Chhattisgarh Police began probe into unclaimed cartons of Communist Party of India-Maoist (CPI-Maoist) literature found at Raipur railway station's parcel go down that reportedly had vital details about key Maoist leaders. Sources said that railway authorities reported to Police on January 14 that two unclaimed cartons filled with vital documents belonging to Maoists were lying for a long period at parcel go down. "Police stepped in to probe on an urgent basis as one of the articles in a Maoist magazine contains a list of Maoist leaders killed since 2004 in fight with Police," Chhattisgarh Director General of Police Vishwaranjan told IANS. He said, "The literature was dispatched about six-seven months back from Bihar's capital Patna town and was addressed to a Raipur resident but somehow it was lying in a parcel room at Raipur railway station."

Army has asked the Government to finalise "Rules of Engagement" as it gets ready to open a new training facility in Chhattisgarh, but denied the move is linked to combating Naxalites [Left Wing Extremism] in the State. "We have deliberately stayed out of any commitment to tackle Left Wing Extremism, except for giving advice or training," Chief of Army Staff General V.K. Singh said at the annual press conference on the eve of the Army Day. Gen. Singh said the Army was facing problem in training its personnel as there was not enough land available and the proposal to set it up in Chhattisgarh under the Central Command forms part of an integrated plan drawn earlier. Since the Army would be present in the area, it had sought for clarifications from the government on ‘Rules of Engagement' to determine the extent to which its personnel were protected from civil laws. Gen. Singh said the clarification was needed to determine how to engage attackers in case of attacks on the training camp, either by instigation or design. While it is clear that the force does not require any permission to fire in self-defence, the issue is whether resultant causalities on the attackers would attract criminal procedures against the Army personnel and to what extent they are exempt. "We are neither operating in the area nor are seeking protection under the Armed Forces (Special Powers) Act," the Army Chief said. The new military establishments being created in Chhattisgarh include a sub-area command, headed by a Brigadier, in Raipur, a training centre and field firing range in Narayanpur and the Special Forces establishment in Bilaspur.

Communist Party of India-Maoist (CPI-Maoist) has called for a Bharat bandh (all India general shut down) in eight States on February 7 and three days of protests against price rise, the Government's move to further hike petrol price, rampant corruption cases like 2G spectrum allocation and the Centre's offensive against Maoists, according to a statement released by the party's Central Committee (CC) on January 15. In the statement, spokesperson of the party, Abhay said the recent petrol price hike would lead to further inflation and manifest itself as a rise in the prices of food and essential items. He called on party cadres and supporters to protest against the rise in prices and the recent 2G scam. The release also added, "We are making it clear that there would be no bandh during the protest days and that ‘Bharat Bandh’ would be observed in six States West Bengal, Jharkhand, Bihar, Odisha, Chhattisgarh, Andhra Pradesh and three Districts in Maharashtra - Gadchiroli, Gondia, Chandrapur and one District in Madhya Pradesh - Balaghat. Medical services and people attending examinations and interviews will be excluded from the bandh activities."

The Central Government should meet the massive expenditure incurred on para-military troopers deployed in Chhattisgarh, which is reeling under Communist Party of India-Maoist (CPI-Maoist) militancy for about three decades, Chief Minister Raman Singh said on February 1, while addressing the Chief Ministers' conference on Internal Security in New Delhi, reports Sify.com. Chhattisgarh Home Department officials said the Central Government has asked the State Government recently to meet about INR 8 billion expenditure incurred by it on para-military troopers deployed in the State. He highlighted in details how the State was grappling with rising Maoist militancy and informed the participants that about 50,000 Maoists of all ranks have been involved in the State in a war against democracy. He added that 10 of State's total 18 Districts were hit by Maoist militancy and the State viewed the Left Wing Extremism (LWE) Insurgency as a form of terrorism.

