National Investigative Agency (NIA) in its year-end review at the end of 2023 declared a conviction rate of 94.7 per cent, wionews.com reports on January 1. The agency also made breakthrough in identifying 43 suspects linked to acts of vandalism against Indian high commissions in the UK, US, and Canada. NIA attributed success to the approach to crowd-sourcing information. The agency reported conducting over 50 raids and searches and said that it examined 80 individuals in India suspected of involvement in the conspiracy behind these overseas attacks. In total, more than 1,000 raids were conducted. With 625 arrests and the attachment of 240 assets valued at approximately INR 56 crore (about USD 7million), the NIA continued to combat acts of terrorism, gang activities, narco smuggling, human trafficking, and other criminal enterprises that pose threats to national interests. The NIA's operations saw a 28 per cent rise in arrests, reaching 625 compared to 490 in the previous year.

The National Investigation Agency (NIA) on January 9 filed a supplementary charge sheet against three terror operatives including a Pakistani national of ‘The Resistance Front’ (TRF) – an offshoot of proscribed Lashkar-e-Toiba (LeT) – for conspiring to unleash terrorist attacks in Jammu and Kashmir (J&K) including Rajouri and Poonch districts, reports Daily Excelsior. The charge sheet was filed against Habibullah Malik alias ‘Sajid Jutt’, hailing from Kasur District in Pakistan’s Punjab Province, and two South Kashmir residents Hilal Yaqoob Deva alias “Sethi Soab” and Musiab Fayaz Baba alias “Shoaib Zarar” of Shopian before the NIA Special Court. Malik, who is known by various other names like Saifullah, Noomi, Numan, Langda, Ali Sajid, Usman Habib and Shani, has been found to have been involved in various terrorist attacks in Poonch and Rajouri districts of Jammu region, the official said. The supplementary charge sheet follows investigations in the case registered suo-motu by the NIA on June 21, 2023. The case relates to a conspiracy hatched “physically as well as in cyberspace” by various proscribed terrorist organisations to spread fear and terror and disrupt peace in J&K by carrying out attacks using sticky bombs, Improvised Explosive Devices and small arms.

The National Investigation Agency (NIA) on January 10, arrested the key and last absconding accused, identified as Savad, in a 2010 case wherein a Malayalam professor’s palm was chopped off by operatives of Popular Front of India (PFI) in Kerala, reports Hindustan Times. Savad was arrested from Mattannur in Kannur District. He had a reward of INR 10,00,000 for his arrest. On July 4, 2010, TJ Joseph, a former head of Malayalam department of Newman College in Thodupuzha in Idukki District, was attacked by a group of PFI operatives in Muvattupuzha in Ernakulam District. According to investigators, Savad chopped off the professor’s palm with a machete. After the incident, he reportedly flew to Bengaluru and other parts of the country before escaping to the Middle East.

On January 11, in a multi-state crackdown on the banned Babbar Khalsa International (BKI) and the Lawrence Bishnoi crime syndicate, the National Investigation Agency (NIA) raided 32 locations in Punjab, Haryana, Rajasthan, Uttar Pradesh, Delhi and Chandigarh, reports ANI News. The agency said it has seized illegal arms and ammunition, incriminating documents, digital devices and cash during the raids. “The raids were conducted as part of a mega operation that began early Thursday morning in connection with three cases related to the activities of the BKI and the Bishnoi gang. The seizures during the raids included two pistols, two magazines and ammunition, Rs 4.6 lakh cash, besides documents and digital devices,” a NIA spokesperson said.

The National Investigation Agency (NIA) on January 13, said it has filed a chargesheet against eight people in connection with the Lashkar-e-Taiba (LeT) prison radicalisation and suicide attack conspiracy case, reports The Indian Express. The case was originally registered by the Bengaluru city police on July 18, 2023, following the seizure of arms, ammunition, hand grenades, and walkie-talkies from the house of one of the accused. According to the NIA, the probe revealed that T Naseer, who was involved in several blast cases, had come in contact with the other accused while they were all lodged in Bengaluru prison in 2017. Naseer has been serving a life sentence since 2013, while two other accused, Junaid Ahmed and Salman Khan, are suspected to have fled abroad. The remaining suspects – Syed Suhail Khan, Mohammed Umar, Zahid Tabrez, Syed Mudassir Pasha, and Mohammed Faisal Rabbani – have been arrested. The NIA said Naseer had managed to get all the accused shifted to his barrack after carefully assessing whether they could be radicalised and recruited into the LeT. He first managed to radicalise and recruit Junaid Ahmed and Salman Khan and, thereafter, he conspired with Junaid Ahmed to radicalise and recruit the other accused.

