Federal Minister for Interior Rehman Malik said on February 29 that perpetrators of Kohistan (Khyber Pakhtunkhwa) killing were traced down and soon they would be produced before the nation. Talking to journalists he said that it was not an incident of sectarianism rather an attempt to create law and order situation in the entire country. Interior Minister Malik said that Gilgit-Baltistan Scouts were given powers of Police for three months to control the situation. He said that conspiracy of the enemies was thwarted.

ASWJ, while making a pledge to ensure that “Gilgit-Baltistan remains a Sunni province”, called for a protest against a change in curriculum which will have the names of the Holy Prophet’s companions removed from textbooks. The reaction came after the arrangement of changing the curriculum entered its final stage, as claimed by ASWJ. According to ASWJ’s Media Coordinator Ubaidullah Usmani, Interior Minister Rehman Malik during his visit to the province after the Kohistan tragedy took place, gave his assurances that the Shia community’s demand of the removal of names of the Holy Prophet’s companions and other demands will be fulfilled. Usmani said that after the names of the companions of the Holy Prophet are removed, Gilgit-Baltistan will “formally” become a Shia state.

Gilgit-Baltistan (GB) Police Inspector General (IG) Hussain Asghar on April 7 (today) denied any foreign involvement in the recent strain of violence in the region, reports The Express Tribune. Talking to The Express Tribune via telephone, the IG maintained that few job opportunities and a high literacy rate among the resident youth was fueling dissatisfaction and was feeding the rise in sectarianism. “I don’t think there is any foreign hand involved in the sectarian riots. The key thing in my understanding is the high rate of literacy without employment opportunities, which allows the frustrated youth to be easily used by some elements,” he said. Talking about farsighted measures to stem sectarianism from the picturesque region, he suggested establishing industries to absorb the educated youth on a large scale. This would, according to him, keep them from involvement in sectarian activities. “G-B has among the highest literacy rates in the country, but few employment opportunities. Such a situation frustrates the youth,” he said. “If they have jobs and are busy with work, they will not have time to indulge such activities,” he suggested.

The continuous spilling of blood in sectarian killings in Quetta, the provincial capital of Balochistan, and Gilgit-Baltistan (GB) is a result of failure to address religious intolerance in society, the Human Rights Commission of Pakistan (HRCP) said on April 11, reports Daily Times. In a meeting, the commission said, “HRCP is alarmed by the continuing sectarian bloodshed in Pakistan, particularly in Quetta and GB. The killings demonstrate a disturbing pattern and appear to be part of a well-planned sequence. It has been stated that miscreants from Afghanistan have been involved. That may be one problem, but it certainly is not the only one. The mindless bloodshed that we witness day in and day out is rooted in religious intolerance cultivated by the state.” It also said, “The people are paying the price of indifference with their lives. Rather than wasting time on addressing mere symptoms, the root cause of the problem must be identified and addressed. Instead of living in denial, we must now identify the policies that strengthen extremism and promote faith-based hatred in society. These constitute the single biggest threat to Pakistan.”

South Asian News Agency on April 16 reported that two accused, identified as Muzammil Shah and Sher Khan, involved in Chilas firing incident were handed over by a local Jirga (tribal council) in Diamer District to Police which arrested them. As reported earlier, 12 Shias had been shot dead on April 3 in the violence that followed the incidents of Gilgit city where 12 people had been killed earlier in the day. Chief Secretary Gilgit Baltistan said that other three accused persons will soon be arrested. Diamer Jirga has decided to assist Government in the arrest of culprits involved in Chilas tragedy.

The Gilgit-Baltistan cabinet on April 23 approved setting up a new force to eliminate sectarian violence from the region, reports Dawn. The administration spokesperson and Education Minister Doctor Ali Madad Sher said a joint force comprising 400 personnel taken from Police, Punjab Rangers, Gilgit-Baltistan Scouts and Pakistan Army will maintain law and order. He said the new force would be commanded by an Army Major and will have two headquarters, one in the Home Department and the second at the main office of the Gilgit-Baltistan Scouts.

