Addressing villagers in Batticaloa at a rural self-defence training and drill programme, the LTTE’s 'special commander for Ampara-Batticaloa', Bhanu, warned that its Air Force is ready to launch attacks on the Sri Lanka Government's armed forces if war breaks out. "Not only the Black Tigers but also the Tamil Tigers’ Air Force too is ready to fight against the Sri Lanka Armed Force," Bhanu declared. He added that the LTTE has now grown to the extent that it can provide weapons to 25,000 people in Batticaloa alone.

The Sri Lanka Monitoring Mission (SLMM) on January 17 decided to temporarily suspend their monitoring activities in Trincomalee due to the recent escalation of violence in the district. "Following the recent escalation of violence in Trincomalee, culminating in the bomb attack against a Sri Lanka Navy bus earlier today, the SLMM has decided to suspend the operational activities in Trincomalee until further notice", a press release from the SLMM stated. "It is important to underline that the suspension is limited to Trincomalee district only and we plan to resume normal monitoring activities as soon as the situation calms down", the release added. The SLMM runs a district office in Trincomalee and a contact point in Muttur.

According to Daily News, the Sri Lanka Monitoring Mission (SLMM) will continue operational activities in the seas off Trincomalee despite its earlier decision to suspend operations in the entire district. The SLMM had agreed to commence truce monitoring in the seas of Trincomalee from January 18 following an assurance from the Navy to provide them additional security on board Navy vessels. SLMM spokesperson Helen Olafsdottir said they had decided to restrict operational activities to the seas off Trincomalee, but cease to monitor the ceasefire on the ground for the time being. "Our (SLMM) team in Trinco cannot go out or patrol the area because the land is not safe or and conducive for monitoring," Olafsdottir said.

According to the pro-Liberation Tigers of Tamil Eelam (LTTE) website Tamilnet, paramilitary cadres have abducted two 15-years old boys from the Valaichenai area of Batticaloa district on March 13. The website further quoted Anton Balasingham, the LTTE’s chief negotiator, as stating, "The Geneva peace talks will face grave danger if the Sri Lanka government refuses to disarm Tamil paramilitary organisations and continues allowing them to launch offensive military operations against our military positions in Batticaloa district." He further told that the LTTE leadership would be compelled to review its decision to participate in the next round of talks, scheduled to be held in Geneva on April 19, if Colombo fails to fulfil the pledges agreed in the joint statement issued after the first session of talks in Geneva.

A Government statement said that hours after the Colombo suicide attack, the "Liberation Tigers of Tamil Eelam (LTTE) positioned in the Sampoor area in Trincomalee launched an attack on the Navy in Trincomalee and the security forces have carried out an operation to deter further attacks by the LTTE." The military attack was continuing till last reports came in. Brigadier Samarasinghe informed that the latest strikes came after the LTTE fired on naval patrol craft off the eastern port of Trincomalee for a second day. What we did was in the national interest. What the government troops performed was not a war for conquer of a part of the land or eviction of the public living there. We knew our targets and went for that and it should not be interpreted as a full-scale war or an attempt to conquer a part of the land or so. The Sri Lanka Government on November 10 expressed its regret over the killing of civilians in Vakarai and accused the Liberation Tigers of Tamil Eelam (LTTE) of using civilians as a human shield. Government defence spokesperson, Keheliya Rambukwella, said, “While we regret this whole episode, we also must say that national security is uppermost in our minds and actions by the defence authorities were inevitable. The LTTE is using humans as shields to cover their operations. This is exactly what happened when they fired artillery and mortars from that end to the government side.” Denying media reports, he said that only 23 civilians were killed and 125 others injured, adding, “We are not trying to cover up anything and there will be an investigation.” He reiterated that security forces (SFs) launched the retaliatory attack at Kadiraveli after thoroughly verifying the facts obtained through Radar plots.

The Sri Lanka Navy (SLN) personnel foiled a major LTTE attack on the civilian passenger vessel 'Green Ocean I' with 300 Jaffna bound civilians from Trincomalee in the sea off Nagarkovil destroying a flotilla of Sea-Tiger boats, including three suicide boats, on November 9. The Air Force provided reinforcements by sending MI 24s and Kfirs to attack the Sea-Tigers. SLN Commander Vice Admiral Wasantha Karannagoda told Daily News that the SLN escorted the 'Green Ocean I' to a safer area amidst the Sea-Tiger attack without any harm to the civilian passengers, adding, 'Green Ocean I' which commenced its voyage at 5.30 a.m. from Trincomalee, was sailing in the sea off Nagarkovil and Point Pedro in the Jaffna district at the time it came under a LTTE attack at 5.15 p.m. "We believe more than 40 LTTE cadres were killed in the attack," told SLN spokesperson Commander D.K.P. Dasanayaka, adding, two suicide boats rammed into to two Dvora fast Attack Craft escorting ‘Green Ocean I’, destroying one and damaging the other. He said Naval troops engaged in search operations in the sea off Point Pedro rescued three sailors injured in the attack, further adding, "We are conducting search operations to rescue the other sailors reported missing during the confrontation."

The letter said, "The person who spoke to each of us introduced himself as Gunanan of the Thamil Eela Makkal Viduthalai Puligal (TMVP) Batticaloa Office. He warned that if the eight MPs belonging to the Tamil National Alliance (ITAK) from the Eastern Province did not resign by the 27th of November 2006, all eight MPs will end up receiving the ‘Maamanithar’ (Great Human Being) award posthumously as all eight MPs would be killed. The caller stated that this was the order of their leader.” The MPs pointed out that parliamentarians, Joseph Pararajasingham and Nadarajah Raviraj, were also assassinated after receiving similar death threats. The MPs strongly urged the Speaker as the custodian of the rights and privileges of the Members of Parliament to take all necessary steps to enable them to carry out their duties safely for the people who voted them to office.

Earlier on December 30, the breakaway LTTE faction led by Vinayagamoorthy Muralitharan a.k.a. ‘Colonel’ Karuna claimed that 200 of its members attacked LTTE camps in the jungles of Toppigala, about 40 km from the town of Batticaloa, in one of the biggest raids in months. “Our intelligence reports said there were top LTTE commanders there, 30 cadres were killed on the spot,” said Asad Maulana, a spokesperson for the Karuna group. The LTTE, however, said the attacks were repulsed and that only four of its cadres were wounded. It also alleged the attack in Toppigala was carried out with the support of the Sri Lankan military firing mortar bombs.