The National Investigation Agency (NIA) on January 15, filed a chargesheet against one of the two members of the Islamic State (IS) Jharkhand module arrested last year, as part of the agency’s crackdown on the proscribed global terrorist organization, reports India Today. As per the chargesheet filed before the NIA Special Court in Ranchi under various sections of the Unlawful Activities (Prevention) Act (UAPA) and the Indian Penal Code (IPC), the accused, identified as Faizan Ansari alias Faiz, was involved in propagating IS propaganda and in the recruitment of individuals. "Ansari created and administered multiple 'ISIS-aligned' cyber groups on social media platforms such as Telegram and Instagram for dissemination of terrorist propaganda materials, including ISIS magazines 'Voice of Hind’ and 'Voice of Khorasan' to influence and recruit youngsters to carry out violent attacks in India," the chargesheet added. "The accused had taken an oath of allegiance (Bayath) to the self-styled Khalifa (leader) of the ISIS," it said.

The charge sheet has been filed against Gora Yadav alias Anil Yadav of Aurangabad in Bihar under various sections of the Indian Penal Code (IPC), the Arms Act, and the Unlawful Activities Prevention Act (UAPA) in the abduction and murder of Naresh Singh Bhokta, according to an official release. Yadav, arrested by the NIA on August 4, 2023, was allegedly directly involved in the killing. He was found to be a dreaded Maoist cadre, with 18 cases registered against him in various Police Stations in Aurangabad and Gaya districts of Bihar. Bhokta was abducted by Maoists at the direction of their top leadership. He was taken to a so-called ‘jan adalat’ in the Aurangabad area, where a kangaroo court led by one Naval Bhuiya, ‘sub-zonal commander’, CPI-Maoist, ordered his killing, the release said, adding that Bhokta was murdered on the night of November 2, 2018 near village Badhai Bigha. The NIA, in its original charge sheet filed on February 25, 2023, had named one accused. This was followed by the filing of charges against three more persons in June 2023. On February 2, the National Investigation Agency (NIA) carried out a series of raids across Tamil Nadu (TN) in a Liberation Tigers of Tamil Eelam (LTTE) inspired arms seizure case, reports NIA. The raids targeted premises belonging to suspects, including members of the Naam Tamilar Katchi (NTK) party, in Chennai, Trichy, Coimbatore, Sivaganga and Tenkasi. The NIA said, “Extensive searches by the agency led to the seizure of one laptop, 7 mobiles, 8 SIM/memory cards and 4 pen drives, along with incriminating documents and books related to the LTTE terror organisation and its self-styled slain supremo, Prabhakaran.” The case was first lodged by Tamil Nadu Police following the arrest of two persons identified as Naveen Chakravorty and Sanjay Prakash, during vehicle check in Salem on May 19, 2022. The charge-sheet against the accused was filed in the NIA Special Court in Ranchi in Jharkhand, a NIA spokesperson said. The official said this is the first charge-sheet filed in the case relating to a criminal conspiracy by the proscribed organisation to expand, revive and propagate its violent ideology in Jharkhand, Bihar, Chhattisgarh and other states. The five charge-sheeted accused along with other top leaders of the CPI-Maoist were actively engaged in recruitment, raising funds for terrorist acts, procuring arms and ammunition, and providing training in weapons handling, field craft and Improvised Explosive Device (IED) fabrication, the spokesperson said. The NIA teams raided the premises of the accused and suspects at six locations: two in Hyderabad and one each in Thane, Chennai, Malappuram, and Palakkad. The agency conducted extensive searches, leading to the seizure of incriminating documents and books related to the proscribed CPI-Maoist outfit. Six mobiles with SIM cards and INR 137,210 cash were also seized. The case was originally registered by Cyberabad (Telangana) Police following the arrest of Sanjay Deepak Rao, a ‘central committee (CC) member’ of CPI-Maoist. The Police had also seized a revolver with live rounds, forged Aadhaar cards, INR 47,280 cash, and other materials from his possession. The NIA, which took over the case (RC-01/2024/NIA/HYD) in January, found during investigations that Sanjay Deepak Rao was actively working for the banned Maoist organisation in the tri-junction area of Kerala, Tamil Nadu, and Karnataka. The searches led to the seizure of a large number of electronic devices, material objects and documents. These included six laptops, 25 mobile phones, 34 SIM cards, six SD cards, three hard discs. Raids were conducted at 11 locations associated with Madras Arabic College / Kovai Arabic College in connection with the radicalisation case, which involved individuals engaged in clandestine radicalisation of gullible youth in the garb of Arabic language classes through preaching of radical ideologies and promotion of violent Jihad at their Regional Study Centres in Tamil Nadu. Besides the Arabic classes, the radicalisation took place online, through social media platforms and mobile applications, such as WhatsApp and Telegram. The IS operatives were using the classes and the social media to impart radical sermons to propagate Khilafat and IS ideologies inimical to India’s constitutionally established principles of secularism, democracy etc.

