The Inspector General of Police (IGP), P. Sunderraj of Bastar division of Chhattisgarh said that the division had witnessed a decline of Naxal [Left Wing Extremism, LWE]-related incidents by 40 per cent in 2019, reports Pioneer on January 3. The IGP further said that there was a decline in loss of security personnel lives in different incidents by 55 per cent and loss of civilian lives in the Communist Party of India-Maoist (CPI-Maoist) attacks by 45 per cent in the previous year. The IGP attributed the decline to the success of the ‘Faith-Development-Security’ policy. He said Chhattisgarh Police, Central Reserve Police Force (CRPF), Border Security Force (BSF), Chhattisgarh Armed Force (CAF) have been working in coordination for effective control. He also said that seven security camps have been established at Chindnaar, Chikpal and Potali of Dantewada District, Khodgaon in Narayanpur District, Pusnar and Bodli of Bijapur District and Sureli in Kanker District. The IGP also added that along with the anti-Naxal operation, the Security Forces (SFs) have been providing security to the construction of roads and bridges.

The Home Minister of Chhattisgarh, Tamradhwaj Sahu, has claimed that since the Congress party came to power in the State, there has been a steady decline in the CPI-Maoist activities, reports The Pioneer on January 9. The Minister said, “Since the formation of Congress government in the State, there has been sharp decline in Naxal[Left Wing Extremism, LWE] movement. Naxal activities have dipped around by 40 to 60 per cent. Maximum numbers of Naxals have been killed, there have been no fake encounters and no tribal has been killed (in Police encounters)”.The home minister also said that the Naxals[Left Wing Extremists, LWEs]have killed civilians, branding them as ‘Police informers’, but claimed that there has been a decline of 60 to 62 per cent in such incidents too.“So, Maoist movements have slowed down significantly in Chhattisgarh, and government has been able to control it,” the Home Minister further remarked.

After the death of Communist Party of India-Maoist (CPI-Maoist) leader Ravula Srinivas aka Ramanna, who had a bounty of INR 14 million on his head, Hidma, who had been heading Maoist attacks in Sukma District, has now been made state in-charge of the CPI-Maoist organisation’s militia actions, reports The Print on January 10. Hidma’s elevation is seen as an attempt by the Maoists to fill the void resulting from the death of Ramanna in the second week of December. Senior police officers deployed in anti-Naxal operations said there has also been a churn in the CPI-Maoist ‘Central Committee, CC’ on whether to elevate Hidma, or other cadre leaders such as Ganesh Uike and Sujata, as chief of the Dandakaranya Special Zonal Committee (DKSZC). The DKSZC was headed by Ramanna. It also works as a Maoist think tank for Chhattisgarh, and Gadchiroli in adjoining Maharashtra where Maoists have a presence. “So far there is no confirmation, neither do we have any recovery to substantiate if Hidma has been given any new task as DKSZC head but security forces are prepared for any eventuality irrespective of which Naxal leader has been given what tasks,” Sukma Deputy Superintendent of Police (DSP), Shalabh Sinha said. “Hidma is a known hard militia taskmaster and had been heading their Battalion 1 in Sukma for more than two and a half years now,” Sinha added.

Awasthi, in a review meeting held at the headquarters of Narayanpur and Dantewada Districts of Chhattisgarh in India on January 13, directed the Security Forces (SFs) to ensure full protection of villagers during Police operations in Naxal [Left Wing Extremism, LWE]-affected areas, reports UNI. The DGP emphasized on the steps to strengthen Police security system in Naxal-affected areas. He said that the search operations should be carried out continuously while taking appropriate action against Naxalites [Left Wing Extremists, LWEs] and verifying information received about them. A drone-like object was spotted flying for about 15 minutes over the Puswada camp of the Central Reserve Police Force (CRPF) on the Dornapal-Jagargunda axis in Sukma district of Chhattisgarh on January 17, reports The Week. The Superintendent of Police (SP), Shalabh Sinha said, “We launched our UAV (Unmanned Aerial Vehicle or drone) to track its movement. However, the light of the suspected drone went off and it disappeared". It was yet to be ascertained if Maoists were operating these drones, the SP added. Similar incident of drone flying over Security Forces’ (SFs) camps in Kistaram and Pallodi area of the District was witnessed in October, 2019.

