On January 26, Daily Times reported that after two months into Pakistan's blockade of NATO supplies crossing into Afghanistan, thousands of trucks are crowding the port in Karachi, the provincial capital of Sindh, where drivers, fed up with waiting, are starting to desert. For a month, Directors of transport companies, drivers and their helpers hung around patiently, buoyed by rumors of an imminent reopening of the border, shut after United States (US) air strikes on November 26, 2011 that killed 24 Pakistani soldiers. Pakistan is still reviewing the relationship and no one knows when the border will reopen, through which passes 25 percent of the supplies needed by the 130,000 foreign troops in Afghanistan. Fed up, running out of money and missing their families, many of the drivers have since abandoned their trucks and returned to their homes. "They had no more money in the end so they left one helper with their vehicle for security and care, and went back to their families," All Pakistan Oil Tankers Association Vice Chairman Muhammad Saleh Afridi said, adding, that more than a thousand trucks were stranded in Karachi. There are about 5,000 containers and military vehicles, according to a count provided by the authorities in early January this year. Since then, more have arrived by boat, while hundreds of oil tankers are filling huge car parks by the sea. "Most of the tankers are loaded with fuel, so helpers have to look after them to avoid looting," Afridi said.

A huge crowd comprising mostly of youngsters with majority of them in a uniform dress code from different seminaries across Sindh gathered at the first major show of political prowess of the Jama’at Ulema-e-Islam-Fazlur Rahman (JUI-F) at Bagh-e-Quaid on M.A Jinnah Road in Karachi on January 27, reported Dawn. Rahman said that an unjust economic system and getting the country involved in an American-led war had fostered extremism. The gathering rejected subservience to any external force and cautioned the rulers against mortgaging national sovereignty for their narrow vested interests. The Maulana warned that people were getting disappointed with democracy because of interventions and if complete transparency was not maintained, from preparing electoral lists to announcement of results, the consequences could be disastrous. He said that instead of an Islamic welfare state, the country had been turned into a security state by the establishment which was gobbling up 60 per cent of resources. Maulana said his party believed that an economic revolution required that the poor be made real masters of resources. He urged people to reject those who were responsible for the economic imbalance. He said even those who raised the slogan of ‘roti, kapra aur makan’ had failed to improve the life of the poor. Holding black and white party flags, the supporters had a variety of slogans but common thoughts to share. “We don’t want any secular and liberal party to rule Pakistan,” said Haseebullah, a second-year student of Dars-i-Nizami, who accompanied his more than 500 seminary students from Korangi town at the rally. “People have witnessed those who are allied with the United States,” said Shiraz Khan, in his mid-20s, and enrolled with a Clifton seminary. “As the slogan of this rally [Islam Zindabad Conference] reflects the emotion motivating this huge crowd, it also shows people’s loyalty to religious parties and we are hopeful about positive poll results even in Karachi if they are held in a transparent manner.” “If the MMA (Muttahida Majlis-i-Amal) is revived and the Jama’at-e-Islami (JeI) gives up its stance of a solo flight, the power of the religious parties will be felt across the country as well as Karachi,” said Mohammad Shamshad, a Baldia town resident.

The proscribed Sunni Tehreek, known as a religious organisation, announced on January 29 that it was converting itself into a political party to be called Pakistan Sunni Tehreek (PST), reported Dawn. The announcement was made by the head of the Tehreek, Maulana Sarwat Ejaz Quaderi, who was addressing the “Pakistan Bachao Janisaran-e-Mustafa Conference”, held at Nishtar Park in Soldier Bazaar of Karachi, the provincial capital of Sindh. Mr Quaderi said the PST would launch its political campaign on March 23, 2012 with a rally at Minar-e-Pakistan in Lahore District and unveil its manifesto and programme which would aim at ushering in a ‘Mustafvi Revolution’ to eliminate injustices and terrorism. He said the party would strive for the supremacy of law, adding that student wings of the party had already been set up in colleges and universities under the name of Pakistan Islamic Student Federation (PISF). He said the PST would field its candidates throughout Pakistan.

leaders of Kachchi Rabita Committee (KRC) demanded construction of Police check posts in Lyari area on permanent basis to stop influx of gangsters and restore Government writ in the area, reported Daily Times. A leader of KRC Hussain Kachchi, along with Akhtar Kachchi and other KRC leaders demanded this while addressing a press conference at the Karachi Press Club. He said, “PAC, which is a group of gangsters, though banned by the Federal Government, is still carrying out its criminal activities in Lyari and Police and the LEAs seem to be helpless”. He alleged that the PAC, which is headed by Uzair Baloch and Zafar Baloch, was using the name of Pakistan People’s Party (PPP) to give cover to their illegal activities, including kidnapping for ransom, looting, thefts, and collecting extortion money. “They have made the lives of residents of Lyari miserable”, said Hussain, adding that since April 2009 over 70 people of KRC had been killed in Lyari, while the target killings had claimed lives of 600 people of Lyari.

