Talks between the Government and the agitating Tharu community on March 11 ended inconclusively after the Government did not agree to the latter’s demand to assure them a constitutional guarantee of proportional reservation in all public services for ethnic groups on the basis of population. The Government agreed to eight out of nine demands put forward by the Tharus including making amendments in the interim constitution and a controversial ordinance as demanded by the indigenous Tharus. The word ‘Madhes’ included in the statutes will be changed to either ‘Terai’ or ‘Terai-Madhes’. Another round of talks is expected to take place on March 12 (today). The Tharu community has not withdrawn its strike even as the talks are ongoing.

The UN Resident and Humanitarian Coordinator in Sri Lanka, Neil Buhne, has admitted that he is unable to confirm the veracity of the figures of civilian casualties since January 20, 2009 in the Mullaitivu District, issued by his office recently. During a meeting in Colombo with the Sri Lanka Foreign Minister Rohitha Bogollagama, Buhne has acknowledged that "the report had been prepared by his Office, and was meant only for circulation among the donor community, but could not independently verify the authenticity of the figures of civilian casualties mentioned in the report," the Sri Lanka Foreign Ministry said in a statement. The Foreign Minister informed Buhne that the figures of 2,683 civilian deaths and 7,241 injuries cited in the report titled, "Sri Lanka - Civilian casualties Wanni Overview-March 2009" emanating from his Office, have not been attributed to any reliable or independent source.

Pakistan and Afghanistan on May 8 agreed on a comprehensive “action plan” to flush out terrorism, organised crimes and drug trafficking and plan to form a joint border Security Force, a private TV channel reported, according to Daily Times. The plan will be put before the federal cabinet’s of both countries for formal approval, Interior Minister Rehman Malik said in a press conference with his Afghan counterpart Muhammad Hanif Atmar. “The safety and defence of the two countries are inter-linked,” the minister said, adding, that Islamabad and Kabul now “fully realise the need of working shoulder-to-shoulder to provide peace and security to their people”. The two countries agreed to help each other by sharing real-time information and improving border control management. They will also hand over to each other criminals and “other anti-state elements”. The interior minister said Pakistan would provide facilities for training of Afghan law-enforcement agencies’ personnel.

Narayanan and Foreign Secretary Shiv Shankar Menon — that his Government is committed to a political solution to address the grievance of the Tamil people in the country, Colombo Page reported. The President assured the Indian envoys a long-term political settlement based on the 13th Amendment to the Sri Lankan Constitution that provides for devolution of powers to the provinces within a united country. He also said that his Government had drawn up a plan for resettlement of 2.8 lakh war-displaced people in their original places of habitation in the north within the next six months, adds The Hindu. He also promised to give a copy of the death certificate of the Liberation Tigers of Tamil Eelam (LTTE) chief Velupillai Prabhakaran to enable India close the 18-year-old case of assassination of the former Prime Minister Rajiv Gandhi. The immediate focus of the discussion between the parties was the resettlement of around 265,000 Tamil civilians now sheltered in the welfare villages in Vavuniya, Mannar and Jaffna, Colombo Page reported. During the discussion Sri Lanka told the Indian delegation that it plans to dismantle the relief camps at and resettle at least 80 percent of the displaced in their original homes by the end of the year. During the meeting with the President, India pledged to provide all possible assistance in the implementation of such a plan in areas such as de-mining, provision of civil infrastructure and re-construction of houses. The two Indian leaders, who arrived in the country on May 20 on a two-day visit, pledged India's fullest support to reconstruct the war affected areas and offered a INR 5 billion relief package to assist the internally displaced persons.

On July 16, India and Pakistan agreed to renew the bilateral relationship, frozen since the Mumbai terrorist attacks in November 2008, with Prime Minister Manmohan Singh and his Pakistani counterpart Yousaf Raza Gilani agreeing that dialogue between their two countries “is the only way forward.” While the joint statement issued after their meeting on the sidelines of the Non-Aligned Summit at Sharm-el-Sheikh in Egypt said nothing about when and how the Composite Dialogue process would resume, the two Foreign Secretaries have been tasked with meeting “as often as necessary” in the run-up to a review by the Indian and Pakistani Foreign Ministers in New York in September 2009, The Hindu reported. Speaking to reporters later, Dr. Singh said Gilani had been keen to resume the composite dialogue “here and now.” “But I said that the dialogue cannot begin unless and until the terrorist acts of Mumbai are fully accounted for and the perpetrators are brought to book,” the Prime Minister stated. Unless this happened, he stressed, “I cannot agree and our public opinion will not agree.” There was no road map for resumption yet, he said, but added: “We have an obligation to engage Pakistan.” Asked by reporters if the joint statement meant India was ready to resume the composite dialogue, Gilani said, “It is my understanding that they are convinced it is the way forward.” He also drew attention to India’s readiness “to discuss all issues with Pakistan, including all outstanding issues.”

A major offensive to be launched in Jharkhand under the direct supervision of the Union Ministry of Home Affairs (MHA) in September 2009 will be coordinated by senior officers of the Indian Army, Times of India reports. The decision was taken at a meeting of Chief Ministers of seven Maoist-affected States held with the Union Minister of Home Affairs P. Chidambaram in Delhi in the evening of August 17. [Governor K. Sankaranarayanan, represented Jharkhand as it is currently under President's rule]. The State will be divided into different sectors and the CPI-Maoist stronghold is to be attacked from all sides. Air power will also be used to corner the insurgents incase they take shelter in a difficult terrain. During the meeting, it was also agreed that the Centre would provide need-based additional central paramilitary forces (CPMF) during the operation. The number of CPMF companies would be need-based as similar operations are to be launched in other States, including West Bengal, Chhattisgarh and Orissa, which borders Jharkhand, said an unnamed officer. It is expected that at least 50 companies (5000) will be provided to Jharkhand till the operation is over, the official added. The Jharkhand Police have launched limited operations in different sectors of the State to check its preparedness before the final offensive. The operations have been launched in parts of Bokaro and East Singhbhum. Jharkhand Police spokesperson Inspector General of Police, S.N. Pradhan, said the State Police launched operations at strategic locations to flush out the Maoists.
