A high security alert was sounded in Bihar on January 1 following intelligence reports that six Pakistani-trained terrorists have infiltrated into the State from Nepal, officials said, reports Times of India. Director General of Police (Bihar) Anand Shankar said that a high security alert has been sounded after the reported entry of six terrorists, and all Police officials have been asked to keep a close vigil on movement of suspects. "Police are alert and ordered to maintain constant vigil at important places, including railway stations, bus stands, temples and markets," he said. Police sources said that the Intelligence Bureau (IB) had informed Bihar Police about infiltration of six well-trained terrorists from Nepal. "The terrorists have sneaked into Araria District from Nepal after killing an ISI agent in the neighbouring country Dec 27," the sources said. "Soon after receiving the intelligence reports, Police Headquarters alerted Superintendents of Police of Districts bordering Nepal to put tight security and to launch operations to arrest them," Police officials added.

Union Home Minister P. Chidambaram said that it would take another two to three years to curb the Maoist menace, reports ANI. He expressed concern over the situation in the Maoist infested areas in the eastern region and said that despite the deployment of the paramilitary forces, the State Governments have failed to contain the movement of the Maoists. “It will take around two to three years to contain Maoist menace. What we are doing now is to get out of the mode of denial and engage Maoists and take resolute measures to tackle the menace of Maoists. That has just begun. It will take two to three years to contain the Maoists,” said Chidambaram.

United States (US) Secretary of State Hillary Clinton denounced the suicide car bombing, reports Dawn. “The United States strongly condemns today’s terrorist attack on civilians in Pakistan, and we offer our condolences to the families of the victims and all the people of Pakistan,” Clinton said in a statement. “The Pakistani people have seen terrorists target schools, markets, mosques, and now a volleyball game,” she added. Clinton vowed to support the Pakistani people as Washington urges Islamabad to do more to rout al Qaeda sanctuaries and dismantle havens of militants who cross the border and attack US and NATO troops stationed in Afghanistan. “The United States will continue to stand with the people of Pakistan in their efforts to chart their own future free from fear and intimidation, and will support their efforts to combat violent extremism and bolster democracy,” she added further.

ANI reports that Chhattisgarh Police said that it has devised a new strategy to combat the Communist Party of India-Maoist (CPI-Maoist) by packing a small area with adequate security personnel to force the Maoists to flee and develop it later. Speaking to ANI on January 2, Chhattisgarh Director General of Police Vishwa Ranjan said: “We have started a new form of joint operation in Rajnandagaon and northern Bastar. The objective is to pack a small area with adequate force, so that Naxals [Left Wing Extremists] are forced to flee the area.” “Once they have retreated we will develop the area. When that area has developed will move to another geographical area and develop it,” he added. Earlier in December 2009, after a meeting with the Director Generals of Police of five Naxal affected States -West Bengal, Jharkhand, Orissa, Chattisgarh and Bihar the Home Ministry had reportedly agreed to depute 33 more battalions of the Central forces to the anti Naxal offensive. The Union Home Ministry has stationed 25 battalions of central forces in Chhattisgarh as the State is witnessing the heavy movement of the red rebels. The CPI-Maoist cannot survive in the jungles without having a urban base as they rely on logistics support from their network in the cities, Chhattisgarh Police chief Vishwa Ranjan said, according to IANS. “Without an urban base, the Maoists can’t operate an underground movement in the forests. They rely on logistics support from their urban network,” Ranjan, a former additional director of the Intelligence Bureau (IB), said at a press conference here. “They (the Maoists) can’t survive without an urban base. Police in Chhattisgarh have cracked down hard on rebels’ urban network throughout 2009 and the Maoists have now been put under severe Police pressure in the State,” Ranjan maintained. Responding to a question, he denied that the Police were not getting the support of the locals in their operations against the Maoists in the interiors. “Police are getting good support from the local population in the drive against insurgents as the people are with Maoists only because of fear, not because of the heart,” Ranjan remarked.

Jharkhand Chief Minister Shibu Soren on January 3 said that his Government is ready to hold peace talks with the Maoists and prompt them to be integrated with the mainstream of society. Addressing the media in Ranchi, Soren said, “There might be difference of opinion among the Maoists but there is no difference of opinion between us and the Maoists. We want them to sit and discuss their problems with us. I will ask them whether they are fighting against the government or the society. I was also a rebel at one time." Earlier on January 2, Telegraph quoted him as saying that his Government would not launch a major offensive against Maoists, provided they remained silent. “If they keep quiet, we too won’t harass them unnecessarily. Anti-Naxalite operations in the state have virtually been suspended. Our government is ready for talks with top ultra leaders at any time and accept their justified demands,” he said. Commenting on January 2 bandh called by the CPI-Maoist, Soren said the poor masses bore the brunt of such bandhs. “Any organisation may have the fundamental right to call a bandh, but the poor daily wage earners are the ones who are affected by it. If they (rebels) are championing the cause of the poor, they ought to consider these factors as well,” he added.

