Two Pakistani infiltrators, identified as Sajad Ahmad Qureshi and Mohammad Youns Abbasi, were arrested by the Security Forces (SFs) near the Line of Control (LoC) in the Karnah Sector, an official spokesperson said. A senior security force officer said that about 3000 terrorists, trained in different camps in Pakistan occupied Kashmir (PoK) and Pakistan, are waiting to infiltrate into Jammu and Kashmir. A senior police official said the militants – believed to be from Ghazni province of Afghanistan – were staying at a small hotel. According to a delayed report, on March 1, Bangladesh Rifles (BDR) personnel arrested six militants of the National Democratic Front of Bodoland (NDFB) along with a Bangladeshi national at Burunga of Nalitabari sub-district of Sherpur. The arrested militants have been identified as Mohishwar, Shombhu, Warao, Hor Kumar, Jiban Kumar, and Thandoi. They hail from different districts of Assam. The Bangladeshi national was identified as Imrul Sangma. After their interrogation on March 2 night the BDR personnel recovered a sub-machinegun (SMG), a barrel of an SMG, 350 bullets of different firearms, seven bomb detonators, 42 electronic circuits for making bombs, four explosive wraps, wires, a large knife, and a map of the forest behind Imrul's house.

Two Pakistani militants of Lashkar-e-Toiba (LeT), identified as Abdul Majeed and Mohd Jameel, arrested in Rajouri on March 10 disclosed that they had infiltrated into Indian territory in a group of eight through sea route from Karachi to Mumbai. The militants have claimed that they paid a "huge amount" to Coastguards to reach Mumbai after a private boat, they were sailing in, was intercepted by the guards. This is for the first time when infiltration of Pakistani militants has been reported through sea-route. Two local militants, identified as Feroz Mohd and Mohd Taj both residents of Sangiot, Mendhar were also arrested along with the Pakistani militants.

On April 2, BSF authorities confirmed that three of the four persons arrested were cadres of the Lashkar-e-Toiba (LeT). BSF sources said that the four were arrested while trying to enter Indian Territory. They were identified as Sheikh Shamim, Sheikh Abdullah, Muzzafar Ahmed Khan and Mohammad Younis.

According to Daily Excelsior, security force (SF) personnel killed six Bangladeshi nationals and arrested 11 others from three border villages in the Arnia sector of Jammu on April 8. However, no incriminating recoveries were made from any of the killed or arrested Bangladeshi nationals, official sources said. At least four infiltration attempts occurred in the Arnia sector with infiltrators trying to breach fencing on the border to cross into the Indian side.

Official sources said the SFs observed movement of an infiltrator near the border fencing at Garur post in the Kanachak sector at 3.15 am and asked him to surrender. Three Sri Lankan refugees, who were enrolled at the Mandapam Transit Camp in Ramanathapuram and quarantined on suspicion, after a seven-day interrogation have been identified as Sea-Tigers [Liberation Tigers of Tamil Eelam (LTTE) sea wing cadres] and were arrested on April 9, according to New Indian Express. The trio - Devajodeeswaran (24), Sugandan (22) and Justinraj (23) of Mannar and Jaffna - had enrolled at the camp along with refugees over a week ago. They were, however, quarantined on suspicion and later confessed that they were Sea-Tigers serving in the intelligence wing of the outfit. It is said that they were deployed in a remote area of Colombo among Lankan Tamils, where they were in charge of collecting information on Lankan troop’s movement. However, when the Lankan Army intensified its operations against LTTE informers and surrounded the village, where they were working, all the three escaped to India, sources said.

Another plot to assassinate the Jammu and Kashmir Chief Minister Ghulam Nabi Azad in a suicide attack during his rally at Bandipora in the Baramulla district on April 26 was foiled by police with the arrest of three militants, including a Pakistani national. A senior police officer told Daily Excelsior that a top Lashkar-e-Toiba (LeT) militant, Showkat Ahmed, was arrested from the capital Srinagar on April 24. During interrogation, he revealed that the LeT, Jaish-e-Mohammed (JeM) and Hizb-ul-Mujahideen (HM) had hatched a joint conspiracy to assassinate the Chief Minister at Bandipora during his rally. Three Lashkar-e-Toiba (LeT) militants, including a Pakistani national, were arrested by the Special Cell of the Delhi Police outside the Dilli Haat (a crowded shopping complex) in the national capital on April 26, according to Hindu. The police recovered two kilograms of RDX, three detonators, two hand-grenades, a timer and INR 25,000 in cash from them. The three were identified as Abu Kasim, a Pakistani national, and Shafaqat and Shabbir, residents of Jammu and Kashmir. Shafaqat and Shabbir reportedly said that they were recently directed by their handler to hand over the consignment of explosives to a Pakistani militant. The police suspect that the Kasim was part of a "core strike team" dispatched to carry out explosions in the Capital. "The terrorists are being interrogated to find out the task assigned to them. As of now, we do not know from where they arrived in the Capital and when," said Deputy Commissioner of Police Alok Kumar.

The Australian Police on May 1 arrested two suspected Liberation Tigers of Tamil Eelam (LTTE) cadres, Aruran Vinayagamoorthy and Sivarajah Yathavan, after raids in Sydney and Melbourne on the charges of providing material support and funneling money collected from donors in the garb of a Tsunami charity to the outfit. They are charged with intentionally being members of a terrorist organisation and providing support and making funds available to it. The offences are alleged to have occurred between July 6, 2002 and May 1, 2007. Commonwealth prosecutor Mark Dean S.C. said the defendants collected money in Australia that was sent through various channels in Asia to the LTTE and the duo supported the organisation by providing electronic and marine equipment. Australian Federal Police Assistant Commissioner Frank Predergast told reporters that "tsunami relief appeals were used as a vehicle for some of the fundraising." ABC News quoted Victorian Police Commissioner Christine Nixon as saying, "The money that was being raised was raised under the banner of raising money for the [2004 Boxing Day] tsunami, for relief by the community. But in fact we believe that the evidence is that monies was towards the organisation called the Tamil Tigers."

Mark Dean S.C, the Commonwealth prosecutor, told the court that US $1.9 million was deposited into a bank account for the Tamil Coordinating Committee between 2001 and 2005. He alleged that US $1.2 million of that money was withdrawn in cash and used to purchase electronic equipment and other items for the LTTE.