Malik said several persons were arrested following acts of violence in Gilgit. He also added that Police force strength in Gilgit would be increased to 10,000 from the present 5,000. Frontier Corps and Rangers personnel have also been directed to assist Gilgit Baltistan (GB) Government in the maintenance of law and order, he added. The Pakistan occupied Kashmir (PoK) Police on April 28 thwarted the attempt of more than one hundreds activists of National Students Federation (NSF), a pro-independence group, led by their president Anwar Baig, to stage a march towards the Line of Control (LoC) in Kotli District by taking many of them into “protective custody,” witnesses and Police sources said, reports Greater Kashmir. Deputy Superintendent of Police (DSP, Kotli) Riyaz Mughal said that they had set up roadblocks at three points - Dhanna, Seri and Chattar – to prevent the marchers from nearing the LoC. When the group reached Dhanna village in some eight or so vehicles, they were intercepted by the Police. Mughal said despite being stopped some activists tried to make their way beyond the Police cordon following which they were taken into “protective custody.” Around a dozen other activists, including Muzaffarabad based NSF leader Kamran Baig, was taken into custody from Seri village where they had managed to reach separately from another route. The detained activists were kept in Police Lines Kotli for several hours and were set free in the evening, Mughal added. The call to cross the dividing line from Khuiratta sector, which faces Jammu Province in the Indian State of Jammu and Kashmir, was given by NSF on a day [April 28] when “Karachi Agreement” was signed in 1949 by the Kashmiri leaders to handover the administrative control of Gilgit-Baltistan to the Government of Pakistan. NSF advocates complete freedom of the disputed Himalayan region. In 1990 the NSF had staged a massive march towards the LoC in Chakothi sector in the south of Muzaffarabad, choosing February 11, the death anniversary of the Jammu and Kashmir Liberation Front (JKLF) founder Maqbool Bhat, for the crossing. Two of its activists had died in firing by the troops right at the LoC. In August 2007, the group attempted to cross a snowcapped route in Neelum Valley that connects PoK and Gilgit-Baltistan and had lost another two activists, due to harsh weather. “No one was hurt as Police contingents successfully overpowered the procession of at least 100 activists of the NSF,” said Superintendent Police Ghulam Akber Chaudhry while talking to The Express Tribune. According to organisers, the activists had planned to enter into Indian Kashmir to apprise the world of the irrelevancy of the LoC.

Shah told journalists in Islamabad that a 410-strong force has been raised to patrol the strategic Karakoram Highway (KKH). The new force has been drawn from Police, paramilitary Frontier Corps and rangers, Army and Gilgit Scouts. It will start patrolling the highway from May 1. The force will report to the region’s home department. He said the Khyber Pakhtunkhwa Government has also agreed to raise a similar force to patrol part of the KKH which lies under its administrative control in Kohistan District. He also said that his administration would ban the clerics who are stoking sectarianism and fuelling hatred in their Friday sermons. Chief Minister Shah added that the two mosques would be reopened once a high-level committee settled the matter between the two sects. “Nobody will be allowed to make provocative speeches in the mosques after they are reopened,” he said. “For the first time, the administration has arrested five top clerics in Chilas and many more in Gilgit city from both sects. They will be dealt with according to the law,” Shah said and blamed local elders and clerics for the recent bout of deadly violence in the region.

A three-member delegation of US embassy in Islamabad, including Lisa Buzenos, Political/Economic Officer and Kimberly Phelan, Political Officer, met chairperson of GB United Movement (GBUM), Manzoor Hussain Parwana in Gilgit on May 31, reports said. Parwana called denial of the right of self-determination and degradation of local national and cultural identity as two main issues for the people of GB, saying that with abundance of natural resources and enviable geo-strategic location the region fulfils the criteria to sustain as an independent country. "We expect brotherly relations with our neighbours namely India, Pakistan, Tajikistan, China and Afghanistan but do not expect them to treat us like a colony. The international community including our neighbors should respect our will to exist as an independent nation. We intend to use our land and resources for the well-being of our people but would refuse to let our neighbours exploit us to enhance their strategic depth or use our poor people as cannon fodder," Parwana said in a statement that was distributed in Washington on June 1.

