On January 6, the State Bank of Pakistan (SBP) directed all exchange companies to follow the anti-money laundering and countering the financing of terrorism regime by submitting suspicious transactions manually or electronically directly to the Financial Monitoring Unit, reports Dawn. A United States (US) Treasury delegation will meet senior economic managers in Islamabad on January 9 to exchange views on the problem of money-laundering and terrorists funding. Finance Ministry and State Bank officials said the US delegation comprising four to five officials would hold talks with Finance Minister Dr Abdul Hafeez Shaikh, SBP Governor Yaseen Anwar and other officials. Pakistan drew a lot of attention on the issue of money-laundering and terrorists funding since 9/11, but it was never found involved in any crime. Transactions within and outside Pakistan are under harsh scrutiny. Under the Anti-Money Laundering Ordinance promulgated in 2007, money-laundering is a punishable offence, with a rigorous imprisonment term between one and 10 years, a fine of up to one million rupees and forfeiture of property.

The agreement was made during a high-level bilateral meeting between Prime Minister Baburam Bhattarai and visiting Chinese Prime Minister Wen Jiabao at the office of the Prime Minister and Council of Ministers at Singha Durbar in Kathmandu. Krishna, who is an official tour to Sri Lanka, that he stood by his commitment to follow the “13th Amendment plus approach” to achieve a political solution to the Tamil question, The Hindu reports. “I discussed this matter [political solution for Tamils] with His Excellency the President this morning. The President assured me that he stands by his commitment to pursuing the 13th Amendment [to the Sri Lankan Constitution] plus approach,” Krishna told presspersons after meeting the Sri Lankan President. “The Government of Sri Lanka has on many occasions conveyed to us its commitment to move towards a political settlement based on the full implementation of the 13th Amendment to the Sri Lankan Constitution, and building on it, so as to achieve meaningful devolution of powers. We look forward to an expeditious and constructive approach to the dialogue process. We believe that continuation of the dialogue between the Government and the TNA [Tamil National Alliance] would pave the way for political settlement, including under the rubric of the Parliamentary Select Committee,” he added.

Nepal's Deputy Prime Minister Bijay Gachhadar disclosed that Nepal has confiscated Fake Indian Currency Notes (FICNs) worth INR 80 million in recent times and conveyed to India that it would not allow any anti-India activity on its soil, according to CNN-IBN. Gachhadar, who met Union Home Minister P. Chidambaram in New Delhi, told reporters that his country was taking strong action against those involved in circulation of FICNs. "We have assured the Indian government that our territory will not be allowed to be used for activities inimical to India's interest," he said, adding his country was committed to providing all necessary cooperation and assistance in security matters. India would provide Nepal help in strengthening border and aviation security, particularly at Kathmandu's Tribhuvan international airport, he added further. He also said that New Delhi has promised Kathmandu to help it enhancing border and aviation security and modernising its law enforcement agencies.

Pakistan and Afghanistan on February 16 agreed upon the need to resolve all issues and stressed mutual cooperation to tackle the common challenges of terrorism and extremism, reports Daily Times. The two sides also resolved to remove bottlenecks, if any, in the way of the Pak-Afghan Transit Trade Agreement, and work for stability and peace of both the countries. This was agreed during visiting Afghanistan President Hamid Karzai’s separate meetings with President Asif Ali Zardari and Prime Minister Yousaf Raza Gilani. Karzai is on a two-day official visit to join President Asif Ali Zardari and Iranian President Mahmoud Ahmadinejad for a trilateral summit in Islamabad, aimed at promoting regional cooperation and strengthening peace and stability in the region. During his meeting with Karzai at the Presidency, President Zardari underlined the need for working together to extend the transit trade agreement to Central Asian countries, which he said was a doable project and would not only benefit the people of the region, but also generate huge economic activity in Afghanistan.