The Chhattisgarh Governor Anusuiya Uikey, on January 26, said that the Naxal [Left Wing Extremism, LWE] violence has declined in the State due to vigilant Police Force and several initiatives in justice delivery, reports The Hindu. Addressing the Republic Day Police Parade in Raipur District, the Governor made the statement. She hailed the State Government’s three-pronged strategy of “trust, development and security” to improve the law and order situation in the State. The Governor said, “Vigilant Police Force and justice delivery initiatives have resulted in the reduction of Naxal violence and other offences. The Naxal rehabilitation action plan of the State has been made more attractive. With its three-tier strategy of trust, development and security, the State government has improved the law and order situation in the State. Several steps like giving weekly offs and response allowance to Police Forces have boosted their morale”. The Governor further added that “there has been a tremendous expansion of road infrastructure in the State. In one year, construction of 28 major bridges was completed while 119 are in progress”.

Chhattisgarh Home Minister Tamradhwaj Sahu, on March 4, informed the State Assembly that 81 Naxals (Left Wing Extremists, LWE) have been killed in encounters with Security Forces (SFs) since January 1, 2019, reports ANI. Replying to a question raised by former Chief Minister (CM), Raman Singh, Sahu said, "81 Naxals have been killed in encounters with Security Forces since January 1, 2019." He also informed that 350 Naxals have surrendered before authorities between January 1, 2019, and February 15, 2020. "During the same period, 57 civilians and 25 security personnel lost their lives in Naxal-related incidents," the Minister added.

Vijay Kumar, in a meeting in Bihar over the Communist Party of India-Maoist (CPI-Maoist) activities and coordination between the Chhattisgarh and the Odisha Police Forces, on March 4, stated that the Maoist activities have been gradually declining in both the States and Security Forces (SFs) were asked to strengthen the coordination between them, reports The Pioneer. The said meeting was attended by Superintendents of Police (SP) of Kalahandi, Bolangir, Nuapada Districts in Odisha and Gariabandh, Mahasamund and Dhamtari Districts in Chhattisgarh. The Maoists claimed to have killed 19 security personnel and injuring 20 more and admitted that they lost three of their cadres, too. The Maoists have identified their three slain cadres as members of People's Liberation Guerrilla Army (PLGA), armed wing of CPI-Maoist – Sanju, Rajesh and Sukhju, all belonging to Bijapur District of Chhattisgarh. However, the SFs said that they killed 25 Maoists and released some pictures, too, of the slain ones. The bodies of all the Maoists are yet to be found. As per the report, over 480 weekly haat bazars (markets) remained closed for the past three weeks following which the rebels are scrambling to obtain their basic food items. The Maoists are organising a gathering of people in their area of influence in Bastar directing the village headmen and others to part with the ration they got from the State Government in advance. The FIR has been filed against unknown persons on charges of murder and criminal conspiracy. The Bastar range Inspector General of Police P. Sundarraj said, “A case was registered against unknown persons on Tuesday night under Sections 302 and 120 (B) of the IPC based on the complaint of Jitendra Mudaliyar, the son of slain Congress leader Uday Mudaliyar who died in the attack. The complaint was filed on May 25 following which, the FIR was lodged.” Jitendra Mudaliyar in his complaint has alleged criminal conspiracy in the deadly Maoist attack that killed his father among other Congress leaders including Mahendra Karma, Nand Kumar Patel, and V.C. Police said that about 300 armed Maoists and more than 500 ‘jan militias’ were deployed to protect the area where the meeting was held. As per the report, top Maoist leaders including the new ‘general secretary’ of CPI-Maoist Nambala Keshav Rao alias Basavaraju, ‘head’ of battalion number of 1, Mandavi Hidma, Kosa, Devji and Sujata also attended the meeting. They also injured Telam’s sister and snatched her mobile phone before fleeing the spot. Outraged by the incident, about 150 villagers entered the forest on July 7, to negotiate with the Maoists for their release. The SP said that the villagers walked through rough hilly terrain until they reached the rebels’ lair deep in the forest. “This is a unique case where villagers managed to argue with the Maoist fiercely at a ‘Jan Adalat’ (People's/Kangaroo Court organised by the Maoists) to release someone branded a ‘Police informer’. They argued that the elderly parents do not use mobile phones, nor do they know how to access it. They have no means to contact Police,” the SP added.

