According to a Press Trust of India report, the Union Government has announced an increase in the recruitment to para-military forces from terrorism-affected and border areas from 10 to 40 per cent. This was announced by Defence Minister, Pranab Mukherjee, after an hour-long meeting of the Cabinet Committee on Security in Delhi on January 4. Mukherjee also told the media that Naxalite-infested areas would be given para-military forces without any charge for three years. The Government earlier used to charge Rupees 13 crore annually for the deployment of para-military forces in these areas, he added.

The Bihar Government has ruled out any kind of truce with the Naxalites and said it would set up a special cell to deal with the problem. "The blast [January 5] targeting the policemen has forced us to rethink how to tackle the Naxalite menace. The present atmosphere is not conducive for holding talks with the Naxalites," Chief Secretary K A H Subramanian told news reporters in Patna. However, following the Munger blast that killed the Superintendent of Police and six others on January 5, the State police has reportedly launched an intensive combing operation and recovered 10 landmines from the blast site. The police also said the Naxalites have taken away two SLRs, one carbine, two pistols, two revolvers and several rounds of ammunition after the blast.

According to Daily Times, the Balochistan Government has been asked to review the situation and recommend to the Federal Government the action required to normalise the situation in the province, Sherpao said at a press conference. He disclosed that three officials of the Frontier Constabulary and four civilians had been killed and nine injured in the latest round of violence between security force personnel and miscreants. Dawn reports that police have traced a network of 19 people suspected of involvement in the July 30, 2004 suicide attack on Prime Minister Shaukat Aziz in Fateh Jhang, and arrested three brothers belonging to the banned Jaish-e-Mohammad (JeM) and Jamaatul Furqan outfits. At a press conference in Rawalpindi on January 18, Deputy Inspector General of Police (DIG) Iftikhar Ahmed, identified the three brothers as Nisar Ahmed, Abdul Basit and Abdul Muneem. Amjad Farooqi, who was allegedly involved in an assassination attempt on President General Pervez Musharraf and was killed in a shoot-out with police, is believed to be the mastermind of the attack on Aziz when he was visiting Fateh Jhang in connection with his election campaign. The DIG said that Amjad Farooqi had persuaded Obaid and Irfan, also known as Zeeshan and Shani, to carry out the suicide attack on Aziz. The LTTE chief negotiator Anton Balasingham stated on January 22 that chief Velupillai Prabhakaran at a meeting with the visiting Norwegian Peace facilitators had expressed his willingness to co-operate with the Government to work out a mechanism to coordinate relief assistance in the North-East. Participating at the discussion in Killinochchi with the Norwegian team, Prabhakaran had pointed out that it was not the time to talk about "peace talks" and had added that the LTTE alone was unable to carry out development work in the North-East. The four demands are - no combing operations by security forces, an inquiry into the recent encounters as per National Human Rights Commission guidelines, recognising the ceasefire understanding and converting it into an agreement and that the government should take steps to revive the peaceful atmosphere that was prevalent before the first round of talks. The Naxalite outfits also gave a call to boycott the State Government’s programme to distribute one lakh acre of land on January 26, Republic Day. Naxalite representative Varavara Rao stated that that they would be able to bring the outfits to the table if government meets the Naxalite demands. Other demands include setting up of a land commission, release of prisoners with good behaviour who completed seven years in jail, release of four Maoists and lifting of Prevention of Terrorism Act (POTA) cases against its activists.

Col. Mazhar Masood said that "A new cantonment has been set up in Sui over 400 acres of land. Primarily, a battalion of army soldiers with tanks and other military equipment has been taken there… We are now completely ready to respond to terrorists and miscreants. We will cleanse the area of miscreants and protect strategic installations and the citizens of Sui." He also disclosed that 2,500 army and paramilitary troops are guarding the gas field and Sui. The King is reported to have said that he was taking over direct power because the Deuba regime had failed to fulfill its mandate. "I have decided to dissolve the Government because it has failed to make necessary arrangements to hold elections by April and protect democracy, the sovereignty of the people and life and property," the King said in his announcement. Deuba had been reappointed Prime Minister during June 2004, two years after King Gyanendra sacked him for failing to contain the Maoist insurgency. The insurgents had recently failed to respond to a January 13, 2005-deadline set by Deuba to hold peace talks. Meanwhile, Associated Press has reported that soldiers have surrounded Deuba’s residence and the houses of other Government leaders in the capital Kathmandu.