Chhattisgarh Chief Minister Raman Singh has for the first time admitted that the Salwa Judum (an anti-Maoist vigilante group) against the Maoists is being abandoned in his State as it was proving to be counterproductive. "Innocent people were getting killed. Moreover, the matter was dragged to courts, right up to the Supreme Court," he said while talking to TOI on February 6. Singh, however, said that if not in its armed avatar, 'Judum' will be carried on as means of peace campaign in Maoist-affected areas. Over 4,000 square kilometres of land in Bastar that includes the thickly forested, tribal heartland of Abujh Marh has remained untouched by governance. "We have no presence in those pockets as even the revenue survey has never been undertaken there," Singh admitted. Some 16,000 primitive tribals in that area where development process is still a distant dream.

According to Times of India, on February 15, the Chief of the Army's central command surveyed Abujmad forests from the air and then landed in Raipur to allay anxieties over a potential conflict escalation in the Communist Party of India-Maoist (CPI-Maoist) controlled forest in Narayanpur District where the Army plans to train its troops. "We will exercise maximum restraint in Abujmad. This is our country, they are our people," said Lieutenant General Vijay Ahluwalia, emphasising that the Army would be deployed solely for the purpose of training. He said the training will be restricted to manoeuvres with no firing drills and that it would be gradually scaled up to the brigade level. "The time frame will be dictated by the consultations with the State Government," he said, adding that Chhattisgarh Government had offered 500 square kilometers to the Army for jungle warfare training in 2007. "We are considering 2-3 locations. The area could be 20 x 25 kilometers or larger". Later, he added that the process was being delayed since there were no revenue records for the land on offer. This indicates that the training range will be inside Abujmad, and not on its edges, as was indicated earlier. Abujmad is an unsurveyed forest spread over 4000 square kilometers, with not a single Police post, and barely any civil administration. It is believed to be controlled by Maoists, who have declared it a 'liberated area'. The Army also plans to set up a counter-insurgency warfare school near Saraipali in Mahasamund District, adds Indian Express.

According to Outlook, the Chhattisgarh Government on February 24 told the Supreme Court (SC) that it would not be possible to shift villagers from relief camps within a definite timeframe due to possible reprisals from the Communist Party of India-Maoist (CPI-Maoist) which killed 700 tribals in the past five years. In an affidavit submitted through counsel Atul Jha, the State Government however, said it was taking all steps to gradually shift the villagers back to their villages from the relief camps set up close to Police Stations in the worst Maoist-hit Dantewada and Bijapur Districts. Since 2005, the relief camps in Dantewada and Bijapur have been attacked 34 times. In 2010 alone, these relief camps have been attacked 9 times. In the last five years, more than 700 innocent tribals have been killed by Maoists after being branded as sympathiser of Salwa Judum (an anti-Maoist vigilante group) or as Police informers. "It is submitted that in the prevailing security scenario with the Maoists determined to exterminate all those people opposed to them or unwilling to join their cadre, it would not be possible to force the remaining inmates of these camps to leave immediately," the affidavit said. The State's affidavit comes in the backdrop of the January 18 SC's direction to wind up the relief camps as civil rights groups alleged they are used to shelter armed Salwa Judum members and special Police officers trained by the Government to tackle Maoists.

Hindustan Times report that 300 personnel of the Combat Battalion for Resolute Action (CoBRA), a special anti-Naxal [Left Wing Extremism] force, have been deployed in Balaghat District to combat the growing presence of the Communist Party of India-Maoist (CPI-Maoist) cadres. The deployment is part of a strategy to surround Naxal-hit areas in Maharashtra, Chhattisgarh, Jharkhand, Bihar and Odisha, said an intelligence officer, requesting anonymity. The Centre will decide standard operating procedures for them. In the first phase, these battalions were trained at the army’s insurgency and jungle warfare training centre in Mizoram and the CRPF’s anti-terror training centre at Silchar. Of the 10 COBRA battalions trained in guerrilla warfare, nine have already been deployed in Maoist-hit States. The deployment of three companies of COBRA in Balaghat follows a recent spurt in Maoist activity in the area. “We have fresh intelligence inputs that Naxalites are coercing tribal youths to join the movement,” Inspector General (IG) V Muniraju said. “We have already started sending them in search operation along with the state’s anti-Naxal squads,” Muniraju said. To protect its choppers from the Maoists attacks, the IAF chief said Garud Commandos have been deployed on these helicopters to retaliate whenever such a situation arises. "Four IAF choppers are operating in Raipur, Dantewada, and Jagdalpur areas. We also used to operate UAVs in these areas to track the LWE but they have been withdrawn," IAF chief P V Naik told reporters in New Delhi. The IAF chief said the choppers "carry a Garud Special Force member on board who mans the gun, which is not the integrated part of the helicopter." On the withdrawal of UAVs from anti-Naxal operations, Naik said, "beyond a certain season, it loses its surprise element... And these UAVs were not meant for what they were being used for." He said the IAF withdrew the UAVs after it found that it was not able to meet the requirements. On the Rules of Engagement (RoE) in LWE-affected areas, the IAF chief said very "stringent" rules have been provided to the IAF for firing back when its choppers come under attack from the LWE.

