During a program in Morang district on January 19, the Nepali Congress (NC) president, Girija Prasad Koirala has said, "As the Maoist problem has become a concern of the international community, it cannot be settled without foreign mediation" and added that even as the King, the political parties and the Maoists found a meeting point, the conflict would still be far from a practical settlement. Further, Koirala insisted that the Royal Palace was the main roadblock in finding a solution to the conflict and also reiterated that reinstatement of the House of Representatives was the only way to deal with the present situation.

According to a statement released by the Royal Nepalese Army’s (RNA) Directorate of Public Relations, SFs have destroyed a major bomb factory of the Maoists at Chaulim in the Chitwan district on March 5. The insurgents were reportedly manufacturing socket bombs and other improvised explosive devices (IED) to use in Chitwan, Gorkha and the surrounding districts. Over 2000 IEDs, 320 detonators, four safety fuse coil, a sack of gun powder, 10 tins of explosives, a large quantity of raw materials, hundreds of domestic weapons, tools and electrical goods were seized during the raid. On the same day, SF personnel raided a Maoist hideout in the Kabeli area of Paanchthar district and seized 100-quintals of rice and 43-quintals of salt, which were recently looted from Khahare area along the Mechi Highway.

The United Nations Children’s Fund representative in Nepal, Suomi Sakai, while condemning the recent Maoist bombings and destruction of schools in various places is reported to have said that, "To bomb schools is a senseless and cruel act against the children of Nepal." The Maoist students’ wing, All Nepal National Independent Students Union-Revolutionary (ANNISU–R), has declared strikes in private schools from April 14 and attacked schools in Nepalgunj, Taplejung, Dang, and Butwal, among others, for defying their shutdown order. Meanwhile, on April 18, the Ministry of Education ordered private educational institutions to continue operating in defiance of the Maoist threats.

According to Himalayan Times, the Army has claimed that at least 43 Maoist insurgents were killed and over 100 injured during an encounter at Taple in the Udayapur district on May 16. Eight dead bodies were reportedly recovered from the incident site and 35 more bodies were found at Gobari area in the same district. Eight soldiers and one police personnel were also killed in this incident. Security forces (SFs) recovered two SLRs, seven .303 rifles, one SMG and a huge quantity of socket bombs and other explosives from the encounter site.

During a press meeting at Therathum on October 6, the nominated office-bearers of the District Development Committee (DDC) of Tehrathum district in eastern Nepal have declared that they were ready to work with the Maoists at the local level, including construction of Basantapur-Myanglung - Aathrai road, poverty alleviation programme and income generating activities. DDC President, Prithbi Bahadur Tumbahamfe, said the DDC was ready to be flexible as much as possible and work in coordination with the Maoists and also urged the insurgents to withdraw their threat against development activities.