The Times of India reports that increased cooperation between India and the US on detection and tracking of fake Indian currency notes (FICN) is likely with terror funding, cyber crime, intelligence sharing being discussed between Union Home Secretary R K Singh and US Deputy Secretary for Homeland Security Jane Holl Lute in New Delhi on April 20. While both sides remained tight-lipped on the details of the day-long discussion, sources said that the US and India were likely to share technical know-how and intelligence on the detection of bulk smuggling of FICN. According to a recent confidential Government report, four in every 1,000 currency notes in circulation in India are fake amounting to as much as INR 32 billion in 2010. The white paper on the status of FICN, prepared jointly by the Intelligence Bureau, Research & Analysis Wing, Directorate of Revenue Intelligence and Central Bureau of Investigation had expressed concern on the trend saying it was seriously affecting the credibility of the rupee as legal tender. FICN that flowed into India in 2010 from abroad were in the range of INR 15 billion- INR 17 billion, the white paper said.

Washington’s envoy for Afghanistan and Pakistan Marc Grossman said during a joint conference with Foreign Secretary Jalil Abbas Jilani that the US was ready for talks on re-opening the supply lines and clearing outstanding payments to Pakistan to meet the expenses of military operations in its tribal areas to fight Taliban and al Qaeda. “We are ready to get to the work. We want to work to reopen the ground lines of communication. We want to discuss several outstanding claims for the Coalition Support Fund,” Grossman said. This was announced by Afghanistan Foreign Secretary Jalil Abbas Jilani at a press conference addressed by heads of delegations at the 6th core group meeting of the three countries. The move, which comes in conjunction with the three sides agreeing to coordinate their activities at the United Nations (UN) for removing Taliban leaders from the Security Council sanctions list, is the biggest step forward for promoting reconciliation in Afghanistan since the core group was established a year ago for the sole purpose of advancing the peace process. The two steps are being seen as a confidence-building move to put the reconciliation process, which suffered a setback earlier with Taliban pulling out of the Qatar process, back on track. “All sides have agreed in principle that it would be their collective responsibility to facilitate anyone travelling to take part in peace talks,” a Pakistani diplomat explained while talking to Dawn and said modalities would now be worked out by a group of experts.

Vusshe said that both sides (GoI and NSCN-K) came to this agreement after hectic parleys over certain “pressing” and “pertinent” issues related to the implementation of ceasefire ground rules were agreed upon. Sources in the Foreign Ministry confided to Daily Times that as a matter of fact the talks between the two countries were facing stalemate, though, no official publicly talked about the deadlock. When asked for his version over the deadlock, Foreign Office’s spokesman Moazzam Khan said negotiations between Pakistan and the US continued while the two countries wanted to move the talks in positive direction. Four inter-related subjects namely drone attacks, rate of charges of NATO supply, border’s coordination mechanism, apology by US over Salala incident were discussed between the US and Pakistan. Sources said that stalemate between the negotiating teams of the two countries is prevailing over the questions of drone strikes, apology over Salala and rate of charging a truck carrying NATO supply to Afghanistan. On June 13, India raised the issue with the US when External Affairs Minister S.M. Krishna met US Secretary of State Hillary Clinton in Washington for the third round of strategic India-US dialogue. Both Headley and Rana are currently in the custody of US authorities. Headley is accused of conducting recce of 26/11 targets for the LeT, which carried out the attacks. However, Rana was acquitted of federal charges that he aided the terrorists who carried out the attacks. At a joint press conference with Clinton, Krishna told reporters, "India's interest in further access to Headley and Rana, in accordance with our legal procedures, for the investigations into the Mumbai terror attack of November 2008, was raised." In response, Mrs Clinton said the two countries are sharing information related to terrorism and other related issues. "With respect to information-sharing it is our policy and practice to share information, and we do that. I'm not going to go into details because we think our cooperation on intelligence-sharing, on homeland security issues, on counter-terrorism has gotten to a new level," she said. However, The Hindu added that Krishna noted that the U.S. had not briefed India on any progress in the case of Hafiz Saeed, the alleged mastermind of 26/11, on whose head the Obama administration recently placed a USD 10 million bounty. Krishna also implied that no further promises had been made by the US regarding India’s years-old plea for further direct access to Headley. While the U.S. defused growing anger and suspicion in the Indian corner by granting India’s National Investigation Agency (NIA) access to Headley for ten days in June 2010, additional opportunities to question him have not materialised.

