Three Sri Lankan nationals suspected to have links with the Liberation Tigers of Tamil Eelam (LTTE) and a person from Chennai was arrested in New Delhi allegedly with forged travel documents, reports Hindustan Times. The Sri Lankan nationals, identified as Francis Jansan (29), T.S. Ranjit (28) and John Mary Agastan (22), were arrested from a hotel at Paharganj in central Delhi, an unnamed police officer said, adding that the fake travel papers were also seized from them. The fourth person, Ayakannu, was accompanying the trio who hailed from Jaffna. Acting on a tip-off, the Special Operation Squad of Delhi Police's Crime Branch arrested the four persons who were found behaving in a suspicious manner near the hotel where they were staying. The searches in their room led to the recovery of forged Indian passports and visa, the officer said. "As of now, we have not established that they have any links with Tamil Tigers. We have booked them under relevant sections of the Foreigners' Act. Further investigations are on," the officer said.

Two Bangladeshi nationals, with suspected links to the Inter-Services Intelligence (ISI), Pakistan’s external intelligence agency, were arrested from the Shibpur area of Howrah district in West Bengal on January 16, according to The Hindu. "Shamim Akhtar and Sheikh Alamgir were arrested on a tip-off from a former jawan of the Central Reserve Police Force whom they were trying to recruit," said Rajeev Kumar, Inspector General of Police (Special Operations). Believed to be part of the ISI’s espionage module, they were engaged in recruiting ex-servicemen to extract strategic information, he added.

Police in the Charsadda district have arrested an accused involved in several terrorist activities, including launching an attack on former minister Aftab Ahmed Khan Sherpao, The News reported. District Police Officer Feroz Shah Khan said on February 29 that the accused Dawood, hailing from Afghanistan, was arrested when he was found lying unconscious in some sugarcane field. He also said that two extremists were killed on February 28-night in an exchange of fire with the police when they launched an attack on a police check-post. Two other extremists, however, managed to escape from the incident site.

Four militants and a villager were killed in a gun-battle which erupted in the Khankhel area of Lakki Marwat district of the North West Frontier Province (NWFP) on March 4 after the abduction of a union council official and his two associates. Two of the militants were Uzbek nationals while the rest were tribal Wazirs, District Police Officer Romail Akram told Dawn, adding that an Uzbek militant had been arrested. Bakhmal Union Council official Malik Mohammad Idrees Khan and associates Musawwir Gul and Hayatullah were coming to Serai Gambila when five armed militants intercepted their car near Manzar Faqeer area and abducted them, said Deputy Superintendent of Police Umar Faraz Khattak. A heavy contingent of police and Frontier Constabulary personnel were subsequently sent to the area to ensure that the abducted people were not taken to the tribal belt. Armed volunteers, sources said, surrounded the militants at a place near Khankhel, held talks with them and got the three persons freed. However, the villagers refused the militants’ demand for a safe passage and in the ensuing encounter, five persons were killed.

On March 6, Police in Hyderabad claimed to have arrested an agent of the Pakistani external intelligence agency, the Inter-Services Intelligence (ISI), identified as Billah following leads provided by a terror suspect in Karnataka. Billah was reportedly named by Raziuddin Naser, who was arrested in Karnataka in January in connection with a plot to carry out terror strikes in Goa and Hyderabad. Some sensitive documents and compact discs have reportedly been recovered from Billah. The arrested person had previously been booked for two cases filed in late 2004. Hyderabad Police Commissioner, D Prasada Rao told CNN-IBN, “Billah was the person who helped Naser go underground and helped hide him after the twin blasts in Hyderabad. He is involved in Jihadi activities.”

On March 27, a suspected agent of the Pakistani external intelligence agency, the Inter-Services Intelligence (ISI), was arrested from the Ramnagar area in capital Agartala. Mamun Mia, a Bangladeshi national, had crossed over to Tripura few months back and was staying at a rented accommodation in the capital under the false name of Suman Majumdar since March 25. Statesman reports that Mamun was shifted to Kolkata, capital of West Bengal, and was remanded in police custody for two weeks on March 30. A senior Crime Investigation Department official said, "He was spying for the ISI. He used to collect classified information about deployment of forces in the border areas."