Nearly 100 people have been killed by Maoists in Lalgarh-Jhargram area in the last three months of 2009, raising serious concerns in the Home Ministry, reports Indian Express. The Ministry officials said the West Bengal Government seems to have failed to tackle the extremists despite having sufficient paramilitary forces. Officials said incidents of murder of political workers, ironically most of them belonging to ruling CPI-Marxist, and innocent villagers by terming them as “police informers” and Policemen, have become common in the 150-km area in West Midnapore district. “The situation in Lalgarh-Jhargram area is very disturbing. The Maoists have been killing people at will and it seems there is no one to check them,” a senior official said. Burning houses, setting fire on vehicles, rampant extortion, destroying office buildings, bridges and other infrastructure have been going on freely. Despite having around 2,500 Central paramilitary personnel and adequate number of local police force, the state government has failed to tackle the Naxals. “I am disappointed over the Lalgarh situation...The situation is pretty depressing...despite adequate number (of) Central paramilitary forces (being) sent to them in June 2009, the West Bengal government has not been able to contain the problem,” the Union Home Minister P. Chidambaram said. The Maoists have recently published a document claiming that they killed 270 security men and lost 232 men between July 2008 and September 2009.

The State Government has abandoned the plan to set up an elite anti-terrorism unit in the State, five months after the formation of the squad was announced, a Police official said on January 3, according to Times of India. The Anti-Terrorist Squad (ATS) has been disbanded even before it was formally launched, the official said. "The ATS never came into existence formally and whatever existence it had on paper too has been dismantled," the Police officer told IANS. The decision to form the ATS of the Jammu and Kashmir Police was taken in a cabinet meeting July 14, 2009. As the Special Operation Group (SOG) of the State Police normally conducts anti-terror operations, including intelligence gathering, “it was felt that there was no need for having a parallel set-up to SOG," the official said.

Extremists squeezed out of Pakistan and Afghanistan will emerge in struggling states like Yemen and Somalia, British Prime Minister Gordon Brown said on January 3, according to Daily Times. After the US and Britain agreed to finance a special counter-terror unit in Yemen, Brown said battling the “murderous ideology” of extremist Muslims would likely become “a feature of this decade”. Brown also wants a bigger peacekeeping force in Somalia to tackle violent radicalism in the region. “The weakness of al Qaeda in Pakistan has forced people out of Pakistan and forced them into Yemen and Somalia,” Brown told BBC television. Taking on the al Qaeda terror network in the Tribal Areas has dispersed their organisation and limited their abilities in Afghanistan, he said. “Of course, that means that other centres will appear but they will not have the strength that Al Qaeda had in Afghanistan and Pakistan. We’ve got to be vigilant in every part of the world where there is a failed state or a failing state which creates space for a terrorist group to operate”, he added.

The Constitutional Committee under the Constituent Assembly, scheduled to complete its first preliminary draft of the constitution January 3, failed to do so after leaders, including those from big three parties, declined to sign the draft, reports Nepal News. The draft was prepared after finalising the contentious issues through voting some days back. Leaders say alternative views were not incorporated into the draft. However, committee chairman Nilambar Acharya informed the members during its meeting that since the issues were finalised through voting, alternative views cannot be included.

Bihar Police on January 4 denied the media reports of Taliban and Lashkar-e-Toiba (LeT) terrorists infiltration into the State from Nepal side, reports Times of India. Additional Director General (ADG) (headquarters) U.S. Dutt wondered where from the media got such information. "There is no such indication from the Central intelligence agency either," he said. He said that a man was killed in Nepal side across Araria District and the killers are suspected to have entered Bihar. Apparently this led to speculations about terrorists moving in Bihar, Dutt added. As for the threat to Indian Railways, meanwhile, sources said an ADG-rank police officer in Kerala received an anonymous call recently. The caller identified himself as Bashir and said trains and railway properties would be targeted. The caller did not give any specific details about the location of the target. As a precautionary measure, the Union Ministry of Home Affairs (MHA) circulated a nationwide warning to the Railway Police.

Illegal firearms were recovered from a BSNL telephone exchange in Tiljala on the eastern fringe of Kolkata late in the night of January 4. Acting on a tip-off, a special team of the Criminal Investigation Department (CID) raided the exchange and seized seven rifles. The exchange was later sealed on January 5. "Four security guards, belonging to a private security agency, have been arrested," said Annuj Sharma, Special Inspector General of CID. According to a senior CID officer, the guards — Golam Ambia Sheikh, Sheikh Jahangir, Bapi Sheikh and Abdul Hossain Sheikh — are residents of Burdwan District. The security agency — Inter-State Security Agency — had started operating a few months ago at Garfa in south Kolkata. According to CID sources, Golam Ambia Sheikh is the kingpin of the racket. The accused used to sell illegal arms at the rate of INR 35,000 to 40,000. "The accused used to have fake licences prepared in Nagaland, Bhagalpur [Bihar] and Patna. After forging licences, they purchased firearms from the city and stored them in the BSNL exchange offices," an officer said. "The accused were produced in the Alipore court today. As per initial investigation, it seems the four are from the same family. They may have links with Maoists," an officer said. The incident has prompted the CID to crack down on private security agencies in Kolkata. "We have information that several of them deal in illegal arms," said a senior officer.

