Prime Minister KP Sharma Oli draws flak for dissolving the House of Representatives (HoR) during the first meeting of the seventh session of National Assembly on January 1, reports The Himalayan Times. Nepali Congress (NC) lawmaker Jitendra Narayan Dev termed the dissolution of the HoR as an unconstitutional and undemocratic act, while Janata Samajwadi Party-Nepal (JSP-N) lawmaker Pramila Kumari termed it as a repeat of royal coup d’état staged by the then king Mahendra against the constitution. Ruling Nepal Communist Party (NCP) lawmaker Dinanath Sharma said it was unfortunate that the HoR was dissolved due to the intra-party wrangling.

According to Police, around 100 cadres of Communist Party of India-Maoist (CPI-Maoist) from Chhattisgarh and Maharashtra have sneaked into Madhya Pradesh over the past few months to expand their base, reports NDTV on January 3. This has prompted the State government to seek deployment of six companies of Paramilitary Forces in the rebel-hit areas of the State. These Security Forces (SFs) are likely to be deployed soon in Balaghat and tribal-dominated Mandla Districts, where the Maoists have entered.

A security report for 2020 released by Pakistan institute for Peace Studies (PIPS) on January 2, said while the outlawed Tehreek-i-Taliban Pakistan (TTP) and affiliates continued to regroup in erstwhile FATA, Sindhi and Baloch insurgent groups have also intensified attacks, reports Dawn. The report stated that though terrorism was no longer an epidemic in Pakistan, the country faced a more severe challenge of religious extremism. “There is also little evidence to suggest that National Action Plan has been successful in countering these and the related challenges,” the report added. The TTP and its affiliates remained the major actors of instability in Pakistan in the year 2020 which perpetrated a combined total of 67 terrorist attacks or about 46 per cent of the total reported attacks in 2020, mainly in erstwhile FATA. “The TTP also successfully brought its few breakaway factions and some other militant groups and commanders into its fold. Another religiously-inspired militant group, the Islamic State, perpetrated two major attacks in 2020 in Quetta and Peshawar.” While six Baloch insurgent groups were found active in Balochistan, the Balochistan Liberation Army (BLA) and Baloch Liberation Front (BLF) were the two major groups which carried out 24 attacks out of the total 34 perpetrated by the Baloch insurgents. Meanwhile, Sindhi nationalist groups perpetrated 10 terrorist attacks in Sindh, including eight by Sindhudesh Revolutionary Army.

Abdul Sami Popalzai, head of the counter-narcotics department of the Ministry of Interior on January 2 said that the Militant groups such as Taliban, al Qaeda and Daesh "are the main backers of drug trafficking" in Afghanistan, reports Tolo News. The MoI said the Provinces such as Helmand, Nimroz, Farah and Badakhshan where the Taliban has more influence, poppy cultivation and drug processing "have been on the rise" compared to other places. “Three main groups including Al Qaeda, Daesh and the Taliban are the main networks in Afghanistan that are supporting (drug) trafficking in the country,” said Abdul Sami Popalzai, head of the counter-narcotics department of Ministry of Interior Affairs. However, Taliban rejected their involvement in the illegal drug trade, saying they are not in a position to prevent drug smuggling in areas under their influence. “We basically control rural areas where there is agriculture. The people cultivate everything there... We cannot prevent them because we do not have an alternative for them. Therefore, we cannot go against them because we are in a war situation,” said a Taliban spokesman.

In a counter-terrorism measure in Punjab, the State Police have decided to recruit specialised de-radicalisation counsellors in the backdrop of radicalisation of youth for pro-Khalistan activities via social media, reports The Tribune on January 4. 30 de-radicalisation counsellors and 82 assistants will be recruited soon with the job to bring back youth into the mainstream after they were allegedly brainwashed by terror agencies, including Pakistan-based Inter-Services Intelligence (ISI), said Director General of Police (DGP) Dinkar Gupta. According to the Police records, nearly 70 terror modules had been busted in the past few years in which more than 300 youth were arrested. Most of them were radicalised for pro-Khalistan activities through social media.

