The Hindu reports that the Union Government has cleared an external loan of $500 million from the Asian Development Bank (ADB) to finance part of the programme launched by the Ministry of Rural Development to speed up construction of rural roads in Left-Wing Extremism (LWE)-affected villages. Union Minister of Rural Development Jairam Ramesh has, in a letter, urged Finance Minister Pranab Mukherjee to issue directions for negotiating and early signing of the loan, which his Ministry has cleared, to shore up resources to give thrust to the Pradhan Mantri Gram Sadak Yojana (PMGSY) that is way behind schedule. The ADB, which has already extended a loan of $800 million, has been petitioned with a fresh proposal for rural connectivity investment programme to construct or upgrade 7,000 km of roads connecting eligible habitations in LWE-affected States of Bihar, Chhattisgarh, Madhya Pradesh, Odisha, West Bengal, besides Assam where too the PMGSY has progressed with little to cheer

The Times of India reports that the Centre on January 19 sanctioned INR 1.8 billion for six more Districts in Andhra Pradesh under the Integrated Action Plan (IAP) for selected tribal and backward Districts as they try to cope with the Maoist menace. The member-secretary of the Planning Commission, Sudha Pillai, in a message to the chief secretary informed that Visakhapatnam, East Godavari, Warangal, Karimnagar, Srikakulam and Vizianagaram have been included under the IAP with INR 1.80 billion (INR 300 million per District ) to be released for the year 2011-12.

The Union Government will allot nearly INR 900 million for rural development across the three Naxalite [Left Wing Extremism (LWE)] affected Districts of Purulia, Bankura and West Midnapore in West Bengal, the Union Rural Development Minister, Jairam Ramesh, said in Kolkata on January 25, reports The Hindu Business line. According to the Minister, a sum of nearly INR 300 million will be allotted in each of the Districts for development purposes. The amount, he said, should ideally be spent exclusively in projects in affected blocks of the District. “The time is right for political activities and rural development in these areas of West Bengal,” he told reporters after his three-day visit to the LWE-affected Districts of Bankura and Purulia. According to the Minister, there should be a “three-P” approach in these areas which would include political activities, taking local tribal people into confidence and finally the use of Police and Paramilitary to maintain law and order. "The problem is not as serious in West Bengal as in Jharkhand, Odisha of Chhattisgarh. There is no liberated zone of the Maoists in West Bengal," Ramesh told at the press conference, adds IBN Live. Stating that 18 Districts in Odisha, 17 in Jharkhand and 10 in Chhattisgarh were very badly affected, he added, "West Bengal is not in that category. So the LWE problem here is not so disturbing. But since Purulia is in a trijunction, it is vulnerable. So we cannot relax." Warning against political exclusionism, he said all parties in the Maoist areas must be given space so that such activities take place on a day-to-day basis. "We cannot substitute one form of tyranny with another form of tyranny." Pointing out that the country's development was not tribal friendly, he said, "our forest administration is anti- tribal and our mining policy and our land acquisition policy is anti-tribal. It is no wonder that all tribal areas of India today are in a state of discontent."

Union Government on February 3 announced creation of six projects in Non-Timber Forest Produce (NTFP) covering around 60 Communist Party of India-Maoist (CPI-Maoist)-affected Districts in the country to improve the livelihood options of the tribal people, who fall prey to extremist ideas owing to crushing poverty. The projects to be executed within six months will be in the Public Private Partnership mode and will cover the States like Jharkhand, Chhattisgarh, Odisha, Madhya Pradesh, Andhra Pradesh and Maharashtra. Addressing a National Conference on the NTFP in New Delhi, Union Rural Development Minister Jairam Ramesh said, the projects in Lac, Gum, Medicinal Plants, Tasar, Bamboo and Non-edible oil seeds like Neem and Mahua will maximise the return for the tribal engaged in collection of these forest products.

For the first time the Union Government approved a grant of INR 499 crore for upgradation of weaponry to track down militants and criminals, modernization of Police training centres and Police stations etc and lit up all Police buildings round the clock including the border Police posts in Jammu and Kashmir (J&K), according to Daily Excelsior. The Ministry of Home Affairs (MHA) has approved INR 461 crore while the Ministry of New and Renewable Energy has sanctioned a grant of INR 37.93 crore for Jammu and Kashmir Police (JKP), Additional DG (Police Headquarters) Dr Shesh Pal Vaid stated on February 17. The grants for upgradation of Police infrastructure and modernization were aimed at gradual takeover of police as the security of sensitive installations including in militancy prone areas from para-military forces. Dr Vaid further said the Union Government has sanctioned 280 crore for upgradation of all seven Police training centres including Sher-i-Kashmir Police Academy (SKPA), Udhampur. Six other Police Training Centres (PTCs) included Kathua (Kathua District), Talwara (Reasi District), Sheeri (Baramulla District), Manigam (Anantnag District), Lethpora (Pulwama District) and Vijaypur (Jammu District). Out of 280 crore upgradation grants for SKPA and PTCs, the Government of India has already sanctioned 30 crore in the first phase. Rest of the amount would also be released shortly in the phases to ensure that the upgradation was completed shortly.