The signing of the accord for ‘Transit of cargo to and from Afghanistan through Pakistan’ paved the way for the release of USD 1.18 billion in Coalition Support Fund reimbursements held up for over two years. The only new feature of the arrangement, which in essence is reportedly similar to the existing practice, is that it is in black and white. The agreement was concluded on the eve of ISI chief Lieutenant-General Zaheerul Islam’s maiden trip to the US for renewing ties with the CIA. “This MoU is a demonstration of increased transparency and openness between our Governments in respect of Pakistan’s sovereignty as requested by the Pakistani parliament,” US Charge d’affaires Richard Hoagland said after signing the agreement with Defence Ministry’s Additional Secretary Rear Admiral Farrukh Ahmed. Newly appointed Defence Secretary Lieutenant-General (retd) Asif Yasin Malik attended the signing ceremony. The Federal Government during a meeting chaired by Interior Minister Rehman Malik on September 4 asked the Punjab Government to crack down on Lashkar-e-Jhangvi (LeJ) without further delay, as most cases of sectarian violence had been claimed by the organisation, reports Daily Times. The meeting also ordered an investigation into the foreign visits of LeJ leader Malik Ishaq. It was observed that sectarian violence is being prompted by paid agents of elements hostile to Pakistan. The meeting was of the view that analysis of available intelligence suggested that there was a strong nexus between the LeJ and one of the factions of the Tehreek-e-Taliban Pakistan (TTP). It was also observed that the TTP was fuelling sectarian strife in and around Quetta for financial gains. The meeting also observed that two former Harkat-ul-Ansar terrorists were supervising and handling the killings of innocent Shias in the country, adding that one of its members, Asmat Muawia, was operating from upper and central Punjab. The participants believed there was no religious strife between Sunnis and Shias and hostile elements were trying to create a conflict between the two sects. The meeting was told that Mastung District of Balochistan is a haven for united members of the TTP, Baloch Liberation Army (BLA) and LeJ.

