Sashastra Seema BAL (SSB) on January 7 arrested three former Kashmiri militants along with a Pakistani woman and two children at Sonauli border in Maharajganj District, bordering Nepal, reports Daily Excelsior. According to SSB sources, the group wanted to return to Jammu and Kashmir (J&K) as per the new Rehabilitation policy (2010) of J&K Government according to which former militants who crossed over to Pakistan occupied Kashmir (PoK) between 1990 and 2009 will be considered for safe return. However, Nepal route didn’t fall under the Rehabilitation Policy. Only those militants would be treated for benefits under the Rehabilitation Policy, who crossed over from the prescribed routes including Poonch-Rawlakote, Uri-Muzaffarabad, Wagah border in Punjab and IGI Airport in New Delhi.

Detective Branch (DB) of Police arrested three Pakistanis of Myanmar origin on January 19 on suspicion of having links with the banned militant outfit Tehreek-e-Taliban Pakistan (TTP). DB arrested Mehmud (26), Osman (23) and Fakhrul Hasan (50) at Bangladesh Shilpakala Academy in Dhaka city in possession of a laptop containing manuals for making bombs and using firearms. Two Indonesian passengers, identified as Dunavan Tojo and Nurhatiely Said, who arrived in Nedumbassery in Ernakulam District of Kerala on April 26 on Visa-on-Arrival scheme from Singapore were detained by the Emigration Department at Delhi Airport on April 29, reports New Indian Express. The passengers were recognised at the Delhi Emigration wing on the basis of a ‘look-out’ notice issued by the Nedumbassery Police earlier. The two apprehended passengers were undergoing immigration formalities to go back to Singapore when they were identified. They were immediately transferred to Kochi for verification, the Police said. According to Nedumbassery Police, the two passengers said that they got the Indian notes from a currency exchange agency in Indonesia and that they never had any inkling that the notes were fake. The police said that one passenger has already left India and the whereabouts of the other two would soon be collected from the detained couple who is now under custody.

Arshad, who was lodged in Kolkata jail in connection with Partha Roy Burman kidnapping case of 2001, was arrested in Delhi in the case after he was produced before the court in pursuance to production warrant issued against him. The Police said that while taking custody of Arshad from Kolkata jail, they had given an undertaking there that accused would be sent back to the prison by August 22. After hearing the submissions of special cell, the court remanded Arshad to judicial custody and asked the police to send him back to Kolkata.

The arrest of four human traffickers while trying to transport six Sri Lankans to Australia through the Prakasam coast, Andhra Pradesh in India earlier this week has raised the suspicion among Indian investigators that the Liberation Tigers of Tamil Eelam (LTTE) may be trying to revive in Australia, reports Colombo Page on August 31. According to a report in The Hindu, the officials from agencies including the Intelligence Bureau (IB), Central Bureau of Investigation (CBI) and Tamil Nadu Police, conducting the investigations suspect that the LTTE is trying to regroup itself in Australia after lying low for five years since their defeat at the hands of Sri Lankan Security Forces (SFs). According to Police sources, the illegal emigrants to Australia from Sri Lanka were from, among other places, Mullaitivu, Northern Province and Mattakalappu, Eastern Province and are in the age group of 24 to 28 years. The investigation has found that the traffickers have used satellite phones with Global Positioning System (GPS) to keep in touch with their counterparts in the high seas. It has been revealed that they have also illegally transported Sri Lankan Tamils to other countries such as Ireland, United Kingdom (UK) and Canada.

A Sri Lankan national, Arun Selvarajan was arrested by National Investigation Agency (NIA) on September 10, in Chennai (Tamil Nadu) for spying in India on behalf of Pakistan's Inter Services Intelligence (ISI), reports The Times of India. Selvarajan, sources said, was caught with pictures of Officers Training Academy and National Security Guard (NSG) hub in Chennai apart from other vital installations. Sources said he is part of the ring of spies recruited by Pakistani diplomat in Sri Lanka Amir Zubair Siddiqui. NIA sources said Selvarajan was carrying two passports and had gained entry into vital installations such as the NSG hub in Chennai as an event manager. He had also recced crowded places in Chennai for suspected terror attacks in future. "He was being handled by one Saage in Pakistan embassy in Sri Lanka after Siddiqui was sent back by Pakistan government recently," said an officer privy to investigation details. An NIA statement said Selvarajan "has been indulging in espionage activities at the instigation of a neighbouring country. He is found in possession of two passports i.e., from Sri Lanka and India. He is learnt to have gained access to certain vital installations in the guise of managing events. He was passing on information using internet communication tools. Incriminating evidence has been seized from him which is under scrutiny."