Central Government’s approval on February 17 for extending financial package to 83 Mizo families who were displaced from the State in 1997-98, the Mizoram Bru Displaced People's Forum (MBDPF) has demanded compensation for 116 Bru families stationed outside the refugee relief camps in Kanchanpur Sub-Division. Central Government will help in the rehabilitation of 32 Mizo families in Tripura through the Tripura Government and 51 families in Mizoram through Mizoram Government. The Bru militants drove away the Mizo families from their land in 1998; a year after the Brus left Mizoram for Tripura following ethnic violence with Mizos. Most of the Mizos fled home following threat and sought shelter with other Mizo families living in Jampui hills in Tripura and Mizoram.

Chidambaram announced on February 23 that the Union Government has allotted INR 1,200 crore for the modernisation and development of the National Security Guard (NSG) during the 12th Five Year plan after inaugurating the fourth and final regional hub of the NSG at Marol in Mumbai. The regional hubs at Kolkata, Hyderabad, Chennai and Mumbai have been set up to reduce the response time and reach the area of operation as quickly as possible. Chidambaram said that a mini-regional centre is set to come up in Hyderabad within a few years.

The States which will be benefited most are Bihar (85 Police Stations), Chhattisgarh (75), Jharkhand (75), Odisha (70), West Bengal (18) and Madhya Pradesh (12). As part of a decision of the Cabinet Committee on Security, the MHA has identified the worst 83 Naxal-hit Districts where a total of 400 Police Stations will be constructed or strengthened at a cost of INR 20 million each. The Union Government on April 3 released an additional amount of INR 11.23 billion for constructing roads under a central scheme in Naxal [Left Wing Extremism (LWE)]-affected Districts in six States including West Bengal, Odisha, Chhattisgarh, Jharkhand and Andhra Pradesh, reports IBN Live. Rural Development Minister Jairam Ramesh has written to Chief Ministers of these States informing them about the allocation of additional amount under the Pradhan Mantri Gram Sadak Yojana (PMGSY) for constructing roads in rural areas of Naxal-hit Districts. Odisha has been given the highest allocation of INR 3.48 billion, followed by Andhra Pradesh with INR 2.65 billion, West Bengal with INR 1.80 billion, Jharkhand with INR 1.15 billion, Chhattisgarh with INR 1.11 billion and Bihar INR 1.04 billion, under the rural road scheme.

The State Government had demanded inclusion of Nuapada, Bolangir, Bargarh and Kalahandi Districts under SRE scheme. "The Centre has recently sent us a communique stating that the four districts would be covered under SRE," an unnamed official source said. This follows a report of the Union Home Ministry on Maoist activities, in which it has categorized Odisha as "severely affected" alongside Jharkhand, Chhattisgarh and Bihar. With the latest inclusion, 19 out of 30 Districts in Odisha would benefit under the SRE scheme, official sources said.

The Union Cabinet has cleared a INR 85 billion rural roads package to ensure growth and remove Communist Party of India-Maoist (CPI-Maoist) influence in forested tribal areas, reported The Economic Times. The three-year roads programme, under the Pradhan Mantri Gram Sadak Yojana (PMGSY), will provide connectivity to 6,000 habitations in 78 Maoist-affected Districts, which have been left out of the core network. "This is a major step as it fulfills a long-standing demand of states. Whenever I travelled in Maoist-hit areas, this demand has kept coming up. The PMGSY is the single-most important rural development intervention that can significantly transform the ground-level situation in these Districts. Naxals realise this and so they first target roads," Rural Development Minister Jairam Ramesh said.

ENPO has earlier, rejected State Government offer of autonomous council, regional council and economic package in lieu of “Frontier Nagaland”. Earlier, on June 26 Nagaland got an allocation of INR 2,300 crore for the annual plan 2012-13 from the Central Government. Chief Minister Neiphiu Rio on June 26, following the allocation, said, “We have received a sanction of Rs 2, 000 crore for the state in the current annual plan and INR 300 crore exclusively for the backward Eastern Nagaland region. The Planning Commission also asked us to present a detailed five-year plan for the development of Eastern Nagaland.” An ENPO representation sent to the chief secretary signed by Thamlong and ‘vice president’ Sashi Naga also said that an inquiry by the organization has established that there were “no talks of economic package” as such during the recent meeting between Union Home Ministry and the State delegation led by Chief Minister Neiphiu Rio in Delhi. The organization has claimed that what the State Government called special package for Eastern Nagaland was just “additional central resource (special planning assistance)” allocated by Planning Commission of India especially for under-developed areas. Rural Works Minister Bhim Singh said that rural road projects with a specific objective to build infrastructure in Naxal [Left Wing Extremism (LWE)]-affected Districts had been sanctioned in phased manner over the past two years ever since the IAP was launched in 2010-11. Nine Districts - Aurangabad, Gaya, Jehanabad, Arwal, Jamui, Nawada, Rohtas, Munger and Kaimur - would be covered by the IAP's rural road projects scheme, Singh said. He said that Rohtas District had been sanctioned 1,990 kilometres of road under the scheme, the longest among the States, followed by Gaya 1,550 kilometres. Giving the break-up, the Minister said that Aurangabad District had been sanctioned 1,312 kilometres of road, Kaimur District 1,235 kilometres, Arwal 168 kilometres and Munger 268 kilometres. Singh said of the total sanctioned road length of 9,070 kilometres, 4,499 kilometres had already been built by the Central and State agencies. The Minister appreciated the inclusion of West Champaran and Sitamarhi Districts under the IAP to take the number of Districts to 11 and urged the Centre to bring Sheohar and Lakhisarai Districts too under the scheme.