In a bid to equip the Gilgit Baltistan (GB) Police to maintain law and order in the mountainous region, GB Chief Minister Mehdi Shah on June 6 handed over 2,000 weapons and 200,000 rounds to the force, reports The Express Tribune. He said the weapons will enable the Police to effectively counter terrorism and extremists; “the menaces that have ruined life in the region”. “We have spent Rs [PKR] 220 million to procure these weapons; now I will not tolerate lame excuses from the police in maintaining law and order,” he added. He said that the Police also have been provided wireless sets and counter-terrorism training. He added that efforts are also underway to build the capacity of intelligence agencies. The weapons handed over to the Police included a total of 700 G3-rifles with 70,000 rounds, 300 7.62mm sub-machine guns with 30,000 rounds, and 1,000 9mm MP5 sub-machine guns with 100,000 rounds were.

Wazir Muhammad Ali Khan, the Gilgit Baltistan (GB) Inspector General of Police (IGP) on August 8 said that to counter the growing threats of terrorism in GB, intelligence sharing will be increased in the region. “The role of intelligence agencies is very important and we are trying to expand it in order to become aware of threats beforehand,” said Khan. “This has become all the more important following the recent bomb attack on a passenger van in Gilgit,” he added. Khan said that in the recent past Police foiled several criminal plots due to timely sharing of intelligence. “Just two days back, we intercepted a communication and arrested a group that was planning to carry out a major activity in Skardu,” he said, without divulging further details. The surrender of some religious leaders accused of assisting sectarian fanatics is another example, he added. Currently in GB, there are a total of 5,500 Police staff deputed, including drivers and cooks, Khan stated.

He added that the frequent killings have reinforced the impression that the state machinery has either failed to control such acts or terrorism or is deliberately letting them happen. “Since G-B’s constitutional status is vague, such attempts and the prevailing sentiments could prove lethal for the country and the region itself,” said Hussain. He warned that if these attempts were not stopped, it could lead to a Balochistan-like situation in GB. “People should adopt political recourse for the solution of their problems instead of sectarianism,” said Hussain, who is one of the politicians who have been actively promoting peace and religious tolerance in GB. “It seems that the central intelligence agencies aren’t on the same page with respect to future of G-B,” he said, referring to the Inter-Services Intelligence (ISI) and Military Intelligence. He urged policymakers to immediately decide the status of GB “before things slip out of their hands”.

About resumption of public transport from Gilgit to rest of the country, Shakoor said that security arrangements were underway to ensure safety of passengers and hoped that the service will be resumed soon. All the routes leading to and from Astor were opened on August 24, reports Pak Observer. Karakoram Highway (KHH), however, remained closed for public transport creating difficulties for the people of GB and tourists stranded in the area. According to details, people of various Districts of GB, especially Astore, had to face sever hardships due to closure of KKH and other roads linking different areas of GB due to security concerns. The GB Government, meanwhile, has finalised a security plan for the safe journey of Karakoram Highway (KHH) travelers. It was decided that passenger’s buses would run in Convoy between Bisham and Basri Check Post and the security forces will be escorting the vehicles. The transport companies will also be asked to provide private security guards in the passenger buses. All the passenger buses from Rawalpindi will be required to reach Bisham by 4:00pm and same would be the time to arrive for buses travelling from Gilgit. GB KKH Task Force will be responsible for the security of passengers in its jurisdiction while Police of Khyber Pakhtunkhwa will be responsible to ensure the safety of passengers in their jurisdiction. Dardistantimes.com reports that the Chief Minister of GB, Syed Mehdi Shah, once again, blamed foreign agents to be responsible for creating unrest in GB. He said, “Foreign agents are involved in spreading the unrest in the region in order to achieve their nefarious goals.” He also said that the government is determined to nab the terrorists. Shah disclosed that the GB government has decided to recruit 120 personnel for the safety of KKH who will be deputed in the passenger’s vehicles.