Senior Police officers of West Bengal, Jharkhand and Odisha held a meeting in West Bengal’s Purulia District on September 25 to discuss a joint mechanism against the Communist Party of India-Maoist (CPI-Maoist) operating in the three neighbouring States, reports The Hindu. “This is the first time that a meeting involving senior Police officers and para-military forces of the three States has been held since Maoist activities were reported in West Bengal,” Gangeshwar Singh, Inspector General of State Police (Western Range) told The Hindu on the telephone. According to senior Police officers, the “tactics and strategy” of the Maoists operating in the border areas of the States, along with specific intelligence inputs on their number and location, were shared in the meeting. During the second round of Trilateral Summit of Pakistan, Afghanistan and the UK held in New York on the sidelines of the United Nations (UN) General Assembly Session, President Asif Ali Zardari, President Hamid Karzai and Prime Minister David Cameron discussed the pressing issues in the fight against terrorism. President Zardari, while highlighting the importance of durable peace and stability in Afghanistan, underscored the need for an Afghan-led and Afghan-owned peace process in Afghanistan. He said that Pakistan supports an intra-Afghan dialogue. Prime Minister Cameron reiterated the commitment of UK to support Afghanistan and Pakistan in working out solutions for peace and stability in the region and in their quest for socio-economic development of their people. Daily Times adds that cross-border firing and infiltration dominated interactions between Pakistani and Afghan officials during the sidelines of the session. They said that Afghan officials were of the view that serious resent were found in Afghanistan over the shelling that affect the ongoing close ties between the two countries. However, Pakistani side clarified that its shelling targets only the areas from where rockets are fired into Pakistani border areas or from where attacks against Pakistani posts are harboured. Confirming the meeting and visit of Chief of Army Staff (COAS) General Ashfaq Pervez Kayani, the Inter Services Public Relations (ISPR) stated that the 36th Meeting of Tripartite Commission (TPC) was held at Afghan Defence Ministry. “The meeting was significant due to the fact that a document for ‘Tripartite Border Coordination Mechanism’ was also signed to improve border coordination,” an ISPR spokesman said. United States (US) Defence Secretary Leon Panetta while speaking at a Washington think tank, Centre for a New American Security, on November 21 said despite challenges in the bilateral relationship, the US and Pakistan share an interest in defeating terrorists and that Washington would pursue defence cooperation with Islamabad on that common basis, reports Daily Times. Panetta noted that in Afghanistan and Pakistan, prolonged military and intelligence operations have significantly weakened al Qaeda but saw the need to maintain pressure on the group. That means degrading the terrorists’ senior leadership, dismantling their organisational capabilities, remaining vigilant to ensure the threat does not reconstitute, and working to build the capacity of US partners, including Pakistan, to confront these shared threats, he added. “Despite challenges in the bilateral relationship between the United States and Pakistan, one area in which our national interests continue to align is defeating the terrorists on Pakistan soil that threaten both of us,” Panetta said, adding, “We remain committed to pursuing defence cooperation based on these shared interests.” The Secretary acknowledged the fact that al Qaeda-linked militants eye north-eastern Afghan areas of Kunar and Nuristan as a viable haven. “All of this sends a very simple and a very powerful message to al Qaeda, to the Taliban, and to the violent extremist groups who want to regain a safe haven in Afghanistan: we are not going anywhere. Our commitment to Afghanistan is long-term, and you cannot wait us out. A joint statement after a meeting of Shinde with his Bangladesh counterpart M. K. Alamgir in New Delhi said that both sides agreed that the extradition treaty, which is under consideration by both Governments, may be finalised at an early date. During the peace talks, State Government’s proposal to extend the term of Suspension of Operations (SoO) agreement for another one year was rejected by KNO insisting that before signing agreement, New Delhi should give a written assurance on the political dialogue. Aiming to further boost the anti-Naxal operations particularly in Chhattisgarh, Central Reserve Police Force (CRPF) Director General Pranay Sahay has taken up the issue of non-construction of vital roads in operational areas with the State Chief Minister Raman Singh, reports The Pioneer on December 10. At a recent meeting with Singh at Raipur, Sahay pointed out that CRPF formations are connected by kacha tracks which has made movement of paramilitary personnel risky as many jawans have lost their lives due to Improvised Explosive Device (IED) blasts on these tracks. During the meeting, the CRPF chief also raised concern over the failure of the State police in making arrests or filing charge sheets against Naxal cadres who have inflicted major losses on the Paramilitary personnel. It also flagged concerns over acquittal of Naxal cadre in certain cases due to “weak investigation.”

four days after meeting Government representatives in New Delhi, the Kuki National Organisation (KNO), one of the two umbrella organisations of the Kuki militant outfits has warned of the “possibility of unwarranted and tragic incidents” if the Government of India continues to ignore the aspiration of the outfit as “Suspension of Operation (SoO) has technically expired on November 22.” KNO, on December 9, put Joint Secretary, Ministry of Home Affairs (MHA) Sambhu Singh (in-charge of North Eastern states) in the bad light saying there is every possibility that the latter had not conveyed KNO’s message to the Union Home Minister. KNO had requested for a written assurance from the Central Government to start a political dialogue during the `tripartite talk` in New Delhi on December 5. Tripartite talk between the centre, Manipur Government and KNO held on December 5 at New Delhi was inconclusive as KNO remained hardened its stance on a written assurance from the centre for the commencement of a political dialogu.