Bullet casings as well as traces of blood were found. “We know that he [Mir Imam] is responsible for the murder but this is a kingpin of a very big drug cartel so it will definitely take time to arrest him and he will be very hard to catch,” said Dharejo. Human Rights Commission of Pakistan (HRCP) said that the ethnic, sectarian and politically-linked violence in Karachi has claimed at least 300 lives so far in 2012. Parts of the city have become battlegrounds in the last week; with authorities unable to prevent spiraling violence blamed on activists from political parties representing competing ethnic groups. "About 300 people have been the victims of violent shootings in the last three months," HRCP Chairwoman Zahra Yusuf said. "The figures compiled by our staff and the death toll for the last three months confirmed by the police shows the number of victims of violence was not less than 300," she said. The figures include the assassination of 49 political activists, while the rest of the victims were people with no political affiliations, the HRCP statement read. The HRCP previously said 1,715 people were killed in 2011 in sudden flare-ups of violence in city.

Express Tribune reported that the Chief of Police announced that the fight to clear Lyari of criminals will take about three days, acknowledging that the force had no idea how much resistance it would face. On day four of the Police operation, Police morale was low despite the Inspector General’s (IG) assessment that the troubled neighbourhood had been cleared about 60% of gangsters. IG Mushtaq Shah told the media that around 20 criminals have been arrested and up to seven suspects killed. Some of the suspects have escaped and taken refuge in Malir area of the District. There were rumours circulating on the streets of Lyari, especially among the Policemen, that the Tehreek-e-Taliban Pakistan (TTP) and the Baloch Liberation Army (BLA) were fighting for the gangsters. Some of the suspects were identified as having links to the BLA, the report added.

The Human Rights Commission of Pakistan (HRCP) said that the killing of Sindhi nationalist leader Muzaffar Bhutto, one of the prominent victims of forced disappearance in Sindh, and the brazen attack on a peaceful political rally in Karachi, appeared to be the latest manifestations of violent suppression of political debate, and in the absence of effective measures, can plunge Sindh into Balochistan-style mayhem. The statement further states, “HRCP is alarmed at these Balochistan-style disappearances and now the dumping of bodies is expanding to Sindh. One hopes that the authorities have learned their lesson by now and would desist from relying on the illegal practice of picking up citizens and holding them in violation of law in the country. The courts should also take note of the disappearances and order recording statements of those who have come back from captivity with a view to bringing the perpetrators to justice.”

There is no politically motivated murder, but there is a conspiracy for giving air to ethnic and sectarian violence in Karachi.” Promising strict action against those involved in criminal activities, he said that 60 to 70 per cent killings were due to personal enmity while the rest could be attributed to ethnic and sectarian divide. Authorities have moved more than two dozen notorious militants of the Tehreek-e-Taliban Pakistan (TTP) from prisons in Karachi and Hyderabad to far-flung institutions in Sindh Province after security agencies alerted them to the TTP’s plan to raid prisons in an effort to free its members, Central Asia Online reported on August 15 quoting Senior Police officials. “The Ministry of Interior in Islamabad had forewarned the police and officials of prisons in Karachi and Hyderabad about the possibility of attack on jails,” Iqbal Mahmood, Additional Inspector General of Sindh Police, told Central Asia Online on August 12. The Ministry’s warnings two weeks ago cited reports by intelligence agencies of the TTP’s plan to attack prisons. To forestall any jailbreaks, authorities have shifted about 28 hardened TTP militants to Larkana, Sukkur and Jacobabad, he said, adding they are holding them in separate cells. The most notorious of the transferred inmates are Akram Lahori, Waseem Baroodi, Ishtiaq Bajwa and Ataullah, who were involved in several bombings and masterminded terrorist attacks, Mahmood said. Those detainees will be under watch around the clock, he added. Larkana, Sukkur and Jacobabad are considered safe from militant attack, said Chaudhry Aslam, chief of the Anti-Extremist Cell of the Crimes Investigation Department of Sindh Police.

Interior Minister Rehman Malik on August 23 said that there was evidence of presence of Tehreek-e-Taliban Pakistan (TTP) in Karachi, the provincial capital of Sindh and that action was being taken against them, reports Daily Times. He asked TTP to surrender arms, saying that otherwise the Government was determined to take the campaign against terrorism to its logical conclusion. Further, he said that there would have been many acts of terrorism had cellular service not been suspended in four cities on the occasion of Eid. He said the Government had definite information about a conspiracy to destabilise the country, adding that the designs of the enemies were foiled through effective coordination among intelligence and law enforcing agencies. He said the Government had no intention of blocking all unregistered SIMs immediately as it would cause inconvenience to users besides having negative impact on business. He said a meeting of all stakeholders would be convened to evolve a strategy on how to deal with the issue of SIMs issued against fake identity cards or in the name of people other than the users. The minister proposed that SIMs should be verified against thumb impression of the applicants through NADRA database.

