The Kathmandu Post reports that the India-Nepal joint working group finalized the draft of the Treaty of Extradition and Mutual Legal Assistance at the two-day consultation meeting concluded on January 18. Further, on January 19 and 20, the Home Secretaries of the two countries would discuss the draft drawn up to amend an older treaty signed in 1953 and also streamline the process of extradition of criminals. Other highlights of the treaty are: effective border management through introduction of Identity Card system, to begin with on the Rupadiya border near Nepalgunj, and better vigilance along the 1,800-km-long border to check criminal and terrorist activities.

Johnson, began a series of meetings with Sri Lankan officials on January 20 before heading northward to meet the leader of the Liberation Tigers of Tamil Eelam (LTTE) to discuss cooperation in relief efforts for victims of the tsunami. Helgesen said the talks with LTTE chief, Velupillai Prabhakaran, which is scheduled for January 22 will focus on relief efforts rather than on reviving the peace talks.

Talking to the BBC World Service on February 11, Indian Ambassador to Nepal, Shiv Shankar Mukherjee, said the monarch also explained the reasons for his recent step as he saw it. Mukherjee had met the King in Kathmandu on February 9. Meanwhile, Mukherjee also said India was "very concerned" as the Maoist insurgency in Nepal was spilling into its territory. Pakistan and India on February 16 agreed to start a bus service between Muzaffarabad in Pakistan occupied Kashmir (PoK) and Srinagar in Jammu and Kashmir from April 7, 2005, with people from Kashmir, Pakistan and India to travel across the Line of Control (LoC) by an entry permit system. Foreign Minister Khurshid Kasuri announced this in Islamabad in a joint statement with his Indian counterpart Natwar Singh after talks between the two. "The bus service will start without prejudice to the stated positions of both the countries on the issue of Jammu and Kashmir," Indian Foreign Secretary, Shyam Saran, said at a separate press conference. The entry permit for travel across the LoC will reportedly be issued by both sides on verification of identities and the citizens of a third country will not be allowed to avail this travel facility. "We have discussed the practical procedure that applies to a route and which does not affect our stated positions. Those traveling to Pakistan will also be able to visit Gilgit and Baltistan," said Saran, adding that the bus service was an important development and a "win-win situation" for both countries. Natwar Singh, in his statement, said both sides agreed to also look at a pipeline through Pakistan subject to the satisfaction of India’s concerns related to security and assured supplies. "We also agreed to start a bus service between Amritsar and Lahore and to religious places such as Nankana Sahib and instructed our officials to tie up technical details," added Singh.

In the wake of recent political developments, India and Britain has suspended their military aid to Nepal. On February 22, Indian External Affairs Ministry spokesperson, Navtej Sarna, said that no military supplies had been delivered to Nepal since February 1 and added that India has urged the Nepalese Government to restore political processes, lift restrictions on the press and release all detained political leaders, academics and rights activists. "The issue of military supplies to Nepal has been under continuous review taking into account the evolving situation in that country", the spokesperson said in response to a specific question on whether or not military aid had been suspended. Meanwhile, Indian Ambassador to Nepal, Shiv Shankar Mukherjee, has reportedly conveyed to the Nepalese officials in Kathmandu that India would continue its civil aid. On the same day, British Foreign Secretary, Jack Straw, stated that the British Government had decided to suspend a planned package of military assistance to Nepal and added, "We are now considering with key international partners what our longer term policy for providing assistance to Nepal should be, including assistance with a humanitarian purpose." The three million pound package of non-lethal equipments included vehicles, night flying and communications devices and bomb disposal equipment.

Daily Star has reported that on the first day of the Director-General level meeting between the Bangladesh Rifles (BDR) and Indian Border Security Force (BSF) on April 13, the Indian side has agreed not to construct barbed-wire fences within 150 yards of the border. Director General R S Mooshahary stated that the BSF will inform the Bangladesh foreign ministry about the mosques, temples and other religious structures that are within 150 yards of the border to resolve the issues through a state-level discussion. The BDR and BSF also said that they agreed to begin "coordinated border patrolling" by the two forces soon.

On April 22, King Gyanendra granted audience to the Indian Foreign Minister, Natwar Singh, on the sidelines of the Asian-African conference in Jakarta, Indonesia. During the meeting, Natwar Singh reportedly urged the King to initiate a process of reconciliation between political parties and the constitutional monarchy leading to restoration of multi-party democracy. A Joint Statement issued at the end of the two-day talks between External Affairs Minister K. Natwar Singh and his Pakistani counterpart, Khurshid Mahmud Kasuri, in Islamabad on October 4 suggested a forward movement on Siachen. It listed a number of steps contemplated by both sides to take bilateral ties to a new level.

Foreign ministers of the seven South Asian Association for Regional Cooperation (SAARC) countries have ratified the additional protocol to the organisation’s Regional Convention on Suppression of Terrorism. The additional protocol will help the member countries to meet the challenge, with the objective of having zero tolerance to terrorism in all forms and manifestations, SAARC foreign ministers said at their meeting in Dhaka on November 11. In addition to facilitating exchange of information on the activities of terrorist elements and their funding process, the protocol will now cover specific measures which would enable SAARC member countries to "work together on the legal side as well," according to Daily Star.

During his meeting with his Pakistani counterpart Shaukat Aziz on the sidelines of the South Asian Association for Regional Cooperation (SAARC) Summit in Dhaka, on November 13, Prime Minister Dr. Manmohan Singh said that there was no question of demilitarisation unless Pakistan stopped cross-border terrorism and attempts at infiltration. Prime Minister also said that in moving the peace process forward and correcting the "trust deficit" it was important that "we are not deflected by the incidents of terrorism and infiltration attempts that continue", reports the Hindu. Foreign Secretary, Shyam Saran, briefing newspersons after the meeting said, India could be ready to "take away" its forces not only on the Line of Control (LoC), but the entire border with Pakistan if cross-border terrorism and infiltration ended and the two countries reached that level of "trust."

"I am prepared to take steps with the active involvement of all political parties as early as possible for restoration of multi-party democracy", the King assured Dr. Singh at a meeting in Dhaka on November 13-morning on the margins of the 13th South Asian Association for Regional Cooperation (SAARC) summit. Briefing reporters, External Affairs Ministry spokesperson Navtej Sarna said the one-on-one meeting, held in a cordial atmosphere, lasted nearly 40 minutes. This was the second meeting between Dr Singh and King Gyanendra after the ‘royal coup’ on February 1, 2005 in Nepal.
