Rival militants attacked offices of a pro-government militant, killing nine and wounding eight of his men on January 6- night, according to Dawn. The attackers first stormed the office of Maulana Nazir in Wana, headquarters of South Waziristan, and killed three of his supporters and injured four others, sources said. The militants, reportedly equipped with rockets and heavy weapons, launched another attack on the office of Nazir’s close associate, Maulana Khanan, in Shakai town, killing six people and injuring five others. A spokesman for Maulana Nazir blamed Baitullah Mehsud’s supporters for the attack and asked all Mehsud tribesmen to leave the Wazir tribe-dominated areas to avoid bloodshed. "We suspect Baitullah and his Uzbek supporters for this gruesome attack which left nine Mujahideen dead," Lala Wazir said. A large number of attackers, he said, came from the Mehsud area at night and attacked the local peace committee offices in Wana and Shakai. Local people said that Nazir’s supporters later shot dead an associate of Baitullah Mehsud and captured four others in Wana. Maulana Nazir belongs to the Ahmadzai Wazir tribe and has great influence in the region and virtually controls Wana. His supporters, backed by security forces, had launched a drive against Uzbek militants in the area in April 2007. The week-long armed clashes between Nazir’s supporters and Uzbeks had left over 160 people dead. Sources said that the latest incident could trigger a tribal feud after Nazir asked tribesmen hailing from the Mehsud tribe to leave the Ahmadzai Wazir dominated areas by 8am on January 8.

At least 10 people were killed and 13 others sustained injuries when a teenaged suicide bomber blew himself up amidst a gathering of the Awami National Party (ANP) and tribal Lashkar (force) at Mirali in North Waziristan on February 11, The News reported. President of the North Waziristan chapter of the ANP, Haji Anwar Shah, was among the dead. Witnesses told The News from Mirali, the second biggest town after the regional headquarters Miramshah, that a suicide bomber blew himself up when the party workers reached Eedak village where armed men of the tribal Lashkar were manning a checkpoint set up on the main Bannu-Miramshah road to search vehicles carrying goods to Afghanistan. The attacker was reported to be travelling with the ANP activists from Tappi to Mirali where they had gone as part of their election campaign. The tribal Lashkar was recently raised by the Dawar tribes-people to evict foreign militants from their area, which according to them, provoked military operations by the Pakistani security forces and caused them multiple hardships.

42 people were killed and at least 58 others were wounded in a suicide bombing at a tribal peace jirga (council) near the Zarghunkhel check-post in Darra Adam Khel in North West Frontier Province (NWFP) on March 2, according to Dawn. The jirga (council) of Zarghunkhel, Akhurwal, Sheraki, Bostikhel and Toor Chapper tribes had been convened to discuss the formation of a Lashkar (army) to drive militants out of the area. A severed head was reportedly found at the site and officials believed it was that of the bomber. Some people identified the teenager as a youth from the Sheraki area of Darra Adam Khel. The jirga was attended by over 1,000 tribesmen. It had started at about 9am and ended at two hours later after unanimously deciding to form a Lashkar and calling upon the army to withdraw troops from the area. The meeting also sanctioned action against militants, who were attacking people in the name of Islam. Interior Ministry spokesman Javed Iqbal Cheema told PTV that the meeting was to finalise a resolution to punish anyone who sheltered or helped militants, including al Qaeda, Taliban and other foreign extremists, AP reported.

A peace jirga (council) held in Swat on March 5 blamed the intelligence agencies for the prevailing terrorist threat in the region, alleging that TNSM leader Maulana Fazlullah was a mere tool that must surrender to the authorities. “The government [should] hold talks with the intelligence agencies instead of the local Taliban, as the agencies and Maulana Fazlullah are one and the same in the Swat conflict, while the government is their opponent,” the peace jirga alleged. Addressing a press conference following the jirga, tribal elders — Mukhtar Yusafzai, Sher Shah Khan, Khurshid Kaka Jee, Al-Haj Zahid Khan, Fazal Maula Khan and Adalat Khan — announced a movement to restore peace to Swat and other parts of the region. “Maulana Fazlullah is a criminal and must repent the sins he committed at the behest of the intelligence agencies,” the elders said.