Lamenting the deteriorating law and order situation in Karachi, Chief Justice Iftikhar Muhammad Chaudhry while addressing a three-day conference titled ‘Combating Terrorism through Law’ in Karachi on September 28 said that the country’s main commercial and trade centre of the country had turned into a hub for terrorist activities, reports The Express Tribune. He said local and foreign investors would be willing to invest in businesses only if the environment was viable, but Karachi was now facing serious security challenges. “The law and order situation has a direct and significant bearing on the peace and the economic development pattern of a country,” he quoted an observation from the Supreme Court of Pakistan’s suo motu case on the law and order situation in Karachi. Justice Chaudhry added that the Supreme Court had suggested many steps for amelioration, including depoliticising the Police as it was a proven fact that political influence and other pressures impede the competence of the investigation agencies, whose role in providing justice to the accused was of crucial importance.

Addressing a crowded press conference at the Lal-Qila ground, MQM deputy convener Farooq Sattar said that the Supreme Court of Pakistan (SCP) had realised the presence of TTP in Karachi and stated that serious notice should be taken about their presence and had called for action against Taliban in Karachi. He recalled that MQM chief Altaf Hussain had warned about the Talibanisation of the metropolis, as well as the country, but unfortunately political and religious parties, some intellectuals, anchor persons and journalists refuted his view point and ridiculed him instead of taking his apprehensions seriously. They also accused that Hussain was terrifying the public but now the verdict of the Supreme Court had proved the vision of MQM chief. He mentioned that Altaf Hussain was the only leader who had warned about growing religious extremism in the country several years ago.

The Pakistan People’s Party (PPP) leader Nabeel Gabol on November 4 said that without a 1992-like operation clean-up in Karachi, the upcoming elections would be the bloodiest of our history, reports The News. Talking to The News from Karachi, Gabol said that his city was under complete control of criminal gangs, which were collecting and earning around PKR 100 million daily through bhatta, dacoity, theft, etc. He said that the 1992 operation was political but now Karachi needed an operation conducted by an institution without any motive of political nature, only to clean the metropolis from the criminal gangs. Gabol said that these criminal gangs were in fact militant wings of three leading political parties but had gone out of control of these political parties ruling Karachi. He said the Police Department was completely ineffective while the Rangers did not listen to the provincial government as it was headed by a general who only listened to the chief of the army staff. Gabol said that out the total PKR 100 million, PKR 10 million were collected by the People’s Amn Committee (PAC) from Lyari and other parts of the city. He said that Police had become a part of these criminal gangs and received their share from the looted money.

During the opening day of the new session of the Senate on November 6 both the Awami National Party (ANP) and the Muttahida Qaumi Movement (MQM) agreed that Tehreek-e-Taliban Pakistan (TTP) have penetrated Karachi (Sindh) but the ANP said they can’t be blamed for all the evils while the MQM insisted they should be, reported Dawn. This exchange of arguments took place between ANP Senator Shahi Syed and MQM’s Tahir Mashhadi during a debate on the law and order situation in Karachi, Balochistan and Gilgit-Baltistan. Shahi Syed said that people belonging to all political parties and sects were being killed in Karachi. “The name of Taliban is being used by the hired killers. Extortion is being collected in the name of Taliban,” the ANP senator said. He expressed fears that the Pakhtun could be targeted in the city in the name of operation against Taliban. Shahi Syed questioned as to why an indiscriminate operation had not been launched against the criminals operating in the city when all the three coalition partners in the Government — the Pakistan People’s Party (PPP), MQM and ANP had agreed on it and even signed a code. Demanding a full-fledged operation against extortionists, drug mafia and target killers in the city, the ANP senator said the criminals had even established their control rooms in different parts of the city. “This operation should not be against one particular party, ethnic group or sect and it should be across the board,” he said. He also stressed the need for formulating legislation to de-weaponise Karachi and to enhance the punishment for those who carried illegal arms. He claimed that hundreds of weapons were being used on just one licence number in the city.

During the session of Lower House of Parliament on November 16 the Interior Minister Rahman Malik deplored no practical work had been done by Parliament to make stringent and effective anti-terror laws, reports Daily Times. Various measures and laws proposed to deal with the menace have never been taken care of, Malik complained, and said that Law Enforcing Agencies apprehend terrorists, but they are later released because of loopholes in the laws to deal with such criminal elements. “When we don’t take action the Supreme Court questions us. When we take it, courts overrule it,” the Interior Minister remarked in a reference to the order of the Sindh High Court to suspend the notification of the Government banning motorcycle riding in Karachi. “If the ban was imposed on motorcycle riding and mobile in Karachi and Quetta, it was in accordance with constitution to prevent any untoward incident,” Malik said in defence of his decision. He said there were very solid intelligence reports that motorcycles could be used for detonating bombs on the first day of Muharram and substantiated his claim by saying that 438 bombs were denoted during the current year through motorcycles in various parts of the country.
