Madhesi Janadhikar Forum Democratic (MJFD) Chairman Bijaya Kumar Gachhadar addressing a party cadres’ meet at Madhyaharshahi in Sunsari District on January 17 said that elections were not possible until constitution’s amendment with revision, reports The Himalayan Times. Gachhadar said that elections would not be held without fulfilling people’s demands and ensuring rights adding that constitution’s amendment with revision was needed for this to happen. He was of the view that one more province should be added by amending the Constitution. Currently, there are seven provinces in principle.

Nepali Army personnel will maintain security in areas where cadres of Limbuwan and Netra Bikram Chand led CPN Maoist are running anti-election activities in the District. Nepali Army has also assumed security management of Jhumka Prison from June 2. Armed Police Force provided security for the prison before Nepali Army. “After the elections are over, the personnel of Armed Police Force will be deployed for security of the prisons,” said Chief District Officer of Sunsari Gopal Parajuli.

MoHA’s Spokesperson Bal Krishna Panthi told that Plan ‘A ‘ was for normal situation, in which all political parties, including the agitating Madhesi parties, take part in the elections. Plan ‘B’ was prepared for unusual situation if the agitating Madhesi parties boycott the polls and try to create obstacles to thwart the elections, according to Panthi. “We are ready for any situation and have made preparations accordingly to hold free and fair elections,” said Panthi. He said plans prepared by the MoHA for poll security was in the implementation phase.

Mahato said “As many as 17,000 Nepalis were killed due to Deuba’s mistake around 22 years ago, while he was PM. If Sher Bahadur Deuba, as then PM, had taken the 40-point demand put forth by the insurgent Maoists, the decade-long insurgency would not have taken place in the country. Hence, Deuba committed the first mistake by ignoring the demands put forth by the rebellious Maoist party then. Likewise, PM Deuba is preparing to hold the elections of the local bodies prior to constitution amendment. This will be his second biggest mistake. If the government forces the local level election prior to statute amendment, the country will witness a great disaster.”

Elsewhere, reacting to the latest schedule on the second round of local polls unveiled by the Government, Rastriya Janata Party Nepal (RJPN) on June 15 said that the Government’s decision to conduct local level polls on September 18 in Province 2 is unacceptable to the party, reports Republica. RJPN leaders Rajendra Mahato, Anil Jha and Raj Kishor Yadav said that the postponement of the local poll has got nothing to do with their demands. They said they will be focused to disrupt the elections in Province 1 and 5. RJPN leaders Mahantha Thakur, Mahendra Raya Yadav and Sharat Singh Bhandari gave their consent to the Government to postpone local polls in Province 2. Mahato, Raj Kishor Yadav and Anil Jha were in Rautahat, disagreeing with the Government’s decision and did not take part in the meeting.In the meantime, RJPN presidium leader Rajendra Mahato speaking at a function organized by Press Forum in Rautahat District on June 15 warned that the country would plunge into a great crisis if the Government tried to hold the second phase of local level elections forcefully, reports The Himalayan Times. Mahato warned of a final and fresh agitation if the ruling coalition imposed the elections without their consent at a time when they were struggling for the rights of the Madhesi people. “Madhesi people don’t want to take part in the polls without ensuring their fundamental rights. RJPN is ready to take part in the polls only if the government postpones the poll date and addressed the rights of Madhes, Limbuwan, Tharu, ethnic nationalities and women, among others,” said Mahato.

Just a day before candidacy nominations, the Government on June 15 re-scheduled the scheduled June 28 local election in Province 2 for September 18 in a third phase, reports Republica. A Cabinet meeting decided to defer the polls in Province 2 and change the election calendar in the three other provinces. “Elections in Province 2 will now take place on September 18 and the polling in the remaining provinces (1, 5 and 7) will be conducted as scheduled although the poll-related calendar has been revised without impacting the polling date,” said Minister for Labor and Employment Farmullah Mansoor after the meeting. This is the fourth poll deferral. Initially, the Government had fixed May 14 as the poll date across the country. Gachhadar stated that all demands, except constitution amendment, put forth by the disgruntled Rastriya Janata Party Nepal (RJPN) would be addressed before the elections. He also said that the Government was doing its best to create a conducive environment for RJPN’s participation in the third round of civic polls. Gachhadar claimed that the third phase of local polls in Province 2 would not be postponed even if the RJPN boycotts the elections.
