reports also indicate that as troops are closing in on the last terrain of the LTTE, many explosions were heard inside the NFZ and from LTTE camps as the militants blew off their ammunition dumps and other weapons before being captured by the advancing troops.

The Government through the Nation Building and Estate Infrastructure Development Ministry has allocated SLR 1,270 million to provide opportunities for social and economic empowerment by focusing on balanced and sustainable development in the Eastern Province. The normal life of Easterners has paved the way for rapid development in the Districts of Batticaloa, Trincomalee and Ampara after being liberated from the Liberation Tiger of Tamil Eelam (LTTE), a Spokesman of the Nation Building Ministry told Daily News. People of these three districts have undergone untold hardships due to terrorism during the last three decades and it is the most urgent need and toughest challenge of the Government to uplift their living standards to bring about accelerated development in Sri Lanka. Accordingly, 749 projects will be implemented in the Ampara District. Among them 571 rural road development projects, 41 garbage disposal management projects, 14 bridges, 12 electricity projects, 32 irrigation projects, 18 social welfare projects, 45 drinking water projects and 16 educational and health projects will be undertaken by the Ministry. It is estimated that around 191,300 people would benefit from these projects. The spokesman said around 350 rural road development projects, 60 garbage disposal projects, 10 bridges, 42 electricity and irrigation projects, 10 social welfare projects, 25 drinking water projects and 17 health and educational projects will be implemented in the Trincomalee District. Financial allocations have already been made for this purpose by the Ministry, he said.

Kingsley Ranawaka, chairman of the Foreign Employment Bureau (FEB), said they will launch a special programme for this in the near future. According to the chairman, the Foreign Employment Bureau will establish offices in the Northern and Eastern Provinces for this purpose. The first of these two offices will begin operations in Batticaloa this month, Ranawaka added. The FEB hopes to set up the second office in the Wanni region, but the exact location has not been decided.

He said he received them from the late President R. Premadasa and distributed them a day after an incident of massacre in Kathankudy in August 1990. “We never kept these weapons to fight the security forces. The weapons included 16 T-56 weapons, four 303 rifles, one shotgun, one 84-S weapon, one 9-mm pistol, one SMG KR weapon, five Galkatas weapons, 16 hand grenades, 1076 rounds of 7.62 x 39-mm ammunition, one hundred and six rounds of 303 rifles ammunition, 19 rounds of 84-S ammunition, 19 rounds of 9-mm ammunition, six rounds of 38-mm ammunition, two rounds of bore-12 ammunition, 25 T-56 magazines, five 303 rifles magazines, two 9-mm magazines and parts of a bore-12 weapon. The former militants surrendered their weapons through the Association of Muslim Mosques, the military said on July 5, The Hindu adds. The period granted for armed groups in the Eastern Province to hand over their weapons ended at 3:00pm on July 4. Receiving the weapons, Deputy Inspector General of Police (Eastern Province) Edison Gunatilake described the event as “historic” and called for the surrender of all such weapons. Quoting Gunathilake, the English weekly Lakbima said a joint military operation would be launched to track down arms and ammunition in the hands of the “jihadist groups in the East, after the extended deadline given for the hand over of the weapons lapsed”. It quoted Gunathilake as saying the response from the Muslim armed groups to the Government’s call to hand over weapons was poor. The weekly further quoted him as saying that intelligence reports reveal Islamist militants possess 250 T-56 assault rifles, a fraction of which had been handed over on July 4. 18 armed groups have been identified in the Eastern Province and these groups are reported to be holding more than 400 firearms.

The Sri Lanka Police on July 31 announced that except the Security Forces and Police, no other party will be allowed to carry weapons in the Eastern Province, Colombo Page reported. The Deputy Inspector General of Police in the East, Edison Gunathilaka, said several main Tamil political parties who bore weapons in the past are also not allowed to carry weapons any more. According to the new rule, the political parties Thamil Makkal Viduthalai Pulikal, Ealam People's Democratic Party, People's Liberation Organization of Tamil, Ealam People's Revolution Liberation Front are also not allowed to hold weapons. Following the conclusion of the earlier announced amnesty period the Police have reportedly commenced raids to arrest people who continue to possess weapons.

Colombo Page quoted the Minister as saying that they have almost finished the re-settlement process in the Eastern Province, adding only few hundreds of IDPs are left to be re-settled in the Sampur area of Trincomalee District. He added that the resettlement of those IDPs has run into a snag as their villages are located in the High Security Zone in Sampur. However, the Government is already planning to re-settle them in an alternative place with the willingness of those displaced persons, he further added. Under the Government's process of re-establishing peace and harmony in the country, 45 new police stations have been established in Northern and Eastern provinces after the two provinces were liberated from the Liberation Tigers of Tamil Eelam (LTTE), Inspector General of Police (IGP) Jayantha Wickramarathna said, according to Colombo Page. Speaking at a special function held in Colombo in the morning of October 20 the IGP said new police stations will be set up to cover the entire two provinces within the next few months. According to the IGP, the police department has established 37 new police stations in the East and eight stations in the North after the regions were liberated from the LTTE. Another four police stations are to be established in Kilinochchi District, he added. He further said that nearly 500 new police personnel who could properly speak the Tamil language are to be deployed in the Northern and Eastern provinces to grant a better service to the people in those areas. The new batch of Policemen is currently receiving special training at the Kaladi training school in Batticaloa, he informed.