"We have approved the text of the six-point draft agreement. We have told Mehsud tribesmen negotiating the peace deal that we have no problems with it. As far as we are concerned the draft agreement stands approved," head of security in the Federally Administered Tribal Region (FATA), Brig. Mehmood Shah said. The draft agreement reportedly stipulates that Baitullah Mehsud, ‘commander’ of the Mujahideen in South Waziristan, and his supporters would not give protection to nor support any foreign terrorist in their area. Clause II of the draft says that Baitullah or his supporters will neither fire at any Government functionary nor cause damage to Government installations, nor will they obstruct development activities in the area. The third point provides for the exemption of Baitullah and his supporters from any legal and punitive action for their past activities. It does, however, provide for 'appropriate' punitive action under the Frontier Crimes Regulation against anyone violating the agreement and makes it incumbent upon the Mehsud tribesmen to hand over offenders to the authorities.

Quoting official sources, the report said, about 2,000 commandos of the Greyhounds, cordoned off the CPI-Maoist hideout and zeroed in on Ramakrishna, but refrained from opening fire without provocation from the other side. Secretary General, Kofi Annan, in the latest United Nations (UN) report on "Children and Armed Conflict" said that since 2001, the Liberation Tigers of Tamil Eelam (LTTE) has recruited more than 4700 children. "The LTTE has often carried out recruitment by force, abducting children while on their way to school or during religious festivities, and beating families and teachers who resisted the seizure of the children," Annan said. He added that the Security Council should take targeted and concrete measures against parties named in his report, including the LTTE, that have made insufficient or no progress on the issue of child recruitment. "Such measures should include the imposition of travel restrictions on leaders and their exclusion from any governance structures and amnesty provisions, the imposition of arms embargo, a ban on military assistance, and restriction on the flow of financial resources to the parties concerned," Annan added. The report stated that during 2004 alone, more than 1000 cases of new recruitment and re-recruitment were reported to the UNICEF in Sri Lanka, a high percentage of them being girls. Out of the 4700 cases of child recruitment since April 2001, more than 2900 children have returned or been released to their families, including about 1230 children who were formally released, he said.

Foreign Minister Khurshid Kasuri announced this in Islamabad in a joint statement with his Indian counterpart Natwar Singh after talks between the two. "The bus service will start without prejudice to the stated positions of both the countries on the issue of Jammu and Kashmir," Indian Foreign Secretary, Shyam Saran, said at a separate press conference. The entry permit for travel across the LoC will reportedly be issued by both sides on verification of identities and the citizens of a third country will not be allowed to avail this travel facility. "We have discussed the practical procedure that applies to a route and which does not affect our stated positions. Those traveling to Pakistan will also be able to visit Gilgit and Baltistan," said Saran, adding that the bus service was an important development and a "win-win situation" for both countries. The Maharashtra Government indicated on February 24 that it could follow the Andhra Pradesh model in holding peace talks with left-wing extremists (also known as Naxalites). "If needed, we will certainly go ahead," Chief Minister Vilasrao Deshmukh stated in New Delhi in the presence of Union Home Minister Shivraj Patil. The Union Home Minister said Maharashtra has been virtually free from Naxalite activity barring one or two districts due to progressive measures like tenancy law and employment guarantee scheme initiated by the Government there. The Janatha Vimukthi Peramuna (JVP), on February 24 opposed resumption of peace talks with the Liberation Tigers of Tamil Eelam (LTTE) based on an interim administration and said negotiations would have to include the outlines of a final settlement. Reacting to the Government’s statement on February 23 that it "continues to be ready" to resume "direct negotiations with the LTTE on the establishment of an interim authority", Wimal Weerawansa, leader of the JVP Parliamentary Group, stated in the Parliament that the party "decisively" rejected "the latest position". "We state clearly that if the present government took such a step, we would immediately withdraw from being a constituent of the Government," Weerawansa said. However, at a press conference later in the day, the JVP leader declined to set a timeframe and was non-committal on the future course of action. The JVP, he said, "was part of the Government," but was "not consulted" on the statement. The JVP, with 39 MPs, is a major constituent of the ruling United People's Freedom Alliance (UPFA).

According to a statement released by the Royal Nepalese Army’s (RNA) Directorate of Public Relations, SFs have destroyed a major bomb factory of the Maoists at Chaulim in the Chitwan district on March 5. The insurgents were reportedly manufacturing socket bombs and other improvised explosive devices (IED) to use in Chitwan, Gorkha and the surrounding districts. Over 2000 IEDs, 320 detonators, four safety fuse coil, a sack of gun powder, 10 tins of explosives, a large quantity of raw materials, hundreds of domestic weapons, tools and electrical goods were seized during the raid. On the same day, SF personnel raided a Maoist hideout in the Kabeli area of Paanchthar district and seized 100-quintals of rice and 43-quintals of salt, which were recently looted from Khahare area along the Mechi Highway.
