The Law Enforcement Agencies (LEA) in Sindh, during a meeting on law and order situation of the province, informed that they have identified an unnamed terror outfit’s sleeper cell in Sukkur City, reports The Express Tribune. In his briefing, Deputy Inspector General (DIG) Counter Terrorism Department (CTD) on January 23, informed Sindh Chief Minister (CM), Murad Ali Shah that the Force was vigilantly monitoring movement at the Sindh-Balochistan provincial border. He said some militant elements had established hideouts in the province. “They will be taken to task with the help of intelligence agencies,” he added.

Police on January 27 claimed to have busted a gang of robbers who were involved in carrying out burglary in several localities of Karachi, reports Dawn on January 27. Senior Superintendent of Police (SSP) East, Azfar Mahesar at a press conference said three robbers ,Samiullah, Abdul Manan and Juma Khan, from the six-member "Afghan gang" were arrested with the help of technology and Police teams have been formed to apprehend the three others. The three suspects "confessed" to committing house robberies in Gulshan-e-Iqbal, Ferozabad, Bahadurabad, Aziz Bhatti and New Town areas of the city.

As part of an ongoing crackdown against the Jamaat-ud-Dawa (JuD) and the Jaish-e-Muhammad (JeM) after the two outfits were listed among the proscribed outfits by the Federal Interior Ministry, authorities in Karachi have taken control of a number of madrasas associated with them over the past few days, reports The News. Sindh’s Auqaf department has taken control of at least 18 seminaries and mosques for their links with the JuD, the JeM and the Tehreek-e-Ghalba Islam, a JeM’s splinter group, in various parts of the city. Mufti Munir Ahmed Tariq, an official of the provincial Auqaf department, who has been given responsibilities in this regard, said they had taken control of 18 seminaries without facing any resistance in the past two days. “Ten among them were associated with the JuD and the remaining were linked with the JeM and its splinter group, Tehreek-e-Ghalba Islam,” Tariq said. The JuD’s associated madrasas include: Madrassa Huzaifa Bin Yameen (Gulshan-e-Hadeed, Phase 2), Madrasa Maaz bin Jabal (Quaidabad), Madrasa Riaz Ul Jannat (Anda Morr), Madrasa Umul Qura (Korangi), Madrasa Mughira Bin Shuba (Korangi), Madrasa Allah Wali (Korangi), Jamia Darasat (Gulshan-e-Iqbal), Jamia Ul Iman (Gulshan-e-Iqbal), Madrasa Umul Qura (Korangi Industrial Area) and Madrasa Khalid Bin Waleed (Shah Latif Town). Besides it, the Auqaf department has taken control of two more seminaries – Madrasa Shuhada-e-Islam (Shah Latif Town) and Madrasa Bilal (Bilal Colony, Korangi) -- that are managed by the JuD.

One of the two guards was a Sindh Police official and the other belonging to a private company, Mufti Usmani later told a private TV channel that he was traveling with his wife and two grandsons, who remained unhurt. Police on May 6 claimed to have arrested five persons, including a reporter of a daily Urdu-language newspaper, for their alleged involvement in sectarian killings in Karachi, the provincial capital of Sindh, reports Dawn. Deputy Inspector General (DIG), East Zone, Amir Farooqi identified the held persons as Syed Matloob Hussain, a reporter of Daily Jang, Syed Imran Haider Zaidi, Waqar Raza, Mohammad Abbas and Syed Mohtasham. In addition, DIG Farooqisaid a group trained in a neighbouring country and the banned Sipah-e-Muhammad Pakistan (SMP) were responsible for the series of incidents of sectarian violence that took place in Karachi during the past few months.DIG Farooqi said following the deaths of innocent people in the wave of recent sectarian violence in the city, teams of law enforcement agencies were formed to trace the perpetrators, which succeeded in arresting two groups of notorious sectarian killers.

Meanwhile, the Police on May 19 claimed to have arrested a suspect involved in the killing of a Policeman on March 2 in Civil Lines Police Station area of Karachi, reports The News. The Policeman, Jahangir, was killed when two armed assailants on a motorcycle shot him in Hijrat Colony within the limits of the Civil Lines police station. He was shot while he was on an intelligence mission before a combing operation in the area. While one of the attackers who killed the Policeman, Rehan Gul, was already arrested within two weeks of the incident; however, a key suspect, Noor Wali, went underground. Wali continued to move from one place to another as he first escaped to Buner, then Karak and then Kohat, and finally returned to Karachi after the passage of almost two months after the incident. As the Wali returned to Karachi, the Civil Lines Police arrested him on a tip-off and seized arms from his possession.

A prayer leader was shot dead in a suspected ‘targeted attack’ in Sachal area of Karachi, the provincial capital of Sindh, on May 24, reports Dawn. Mohammed Arbab (55) was coming out of the Minarul Huda Masjid in Sachal Goth near MurtazaChowk after offering Fajr (Morning) prayers when unidentified assailants on motorcycle opened indiscriminate fire on him and fled, said Malir Town Senior Superintendent of Police (SSP) Irfan Bahadur. “It appeared to be a targeted killing incident,” the SSP added. However, he ruled out the possibility of a sectarian motive being behind the murder. He pointed out that the deceased was a prayer leader (Khateeb) of the mosque belonging to the AhleHadees school of thought. SSP Bahadur believed that there was no history of targeting AhleHadees followers on sectarian grounds. The victim’s father is also a Khateeb of the same mosque.

The Sindh Government approved an extension in the special powers of the Pakistan Rangers for another 90 days in Karachi, the Provincial Home Department said on October 11, reports Daily Times. “The Government of Sindh is pleased to deploy Pakistan Rangers (Sindh) in Karachi Division to discharge its functions under the said Act as authorized by the Government of Sindh, for another period of ninety (90) days wef October 4, 2019, to January 1, 2020,” read an official notification signed by Sindh Home Secretary Abdul Kabir Kazi.

The Counter Terrorism Department (CTD) suspects that the al Qaeda in the Indian Subcontinent (AQIS) is ‘regrouping’ in Karachi, the provincial capital of Sindh, to carry out terrorist attacks, reports Dawn. The CTD also claimed to have busted two other outfits whose members had been active in sectarian killings and murders of Policemen. “We have received reports that six ‘disgruntled’ militants of the AQIS recently arrived in Karachi from Afghanistan and they are trying to activate their sleeper cell,” said CTD chief Raja Umar Khattab. It was a splinter group of AQIS that comprised members of different communities who belonged to Karachi and had gone to Afghanistan, adds Khattab. They had reportedly developed differences with their leadership, partly because they did not utilise their ‘services’ for a considerable period of time, and now they had returned to Karachi. Six militants have recently returned to Karachi from Afghanistan. Law enforcers were making concerted efforts to bust this emerging cell and the CTD official hoped they would be ‘neutralised’ before they could carry out any act of terror.