Former Liberation Tigers of Tamil Eelam (LTTE) leader turned politician Vinayagamoorthy Muralitharan alias Karuna Amman, the leader of the Tamil United Freedom Front (TUFF), speaking at a media briefing held in Kilinochchi on January 3 said that while many LTTE leaders and other members of the LTTE were released under a general amnesty, all other Tamil political prisoners should also be released under a general amnesty, reports Colombo Page. “I am of the view that all Tamil political prisoners must be released. At the end of the war, the then President and current Prime Minister Mahinda Rajapaksa took a valuable decision to release all LTTE leaders, in accordance with a general amnesty. A group of members have been released. At present there are very few people to be released and they too should be released. In fact, their lives are very painful. These political prisoners really belong to the category of ordinary people, they were not directly involved in the war. We are concerned about their release. The government should also answer the issue of missing persons. The government should answer ‘yes’ or ‘no’ to the issue of missing persons so that the relatives of the disappeared will have the opportunity to perform the remaining duties,” Muralitharan said.

Earlier rules didn’t allow the poll panel to recognize a split in a party after announcement of General Elections. After amending its rules, the EC can now decide which faction of the NCP is authentic and which should register with the poll panel under a new name. Spokesperson for the EC Raj Kumar Shrestha said the amendment meant that the EC could hear claims and counter claims of parties’ factions about who should use the original party’s name, flag, and election symbol during the election. According to Shrestha, previous rules prohibited the EC from recognizing a splinter group as a new party even after it submitted signatures of 40 per cent of Central Committee members and the Parliamentary Party.

The ED said this in a statement filed in a Special Court for Prevention of Money Laundering Act cases here, opposing the bail plea filed by PFI's student wing leader K A Rauf Sharif, arrested in connection with the money laundering probe. "Since PFI has raised substantial funds to organise terrorist training camps, its related activities and to disturb communal harmony...during the course of investigation, details of numerous bank accounts of PFI and related entities were obtained and their bank statements were analysed," the ED said. The Director General (DG) of Inter-Services Public Relations (ISPR) Major General Babar Iftikhar on January 11 said that no organised terrorist infrastructure exists in Pakistan today as the country fought successfully against the internal and external security challenges, reports ARY News. Major General Babar Iftikhar said that he is holding the press conference to highlight the latest situation of the country’s security. He said that in 2020, locust invasion and coronavirus pandemic have created difficulties alongside security challenges to the country. He said that the state, national institutions, armed forces and the nation become united to coup with the challenges. The DG ISPR said that the overall security situation of the country has improved and comprehensive steps were taken to secure borders with Afghanistan and Iran. Iftikhar said that the country has always spotted facts regarding internal and external threats besides timely responding it. Following the efforts, no organised terrorist infrastructure exists in Pakistan today. 371,000 operations had been conducted in the last three years under Radd-ul-Fasaad and the armed forces had successfully eliminated the illegal arms and ammunition. The tribal areas are now a part of Khyber Pakhtunkhwa (KP) province and the rate of the terrorist incident was reduced up to 45 per cent in 2020 as compared to the last year. “Security institutions have foiled more than 50 per cent of terrorist incidents. In 2013, Karachi was standing at the sixth number in crime index which is now 103.” He detailed that border-fencing along 2,611-kilometre-long Pakistan-Afghanistan border will be completed by the mid-2021, whereas, 37 per cent work on border fencing along Pakistan-Iran border so far which will be completed within one year. Iftikhar said that the number of ceasefire violations (CFVs) by India recorded highest in 2019 up to 3,097 times on eastern border especially the Line of Control (LoC), as well as making a failed act of aggression against Pakistan in February 2019. The multi-agency centre (MAC) under the IB has set up its units in several districts after building a countrywide network through its subsidiary units in states. “The Mac is setting up district units and the work is nearly complete,” said a government official. The National Memory Bank is part of it. The memory bank has interrogation reports running into thousands, with Jammu and Kashmir Police providing the maximum names and case details. More than 1,000 names and interrogation reports have been provided by Jammu and Kashmir, sources said.

