In a bid to speed up road construction in areas affected by Naxal [Left Wing Extremism (LWE)] violence, the Government has decided to fund dirt roads — and not just blacktop or metalled roads — under the Pradhan Mantri Gram Sadak Yojana (PMGSY). Since it’s harder to bury explosive devices under blacktop roads, the Communist Party of India-Maoist (CPI-Maoist) prevent their construction. “But they are not against katcha sadak [unmetalled road],” points out Rural Development Minister Jairam Ramesh. “PMGSY is meant to ensure connectivity to every village. If we cannot build blacktop roads, at least let us provide connectivity by way of non-blacktop roads.” The scheme will now be split into two phases for the 82 Districts affected by LWE violence. The first stage will include levelling, construction of the gravel base and slope stabilisation.

Marking a major shift in its stand on infrastructure projects in forest areas, the Ministry of Environment and Forests (MoEF) has shot off a number of guidelines to all State Governments relaxing green norms for key infrastructure and public utility projects, reports The Indian Express. While in an order dated February 5, the MoEF has agreed to exempt a range of linear projects such as roads/ railways/ transmission lines from requirement of Gram Sabha (Assembly of all voters of a Gram Panchayat) level approval, which its 2009 guidelines had called for, in another guideline, dated February 1, it has relaxed forest conservation rules for 82 Naxal [Left Wing Extremism (LWE)]-hit Districts. Giving in to demands raised by several State Governments and the Ministry of Home Affairs (MHA) that is implementing the Integrated Action Plan (IAP) in 82 Naxal affected Districts, the MoEF has permitted mining of stones in forest areas for construction of roads. It has also agreed to relax the norms under the Forest Conservation Act, 1980, for all categories of public roads and not just rural roads in development-deprived districts. So far, quarrying of material for construction of roads was only permitted in revenue land, which was proving to be a problem in the largely- forested districts affected by the Naxal issue.

In a an attempt to tackle the Maoist issue, the Odisha Government, on February 12, submitted a INR 238 crore project for the development of the Hilly area in Nuapada District, reports Odisha Today. Chief Minister Naveen Patnaik has written to the Union Rural Development Minister, Jairam Ramesh "We have submitted Rs 238 crore plan for the overall development of Sunabeda Hilly Area." Earlier, on January 17, Ramesh during his visit to the sanctuary area in Nuapada, had described Sunabeda as a "hub" of Maoists. The Union Minister in a letter to the Chief Minister had suggested to submit a development plan for Sunabeda in the line of Saranda Forest Plan of Jharkhand.

The Union Government has approved continuation of special schemes to modernize Police Forces in states worth over INR 120 billion and earmarked nearly 20 percent additional funds for its ongoing 'Mega City Policing' plan for Mumbai, Delhi, Bangalore, Hyderabad, Chennai, Kolkata and Ahmadabad, The Times of India reported of February 14. These proposals were approved by the Union Cabinet in its on February 7. States will, accordingly, be given INR 123.78 billion for the next five years till 2016-17 to modernize their Police Forces. According to Times of India, Malkangiri District is all set to get at least six model Police Stations within next few months. At present, Malkangiri has 11 Police Stations out of which two are in cut-off area. Of the nine, six will become model police stations after getting makeover. "Modernisaiton of the remaining three police stations will also be made soon," Superintendent of Police (Malkangiri) Akhileswar Singh said. Each Police Station is being constructed at an estimated cost of INR 20 million. According to officials, the ground floor of the buildings will be used as general Police Station and it will have a state-of-the-art conference hall and women and children's desk. The first floor will have boarding and refreshment facilities for officers engaged in counter insurgency operations and a barrack to accommodate at least two platoons of Security Force personnel engaged in anti-Communist Party of India-Maoist (CPI-Maoist) operations.

The Government has decided to ask the Central Reserve Police Force (CRPF) to hire choppers in case of anti-Communist Party of India-Maoist (CPI-Maoist) operations, reports The Hindustan Times, on February 18. The Ministry of Home Affairs (MHA) has decided against hiring armoured helicopters for anti-CPI-Maoist operations again after it nearly landed in a controversy over leasing six MI-17 choppers in 2012. Commenting on the matter a source said "A decision has been taken that the Home Ministry should not get into direct procurement or hiring... This should be done by the Security Forces concerned which will refer the deal to the Home Ministry for scrutiny."

The Minister informed this in a letter to Odisha Chief Minister, Naveen Patnaik, with a rider that the Special Plan could not be implemented without controlling the Maoists in the area. He suggested launch of security operations against them forthwith. He further said "We have implemented a similar plan in Saranda forest of Jharkhand and the results have been very positive. However, the security situation in Saranda was first ensured through major operations. Sunabeda also requires a similar major security operation to secure the area fully. Then only the development plan can be implemented effectively."