On February 10, the National Investigation Agency (NIA) conducted raids at 15 locations across Jammu and Kashmir (J&K) as part of its crackdown on the proscribed Jamaat-e-Islami (JeI) in a terror funding case, reports Daily Excelsior. The raids in the twin capitals of Srinagar and Jammu, along with Budgam in central and Kulgam and Anantnag in south Kashmir, led to the seizure of incriminating documents and digital devices connected with the activities of JeI and its related trusts and more than INR 2 million, a NIA spokesperson said, adding that two persons, identified as Dr. Shabir Hussain and Abdul Majeed Rather, were also detained in Jammu for questioning during the raids targeting a private school and its functionaries, including the chairman at Bagh-e-Bahu and Belicharana. Many items, including study material, electronic gadgets, etc., were seized during the raids. In Srinagar, the NIA teams, along with the Police and Central Reserve Police Force (CRPF), raided the houses of Javid Ahmad Haroon, Mohammad Rafiq Wani, and Javed Hakeem. Three mobile phones, financial documents, and the identity card of Hakeem were seized. The NIA also raided the houses of Abdul Majeed Wani of Balgarden, Srinagar, and Mohammad Iqbal Karada of Shahi Hamdani Lane Ahmad Nagar. In Kulgam, the houses of Sheikh Ghulam Hassan and Sayar Ahmad Reshi of Kahrote were searched by the NIA. They recovered incriminating documents during the raids. They said the residences of former Jamaat chief Sheikh Ghulam Hassan and another leader, Sayar Ahmad Reshi, in Kulgam district were among those raided. Jamaat-e-Islami Jammu and Kashmir was banned by the Centre for five years in February 2019. “The investigations in the case, registered on February 5, 2021, have so far revealed that JeI and its members have continued to promote terrorist and secessionist activities in J&K even after the outfit was proscribed under Unlawful Activities (Prevention) Act in February 2019,” the NIA spokesperson said.

Bheemantavida, was wanted in a case registered in 2022 related to a conspiracy by the proscribed organisation to establish Islamic rule in the country by 2047. Reportedly he is the 59th accused to be arrested in the case in which the NIA has so far charge-sheeted 60 persons. “He was suspected to be a PFI master trainer, engaged in imparting weapons training to PFI cadres to prepare them to operate as members of Service Team/ Hit squads of the organisation. Such a team or squad is mandated with the responsibility of carrying out targeted attacks and using force in execution of the orders of the PFI leadership,” the NIA spokesperson said.