Advocate Bhimarjun Acharya said that the Prime Minister has no power to dissolve the HoR and as per the constitutional provision the House could be dissolved only after exhausting all options listed in Article 76 regarding formation of the Government. Acharya said there were only two conditions under which the HoR could be dissolved — on the expiry of the five-year term of the HoR or when a coalition of parties fails to appoint a PM or the PM appointed by them fails to obtain a vote of confidence. “This does not mean that the PM can recommend dissolution of HoR at his will,” he argued. Advocate Sunil Pokharel wondered how the PM, against whom the HoR could not move a no-trust motion for the first two years, dissolved the HoR in 17 minutes. The Supreme Court on January 28 ordered the release of Ahmed Omar Saeed Sheikh, the main convicted of beheading United States journalist Daniel Pearl, reports Daily Times. Ahmed Omar Saeed Sheikh, who was the main suspect in the 2002 kidnapping and murder of Wall Street Journal Reporter Pearl, was released by a bench of three judges. “By a majority of two to one, they have acquitted all the accused persons and ordered their release,” Provincial Advocate General Salman Talibuddin said. “The court has come out to say that there is no offence that he has committed in this case,” Mahmood Sheikh, who represented Sheikh, said. He added that the court had ordered that three others, who had been sentenced to life in prison for their part in Pearl’s kidnapping and death, also be freed. A Sindh High court (SHC) division bench on April 2, 2020, had commuted the death sentence of Ahmed Omar Saeed Sheikh to seven years and acquitted three others who were serving life terms. The Sindh Government had swiftly challenged the April 2 order in the Supreme Court. The Sindh Government had also immediately detained the four men under Section 3 (1) of West Pakistan Maintenance of Public Order (MPO) Ordinance, 1960. “The decision is a complete travesty of justice and the release of these killers puts in danger journalists everywhere and the people of Pakistan,” the Pearl family said in a statement released by their lawyer.

Arguing on behalf of the petitioners who have challenged the PM's move to dissolve the House, Shrestha said Article 76 (7) gave the PM the power to dissolve the House when the new government could not be formed but in this case the power was exercised by the PM and hence the dissolution of the HoR was unconstitutional. Similarly, Bidari said that Articles 76 and 100 were incorporated with the main aim of maintaining checks and balance between the legislature and the executive and the PM's move to dissolve the HoR had rendered these articles inactive. However, that is a complicated story. He (Osama) used to extend financial assistance (to Nawaz Sharif,” she said in an interview with a private television channel. Abida, also a former Cabinet Minister of Nawaz Sharif’s Government, recalled that at one time, Osama Bin Laden was popular and liked by everyone including the Americans but later, he was treated as a ‘stranger’. She said she was appointed as an ambassador during the first premiership of Nawaz Sharif, after she lost the election. She said during her stint as envoy to the US, most of her communication used to be with the then President Ghulam Ishaq Khan. “Khan had tasked me to keep the Americans engaged in talks till Pakistan completes its nuclear program in 18 months,” she said, adding that the US administration, including the diplomats, senators and congressmen, used to advise Pakistan against the execution of nuclear program. To a question, she said though she used to be spied in the US, she had no such suspicious activities which could be used against her by the intelligence agencies. Asked about the mode of communication between her and President Ishaq Khan in the absence of modern tools, she said during the 18 months, she visited Pakistan for five times to brief the president. “However, I used to avoid using phone knowing that it could be tapped,” she added. As the nuclear program was under the purview of the president, she said, most of her conversation used to be with him, not the prime minister. This is also because President Ghulam Ishaq Khan did not trust anyone, she added. Asked whether being prime minister, Nawaz Sharif did not feel bad over being bypassed in communication with the president, she said, “He never expressed it.” Abida Hussain said though Pakistan had started its nuclear program in 1983 during Ziaul Haq’s regime, it was completed in 1992. National Investigation Agency (NIA) has clarified that the accused in the diplomatic channel gold smuggling case had formed a terrorist group recruited people for smuggling gold to the state, keralalkaumudi.com reports on February 3. It also stated that Swapna Suresh and Sarith were also part of this gang. This information was mentioned in the charge sheet led by the NIA in the Special Court in Kochi on January 5. According to the charge sheet, the gold smuggling, which has been going on since 2019, was aimed at undermining the country's internal security and financial stability. The terrorist group was formed to smuggle gold. They worked to help each other. 167 kg of gold was smuggled through the diplomatic channel. The operation was carried out knowing that large-scale smuggling of gold would be detrimental to national security and economic security. The accused also tried to sever friendly relations between India and the UAE. The charge sheet was prepared after a detailed investigation into the terror links of the accused. The NIA has found that money that was collected from home and abroad was turned into gold which was then smuggled to India. Ravindra, a Deputy Permanent Representative of India, told the United Nations Security Council (UNSC). "Terrorist groups have taken advantage of the decade-long conflict in Syria to entrench themselves posing a threat to the entire region. Reports of the resurgence of the IS in the region are being heard with increasing frequency," he said after the Council heard a briefing on the implementation of its resolution against chemical weapons in that country. That Resolution adopted in 2013 expressly demanded that "non-State actors" or terror groups "not develop, acquire, manufacture, possess, transport, transfer, or use nuclear, chemical or biological weapons and their means of delivery". Kishan Reddy on February 10 said in Rajya Sabha (Upper House of India Parliament) that the Left-Wing Extremism (LWE)-related incidents were down 47 per cent between 2015 and 2020 as compared to incidents in the preceding six years from 2009 to 2014, and that the geographic spread of Naxal [Left Wing Extremist, LWE] violence had been contained to 53 Districts across 9 States in 2020 as compared to 76 Districts across 10 States in 2013, reports The Times of India. In a written reply to a question, Reddy said the steadfast implementation of the multi-pronged strategy to counter LWE had resulted in consistent decline in violence and shrinkage in geographical spread. “The incidents of LWE violence have reduced by 70 per cent from all-time high of 2258 in 2009 to 665 in 2020. Similarly, resultant deaths (civilians + Security Forces) have reduced by 80% from all-time high of 1005 in 2010 to 183 in 2020. The geographical spread has been constricted and only 53 Districts across 9 States reported LWE related violence as compared to 76 Districts across 10 States in 2013. However, 90 Districts in 11 States are covered under Security Related Expenditure (SRE)/LWE Scheme for the purpose of reimbursement of expenditure incurred by the States on counter LWE operations,” he stated.

