According to The Post, at least eleven more persons, including seven non local Taliban, have died and 13 persons injured during the on-going sectarian clashes in the Kurram Agency of FATA while clashes continue for the 12th conservative day. The curfew imposed on November 16, 2007 has reportedly not been relaxed so far, owing to which routine life has been paralysed in the entire Agency. The main Tull and Parachinar highway has been closed for the last 48 days due to which edible items and medicines are not available in Kurram Agency and road links to the various tribal areas are also disconnected. Local people said that militants from adjoining areas of North Waziristan and Hangu district in NWFP attacked the Manguk and Tangai villages on January 1-night, Dawn reported. Meanwhile, army and paramilitary troops have taken positions on hilltops to enforce a cease-fire in the area while a peace jirga continued its efforts for a truce. Sources said that deployment of troops had begun in the Balishkhel and Sadda areas while more contingents of the army had moved into Alizai town.

The clashes broke out after pro-Taliban militants abducted four Pakistan soldiers in South Waziristan on January 1, the official said. "Five militants were killed yesterday and 22 overnight," he stated. The official disclosed that the abducted soldiers were delivering food rations from one post to another when militants seized them. Their fate was not immediately known. Both sides used heavy weaponry in the clashes that went on through the night, resulting in the death of 22 militants with no loss of life on the army side, he claimed.

Rival militants attacked offices of a pro-government militant, killing nine and wounding eight of his men on January 6- night, according to Dawn. The attackers first stormed the office of Maulana Nazir in Wana, headquarters of South Waziristan, and killed three of his supporters and injured four others, sources said. The militants, reportedly equipped with rockets and heavy weapons, launched another attack on the office of Nazir’s close associate, Maulana Khanan, in Shakai town, killing six people and injuring five others. A spokesman for Maulana Nazir blamed Baitullah Mehsud’s supporters for the attack and asked all Mehsud tribesmen to leave the Wazir tribe-dominated areas to avoid bloodshed. "We suspect Baitullah and his Uzbek supporters for this gruesome attack which left nine Mujahideen dead," Lala Wazir said. A large number of attackers, he said, came from the Mehsud area at night and attacked the local peace committee offices in Wana and Shakai. Local people said that Nazir’s supporters later shot dead an associate of Baitullah Mehsud and captured four others in Wana. Maulana Nazir belongs to the Ahmadzai Wazir tribe and has great influence in the region and virtually controls Wana. His supporters, backed by security forces, had launched a drive against Uzbek militants in the area in April 2007. The week-long armed clashes between Nazir’s supporters and Uzbeks had left over 160 people dead. Sources said that the latest incident could trigger a tribal feud after Nazir asked tribesmen hailing from the Mehsud tribe to leave the Ahmadzai Wazir dominated areas by 8am on January 8.

Officials said three militants and a non-combatant were also wounded in the shelling on suspected hideouts of militants in the Spinkai Raghzai and Chugmalai areas, where tensions rose after the killing of nine supporters of a pro-government militant commander on January 6-night. Supporters of Baitullah Mehsud attacked a security picket in the Chugmalai area on Jandola-Wana road on January 7, killing a soldier of the Frontier Corps, identified as Ayaz, and injuring three others. The attackers took away the body and the wounded soldiers. The security forces also fired artillery and mortar shells from their bases in Tiaraza and Jandola areas. The militants later handed over the body and three wounded soldiers to elders of the Mehsud tribe.

Sources said that the militants also fired rockets on a helipad near Jandola fort. Troops also traded fire with militants at another fort in Ludda in South Waziristan after the Taliban fired rockets and small-arms. Local security officials said clashes continued on January 16-night in Sararogha, Ludda and another nearby village but there were no immediate reports of casualty or damage. Military spokesman Major General Abbas said the SFs were searching for 15 paramilitary soldiers missing since the attack in Sararogha. He said five of the 20 missing men were reported to have reached villages in the area. He said there was no confirmation of the militants’ claim that they had captured 12 paramilitary soldiers.

Over three dozen paramilitary soldiers are reported to have abandoned a fort in South Waziristan on January 17 before it was attacked by militants, according to Dawn. The Tehrik-i-Taliban Pakistan spokesman Maulana Umar claimed that about 60 paramilitary soldiers had surrendered without putting up resistance. He said the militants had taken away weapons and hoisted a white flag at the compound. "The soldiers surrendered without firing a shot and, therefore, the Taliban Shoora decided to set them free," Umar told Dawn. On January 15-night, the militants had captured a fort in Sararogha.

According to Dawn, in the first incident, militants attacked a convoy on the Jandola-Wana road in Chagmalai at 12.30pm. Troops returned fire and between 20 and 30 assailants were killed. Four security force personnel were injured and two vehicles were damaged. Further, security forces attacked a large number of militants who had gathered to attack the Laddah fort and killed up to 60 of them, the military said. Military spokesman Major General Athar Abbass said "Our soldiers have bravely guarded the Ladha Fort. They were attacked from mountain tops but they retaliated with heavy weaponry including artillery, killing about 90 insurgents," he stated. He added that the SFs suffered no casualties. However, Taliban sources have dismissed the government claim and described the reports about the casualties on the part of Taliban as part of the propaganda to boost-up what they called as the shattered morale of the security forces.