Suspected PLFI rebels tried to set ablaze a truck in Lalgutuwa locality in the evening. Though the rebels set the truck on fire, Police doused it and saved the truck from major damages. "It is being investigated whether PLFI rebels played a role or it was the handiwork of some anti-social elements," said rural Superintendent of Police (SP), A V Minz. No effect of the bandh was witnessed in urban Ranchi. The State Government has acquired 227 acres of land in Nagri to construct permanent campuses of IIM Ranchi, National Law University and other educational institutions. The Ministry of Home Affairs (MHA) has approved a National Institute of Coastal Policing, which will impart basic and advanced marine training to the 7,500 Policemen posted in 77 coastal Police stations in the country for maritime law enforcement as reported on November 12, by Economic Times. MHA has spent INR 5.23 billion on the first phase of the coastal security scheme but only INR 19 million were spent by the MHA to train the Policemen from the Coast Guard for a short four-week course. According to MHA, the Policemen need training in maritime laws, seamanship, boat work, handling and maintenance navigation, training of weapons as well as survival drills if they are stranded on the sea. The institute will train marine Police from the rank of Constables to Deputy Superintendents of Police, evaluate and train new technology for maritime policing and develop standard operating procedures and best practices for coastal police of all states and union territories.

In a move to motivate contractors to take up road construction in left wing extremism (LWE) affected Districts, the Centre (Union Government) has decided to provide insurance cover to the men and machines deployed at sites, reports The Times of India on December 10. The Highways Ministry issued this notification after it found that contractors were not showing any interest in the troubled zones since there was a fear of equipment being damaged and employees getting attacked. A senior ministry official said the insurance premium would be paid by the highways ministry. The circular, listing several relaxations to push road work in areas where bidders are showing no interest, said, "The premium of insurance is to be charged with project cost estimate and to be met out of the contigencies/work charged establishment." The circular states that the tendering guidelines may be relaxed on the "lines of PMGSY (Prime Minister Gram Sadak Yojna) so as to facilitate tendering process and early completion of road packages". Another major intention of the Government behind this relaxation is to allow the successful contractor to sub-contract non-mechanized/non-bituminous work including earthwork. Sources said the situation was worse in Chhattisgarh where eight projects covering 252 km are not getting bidders.

Under the plan, five offshore patrol vessels would be acquired by the Indian Coast Guard. The Coastal Surveillance Network will consist of a chain of static radar and electro-optic sensors at 84 remote sites along the coast, including the island territories, to detect movement of suspicious vessels. The Coast Guard is also acquiring 20 fast patrol vehicles, 41 interceptor boats, 12 coastal surveillance aircraft (Dorniers), and seven off-shore patrol vehicles.

To eliminate the Communist Party of India-Maoist (CPI-Maoist) influence in the Visakha Agency and to facilitate the safe transit of VVIPs, the Andhra Pradesh State Government sanctioned INR 2.4 million to construct six helipads in the District, reports The Times of India on December 29. Apart from the transit of Z-category VVIPs, the helipads will also be used for swift deployment of Security Force (SF) personnel in the sensitive areas. Addressing the Press on December 28, Superintendent of Police (SP) (Visakha Rural) G. Srinivas said that the State Government sanctioned INR 400,000 each for the construction of six helipads in the Visakha Agency and the District Police Department would be building the helipads in Maoist infested areas such as Seeleru, GK Veedhi, Chintapalli, G Madugula, Araku and Koyyuru. Commenting on the anti-insurgency activity, the SP said there had been a drastic 70 per cent decline in extremist cases related to the Maoist menace. Sixteen cases of extremist activity, including the murders of a head constable Kuna Appanna and a villager Sindri Batro of Koyyuru, were reported in 2012, while the number of such cases was 17 and 41 in 2011 and 2010 respectively. The Police had tasted success in arresting 11 Under Ground (UG) Maoist cadres along with arms without any bloodshed. This apart, the Police was successful in arresting 161 people, including 11 UG cadre, 40 militia members and 105 Maoists sympathisers, he said. A total of 326 Maoists sympathisers, including 8 UG cadres surrendered in 2012. The number of arrested and surrendered Maoists was very high this year as compared to that of the previous years -- 77 in 2010 and 178 in 2011. The Rural SP pointed out that as per their records only 25 UG cadres and about 40 militia members are operating in the Visakha agency area.