Security Forces (SFs) neutralised seven Communist Party of India-Maoist (CPI-Maoist) hideouts in Abujhmaad region in Bastar division of Chhattisgarh, reports The Pioneeron February 26. On February 25, Inspector General of Police (IGP), Bastar, Sundarraj P, said, “In the last three days [February 22-24], seven Naxalite [Left Wing Extremist, LWE] hideouts were demolished.” The IGP said the District Reserve Group (DRG), Special Task Force (STF), Indo-Tibetan Border Police (ITBP) and Border Security Force (BSF) launched operation ‘Sangam’ on the tri-junction of Narayanpur, Kanker and Gadchiroli Districts near the Maharashtra border.Huge quantities of arms, ammunition, camping materials and medicines were recovered from the hideouts, suspected to have been occupied by senior cadres of the North Bastar and Maad Division of DKSZC (Dandakaranya Special Zonal Committee).

Inter Services Public Relations (ISPR) Director General (DG) Major General Babar Iftikhar on February 22 said that over 350 terrorists killed and many arrested during Operation Raad-ul-Fasaad (Elimination of Discord), reports Samaa TV. Operation Raad-ul-Fasaadhas completed four years and to share its successes DG ISPR Major General Babar Iftikhar addressed a press conference in Islamabad.The operation was launched by Army Chief Qamar Javed Bajwa on February 22, 2017 with the strategic intent to normalise the conditions in Pakistan, he remarked. ISPR DG Major General Babar Iftikhar said that 375,000 intelligence-based operations were conducted by the Counter Terrorism Department, Frontier Corps, Pakistan Rangers, Inter-Services Intelligence (ISI) and Military Intelligence (MI) from 2017 to 2021.At least 335 terrorists were killed and many others arrested. The LEAs seized 72,000 weapons in operations across the country.The Army has so far demined 72 kilometres of area in merged Districts. “This is a painstaking and slow procedure,” he remarked.Two soldiers were martyred and 119 have been injured during the demining process. “Almost 42% of the area has been cleared.”During the process, 48,000 mines have been seized by the army, Major General Babar Iftikhar added.