Times of India reports that the Criminal Investigation Department (CID) of the West Bengal Police on July 16 night arrested a Pakistani national, suspected to be an agent of the Inter-Services Intelligence (ISI), from a hotel in Bagdogra on the outskirts of Siliguri town. Some documents and maps showing details of army installations in north Bengal were recovered from the arrested person identified as Abid Khan alias Samir Ahmed Sagar, who did not possess a passport. A Siliguri sub-divisional court later remanded him to 12 days' custody. Subsequent interrogation revealed that Abid is a resident of Keru village under Bhawan Langra post office in Pakistan's Punjab province. He had been to Suncheri in Nepal, from where he sneaked into India about a week ago via Kakarvitta in eastern Nepal's Jhapa district. During the past week, he visited several places in Jalpaiguri and Darjeeling, from where he probably obtained the documents, which had information on the Binnaguri cantonment and the Hasimara air base. Intelligence sources believe that Abid has already developed a network in the region to get regular information on the defence installations.

Hakim, who was reportedly carrying some explosive material, is believed to be part of the module linked to the recent terrorist attacks in Bangalore and Ahmedabad. ‘‘Hakim is being taken to Siliguri by a team of IB and special cell officers. They suspect that other members of the module could be hiding there. His interrogation has also thrown up vital facts about the low-intensity serial blasts reported in Mehrauli and Malviya Nagar recently,’’ said an unnamed senior police officer. Hakim has told the police that he was trained in bomb making by one Mohammad Ansari, who, too, is a Bangladeshi national. Ansari is also believed to have been trained in making low-intensity explosives in Bangladesh. ‘‘The agencies suspect that the module was active in West Bengal and used to sneak into Bangladesh. Maps of various cities and seminaries of Balochistan were reportedly recovered from the arrested men. The FC officials said that 45 Afghan nationals had been arrested from Chaman and 100 from Qila Abdullah for entering into Pakistan illegally without any travel documents. They said that 65 of the arrested were Afghan Pashtuns, while the remaining were Tajik and Uzbek Afghans. They said that 23 Afghan nationals had been arrested from Chaghi and Dalbandeen area. The FC officials said that patrolling in the border areas had been enhanced and FC posts established every three kilometres. Shoot-at-sight orders have also been given for anyone crossing the border into Pakistan without authorisation.

According to the sources, Ashiya was wife of Havildar Mohammed Sajjad of the Pakistan Army, resident of village Patni in the Jhelum area of the Pakistan occupaied Kashmir (PoK). She was arrested when she was crossing into Indian side of the LoC at Rakhi Sadyal post of Sunderbani. The sources added that the woman had a lot of information about the militant training camps in the Bhimber and the Jhelum areas of the PoK. Another report mentioned that over 100 Pakistani girls are being trained in handling of weapons, explosives, jungle warfare and sabotage activities in two militant training camps (MTCs) in Bhimber and Kotli areas across LoC in PoK. While around 80 girls were being trained in Bhimber MTC, another 25 were at Kotli MTC. Ashiya was also trained in Bhimber camp. She confessed during her interrogation that the ISI was financing these training camps, where recruits come from various countries, including Saudi Arabia. She also mentioned that the Pakistani army was backing infiltration in J&K from across LoC. She said that two Pakistani officers, Major Musa and Talat, visited the camps and LoC infiltration bases.

Three Bangladeshi passports issued in the names of Nazrul, Ratan and Shah Alam was recovered from his possession. He was reportedly known by different names and fled from the Mekliganj court compound in Cooch Behar district in West Bengal while in judicial custody in June 2003 after had been charged under the Official Secrets Act. "His antecedents suggest that he was a spy. He was arrested in Jalpaiguri under the Official Secrets Act and different documents with sensitive information seized from him. There is a case under the Official Secrets Act against him pending in Rajasthan," Deputy Commissioner of Police (Intelligence), Javed Shamim, said.