The Karnataka Home Minister V. S. Acharya claimed that the Naxalite (left wing extremism) menace in the State is weakening, reports The Hindu. Addressing presspersons on January 6, the Home Minister said there was no major incident involving Naxalites after March 1, 2009. The State could curb their activities through combing operations and owing to the support from the people. "Two days ago, Chief Minister B.S. Yeddyurappa was in Kigga, the hotbed of Naxalite activities in the coastal belt, and spent more than three hours in the place, and there was not even a minor incident," Acharya said. The Minister said that during the Lok Sabha elections (General Elections), he himself had extensively toured the 19 Naxal-affected areas in the coastal region without Police protection. "These regions registered a higher turnout than during the previous elections. This indicates that the Naxalite influence is on the wane," he added. He also said that more than 9,000 Policemen, including 40 Sub-Inspectors, were being recruited to strengthen policing, adds Managlorean.com.

Foreign Employment Promotion and Welfare Minister Keheliya Rambukwelle said the LTTE and the TNA were part and parcel of the same team which tried to attain the Eelam goal through different means and they have gained a new life after their May 18 defeat with the General (retired) Sarath Fonseka group teaming up with the TNA. This new alliance has offered the LTTE Diaspora abroad an opportunity for rejoicing. Sarath Fonseka and his supporters have committed the greatest betrayal in history by helping the separatist terrorists to achieve through alternative means an objective they could not gain through 30 years of war for petty political gain, said Rambukwelle.

The direction pursued by the Government towards fulfilling the aspirations of the Tamil people is vastly different to that which is being followed by the Tamil national Alliance (TNA) led by R. Sampanthan, Investment Promotion Minister Anura Priyadharshana Yapa told the Media at the Cabinet briefing on January 7, reported Daily News. While the object of President Mahinda Rajapakse was to liberate the Tamils from the grip of Liberation Tigers of Tamil Eelam (LTTE), the TNA always tried to drive them into the separatist ideal with the influence of the LTTE, the Minister added. He recalled the trauma and sufferings endured by the Tamils under the lawless LTTE and said the TNA is trying to repeat the same scenario through different means by linking with their (LTTE’s) counterparts abroad. He also said that TNA or Sampanthan never even tried to give ear to the cry for democracy of the Tamil people, by supporting to LTTE separatists agenda.

The United Nations Human Right expert said on January 7 that the execution video depicting alleged execution of Tamil prisoners by Sri Lankan soldiers is authentic and called for an inquiry into possible war crimes during the final stages of the conflict between the Government forces and LTTE militants, according to Colombo Page. In a press statement the UN said Philip Alston, the Special Rapporteur on extrajudicial, summary or arbitrary executions, commissioned three experts in forensic pathology, forensic video analysis, and firearm evidence to examine the video, after concluding that the investigations carried out by the Government had not been thorough or impartial. "The conclusion clearly is that the video is authentic," Alston told the media at a news conference in New York. "I have therefore called on the Government of Sri Lanka to respond to these allegations," he emphasized. The video was first aired by the British Television station Channel 4 in August 2009.

A Union Home Ministry report revealed that among the worst Naxal (left wing extremism)-infested states, maximum Naxalites were killed in Chhattisgarh, Director General of Police (DGP) Vishwa Ranjan said, according to Business Standard. Minimum Naxal incidents had taken place in the state in the last one year as well, he added. Ranjan said 217 encounters took place between the Security personnel and Naxalites in various parts of the state in 2009. During the encounters, 107 Naxalites were gunned down, the DGP said. The figure could be much more as the Police officially take down the number on the basis of bodies found. Since the rebels carry away the bodies, Police suspect that the number will be more. "Even the Naxal literatures underline heavy casualties in Chhattisgarh," Ranjan added. Referring to the operation against the Naxalites, Ranjan said the drive of Chhattisgarh Police was on while the joint operation with the central forces would be launched soon. "We are getting support from the villagers to the Centre in our operation against the Naxalites," he added. The central Government had provided adequate forces for the operation against the ultras while the assistance would continue in future as well, Ranjan said, adding that after the inhuman acts of the Naxalites, villagers in the interior areas of red zone are helping the Security personnel. The Police chief said the urban network of the Naxalites was under scanner and Police were keeping a close vigil as without an urban base, the Naxals cannot operate an underground movement in the forests

Daily Times quoting an interview of Operation Commander Major General Ashfaq Nadeem reports that a large number of Taliban militants in Swat of North West Frontier Province (NWFP) have fled to Karachi and South Waziristan to escape the Army operation Operation Sherdil (lion heart) in Malakand division. "I think these militants have fled to Karachi and Waziristan," Operation Commander Major General Ashfaq Nadeem told Daily Times in an interview. Nadeem said Intelligence Agencies were on the hunt for these suspected militants in Karachi and some of them had already been arrested. "It is because Karachi is a big city and it is not easy to find someone so easily. Secondly, you can find shelter among fellow Pashtuns who number in tens of thousands," said a man in Matta tehsil (revenue unit), whose militant relative was traced in Karachi. Security Officials in Peshawar said the Swat Taliban, loyal to Fazlullah, were being hunted in Karachi where they might set up a command and control structure to gain a foothold in the country’s financial hub. "Some signs of the Swat Taliban have already been seen in Karachi and the security personnel are working on these leads to arrest them," Intelligence Officials added.

