PTI reports that seven persons were arrested for having alleged links with the Communist Party of India-Maoist (CPI-Maoist) and planning to abduct a Government official in Keonjhar District, Police said on January 1."They were picked up by jawans [personnel] of the anti-Maoist Special Operation Group (SOG) and Police from Padang village in Telkoi Police Station area yesterday," Superintendent of Police Asit Panigrahi told reporters. The accused were planning to abduct the Block Development Officer (BDO) of Telkoi on November 18 after the arrest of two Maoist cadres from the area, he said, adding the BDO cancelled visit to his village after getting tip-off about the plot to kidnap him. Several Maoist literature and handwritten letters were seized from the arrested persons, hailing from Gudinarda village in Telkoi area.

A joint operation against Maoists was launched in West Bengal on January 7 with Police forces of West Bengal and Orissa launching a major ground offensive against the Maoists at Gapiballavpur in West Midnapore District, reported Indian Express. Four companies of armed Police of Bengal and Orissa launched the operation at 1pm (IST) at Gapiballavpur, which borders Mayurbhanj District of Orissa. This is the first joint operation of West Bengal Police with forces of another State to curb the Maoists. "A lot of exchange of fire took place between us and the Maoists who triggered landmine blasts too. However, there have been no casualties or injuries on either side nor has there been any arrest. We will continue with our operation and such joint operations will continue," Manoj Verma, Superintendent of Police (West Midnapore) told The Indian Express. Earlier, Mayurbhanj Deputy Inspector General and his counterpart in West Bengal met in Midnapore on January 6 to discuss the operation. The Bengal Government had proposed a similar joint operation with Jharkhand too and is waiting for a response. The Bengal Government has also written to the central Government to send 5-6 companies of Central Para Military Forces to replenish the existing forces. The central Government had taken away some forces from for the elections in Jharkhand.

The Orissa Police claimed to have arrested Saswati Das, wife of Communist Party of India-Maoist (CPI-Maoist) ‘State Committee Secretary’ Sabyasachi Panda on the outskirts of Bhubaneswar on January 14, reported The Hindu. Saswati Das alias Mili Panda, who was staying with her girl, was said to be heading media and publicity wing of the CPI-Maoist in the State. Police also seized huge quantity of publicity materials, many incriminating documents, a laptop computer and cash of INR four lakh from her possession. “Acting on a tip-off, we intercepted a jeep carrying four sacks of CPI (Maoist) publicity literature. We took the driver into our custody and accompanied the vehicle to its destination,” said Inspector General of Police (Operation) Sanjeev Marik. He said Saswati Das was a very active member of outfit. “She has been involved in fund mobilisation, creation of support base through alleged frontal organisations posing to be human rights groups and staying in touch with rights activists.” Saswati, aged around 40, was also suspected to have conducted a reconnaissance of different Police establishments before hundreds of CPI-Maoists launched daring attack on Nayagarh District headquarters town displaying mobile warfare tactics in 2008. The Police official said, “She will be produced before court soon.” Saswati’s nine-year-old daughter has been handed over to her maternal grandfather, Police sources said. Sabyasachi Panda is said to be the most wanted Maoist leader in the State. Intelligence sources said Panda had masterminded attack on Nayagarh District headquarters, killing Vishwa Hindu Parishad leader Swami Laxmanananda and on Police establishments.

One Ladi Dharma Rao was arrested from Paralakhemundi in the Gajapati District on January 17 by a police Team from Rayagada District on the charges that he was supplying explosive materials to the Communist Party of India-Maoist (CPI-Maoist), reported The Hindu. The Police team seized more than four quintals of chemicals used to manufacture explosives from the house of Rao at Bhabani Talkies Street at Paralakhemundi. According to Rayagada Superintendent of Police (SP) Anup Krishna, the team tracked down Rao after arresting a trader at Gudari who was involved in illegal storage and supply of explosive chemicals. Although Rao had an explosive license to trade in explosive chemicals, most of his stock was suspected to reach the Maoists.

Gananath Patra, advisor of the Chasi Mulia Adivasi Sangha (CMAS) active in Koraput District, was arrested by Police from Vivekananda Marg in State capital Bhubaneswar on January 27, reported PTI. Meanwhile, Deputy Inspector General of Police Sanjeev Panda told IANS, “Patra was arrested for (his) Maoist link. There were more than two dozen criminal cases pending against him. This includes cases of murder, arson and rioting.” Patra, a former State secretary of Communist Party of India-Marxist Leninist, is known for his movement against various industrial projects in the State including steel projects by Tata and South Korean steel major Posco. He spearheaded a movement against the proposed national missile test range by the defence ministry at Baliapal in Balasore District in the 1980s.

Bhubaneswar Police Commissioner B. K. Sharma said Pratap Behera, 32, was arrested from Astaranga area of Puri District on charges of sending the mail from his brother’s e-mail account to the CM’s official e-mail address. They carried a reward of INR 100,000 each. “Their arrest has proved the active involvement of Andhra-based hardcore Maoist cadres in the recent rise in the violent activities of Maoists and controversial Chasi Mulia Adivasi Sangh (CMAS) in Koraput District,” Superintendent of Police Anup Sahu said. They had been associated with the outfit for more than seven years. Interrogation revealed that both of them were involved in the attack on Nayagarh town and the Police armoury there in 2008 as well as attack on bauxite mines of NALCO on Panchpatmali hill top near Damanjodi in 2009.

Interrogation revealed that Esori, a native of Visakhapatnam District has been working as a militia member of the Maoists for the past few years. Recently, she had been selected for promotion. Padma was on her way to Narayanpatna to meet her husband and was escorting Esori to be trained under her husband. Runi, a resident of Bandhugaon area in Koraput District had links with Maoists and was involved in their activities in the area. The jeep driver, Gokul Kuldeep, was also arrested. Maps of different townships, including that of Nayagarh and Jehanabad, Maoist literature, and a large number of letters in Telugu were seized from them.

The villagers along with Central Reserve Police Force (CRPF) and Special Operation Group (SOG) force chased the Maoists and rescued all the three. SFs had seized two rifles and some explosive materials from the arrested Maoists identified as Bagana Tarkot, Kande Tarkot, Nancy Tarkot (woman), Mangara Tarkot and Matara Tarkot.