Security forces have taken control of the Namal, Shor and Sardan Top areas in the Matta tehsil (administrative division) of Swat district on January 19, reports Daily Times. Militants have vacated the areas of Manja, Totanoo Bandai, Shah Dheri in Kabal tehsil and Puchar, Namal, Sardan Top and Shor in Matta tehsil, which were strongholds of Fazlullah, sources added. They said militants’ bunkers in these areas were empty, and they took their weapons with them as they moved to unknown locations. The troops imposed a curfew during their forward march in the areas from 7pm on January 18-night and no one was allowed to come out of their houses. The security forces, during the operation, destroyed the houses of local militant commanders Sayed Karim, Lajbar Khan, Sahib and Bin Yamin, a close aide of rebel cleric Maulana Fazlullah. During the search operation, the troops also arrested several militants and shifted them to an undisclosed location for interrogation. Sources told Daily Times that the security forces had also recovered a police van belonging to the Matta Police Station.

In the adjacent North Waziristan, two SF personnel were killed and 10 others injured when militants fired rockets at a military fort in Razmak. Sources said the militants attacked the Razmak army camp, 75 kilometers south of agency headquarters Miranshah, around 1pm. After the attack on the fort, two fighter jets bombed mountainside villages nearby, killing one civilian. The military spokesman, however, said jets had flown reconnaissance missions, and no bombs were dropped. Further, a spokesman for Taliban commander Baitullah Mehsud, Maulana Muhammad Umar, said the militants captured 13 soldiers in the action, a claim denied by the military. “We will target sensitive installations in Islamabad, including the headquarters of intelligence agencies, if the military does not stop its operation,” Umar told Dawn from an undisclosed location. He claimed that the militants were still holding the Sipla Toi and Sararogha forts they had captured last week. He warned that militants would intensify their attacks and would capture all pickets and forts in the Mehsud area of South Waziristan. He also claimed responsibility for the murder of a senior official of the Intelligence Bureau in the Charsadda district of NWFP on January 20.

Around 20 militants were killed by the troops during clashes in the Darra Adam Khel and Kohat areas of North West Frontier Province (NWFP) on January 26, according to Daily Times. Gunship helicopters pounded suspected Taliban positions in the mountains near Darra Adam Khel and Kohat district, eyewitnesses and the military spokesman said. Security officials said the militants had taken position at hilltops overlooking Darra and Kohat and were using long-range rockets to target civilians in Kohat city. Meanwhile, Abdullah Halafi, a self-proclaimed spokesman for a Taliban group, threatened the militants would launch attacks on government forces in the Khyber Agency if attacks on their comrades in Darra did not stop. Military spokesman Major General Athar Abbas said that the Kohat Tunnel was in the control of militants. Abbas said security forces were progressing and operation for the control of the tunnel would be launched any time soon. Reports, however, said the tunnel – also known as the Pak-Japan Friendship Tunnel – was only attacked and damaged by militants. The extent of damage to the tunnel was, however, not clear.

According to army sources, clashes were continuing in the Tor Chappar, Tora China, Bostikhel, Sheraki, Kotal hills and Akhorwal areas. Darra Adamkhel administrator Kamran Zeb told Dawn that the top priority of the army was to secure the Friendship Tunnel and the troops would move towards the tunnel once it was cleared. The militants were going to the tunnel in small groups and firing on troops, he said. A jirga (council) and tribal elders continued their efforts to persuade the militants to hand over the ammunition trucks they had seized and vacate the area immediately. “Six attempts have been made through the jirga to broker a peace deal with the militants but they seem to be sticking to their stance. Now the only way is to teach them a lesson and the militants will be wiped out from the area in two to three days. The operation will continue till the entire Darra Adamkhel area is cleared of militants,” Zeb stated.

19 people were killed and 157 others were injured in countrywide election-related violence on February 18, caretaker Interior Minister Lt-Gen (retd) Hamid Nawaz told Dawn. However, according to independent reports, the number of casualties may be higher. The minister said that nine died in Punjab, seven in Sindh and three in NWFP. He did not give any casualty figures for Balochistan, where four people were reported to have been killed. According to independent reports, the overall death toll in the country was 26. "Despite 19 deaths, the government considers the election quite peaceful with no incident of terrorism in any part of the country… We are happy that neither any incident of terrorism nor any obstacle in the election process was reported in the country," the caretaker minister said. Private TV channels reported that clashes between supporters of different political parties occurred in Khairpur, Gujranwala, Chakwal, Kamoki, Mirpur, Jacobabad, Muzzafargarh, Mandi Bahauddin, Dera Ghazi Khan, Sargodha, Charsadda, Sukkur, Gujar Khan, Shikarpur, Hangu, Gakharmandi, Sialkot, Samandri, Sanghar and Peshawar. Polling is reported to have begun at a slow pace as voters appeared to be wary of violence. However, as the day progressed, the voter turnout improved and according to unconfirmed reports, it is estimated to be 35 percent. Ambassadors of UK, US, Japan, China, Canada, Saudi Arabia, Iran, South Asian Association of Regional Corporation (SAARC) and European Union Countries visited different polling stations in the twin cities of Rawalpindi and Islamabad and expressed their satisfaction over polling process, security arrangements and performance of elections staff. The government has deployed 81,000 troops and nearly 400,000 police personnel to provide security to the more than 64,000 polling stations, a third of which had been declared sensitive. The Chief Election Commissioner Justice (r) Qazi Muhammad Farooq said on February 18-night that the Election Commission had fulfilled its responsibility to hold free, fair and transparent elections, Associated Press of Pakistan reported. "We have not received any complaints so far, but if we receive any, action would be taken," he said.