Hours after agreeing to join a high-level political mechanism, which is widely seen as a breakthrough in the efforts to find an outlet to the protracted political impasse, Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) chairman Pushpa Kamal Dahal aka Prachanda warned that his party would launch 'people's revolt' if the country does not get a new constitution on time and the peace process gets derailed, reports Nepal News. Addressing a programme organised by the local civil society in Biratnagar in the afternoon of January 8, Prachanda said Nepali people would take to the streets if a scenario, which might derail the peace process and scuttle the constitutional-making drive, is created in the country. He added that the parties should be careful not to invite such a scenario. Prachanda also raised objection to Prime Minister Madhav Kumar Nepal's statement on January 7 that the Maoists would face the fate of the Tamil Tigers of Sri Lanka if they continued to engage on violence and intimation. Speaking at the same programme, Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) chairman Jhala Nath Khanal stressed the need for consensus among the parties to write new constitution and conclude the peace process. Likewise, Nepali Congress vice-president and parliamentary leader Ram Chandra Poudel said peace process should be the main priority at the moment. Alluding to the recent statements of the Maoist leaders, Poudel maintained that the threat of power capturing and ethnicity-based federalism will not help the peace process.

The breakaway faction of the Unified CPN-Maoist made such claims amid a function in Dhankuta District, a day after the discharge of disqualified Maoist combatants began. CPN-Maoist District secretary Sudarshan said that there has been an increasing trend among the former rebel fighters to walk out of the cantonments and join the party. The Matrika-led Maoist had postponed its plan to make public its "people’s army" as announced earlier. Sudarshan said the army publicising programme would be held on February 7. According to a source, the pre-announced programme was put off for now as the party was making preparations to recruit the disqualified combatants discharged from the cantonments.

The central secretary of the Communist Party of India-Marxist-Leninist (CPI-ML) K. N. Ramachandran on January 9 said no one is shedding tears for the Communist Party of India-Maoist (CPI-Maoist) in Andhra Pradesh because they had created a culture of extortion through individual squads, according to Express Buzz. The CPI-Maoist base stands highly eroded in Andhra Pradesh and the extremists are not getting any support anymore because they have deviated even from the basic tenets of Maoism, he maintained. “The CPI (Maoist) cannot call itself a Naxal outfit because they have moved away from the Naxal ideology. The Maoists are an individualistic and anarchist lot,” he said. He added that the CPI-Maoist has created units which are allowed to function on their own and they are targeting the people and their utilities. They have become extortion squads which is why no one is now sympathising with them in Andhra Pradesh. Ramachandran who had joined CPI-ML during the Naxalbari movement of 1960s is known to have been very vocal against means of the armed struggle adopted by the CPI-Maoist.

Arunachal Pradesh Home Minister Tako Dabi asked for Assam Government’s help for conducting joint counter-insurgency (CI) operations to flush out United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) militants taking shelter in forests along the inter-State border, reports Telegraph. He said the Arunachal Pradesh Government had expressed concern over the heightened activities of the ULFA and NDFB in six Districts of the State: East Siang, West Siang, Lower Dibang Valley, Upper Dibang Valley, Lohit and Papum Pare. The Minister said the State Police had launched three offensives in a span of two months to drive out militants from the forests of these Districts. “The security scenario in Tirap and Changlang has showed signs of improvement with the recent surrender of NSCN rebels in Khonsa. However, the situation in East Siang, West Siang, Lower Dibang Valley, Upper Dibang Valley, Lohit and Papum Pare remains a concern because of the presence of Ulfa and NDFB militants,” the Minister said. “As the home minister of Arunachal Pradesh, I prioritised the matter with urgency and sought help from Assam chief minister Tarun Gogoi to destroy the hideouts in the districts,” Dabi said. “Gogoi assured all possible help from his side and considered a joint strike involving the forces of both the states and the army to tackle the rebels,” the Minister said. Dabi said he had recently toured Mebo and the adjoining areas of East Siang besides Likabali area of West Siang, where the NDFB and ULFA rebels were carrying out extortion activities, for taking stock of the situation. He said the cadres of these outfits were also smuggling timber from the forests in Seijosa of East Kameng and the Balijan area of Papum Pare District. The Home Minister said the Security Forces in Lohit, Upper and Lower Dibang Valleys, which have been the transit routes of ULFA cadres, had been put on high alert. “The substantial presence of Ulfa cadres in East Siang, West Siang, Upper and Lower Dibang valley districts besides movements of NDFB militants in belts of Papum Pare and East Kameng districts have raised security concerns in the state. We are trying our best to tackle the menace,” Deputy Inspector-General of East Range Tashi Lama said. An unnamed Police officer in East Kameng District said NDFB cadres had intensified extortion activities and set up camps in Seijosa. He said the fact that a suspected NDFB cadre was shot dead in a joint operation in the Khanamukh area under Missamari Police Station of Sonitpur District in Assam bordering East Kameng District on January 5 indicated that the Ranjan Daimary faction was quite active in the area.