Union Finance Minister P Chidambaram enhanced budgetary allocation, on February 28, for all subjects dealing with upgrading Police infrastructure and enhancing weapons and training of personnel deployed to tackle Naxalism [Left-Wing Extremism (LWE)], reports The Economic Times. Central Reserve Police Force (CRPF) has been the biggest gainer in terms of getting funds with INR 108.1853 billion being allocated to it for the 2013-14 fiscal, a jump of about 10 per cent from its last financial allocation of INR 98.6788 billion. The Finance Minister also substantially enhanced the 'assistance to states', funds provided by the Centre as an aid to develop and train State Police forces and special counter-insurgency units, under seven various heads. While the Modernisation of Police Force scheme got INR 18.47 billion this budget, compared to INR 3 billion in 2012-13, the Security Related Expenditure got INR 7.8908 billion, a jump of 11 per cent money that was allocated under this head for various states in the previous financial year. The scheme of 'Special infrastructure in Left-Wing Extremism (LWE) affected states' got a raise of about INR 200 million with the allocation of INR 741.5 million in this budget. Similarly, under the 'Assistance to counter-insurgency and anti-terrorist schools' which train State Police and security personnel in special operations skills have been allocated an enhanced sum of INR 205 million. The Indian Reserve Battalions (IRB), raised specifically to undertake active operational role in LWE- hit areas, got INR 60 million hike at INR 520 million in this budget. Another subject on this list, Assistance to LWE management, got INR 400 million, a 100 per cent rise from last fiscal's INR 200 million under this head. The Times of India reports that Arunachal Pradesh governor General (Retd), J J Singh said the State has remained by and large peaceful during the year 2012-2013 with a marked improvement on the law and order front. In his address to the budget session of the state assembly that began at Itanagar on March 15, he said the Government was able to largely neutralize the 'bandh culture', which was threatening to have severe ramifications on the law and order of the State and on the work efficiency. "The coordination between Army, paramilitary and state police forces has been praiseworthy, leading to the elimination of 13 rebels besides the arrest of 107 others and a large cache of arms, ammunition and explosive materials seized during the year," he said. Another development, he said, was the weaning away of influence of certain left wing extremist organizations, which had started entering the state from the plains of Assam. The Government on July 17 approved a fund of over INR 51 bilion for infrastructure development of the two paramilitary forces Sashastra Seema Bal (SSB) and Assam Rifles that guard two international borders of the country, according to The Times of India. The Cabinet Committee on Economic Affairs (CCEA) sanctioned funds to the tune of over INR 35.10 billion to the SSB, which guards the frontiers with Nepal and Bhutan, for construction of office and residential buildings and border outposts at various establishments of the force during the 12th Five Year Plan period. The funds will also be used by the SSB to construct barracks and non-residential buildings. The CCEA also approved construction of 2,000 houses and 10 barracks at 12 sites at an estimated cost of INR 4.13 billion for the force. It also approved funds for construction of office and buildings for the Assam Rifles at a cost of over INR 9.69 billion. "This includes construction of 113 barracks, 8 hospitals and 180 other office buildings," an official statement issued after the meeting said. In addition, construction of 840 houses was also approved at six sites of the paramilitary at an estimated cost of INR 2.17 billion, the statement said.

They have now been asked to be ‘individual-oriented’ rather than ‘project-oriented’ as this approach will help in bridging the gap between locals and security personnel more efficiently. Under the project christened ‘Winning Hearts and Minds,’ the Central Reserve Police Force (CRPF) and the Border Security Force (BSF) have till now been spending funds on small projects and development activities, which included building small bridges and roads, implementing drinking water and irrigation scheme. Under the revised guidelines, the security forces have been told to spend the money, which is INR 200 million per annum, on welfare activities directed at individuals and families, according to a senior official of the ministry.

Shinde had accused Bihar Government of failing to check the Maoist violence. Disagreeing with the content of Shinde's letter, the Chief Minister of the State, however, admitted that some Maoist related incidents of serious nature have taken place in the State in recent times. "Shinde's analysis of the situation is not objective and we don't agree with his criticism of the State Government on various counts," Nitish Kumar said. The UMHA is also critical of Bihar Government for tardy implementation of Integrated Action Plan (IAP) and that the state utilized only 70.62 percent of the total INR 7.05 billion funds in 11 identified Maoist-hit districts in Bihar till November 13.

The Union Home Ministry (MHA) has sanctioned three more battalions of the Tripura State Rifles (TSR), which had earned appreciation for Policing during the 2010 Commonwealth Games and elections in many States apart from dealing with insurgency in Tripura, reports The Sentinel. Officials in Agartala on December 17 said, “Responding to the state government’s demand, the Union Home Ministry has sanctioned rising of three more TSR battalions. All three battalions would be India Reserve battalions,” State Chief Secretary Sanjay Kumar Panda told reporters. With this approval, the total number of TSR battalions goes up to 15, including 12 India Reserve battalions. The India Reserve battalions can be deployed anywhere in the country by the MHA.