Malik Zahideen was travelling from Miranshah to his native Behramand village along with his two brothers and two nephews when four militants intercepted their vehicle near Kharseen, killing all five. Tank District Co-ordination Officer Barkatullah Marwat told, "I can confirm that 22 bullet-ridden bodies of those kidnapped by the Taliban three days ago were recovered on Wednesday (June 25) near Jandola." Two rival militant groups – the BaitullahMehsud-led Tehrik-e-Taliban Pakistan (TTP) and Commander Shah Khalid-led militants which is considered as pro-government — have been fighting for the past three days for the control of the Mohmand Agency. The two groups were running separate training centres and had set up checkpoints on roadsides. After two days of fighting, a two-member jirga (council) comprising two senior Afghan Taliban commanders — Ustad Mohammad Yasir and Maulvi Sadre Azam — mediated between them and brokered a truce on July 17-night. However, according to sources close to the militants, fighting between the well-armed militants of the two groups started again on July 18-morning when militants associated with Shah Khalid reportedly attacked one of Commander Omar Khalid’s senior commanders, Qari Shakil when he entered Khwezo, a town considered to be a stronghold of the Shah Khalid group. Qari Shakil, who hails from Peshawar’s Michni town, was injured in the attack while his vehicle was destroyed. Consequently, heavy fighting broke out between the two sides in which sophisticated weapons were used. Sources said the exchange, which took place at Thal tehsil (revenue division) of Hangu district, was made possible by the efforts of the Hangu Aman Jirga (council) in facilitating talks between the local administration and the Taliban. The Taliban released seven soldiers, including Hawaldar Tanveer, Ghulam Mustafa, Imran, Rizwan, Imran Ali, Mohammad Nisar and Arshad, and three Kurram Militia personnel, Shahid, Subhan and Dawar. The three Taliban released were among the seven arrested by the Hangu police in Daoba area on July 9. The Taliban had besieged the Daoba Police Station in retaliation and taken 15 security force personnel hostage. The release of the three men had been a key Taliban demand since their arrest in July. Earlier in September, Rafiuddin and the other two Taliban were released on bail by an anti-terrorism court in Kohat but were re-arrested under the Frontier Crimes Regulation for failing to give security for good behaviour. The release was negotiated after tribal elders said Rafiuddin’s release would help restore peace in the troubled region.

The authorities dropped pamphlets from planes in parts of the area adjacent to Peshawar on November 4, seeking local people’s support against pro-Taliban militants. "The government has banned the Tehrik-i-Taliban Pakistan (TTP) and its leadership has been declared proclaimed offender. Its leaders are receiving funds, weapons and other incentives from non-Muslims and anti-Pakistan states for their activities," the pamphlet said. "They are not Mujahideen and they spread militancy. They are involved in killing innocent people." It urged the tribesmen to follow the example of their kindred in Bajaur, Darra Adamkhel and Orakzai and raise a lashkar (militia) against militants. Sources said militants had established their hold in three of the five subdivisions of Mohmand — Lakaro, Pendiali and Anbar. They had also set up parallel courts in the areas. A curfew has been in place in the region for the past 10 days. All government offices and educational institutions have been closed. The main road between Mohmand and Bajaur has been closed, causing shortage of food in several areas. Sources said the 60-member jirga was held in Ghallanai wherein 17 suspected persons were presented to political authorities. The political administration pardoned the suspects after the jirga signed an agreement with authorities that in future they would never indulge in any militancy or criminal activities, but instead work for restoring the peace in the area. The jirga assured that those who violate the agreement would be punished and have to pay a fine of PKR 1 million to the administration.

A rocket fired by unidentified miscreants on a security checkpoint in Navi Dhand area of Khar tehsil (revenue division) landed near it, causing no loss of life or damage to the structure. Suspected militants also reportedly fired several rockets on the house of Salarzai tribal lashkar (militia) chief Malik Munasib Khan. A woman was killed and five others sustained injuries in a rocket attack in Dera Bugti District on December 17, Dawn reported. According to sources, unidentified armed men fired five rockets targeting the house of a pro-Government tribal elder, Mir Gulam Qadir Masori Bugti, in Bekar, a village at the border of Dera Bugti and Kohlu Districts. One of the rockets hit a house adjacent to that of Mir Qadir, killing a woman and injuring fiver persons, including two security guards of Mir Qadir. Sources said that four other rockets that were fired by militants from nearby mountains landed and exploded in the open place. Mir Qadir escaped the attack unharmed. Meanwhile, a spokesman for the Baloch Republican Army, Sarbaz Baloch, has claimed responsibility for the rocket attack.

At least 41 people were killed when a suicide bomber detonated his explosives-laden car near a polling station in a Government school in the Buner District of NWFP on December 28, Dawn reported. 16 persons were injured in the blast believed to have been carried out to disrupt the by-election for a National Assembly seat. “It was apparently a suicide attack,” Deputy Superintendent of Police, Arsala Khan, said, adding the bomber detonated his explosive-laden car parked near camps set up by different parties in front of the school in Shalbandi village, 5kms from the District headquarters of Daggar. The front wall of the school and an adjoining market and were destroyed and a mosque and several houses were damaged. Police said two Policemen, a volunteer and five children were among the victims. According to witnesses, the bomber was about 18 years old. The Swat unit of the Tehrik-i-Taliban claimed responsibility for the attack and said it had been carried out to avenge the killing of its six members in the area four months ago. The village has been under threat from militants since the formation of a tribal lashkar (militia) to combat militancy. A founding member of the militia, Said Khan, was killed recently in Lower Dir when he was retuning after attending a protest organised by the Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM).