The five agreements relate to mutual legal assistance in criminal matters, transfer of sentenced persons, fight against terrorism, organised crime and illegal drug trafficking, power cooperation and cultural exchange programmes. “We are confident that this visit would serve to underline that strong India-Bangladesh relations are vital; not just for both our countries, but for the entire region and the international community,” said India’s Foreign Secretary Nirupama Rao.

Defence Minister A. K. Antony announced that para-military Central Reserve Police Force (CRPF) will takeover security of Jammu-Srinagar National Highway from the Army from January 15, reports Daily Excelsior. Antony said an instruction to this effect has been passed on by the Union Ministry of Home Affairs (MHA) on the request of Ministry of Defence. Antony also said that a request had also been sent to the MHA to issue instruction to discontinue the use of combat uniform by all Central Police Organisations and State Police. He said the hard work put in by security agencies and the people had brought down the level of violence considerably in the State though attempts at infiltration had increased. He added that the year 2010 might be a crucial one as forces inimical to stability and peace in Jammu and Kashmir would make all out efforts to neutralise the gains of past two years. "The incidents in the first week of January in the Valley are indicative of the shape of things to come," the Minister said. Further, Antony asked for ‘intensive operations’ against militants and stepping up of vigilance on the Line of Control to ensure that development process in Jammu and Kashmir does not fall prey to militant activities. The Army informed the Minister about the ongoing operations against militants. They referred to the encounter in a village in Pulwama District in which one militant was killed. Reports said another militant who was besieged had actually managed to escape. Reports from Jammu suggested that a senior Army officer in the unified headquarters meeting told the Defence Minister that “Pakistan is up to something big” and “we need to know what it is”.

The Union Government approved the deployment of 26 additional Assam Rifles battalions on the India-Myanmar border to check the activities of Northeast militants, including United Liberation Front of Asom (ULFA) cadres, who have been fleeing Bangladesh since the Security Forces (SFs) launched a series of raids against them, reports Telegraph. The Additional Director-General of Assam Rifles, Major General J.P. Nehra said in Shillong on January 12 that the additional battalions would be able to tackle Northeast militants taking shelter in Myanmar. General Nehra admitted that there had been an increase in the number of Northeast militants in Myanmar and that shortage of Assam Rifles personnel on the Indo-Myanmar border had hampered vigil. At present, only 15 battalions of the paramilitary force are manning the border from Arunachal Pradesh to Mizoram. Nehra said several hurdles, like rugged terrain and thin presence of security forces, were hindering effective control of the activities of Northeast militant groups on the India-Myanmar border. “The home ministry and other central security agencies have assured us that more forces would be deployed along the border to overcome the hurdles,” he added. Because of the thin deployment of Assam Rifles personnel in the Northeast, Nehra has called upon Arunachal Pradesh, Manipur, Mizoram and Nagaland to co-operate in containing militancy along the border. Nehra said there was a need for better co-ordination between the Assam Rifles and the Myanmar army, whose joint patrolling is now limited to verification of border pillars. He said the Myanmar authorities had assured the Assam Rifles that they were ready to take action against the Northeast militants taking shelter in their country. However, one problem in implementing the promise is the Myanmar army’s inability to reach the inaccessible and rugged terrain where the militants have set up camps.

We need to politically address the needs of Tamils.” The President also said he planned to hold discussions with various Tamil groups on holding of the early Northern Provincial election and also consult all parties in a bid to hammer out consensus on a political solution to the ethnic conflict acceptable to all stakeholders. On his promises of a political solution and more powers to provinces the President, he said: “All this will require amending the Constitution and seeking the approval of the people in a referendum. The ordinary people simply want to live in peace, but there is a demand and a need for a political settlement.” Emphasising that he did not consider Tamil as minorities, the President said he wanted to treat all the citizens of Sri Lanka as equal and give them equal rights.

The Maoists, who have reportedly supported the Telangana agitation, may utilise the current unrest to strengthen their base in the backward region, once a stronghold of Maoist activity, they said. There is always a danger of Maoists coming back to the State and regaining the lost ground, given the turmoil prevailing in the last few months, according to an unnamed senior Police official. The Andhra Police is worried about the heightened activities of the Maoists in neighbouring Chhattisgarh and Orissa. Police in Srikakulam and Visakhapatnam, bordering Orissa, and Khammam District adjoining Chhattisgarh have been put on a high alert, Police said.