The accused has been identified as Bhikhan Ganju, ‘zonal commander’ of the Tritiya Prastuti Committee (TPC), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), a resident of Chatra in Jharkhand. Various provisions of the Indian Penal Code (IPC), the Arms Act, and the Unlawful Activities Prevention Act (UAPA) have been invoked against him. The agency has so far arrested nine people in the case and filed chargesheets against eight of them. The Bihar Police initially registered a First Information Report (FIR) on February 7, 2019, after the contraband of sophisticated illegal weapons was intercepted. It comprised Under-Barrel Grenade Launchers (UBGLs) and a large number of 5.56 x 45 mm ammunition meant for supply to the Maoists and members of organised criminal syndicates for carrying out terror attacks in various parts of the country, said the NIA. The NIA investigation revealed that accused Bhikhan Ganjhu was involved in extorting “levy” from coal transporters and contractors in Jharkhand by threatening to kill or harm them physically. “Bhikhan Ganju was procuring arms and ammunition from his co-accused to strengthen TPC’s foothold in Jharkhand and to commit acts to spread terror and violence,” the agency said.

The attachment was carried out under provisions of the Unlawful Activities Prevention Act (UAPA). The case pertains to the use of the proceeds of narcotics to fund violent terror acts by Lashkar and Hizbul operatives active in the Handwara-Kupwara region. An NIA statement said, “The immovable properties attached are the double storeyed house of accused Afaq Ahmad Wani, single storeyed house of accused Muneer Ahmad Pandey, the house of Saleem Andrabi and the double-storeyed house of Islamul Haq.” The case was registered after security personnel during a vehicle-checking drive at Handwara’s Langate area intercepted a car without a registration number and seized a huge cache of cash. During preliminary questioning, the driver Abdul Momin Peer disclosed a narco-terror nexus, prompting an NIA investigation. On February 27, the National Investigation Agency (NIA) Special Court in Kolkata in West Bengal sentenced one accused identified as Akramul of Malda District of West Bengal to five years Rigorous Imprisonment (RI), and INR 10,000 fine under sections 489C & 120B of Indian penal Code (IPC), as well as seven years RI and INR 10,000 fine under 16 &18 of Unlawful Activities Prevention Act (UAPA) in the 2021 Fake Indian Currency Note (FICN) seizure case, taking the total number of convictions in the case to three, reports NIA. All sentences will run concurrently. A special task force at Lalbazar Street Police station in Kolkata had initially registered a First Information Report (FIR) in the case on January 22, 2020 against Akramul and Senaul Sk alias Senaul, following the seizure of huge quantity of high quality FICNs in the denomination of INR 500. Subsequent questioning of Senaul led to the arrest of the third accused, Enamul Hoque, on February 1, 2020, along with seizure of more FICN. The case was taken over and re-registered by NIA in March 2020, and investigations by the agency led to the arrest of the four accused. NIA found that all the four accused had hatched a criminal conspiracy for procuring and circulating FICNs with the intention to use the same for unlawful gains.

Rudresh, reports NIA. Nayazi was arrested by an NIA team at the Mumbai International Airport in Maharshtra on his arrival from Dar e Salaam, Tanzania. Rudresh, a prominent RSS leader of Shivajinagar, Bengaluru, was hacked to death by four cadres of PFI, on October 16, 2016. Abdul Saleem, the State Secretary for the PFI Telangana North, is the 15th accused to be arrested in the case, originally registered by the State Police at Nizamabad Police Station in July 2022 and taken over by the NIA in August 2022. An integral part of the conspiracy of the PFI and its cadres was to make India into an Islamic nation by2047, Abdul Saleem has been on the run since the case came to light and NIA had subsequently declared a reward of INR 2,000,00 for his arrest. On March 5, the National Investigation Agency (NIA) searched multiple locations across Karnataka, Kerala, Tamil Nadu, Telangana, Punjab, Gujarat and West Bengal in the Bengaluru Lashkar-e-Taiba (LeT) prison radicalisation case, reports NIA. The NIA team raided the premises of suspects and recovered 25 mobile phones, six laptops and four storage devices, besides various incriminating documents, and cash, apart from the currency notes of various countries. The raids and searches were carried out on the premises of 11 persons identified as Naveed, Syed Khail, Bijju, Mayur Chakroborty, Navjot Singh, Hardik Kumar, Karan Kumar, Johnson, Musthaq Ahmed Sathikali, Mubith and Hassan Al Bassam. The case relates to radicalisation of inmates in Bengaluru’s Parappana Agrahara Central Prison by suspected LeT operative T. Nazeer. Nazeer was arrested in connection with the 2008 serial bomb blasts. The NIA has been investigating the case since October 25, 2023. Investigations had revealed that the absconders had established a network comprising individuals across India to promote the LeT’s activities and to route funds to various individuals anonymously.