DNA reports that speaking to reporters on the sidelines of an event at the College of Defence Management (CDM) in Hyderabad on April 11, the Chhattisgarh Governor, Shekhar Dutt, said the Naxalites [Left Wing Extremists] are obstructing development in the areas where they have a strong presence in Chhattisgarh, but the Government is trying to sow the seeds of growth to root out the menace. "These people have closed a particular area from all kinds of development because it is their interest to see that no development takes place," he said. "I think we have to gradually move in and the seeds of development must go into these places. Therefore, it is not something which can be done immediately. Immediately, it can be done. That is by force. But we are not using that kind of force," he said. To a query, the Chhattisgarh Governor said the anti-Naxal operation is not like a traditional war in which the Security Forces (SFs) will have quick success. "This is not that kind of a thing. It is regarding a number of people, the villagers are not allowed to do their own business. Own business does not mean just living in the forest areas. They must improve along with time. New technologies and communication must come. For communication, you need towers. If they destroy the (cell phone) towers, are they pro-people or against people?" he asked. Dutt, in his valedictory address to the CDM students, said the concept of security should not be confined to the application of force by the State. Further, Dutt defended the necessity of the Koya commandos in Chhattisgarh to resist Naxals, adds Deccan Chronicle. Dutt said that the tribals in Chhattisgarh had to survive among the Naxals who were brutally attacking them. He said that many locals had been killed as the Naxals had suspected them to be police informants and added that the locals thus needed to defend themselves. When asked about the Supreme Court’s concern over the Chhattisgarh Government’s Koya commandos, the Governor refused to comment. The apex court on April 6 had expressed concern over the creation of Koya commandos and giving them arms to deal with Communist Party of India-Maoist (CPI-Maoist). The court has sought a response from the Chhattisgarh Government by April 15 following an affidavit filed by Swami Agnivesh.

Times of India reports that the Chhattisgarh Government has told the Supreme Court that People's Union for Civil Liberties (PUCL) leader and pediatrician Binayak Sen should not be granted bail as he had arranged for safe hideouts to top leaders of the Communist Party of India-Maoist (CPI-Maoist) and helped them get employment under concealed identity. Ahead of the April 15 hearing on Sen's bail plea by a Bench of Justices H S Bedi and C K Prasad, the State through standing counsel Atul Jha submitted an additional affidavit before the court terming the activities of Sen and his wife Elina as "anti-national" as they helped the cadres of the CPI-Maoists, which had been declared a terrorist organisation and banned by the Centre and the State Governments. The State Government said that for the top Maoist leaders, he arranged safe hideouts by arranging houses on rent, helped them open bank accounts and in getting employment under concealed identity and provided employment by incorporating trusts. It said the Andhra Pradesh Police announced a cash award of INR 1.2 million for the arrest of top Maoist leader and politburo member Narayan Sanyal on March 25, 2006, but Sen maintained strong links with him. When Sanyal was arrested and lodged in jail, Sen met him on the false pretext of treating him. "Sen met Narayan Sanyal 33 times within a short span of 11 months (from June 5, 2006 to April 30, 2007) by falsely representing him as a brother and relative of co-accused Sanyal. The purpose of meeting entered in the (jail) register was 'domestic reason'," it said. The Raman Singh Government also said that Sen's wife Elina had also helped top Maoist Shankar Singh and Amita Srivastava in opening bank accounts. "The petitioner also arranged job for absconding top Maoist Amita Srivastava in a local school. To camouflage the identity of top Maoists, Sen and his wife Elina Sen showed top Maoists as employees of their alleged charitable organisation `Rupanter'," the State Government said. It said that being a PUCL member did not justify harbouring top Maoists and arranging safe hideouts for them. "As a concerned citizen of this country, the petitioner ought to have informed the Police about the whereabouts of hardcore Naxalites [Left Wing Extremists]."

