Around 11.30 am, a 12-member Maoist squad swooped on the construction site and chased away the labourers engaged to build a five km stretch under the Pradhan Mantri Gram Sadak Yojana (PMGSY) [a programme for village road construction]. More than 50 Communist Party of India-Maoist (CPI-Maoist) cadres demolished the house of one of their former ‘sub-zonal commander’ Phulchand alias Praveel Manjhi at Jamnia village of Pek Panchayat in Bokaro District on March 21, branding him "corrupt and traitor", reports The Times of India. The Maoists triggered three landmine blasts demolishing Phulchand's palatial building. In December, 2012, the Maoists had blown off a small portion of the building. Phulchand is presently in the Hazaribag central jail. Bokaro Superintendent of Police (SP), Kuldeep Dwivedi confirmed the damage to Phulchand's house and said investigation was on.

A two-storey building used as a panchayat (village level local self-Government institution) office was blown up by cadres of the Communist Party of India-Maoist (CPI-Maoist) in the night of April 2 at Seeram village in Lohardagga District of Jharkhand, reports The Hindu. Police said three Improvised Explosive Devices (IEDs) were used for the blast. “CPI (Maoists) may have done this as a reaction to the killing of Maoists by the Tritiya Prastuti Committee (TPC) in Chatra last week. Or they may have targeted this building because a janta durbar [public meeting] was held by my office and the Collector’s office in this building a few days ago to respond to people’s concerns regarding public schemes and Maoists are opposed to this,” said Lohardagga Superintendent of Police Jitendra Kumar Singh.

In Harihargunj in Palamu district, 80 km from the district headquarters, an IED was triggered at the block development office building in the night of April 6. “There was minor damage to the building and a window was broken. Some documents got burnt in one part of the office. But the police reached within 30 minutes. The Maoists fired at the police and the police retaliated, firing around 20 rounds,” said Palamu SP Anup T. Matthew. No major incidents were reported from Ranchi, Jamshedpur or any other city in the State.The attacks were made during a 48-hour Jharkhand and Bihar bandh (shutdown strike) declared by Maoists protesting the killing of 10 Maoists in Chatra district on March 27-28.

The Communist Party of India-Maoist (CPI-Maoist) cadres on April 11 blasted around seven wings of a building of the State Irrigation department in Aurangabad District, reports The Hindu. The incident took place around 2.30 a.m. near Bigha village in Deo block, on the Deo-Abma road. Around 50 to 100 hundred Maoists attacked the building and blasted it, the Police said. “The building has seven structures, which were being repaired by the Irrigation department. Two of them have been severely damaged, while the remaining five have been partially damaged,” Daljeet Singh, Superintendent of Police, Aurangabad, told The Hindu. The Police have also recovered a “live cane bomb, which we have defused. It kept to trap the police and the bomb disposal squad,” Mr. Singh said. He said there was no plan to move teams of the Central Reserve Police Force (CRPF) to the building.

Around 50 armed cadres swooped on Kiang village, about 90 kilometres from Malkangiri, around 11.30pm and executed the act. They probably damaged the panchayat building suspecting that it may be used to house the Security Forces (SFs) for anti-Maoist operations. The Malkangiri Divisional Committee of the Maoist has given a 48-hour bandh call from May 10 demanding to stop to all anti-Maoist operations.

A group of about 15 armed members of Galikonda area committee of the Communist Party of India-Maoist (CPI-Maoist) blasted a coffee godown of the Andhra Pradesh Forest Development Corporation at Pedavalasa in GK Veedhi mandal (administrative unit) in Visakhapatnam District on May 11 night, reports The Hindu. The roof of one room of the godown was blown off and walls were damaged due to the blast. Some implements for coffee collection and furniture were also damaged. The attack on the coffee godown took place several hours after Superintendent of Police G. Srinivas and other officials conducted the Satbhavana Yatra at Rallagedda, a Maoist stronghold, which is about 16 km from Pedavalasa. Two pamphlets left by the Galikonda area committee and the Adivasi Rytu Coolie Sangham and Viplava Mahila Sangham at Bodidemullu temple, one km away from the coffee godown urged the people to boycott the “fake” Panchayat elections (expected to be conducted in a few months) and demanded the government to stop the Operation Green Hunt; attacks against the Girijans by the “hired” forces of the government; harassment of the Girijans after branding them as Maoist sympathisers; illegal arrests and fake encounters after raiding the villages at midnight. According to information received here, Krishna, an important member of the Galikonda area committee, was among those who blasted the coffee godown.

The village is on the borders of Muzaffarpur-Saran District. It is completely under Maoist influence for the last one decade. The Maoists used some low powerful dynamite or nitrate in the explosion. Senior SP Saurabh Kumar said three-room abandoned house of ex-mukhiya besides the adjacent building of primary health centre (PHC) were partially damaged in the explosion. The ceilings of all the houses are intact, the SSP said after visiting the blast site. The house owner had abandoned the house four years back after facing threats from Maoists and others belonging to some other castes. The mother of the house owner had reached the house only on October 9 but had shifted to some neighbouring house in the evening, a few hours before the blast. The adjacent PHC building was vacant at the time of blast.

A group of Maoists cadres, including women, stormed into Padia, in the early hours and entered the block office building after breaking the lock, Malkangiri Superintendent of Police (SP) Akhileswar Singh said. The Maoists set the building on fire before triggering a powerful blast, causing extensive damage to the structure, he said, adding that no one was harmed in the attack.