The CID also said it has unearthed a major arms racket involved in acquiring illegal firearms through private security agencies using forged licences and then selling them off to several militant groups in North Bengal and Communist Party of India-Maoist (CPI-Maoist) in the Left Wing Extremism-affected Districts of the State. It also found that miscreants used Government establishments as safe haven for stacking their illegal arms. The CID came to know this after its officials seized illegal firearms from a BSNL telephone exchange in Tiljala on January 5 followed by a similar recovery of arms cache from the water treatment plant of Kolkata Municipal Corporation (KMC) at Palta on January 9. “This business has been going on for a long time and the Government offices have become the store houses for these illegal arms. We have reports that the arms have been passed on to several militant groups, including Maoists, operating in Bengal,” said an unnamed senior CID officer. “We are investigating it. But at present, we are concentrating on seizure of illegal arms,” the officer added. At present, the CID is conducting several raids in different parts of the state, and till date 53 illegal guns and forged licences have been unearthed from various Government establishments. A US drone targeted Tehreek-e-Taliban Pakistan (TTP) chief Hakeemullah Mehsud in South Waziristan Agency in Federally Administered Tribal Areas (FATA) on January 14, said Government officials and tribal sources, with security agencies waiting for confirmation if Hakeemullah is among the 10 militants killed in the strike, according to Daily Times. Hakeemullah recently claimed responsibility for a suicide attack on a Central Intelligence Agency (CIA) base in Khost province of Afghanistan. “What is confirmed is that Hakeemullah was targeted ... but the strike took place in a remote area where communication lines are very poor ... we don’t have confirmation yet if he is dead,” the official sources said. However, the Associated Press (AP) quoted intelligence officials as saying that Hakeemullah was not among the victims. But Agence France-Presse (AFP) quoted a senior security official as saying, “We are receiving reports about his death, but we are not 100 percent sure.” “Local people are saying he was there at the time [of the strike],” Reuters quoted another senior security official as saying. Sources close to the political administration said the drone fired four missiles at a house in Shaktoee – a village in South Waziristan close to the border with North Waziristan. AP put the death toll at 12, while AFP said 15 Taliban militants had been killed. “Shaktoee has been a stronghold of the Taliban, and TTP chief Hakeemullah Mehsud is believed to have been staying in the region after the military retook lost ground from the group during Operation Rah-e-Nijat (path to salvation),” tribal sources said.

The Meghalaya Chief Minister D.D. Lapang on January 15 rejected media reports that Hynniewtrep National Liberation Council’s (HNLC) top leaders, including the outfit's ‘general secretary’ Cheristerfield Thangkhiew and ‘spokesperson’ Sainkupar Nongtraw, were about to surrender before to the State Police, according to Shillong Times. There were reports that the two top HNLC leaders had managed to escape from their base in Bangladesh to Meghalaya to surrender. "We have not received any information about their surrender from the police," Lapang said. He also added that the Government had not made any contact with the cadres of the proscribed militant outfit. There were also reports that the two top militants of the outfit are likely to surrender following an ideological difference with the outfit's ‘commander-in-chief’ Bobby R. Marwien over a Government invitation for talks, but the militant outfit had earlier refuted the reports saying that all was well within the outfit. The report adds that the Chief Minister had asked the HNLC cadres to surrender ''honourably'' and also offered them safe passage after the recent arrest of United Liberation Front of Asom (ULFA) ‘chairman’ Arabinda Rajkhowa.

The Congress party in Assam asked its activists in the Bodo area not to venture out after sunset, after two recent killings and Police inputs that the Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB) may target them, reports Telegraph. The warning came ahead of the Bodoland Territorial Council (BTC) elections, likely to be held in April. A Pradesh Congress Committee leader said, “Two factors are involved. One, our Party Government has gone all out against the Ranjan Daimary group and they are out to take revenge. Second, the upcoming BTC elections in which the outfit would want to play a crucial role. This could be also a warning to us that we keep out of the polls so that they can take on the Bodo People’s Front, which is headed by former Bodo Liberation Tigers [BLT] chief Hagrama Mohilary.” A senior official added, “We have reasons to believe that both the (Congress) killings were carried out by the anti-talks faction of the NDFB.”

Bihar Police on January 19 said Ghulam Rasool, who was arrested from a train at Purnia Junction, is a member of Taliban and has links with the Lashkar-e-Toiba (LeT), according to Times of India. Purnia Superintendent of Police (SP) Nayyar Hasnain Khan said Rasool sneaked into Jogbani from Nepal and was on his way to Bangladesh. Acting on a tip-off, however, the Special Task Force (STF) personnel arrested him in the evening of January 12. Rasool, the SP said, has his base at Hyderabad. A murder convict, he was in a Hyderabad jail for eight-and-a-half year — in two phases. It was while serving the jail term that he came in touch with a fellow prisoner, Mehmood, who was a Talibani. On his release, Rasool shifted to Afghanistan, the SP said. Rasool is learned to have told his interrogators that he worked as an operative of Taliban and LeT between 2004 and 2008. He also confessed to his involvement in several terror strikes in Afghanistan and Pakistan, Police sources said and added Rasool later escaped to Nepal where he was once handpicked by Nepal police but let off for want of evidence. Rasool also revealed that he wanted to return to Afghanistan via Bangladesh. “That’s why he clandestinely crossed into Jogbani taking advantage of the long and porous Bihar-Nepal border,” the SP said.

He also brought into focus the ‘economics' behind such violence, triggered by the Maoists. In a statement issued by his ministry, he said: "It is a well known fact that illegal bauxite mining takes place in that area. The Naxalites collect levies from illegal miners. The Naxals resorted to this attack only to scare the Police away from the area in which they operate and collect illegal levies."

