According to Kantipuronline, agitating Tharu activists set ablaze seven Village Development Committee (VDC) offices in Kailali District in the night of April 25 and early on April 26. Police said offices of Sadhepani, Balia, Bhajani, Joshipur, Thapapur, Dododhara and Ramshikarjhala VDCs were set ablaze in between 11pm to 3am. Documents and furniture in the offices have been destroyed in the arson. However, the Tharuhat Joint Struggle Committee has denied its involvement in the incidents. Accusing the Government of failing to put into effect the six-point agreement signed with the Tharu body in March 2009, the committee has called for an indefinite shutdown from April 22.

Normal life in the Nawalparasi District was affected as the Janatantrik Madheshi Mukti Tigers (JMMT) declared a two-day shutdown in the District from May 20, reports The Himalayan Times. Issuing a press statement signed by Pratap, the military chief, it had called a two-day general shutdown across the District including transport services, factories and markets to protest the killing of its two cadres in Rupandehi. However, they have asked educational institutions in the Districts to remain open. On the eve of the shutdown, the JMMT detonated bombs at different places in the District. According to Police, no damage has been reported yet from these blasts.

According to Nepal News, normal life in the Terai region and eight Districts of the Gandaki and Dhaulagiri zones has been paralysed on June 8 (today) due to a shut-down call given by the Madheshi Janadhikar Forum (MJF) and the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist)-affiliated Tamuwan Swayatta Rajya Samiti (TSWR) respectively. The MJF has called for a shutdown in the Terai Districts protesting against the Prime Minister Madhav Kumar Nepal’s decision to appoint Bijaya Kumar Gachchhadar as the Deputy Prime Minister without the party’s recommendation, while the TSWR has called the shutdown in eight Districts of Gandaki and Dhaulagiri zones as part of the on going protests by the Unified CPN-Maoist and its sister outfits against the President’s move to block the Maoist-led Government’s decision to dismiss the Army Chief. Hundreds of Maoist cadres blocked the road to the programme venue, to bar the PM who is the chancellor of the university, from entering inside. Kantipuronline reports that cadres of the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) are picketing Singhadurbar which houses Government's main administrative offices for two days starting from November 12 (today) as the last programme for the second phase of protest. Thousands of Maoists are reportedly staging a sit-in protest outside Singhadurbar area since early morning. Party Chairman Pushpa Kamal Dahal alias Prachanda is participating at the programme from Bhadrakali, Vice Chairman Baburam Bhattarai from Maitighar Mandala, Narayan Kaji Shrestha from Padmodaya turning and leader Krishna Bahadur Mahara from District Administration Office. The Government has deployed some 10,000 Security Force personnel in and around Singhadurbar area, according to Jay Mukunda Khanal, spokesperson for the Home Ministry. Further, Prachanda expressed his belief that political crisis will end within the next week. He expressed this to journalists after reaching Bhadrakali to lead the pre-scheduled Singhadurbar protest programme. Mentioning that the party is in favour of ending the political deadlock at the earliest, he warned of launching a general strike as the third phase of protest if a consensus is not forged.

Protests in Kathmandu and some Districts were marked with sporadic violent clashes between security personnel and protesters. The situation in Kathmandu, which was relatively calm until one in the afternoon, suddenly became tense after the police fired water cannons at protesters in Naya Baneshwor square to clear the road for Prime Minister Madhav Kumar Nepal’s motorcade from the airport.

The general strike in the Capital remained relatively peaceful compared to December 20, while clashes took place in some parts of the country with over a dozen incidents of vandalism, arson and attack on Government employees. The Capital, which witnessed violent clashes on December 20, remained largely peaceful with Maoist demonstrators burning tyres, singing songs and chanting slogans against the government. However, protesters in Bhaktapur manhandled Haribol Khanal, Director of the Curriculum Development Centre. They had vandalised three vehicles near the centre before entering the office. The Home Ministry had beefed up security in the Capital to prevent untoward incidents. Over 5000 security personnel, including senior police officers were deployed.