"We are in talks with the IAF to get the help of their different variants of UAVs which can fly over the Maoist-hit areas in the State and provide us surveillance of the ground. The IAF has its UAVs presently at Nagpur and we plan to use them from a base in Jagdalpur," Director General of Police (DGP) Vishwa Ranjan said. "The renewed effort is to push out Naxalites in Abujhmad by conducting joint operations with central forces like Central Reserve Police Force (CRPF) and Border Security Force (BSF)," Ranjan added. The land for setting up the training area, also called the “manoeuvre range,” has been identified at Narayanpur District in Chhattisgarh and approval is awaited, General Officer Commanding-in-Chief of the Central Command Lt. Gen. V.K. Ahluwalia said, at a press conference at the Command's headquarters on May 5. Lt. Gen. Ahluwalia said the objective of setting up the training range was “only to impart training and not anti-Naxal [Left Wing Extremism] operations.” The area under the Central Command, which encompasses Chhattisgarh, Odisha, Jharkhand, Bihar, and parts of Madhya Pradesh, were affected LWE, but presently the Army was not mandated to operate against such elements. Uttar Pradesh and Uttarakhand were the other two States in the Command. The Army's role in this context was advisory and providing assistance in capacity building to the Union government. Though the Army was not involved in anti-Naxal operations, it had imparted training to about 50,000 Police and Paramilitary Force personnel in such operations.

Additional Director General (ADG) anti-Maoist operation and Inspector General, Durg range, of Chhattisgarh held wide-ranging discussions for two days with their Odisha counterparts and other key officials on the matter in Bhubaneswar a few days ago, said sources. Both sides agreed on the need for undertaking joint operations in view of the extremists having opened a new front to cause violence in areas adjoining both states. "We did not feel this need earlier as Odisha's border with Chhattisgarh did not witness much Maoist activities," said a senior Odisha Police official. "So far we had engaged all our resources in other areas, including Malkangiri and Rayagada Districts bordering Andhra Pradesh, where the rebels had been wreaking havoc for years. But now that the Maoists have started creating trouble on the state's western side, we have started deploying Central and state forces to contain them. We have already deployed forces in strategic areas. More deployment is on the cards," the official said.

In two separate statements issued ON June 26, CPI-Maoist central committee spokesman Abhay said the President’s call to Maoists to come forward for peace talks came at a time when a battalion-strong Army have already been sent in with the intention to involve them in the so-called operation green hunt. Such a proposal for talks comes when Governments and corporates have entered into memoranda of understanding (MOUs) to exploit vast mineral wealth in the region and security forces are unleashing terror and committing atrocities on the poor in tribal areas,” he alleged, adding that Maoist leader Azad ― who had initiated a process for peace talks with the Government ― was killed in a fake encounter. Maoists appealed to the people to impress upon the President to call off ongoing operations and withdraw the paramilitary forces from the tribal areas. However, better connectivity, roads and infrastructure in Raigarh [compared to Bastar] will make it difficult to expand [Maoist] operations here.” He said the Maoists had been working on the “corridor” for some time now. Sources said the Maoists had recently formed a Bargarh-Mahasamund Divisional Committee that reports to the larger Dandakaranya Special Zonal Committee (DKSZC). Outgoing Union Home Secretary G. K. Pillai on June 30 conceded that Abujhmaad was “liberated zone” and totally under Communist Party of India-Maoist (CPI-Maoist) control, but argued that this area too would eventually be taken over by Government forces, reports Telegraph. It’s just a matter of time before the Maoists’ top leadership is “captured or eliminated” and the rest pushed back into Abujhmaad, Pillai said. He accepted that over the past few years, the Maoists had been able to consolidate their gains in Chhattisgarh, Jharkhand and Orissa while expanding to Bihar. “Even though there has been some increase (in Maoist-held areas), as we build up our forces over the next few years... the Maoists will find themselves on the run. As I have said, it is a long haul. It will take five to seven years,” Pillai told Telegraph. For all that, the Maoists have carved out a corridor connecting various “liberated” or “guerrilla” zones, allowing them a continuous passage from Khammam in Andhra to Jharkhand via south Chhattisgarh’s Bijapur district and the Orissa-Chhattisgarh border. Sources have said the rebels have taken over several areas in Orissa’s Nuapada and Bolangir. But Pillai said, “Nuapada? No one (from the forces) was there. In another year’s time we will take back all these areas. The so-called liberated areas were with them because there was a vacuum and they filled it.... We will fill it back once we enter; we will build up roads, communication. They will go away from there and enter Abujhmaad and we will finally take Abujhmaad too.”