According to Daily Times, at least 20 persons were killed as fighting erupted between activists of the militant group Lashkar-e-Islam (LI) and Kooki Khel tribesmen of the Khyber Agency in FATA on April 16. "The two sides have started an exchange of fire," Rasool Khan, Assistant Political Agent of the Jamrud subdivision, confirmed to Daily Times. A tribal elder from Jamrud claimed that the Government had done nothing to avert the clash, despite knowing of hostilities on both sides. Tensions in the Jamrud subdivision surfaced after Kooki Khel tribe refused to surrender to the 30-point agenda of LI. The groups are reported to have targeted each other's positions in the hills using rockets and mortar shells, Geo News channel reported. LI is lead by cleric Mangal Bagh, who follows the puritanical Deobandi form of Sunni Islam. He has reportedly attempted to enforce a strict Taliban-style Islam in the region, provoking the tribesmen. "We can’t implement the Mangal Bagh brand of Islam on ourselves and our people," elders from the Katya Khel sub-tribe of the Kooki Khel tribe, gathered at a meeting, told Daily Times on April 15. They said they were "as much Muslims as Mangal Bagh and his men," adding, "He should not teach us Islam." Representing the sub-tribe Haji Shamshad, Haji Muhammad Ashraf, and Haji Sarfaraz said they were being asked to hoist black flags on their houses and surrender before the LI cadres. "All their demands are absurd as we’ve already taken action against those involved in smuggling, the hashish trade, kidnappings for ransom, and murders," they said.

The Peshawar-Torkham Highway was opened for traffic after five days of closure due to fighting between the two sides. The Lashkar-e-Islam reportedly captured the houses of tribesmen late on April 16, and told them to stop extorting money from vehicles on the highway and end illegal businesses, including the sale of liquor and the sheltering of criminals. Tribal elders said Iqtidar Shah, the elder son of the late Malik Zahir Shah, had surrendered to the Lashkar-e-Islam late on April 17, during a jirga (council). They said that Kooki Khel elder Guli Shah had accepted the Lashkar-e-Islam’s 30-point agenda during a similar jirga held at the Shah Kas area on April 18. Despite a cease-fire brokered by two senior Afghan Taliban commanders on July 17, fighting between two rival militant groups continued on July 18 in which more than 50 militants were killed and dozens injured in the Mohmand Agency of FATA, The News reported. Two rival militant groups – the BaitullahMehsud-led Tehrik-e-Taliban Pakistan (TTP) and Commander Shah Khalid-led militants which is considered as pro-government — have been fighting for the past three days for the control of the Mohmand Agency. The two groups were running separate training centres and had set up checkpoints on roadsides. After two days of fighting, a two-member jirga (council) comprising two senior Afghan Taliban commanders — Ustad Mohammad Yasir and Maulvi Sadre Azam — mediated between them and brokered a truce on July 17-night. However, according to sources close to the militants, fighting between the well-armed militants of the two groups started again on July 18-morning when militants associated with Shah Khalid reportedly attacked one of Commander Omar Khalid’s senior commanders, Qari Shakil when he entered Khwezo, a town considered to be a stronghold of the Shah Khalid group. Qari Shakil, who hails from Peshawar’s Michni town, was injured in the attack while his vehicle was destroyed. Consequently, heavy fighting broke out between the two sides in which sophisticated weapons were used. Tribal and militant sources said that both the sides suffered heavy losses and so far 50 people, majority of them from Shah Khalid’s group, were confirmed dead and dozens injured.

The local administration said the Taliban subsequently blew up two security checkposts and a bride in retaliation to the vehicle attack on September 29. The report added that the latest clash broke out in Mulla Saib Dara village, when a 6,000-strong tribal lashkar tried to set ablaze houses and hideouts of Taliban militants. "Fighting is going on and to help us, the army sent some gunships which fired at the Taliban, killing several of them," tribal elder Malik Younus told Reuters. He said his men would battle the Taliban until they were cleared from the region. "It’s now clear to everybody that we can’t tolerate lawlessness in our land. Everyone has to obey our tribal rules and they can’t make our land a hub of terrorism," Younus added.