Intelligence sources say, there is information that not only is Inter-Services Intelligence (ISI) regularly recruiting youth from this troubled region of Sri Lanka for espionage and covert operations against India but even Lashkar-e-Toiba (LeT) has set up a base and now wields some sort of influence in the region. "The region has been in some ethnic turmoil of late and Pakistan has been fishing in troubled waters. For its intelligence-collection and covert action operations directed against India, ISI uses four external bases - Kathmandu [Nepal], Dubai, Bangkok [Thailand] and Colombo [Sri Lanka]. The last one has traditionally been used as a base to collect intelligence about developments in sensitive Indian nuclear and missile establishments, many of which are located in south India, particularly in Tamil Nadu and Kerala. But the last few arrests show that these elements could now be used to mount an attack. This is worrying," said a security establishment officer. Radicalization in eastern Sri Lanka began way back in the 1980s when clashes with the Liberation Tigers of Tamil Eelam (LTTE) and Tamils led to a section of Muslims gravitating towards fundamentalist forces. Post Lanka-LTTE war, this radicalization is now being fuelled by increasing attacks of triumphant Buddhist Sinhala groups on the religious minority, who make 9.7 per cent of Sri Lanka's population.

Khaled Mohammed, the Myanmar national arrested from Hyderabad on November 16 in connection with Bardhaman (West Bengal) blast of October 2, 2014, disclosed that Indian Mujahideen (IM), Tehreek-e-Taliban (TTP) and Jama'atul Mujahideen Bangladesh (JMB) had joined hands for terror activities in India, Deccan Chronicle reports on November 23. Khaled disclosed that he had come to India with a specific target of increasing JMB's terror network in the country with help of local outfits like IM. Intelligence sources said that Khaled had been running a number of training camps along Indian border in Bangladesh and Myanmar. During this time he came in contact with members of TTP who further trained him in making explosives. Khaled also said that he was directed by some top JMB and Taliban leaders to shift base to India and spread terror activities there. It is suspected that after crossing over into Indian through Bangladesh border, Khaled had also stayed at the Bardhaman hideout for sometime. “Khaled has made some important disclosures but we will interrogate him in detail once we get a longer custody from the designated court in Kolkata. The NIA [National Investigation Agency] team that has returned from Bangladesh has got some fresh inputs which needs to be further investigated and Khaled’s questioning will be extremely important,’’ an official said.

Border Security Force (BSF) officials in Dhubri sector in Dhubri District claimed that strict vigilance along the Indo-Bangladesh border has helped them arrest trans-border miscreants, illegal migrants and recover a huge amount of goods and Fake Indian Currency Notes (FICNs) this year, 2014, reports The Telegraph on December 7. Sources said till November 30, BSF jawans (troopers) manning the border had arrested 17 anti-nationals, trans-border criminals and Bangladeshi nationals and recovered cattle, drugs, FICNs and other smuggled goods valued at INR 30 million. The BSF has 45 border outposts (BOPs) in Dhubri District along the 134 kilometers long border with Bangladesh, including 45 kilometers riverine border. Of the 45 BOPs, 17 BOPs are located on the Brahmaputra sars (sandbars), a BSF official said. However, many of the border outposts like the ones on Chowki sar, Ghaspara, Salapara and New Diwaner Alga are in danger of being gobbled up by the Brahmaputra. Floods have affected most of the border outposts located on the sars, report added.

Heavy contingents of the Peshawar Police along with other security agencies carried out the operation in Abshar Colony, Bihari Colony, Tehkal and other areas of the Warsak Road, close to the military-run school that was attacked on December 16. Sniffer dogs, experts of the bomb disposal unit (BDU) and lady constables accompanied the policemen during the search operation. “Action against the Afghans and tenants, who have not registered themselves with the local police, is under way.