NIA investigations revealed that the accused had shared photographs of sensitive, tactical and strategically important installations & places in India, as well as details regarding the movements of the Indian Army and paramilitary forces, along with photographs of insignia clicked from his mobile, with agents across the border. It was also found during investigations that the accused had aided and abetted a conspiracy hatched by Pakistani ISI agents for commission of terrorist acts. It was further revealed that Arafath, along with his associates and online handler, was part of a larger conspiracy to further the terror activities of IS. Officials said Sanjoy Deepak Rao alias Sanjay Deepak Rao alias Vikas alias Anand alias Aravind, was a ‘central committee (CC)’ member of the CPI-Maoist. He has been chargesheeted in the NIA Special Court of Hyderabad. “Our probe revealed that the accused had actively recruited and radicalised other individuals to join the CPI(Maoist) in a systematic process and manner to carry [out] acts related to terror and violence, in conspiracy with other Maoist cadres,” an official release said. It added that he also raised funds to further the activities of the proscribed terrorist organisation, including the procurement of arms and ammunition. The case was initially registered by the KPHB police of Telangana following his arrest from the Malaysian Township Area in KPHB on September 15, 2023. A revolver with ammunition, multiple forged Aadhaar cards, a laptop and cash were seized from his possession at the time of his arrest. The NIA took over the investigation and re-registered the case on January 3, 2024.

NIA investigations revealed that all the accused were members of IS, and were involved in the plans to unleash terror in and around Pune in Maharashtra, as part of a larger conspiracy to promote the terror activities of the outfit. Investigations also showed that they had undergone Improvised Explosive Device (IED) fabrication training at Kondhwa in Pune and had even conducted a controlled blast. They had recced the areas of Western Ghats for potential hideouts, besides checking out important places for carrying out terror attacks in various metro cities across Maharashtra and Gujarat.

In its third supplementary chargesheet filed before the NIA Special Court, Ranchi accused Mone Tiyu alias Mone Dada alias Mone Tiyu Angariya, hailing from West Singhbhum District, of being charged under various sections of the Indian Penal Code (IPC), the Unlawful Activities Prevention Act (UAPA), and the Arms Act. The case (RC 03/2022/NIA/RNC) relates to the January 4, 2022, attack on former MLA Gurucharan Nayak at the High School Jhilurua in West Singhbhum District. Fourteen suspects were charged by the NIA in December 2022 in the first supplementary chargesheet, and two in the second supplementary chargesheet in May 2023. Investigations by the NIA, which took over the case on June 30, 2022, revealed that Mone Tiyu, an armed Maoist cadre, was part of the Special Action Team formed for the execution of the instant crime.

On March 25, the National Investigation Agency (NIA) has taken over from Police the probe into the shootout that took place between four cadres of the Communist Party of India-Maoist (CPI-Maoist) and the Kerala Police at Chapparam Colony near Periya in Wayanad District of Kerala in November 2023, reports The New Indian Express. The agency has filed the re-registered First Information Report (FIR) before the NIA Court in Kochi. The NIA recently moved court seeking custody of arrested CPI-Maoist cadres Chandru of Tamil Nadu and Unnimaya of Karnataka. The court has ordered to them on April 16. The NIA took over the case following the directives of the Ministry of Home Affairs (MHA) considering the involvement of the Maoist group which was into armed activities in the Kerala forests. “Chandru and Unnimaya are wanted in other cases too. Their interrogation will be vital in uncovering Maoist activities in Kerala, Tamil Nadu and Karnataka forests. Besides, lookout notices will be issued for two others, Sundari and Latha, who managed to escape after a gunfight with Thunderbolt commandos,” said a source. The shootout took place on November 7, 2023, after a four-member armed Maoist group reached the house of Aneesh at Chapparam Colony in Periya.