Pakistan PM Yousaf Raza Gilani denied Indian accusations that his Government was dragging its feet on booking the prime accused of the 26/11 Mumbai terror attacks, saying the alleged chief architect Hafiz Saeed was very much on trial and the court had to decide when to order his arrest. But Gilani also reiterated that India was not giving it enough information to act against Saeed. Gilani said Pakistan's judiciary had to take a call on Saeed's arrest. "We need more evidence to (take) him to task," he told CNN-IBN in his first interview to Indian media after 26/11. The Pakistan PM maintained that his country wouldn't allow its soil to be used for terrorism. "We've given this assurance. We're fighting our own war on terror (and) face Mumbai like attacks on a daily basis." Gilani pledged to share credible information with India and sought reciprocation from New Delhi to prevent Mumbai-like attacks. "We're ready to share information with India. Let us start sharing more information and work together in the war on terror," he added. The Pakistan PM clarified his recent comments on Pakistan's inability to prevent another Mumbai-like attack, saying it was in reaction to some of the Indian leadership's comments. "Your leaders are saying that if there is any incident in future, there is no difference between state and non-state actors which isn't right," he said. The Pakistani PM also said India and Pakistan can't afford war and reiterated Islamabad's call for resumption of talks. Despite repeated rebuttals, Gilani claimed that he was convinced of India's role in fomenting trouble in Balochistan. "I'll share the evidence at an appropriate time."

Reacting to Pakistani investigators admission of Lashkar-e-Tobia’s (LeT) role in the 26/11 Mumbai attacks, Union Home Minister P. Chidambaram on January 28 said that LeT operations commander Zakiur Rehman Lakhvi is only one of the 26/11 masterminds, adding that there are other masterminds also, reported Times of India. Speaking to reporters in New Delhi, Chidambaram said, "Lakhvi is one of the masterminds. There are others. We know their names and we think Pakistan also knows their names. If they do not bring others to trial then I would have to conclude reluctantly and regrettably that they are still dragging their feet." Further, Home minister Chidambaram strongly refuted Pakistani Prime Minister (PM) Yousaf Gilani's claim that there was insufficient evidence on Jama’at-ud-Da’awa (JuD) chief Hafiz Saeed's links to 26/11, saying that even a "station officer can begin an investigation" on the basis of the information given to Pakistan. Speaking to Times of India, Chidambaram said fresh information had been given to Pakistan by the US apart from what had been gleaned from LeT gunman Ajmal Kasab. "What can I do if a government closes its eyes to the evidence," he said. Despite India's demand, no charges were pressed against JuD chief Hafiz Saeed. India has also asked Pakistan to identify state actors involved in 26/11, but Pakistan has not mentioned any role of state actors in its reports.

The Communist Party of India- Maoist (CPI-Maoist) accepted the Jharkhand Government's offer to come to the negotiating table on January 29, reported Times of India. Holding a rare press conference at Sherghati, Bihar-Jharkhand North Chhattisgarh Special Area Committee of CPI-Maoist spokesperson Gopal while welcoming the Jharkhand Government's offer, expressed doubt over its sincerity. "Whether he (Soren) will be able to resist the pressure of the Central government and his coalition partner BJP to continue war on his own people (read Maoists) is doubtful," he said. "If Soren's proposal is sincere, the government must make the atmosphere conducive for talks. If government wants to hold us on gun point and then negotiate, there is no possibility of negotiations," he said. Putting forth an eight-point 'wish list', the CPI-Maoist spokesman said the list included immediate end to proposed war on its own people and "de-paramilitarisation" of Jharkhand's rural parts. Gopal said all political prisoners, including Central committee leaders — Sushil Roy, Amitabh Bagchi, Mohit and women leader Shila — must be released unconditionally. He also demanded lifting the ban on the outfit and punishment for the police and intelligence officers responsible for "fake encounters".

A delegation of the pro-talks group of the NDFB met the Centre’s interlocutor, P.C. Haldar, to press for an early solution to the decades-long impasse by creating a separate State for the indigenous tribal people of Assam, according to Telegraph. NDFB ‘information and publicity secretary’ S. Sanjarang said, “If Telengana could be created without the recommendation of the [S]tate [G]overnment, why not Bodoland? Importance should be given to the Bodo people also. The Bodos and the indigenous tribal population have been demanding a separate state since 1967. It would be gross injustice if the Centre does not recognise our demand.”

According to The Hindu, the Mumbai Police investigators said that they might have identified Indian Lashkar-e-Toiba (LeT) operative who played a key role in guiding the operations of the team that attacked Mumbai in November 26, 2008. Based on information provided by India’s intelligence services, as well as interrogation with arrested jihadis, Police believe the Indian national in the LeT’s control room could be Syed Zabiuddin Syed Zakiuddin Ansari, a LeT-linked Maharashtra resident, who has been a fugitive since 2005. The unidentified Indian operative was one of several LeT militants who used Voice-Over-Internet Protocol (VOIP) links to provide orders to the assault team. Meanwhile, Indian intelligence agencies said that Ansari, operating out of terrorist camps in Karachi in Pakistan and Pakistan occupied Kashmir (PoK), is a key figure in the jihadi group’s plan to realise the threat he ordered the assault team to deliver. Times of India adds that Mohammad Amjad Khwaja, a militant of the Harkat-ul-Jihad-al-Islami (HuJI) from Hyderabad has told his interrogators that Abu Jindal was the alias of Syed Zabiuddin Ansari, a LeT operative from Beed in Maharashtra. The name Abu Jindal was earlier revealed by lone arrested militant Kashab during investigation. Ansari alias Abu Jindal, along with several other fugitive jihadis, has been sheltered in Pakistan by the Inter Services Intelligence (ISI)-LeT combine as part of their Karachi project to target India by using its own nationals. Khwaja pointed to Ansari after Police played recordings of the conversation between Jindal and the two militants who had attacked Chabad House in Mumbai.