The press release was issued in the backdrop of Supreme Court’s judgement on July 5 in which Justices B. Sudershan Reddy and Surinder Singh Nijjar ruled that the use of armed SPOs in anti-Maoist operations was unconstitutional and must cease immediately. In the press release, signed by Maoist spokesperson Gudsa Usendi, the rebels sought “to make it clear to all the SPOs that this war is not between them and us. This war is being fought between a small minority of exploiters and the entire toiling masses of this country.” The Maoists also stated that many SPOs were coerced into joining the Salwa Judum (an anti-Maoist vigilante group) and assisting the police, and offered “to rehabilitate all those SPOs who come back to their villages, accept all the crimes they have committed and seek the mercy of the people while severing all kinds of connections with the government machinery.” The party says it is ready to provide SPOs with lands, instruments of and guaranteed livelihoods.

"Maoists are inhuman and anti-national, we have launched a decisive drive against these violent elements rather than shying away from fighting them," CM Singh said. "Maoists have posed a grave threat to country's internal security and the state government is not only successfully countering them but also exposing their conspiracies." In his 20-minute speech, CM Singh said: "I got courage to take on anti-national forces active in the state, mainly in the Bastar region, from the people of the forested areas where so many people have lost their family members to Maoist violence." The Chief Minister also presented a detail before a gathering of roughly 5,000 people how he was striving to unleash development in the poverty-hit but mineral-rich state that came into existence in November 2000. "I am doing my best to improve the people's life quality and build up infrastructure across the state and the results have started coming in. The per capita annual income in the state has gone up to Rs.44,000 from Rs.10,000 while per capita power consumption has risen to 1,400 units from just 300 units," CM Singh said. Further, CM Singh announced creation of nine new Districts that will come into effect from 2012, reports IBN Live. The CM announced new districts of Sukma, Kondagaon, Gariaband, Balaudabazar, Balod, Bamtera, Mungeli, Surajpur and Balrampur, thus taking the total number of administrative Districts in the State to 27.

In an affidavit, the Raman Singh Government said it has fully complied with the verdict of the apex court in which it had directed to disband the SPOs. "The state has promulgated 'The Chhattisgarh Auxiliary Armed Police Force Ordinance' which was notified on July 28, 2011. In terms of the aforesaid ordinance, every person serving as SPO on the date of this ordinance shall, for a period of six months from the date of this ordinance, be deemed to be a member of Auxiliary Armed Police Force," the affidavit said.

The Union Home Minister, P Chidambaram on November 15 said that anti-Maoist operations in Chhattisgarh seemed to be losing momentum though incidents of Maoist violence have come down. "Even though the Naxal-related incidents have gone down, it can be said it is because the security forces are not engaging in operations against them in the manner they should," he told reporters in Raipur after a review of anti-Maoist operations in the State with top officials. Maintaining that the Centre was extending all help to States afflicted by the menace, he said 135 companies of paramilitary forces were currently deployed in the State, while the Raman Singh Government had recruited 54,000 additional Police force personnel. The backlog, he said, will be filled by the end of 2012. Further, Chidambaram said it was "condemnable" if big business houses were funding the CPI-Maoist, adds The Times of India.

"It is a fact that the CPI (Maoist) have formed a number of front organisations who espouse various causes including alleged human right violations.