The probe agency filed its original charge sheet in the Munchingput conspiracy case in Andhra Pradesh in May 2021. Ramakkagiri Chandra is the eighth accused to be charged in the case related to the radicalization of "vulnerable youths towards the Maoist ideology and extension of support to the banned CPI (Maoist)," it added. He has been charged under the Indian Penal Code (IPC), the Arms Act, and the Unlawful Activities Prevention Act (UAPA) by the agency in its first supplementary charge sheet filed before the special NIA court in Visakhapatnam, it said. Chandra was a state committee member of the Pragathisheela Karmika Samakhya (PKS), a frontal outfit of the proscribed CPI (Maoist), the NIA said in the statement. The case relates to a major conspiracy hatched by the international drug cartel to circulate drugs in India through various distributors and channel the proceeds to foreign-based masterminds. NIA investigations revealed that Harwinder Singh had distributed drugs, handled cash, and laundered drug proceeds through banking and hawala channels. Earlier, the case came to light after the recovery of, totalling 102.784 kilograms (kgs) of heroin valued at approximately 700 billion in April 2022 by Indian Customs. Additionally, the drug concealed in a consignment of liquorice roots (Mulethi) arrived in India from Afghanistan through ICP Attari in Amritsar.

On April 9, a special National Investigation Agency (NIA) court in Kochi in Ernakulam District of Kerala found four Communist Party of India-Maoist (CPI-Maoist) cadres guilty of allegedly threatening a Police officer after trespassing into his house at Vellamunda in Wayanad in 2014, reports onmanorama.com. Maoist leader Roopesh, his accomplices Shyam, Kanyakumari, and Ibrahim are the four accused who were found guilty in the case. They were charged under Indian Penal Code (IPC) sections related to criminal conspiracy, sedition, provisions of the Arms Act, and anti-terror law. As per the case, the accused had formed an unlawful assembly with prohibited weapons and trespassed into the house of the Kerala Police officer at Mattilayam in Thondernadu, Wayanad District of Kerala, on April 24, 2014. The agency said the accused also threatened to kill the Police officer, alleging that he was helping in anti-Maoist operations. They (the Maoists) had asked the officer to resign from his job and also set fire to his motorcycle. They also threatened the officer's mother at gunpoint. The accused then left pamphlets of CPI-Maoists inside the house of the Police officer and pasted posters on the front wall of the house, calling for an armed revolution against the government. The Kerala Police filed its charge sheet in the matter on January 1, 2016. Later, the case was transferred to the NIA.

The crackdown led to the arrest of one Binod Munda alias Sukkhwa from the Khunti District of Jharkhand, according to the statement issued by the NIA. The accused is wanted in four PLFI cases in Jharkhand and has been arrested in a case relating to revival attempts by the PLFI. As part of the revival activities, PLFI members and cadres were involved in generating funds through extortion from various coal traders, transporters, railway contractors, and businessmen in Jharkhand, Bihar, Chhattisgarh and Odisha, as per the NIA investigations. The NIA teams also seized a host of incriminating material, including PLFI-related documents, along with two walkie-talkies, five mobile phones, SIM cards and INR 11,000 cash during the searches.

The National Investigation Agency (NIA) on April 12, chargesheeted two accused, including the main conspirator identified as Seiminlun Gangte alias Minlun and another accused identified as Mohammad Noor Hussain alias Tomba alias Mohammad Nur Hasan, in the June 2023 Kwatka (Manipur) vehicle borne improvised explosive device (IED) blast case, in which three persons were injured and several public and private properties were damaged, reports NIA. The duo was found involved in the blast that took place on a culvert/bridge, adjoining the area of Phougakchao Ikhai Awang Leikai and Kwakta in Bishnupur District of Manipur. The explosion triggered by a bomb-fitted Mahindra Scorpio SUV, caused significant damage to the bridge, electric poles, electrical assets, and nearby houses. NIA’s investigations revealed that Noor Hussain, who was arrested on October 16, 2023, confessed to driving the IED-laden vehicle and parking it on the Kwatka bridge. His accomplice, whose identity was disclosed as Seiminlun Gangte, was arrested on November 2, 2023, and identified as the mastermind behind the attack.