The Centre on February 1 said the situation in Communist Party of India-Maoist (CPI-Maoist) -affected states continues to be "a cause of grave concern" and feared that the trend of rising violence — witnessed in 2009 — would continue in 2010, reported Times of India. Union Home Minister P. Chidambaram said: "I expect this trend to continue in 2010, but I am also confident that state governments would be able to gradually reclaim control over areas that are now dominated by Naxalites." Currently, 33 Districts are seriously affected by the Left Wing Extremist violence. In addition, there are 50 Districts where the CPI-Maoist has some presence. The number of civilians’ deaths in the affected States was 591 in 2009. As many as 317 Security Force personnel — the highest in the past five years — were also killed last year as against 217 casualties among the Maoists. The Hindu quoted Chidambaram as saying the ‘Central forces are not engaged in battle in Naxal-hit States’. “The Centre, at the request of the State governments, sends paramilitary forces, which remain under the control of the State governments,” he said at a press conference in New Delhi. The report said further that the National Counter Terrorism Centre would be formed by this year-end.

"Generally, LeT was east, focused on India. They're now in the west. Actually, they're not just in the west, focused on Pakistan. There are LeT elements focused on Afghanistan," Admiral Mike Mullen, Chairman of the Joint Chiefs of Staff has said. "We've seen in our own country, recently -- with Detroit, with Times Square, with Headley, with Zazi -- we've seen an increasing level of distributed threats, if you will, and an ability to expand this federated approach which al-Qaeda has had. And al-Qaida is at the centre of this and al-Qaida leadership resides in Pakistan.

Times of India reports that the State officials are preparing a blueprint that stresses the need for hi-tech surveillance to keep track of the Maoists. Director General of Police Bhupinder Singh said he is looking for hi-tech gadgets to take on the Maoists. "It is difficult to combat the Maoists in the dense forests. So, we will use the Geographic Information System (GIS) to track them down. We will also use wireless cameras to locate them," said Singh, adding that a concerted move by the States concerned can yield the desired results in the forest areas. The Home Ministry has floated a tender to buy ‘insectoid’ robots - special robots fitted with cameras, which would be able to crawl to reach remote areas, the report added.

Sri Lanka's coalition of Tamil parties, Tamil National Alliance (TNA), says it is ready to hold discussions on power sharing with the re-elected President Mahinda Rajapakse if they are given an opportunity, reports Colombo Page. TNA leader R. Sampanthan addressing a media briefing jointly with the Sri Lanka Muslim Congress leader Rauf Hakeem on February 1 said he is ready to discuss genuine power sharing proposals in a unitary State if invited by the President. Such proposals would give Tamils more autonomy to determine their economic and political future, he said. Sampanthan called upon the President to hold discussions with the Tamil leadership on maximum possible devolution of power to the provinces without compromising national sovereignty. During the recent presidential elections, the TNA extended their conditional support to the common opposition candidate Retired Army General Sarath Fonseka. General Fonseka and TNA leader R. Sampanthan have reportedly entered into an agreement to take immediate measures to consider TNA's wishes. According to media reports, these wishes include re-merger of North and East, dismantling of high security zones in the North, speedy restoration of civil administration and normalcy in the war-affected areas, termination of Emergency and release of all persons detained under the Prevention of Terrorism Act. However, the President stated earlier that TNA put forward these conditions to him in return for their support at the election but the he refused the conditions that would divide the country again.

He said, “We cannot propose to hold talks with the government when we have handcuffs on.” ULFA ‘commander-in-chief’ Paresh Barua on the other hand warned ‘intellectuals’ working at the behest of the Government against the outfit of dire consequences. In an e-mailed statement, he once again came down harshly on people he described as ‘local dalals and India-loving intellectuals’ who were playing a devious game to derail the outfit’s freedom movement. He said that these people were trying to put pressure on the jailed ULFA leaders to sit for talks by citing ‘false aspirations of the people’. He added, “However, we are sure that our jailed leaders will not forget the sacrifices made by thousands of youths for the sake of the freedom movement.”

Al-Qaida can be expected to attempt an attack on the United States (US) in the next three to six months, senior US intelligence officials told Congress on February 2, reports The News. The terrorist organisation is deploying operatives to the US to carry out new attacks from inside the country, including “clean” recruits with a negligible trail of terrorist contacts, Central Intelligence Agency (CIA) Director Leon Panetta said. Al-Qaida is also inspiring home-grown extremists to trigger violence on their own, Panetta added. The annual assessment of the nation’s terror threats provided no startling new terror trends, but amplified growing concerns since the Christmas Day airline attack in Detroit that militants are growing harder to detect and moving more quickly in their plots. “The biggest threat is not so much that we face an attack like 9/11. It is that al-Qaida is adapting its methods in ways that often times make it difficult to detect,” Panetta told the Senate Intelligence Committee.
