Religious leaders and scholars of parties belonging to the Pakistan Afghanistan Defence Council (PADC) stated that Jehad training camps would be operationalised to "wage war against the Zionists, Jews and non-believers as soon as ground troops of the US and its allies step on Afghan soil." The leaders also threatened mass agitation and warned the government to change its pro-US policy by October 21, failing which "they would be compelled to chalk out their future line of action." They also called for the release of the arrested religious leaders, including Maulana Fazlur Rahman, Maulana Samiul Haq, Maulana Azam Tariq and others, by October 19 and threatened to march to Islamabad if their demands were not accepted. He, however, called for extreme caution and restraint while carrying out air strikes on Afghanistan, adding that they should be targeted only for eliminating terrorist training camps. Sedition cases have, so far, been instituted against JI chief Qazi Hussain Ahmed and JUI chief Maulana Fazlur Rahman. Haider clearly stated that it was now not a case of "anti-America or pro-Taliban", but what needs to be addressed is "any statement against the government which would put the integrity of the state at stake", and went to add that such statements are "intolerable".

Criticising the government's pro-US Afghan policy, Jamaat-e-Islam (JeI) Secretary General Syed Munawar Hassan said, on November 12, that, if by Ramadan this policy was not changed, the government would be changed. Addressing a press conference in Karachi he observed that the present policy was not in the interest of the people. He said, on November 15 the Supreme Council of the Pakistan Afghanistan Defence Council (PADC) would take important decisions, including the decision to march to Islamabad. He added that protest had already been planned for on November 16 against the arrest of PADC frontline leaders. According to him, "If Qazi Hussain Ahmed and Maulana Fazlur Rahman were traitors, then 140 million people of the country also shared their guilt, because they were opposed to the government's Afghan policy." He was of the view that due to the foreign policy of President Pervez Musharraf, the Northern Alliance was gaining ground in Afghanistan. In this context, he added, "Pro-Indian elements were getting an upper hand. Gen Musharraf should take responsibility for the same."

Pakistan’s Interior Minister Moinuddin Haider, while addressing heads of leading religious schools in Karachi, urged the Ulema (religious scholars) to co-operate with the government in identifying religious schools which are supporting terrorism. He said that he was well aware of the fact that 99 per cent of religious schools were focussing on providing education and only a few were supporting terrorism. He asked the religious leaders to identify those religious institutions which were supporting the Taliban. Responding to the Minister’s observations, speakers in the meeting were unanimous in their view that interference of some powerful elements in the affairs of religious schools was the root cause of terrorism in the religious schools, and urged the minister to nab such elements. They said terrorism and such training was introduced during the first Afghan war in early 1980s and such elements got strength after the formation of Taliban government in Afghanistan. They also gained strength from the fact that no action was taken against the so-called "Jehadi organisations" in Pakistan. An unidentified speaker opined that terrorist elements were not confined only in religious schools, but they are also in the ordinary schools and other sections of the society.

Mahmood Ghazi, Pakistan’s Minister for Religious Affairs said, in Karachi, on December 21, the US administration’s decision to freeze the assets of the Lashkar-e-Toiba (LeT) "could be the result of some misunderstanding". While not elucidating on the possible misunderstanding, he added that the LeT should confine its terrorist activities to Jammu and Kashmir and not "indulge in any outside activity, if they are doing so." He said the outfit should clarify that its activities were confined to the "struggle against Indian rule in Kashmir."