The National Investigation Agency (NIA) on July 29, arrested three persons identified as, Laxman Jaiswal alias Laxman Sao (46), Ramesh Kumar Kashyap alias Ramesh Hemla (35) and Kumari Linge Tati (25), from Dantewada District of Chhattisgarh, in connection with the killing of Bharatiya Janata Party (BJP) legislator Bhima Mandavi on April 9, 2019, in an IED (Improvised Explosive Device) explosion carried out by Communist Party of India-Maoist (CPI-Maoist) cadres, reports Hindustan Times. The NIA Spokesperson Sonia Narang said the arrested persons were allegedly providing logistical support to the Maoists for carrying out the attack in which Mandavi and four of his security personnel were killed. The attack was earlier investigated by Chhattisgarh Police. The NIA took over the case in May, 2019 after which it arrested two persons, Bhima Tati and Madka Ram Tati – in April this year. The NIA spokesperson said “Investigation has revealed that arrested accused Laxman Jaiswal alias Laxman Sao, who runs a grocery shop in Nakulnar, provided electric wires, explosive substances, and other items for the IED blast carried out by CPI-Maoist cadres. Accused Ramesh Kumar Kashyap alias Ramesh Hemla (ex-sarpanch of Kakadi village) and Kumari Linge Tati were instrumental in providing logistic support to the Maoists and were part of the conspiracy which led to the killing of Mandavi and four security personnel”.

Ten persons, including five women and a minor girl, were injured after they were beaten up by Communist Party of India-Maoist (CPI-Maoist) cadres for supporting development activities in Chikpal village under Katekalyan Police Station limits in Dantewada District of Chhattisgarh on August 19, reports The Pioneer. The Superintendent of Police (SP) Abhishek Pallava said, a group of 25 to 30 armed Maoists assaulted over 20 villagers with sticks and butt of their guns. The residents of the village had also taken part in Independence Day celebrations at Marjum village, located in a Maoist-stronghold, where the national flag was hoisted after 30 years, the SP informed. The SP also said that the District collector had visited the village last month and assured to take up development works there. On the collector's direction, women in villages of Dantewada formed groups and nominal funds were given to them to carry out various activities in their villages. A group of 10 women in Chikpal was managing meals given to children at the local anganwadi centre among other works. On learning about these activities, Maoists attacked more than 20 villagers, of whom 10 were injured and admitted at a local health centre, the official added.

On March 21, in an encounter with Police near the forests of Minpa village in Sukma in which 17 Security Forces (SFs) were killed. Two days after the encounter, the Maoists released a press note and claimed that three of their cadres also got killed in the encounter. The IGP said, “On September 8, a joint operation was launched by Sukma Police from Bheji and Elarmadgu camp towards Pentapad-Entapad jungle area based on an intelligence input about the presence of CPI-Maoist cadres of Konta/Kistaram Area Committee. After the encounter, we recovered a few letters from the spot. The SFs, while translating one of the letters addressed to a senior cadre from South Bastar Division in Gondi dialect, learnt that the Maoists suffered huge casualties of 23 cadres during the Minpa encounter which took place on March 21, 2020. A couple of days after the encounter, the Maoists claimed through a press release that only three Maoists of PLGA (People's Liberation Guerrilla Army, armed wing of CPI-Maoist) Battalion No 01 were killed by SFs which was not correct.” “We had information that around 30 Maoists were killed in the encounter and now the letter corroborated the fact. The Bastar Police in Chhattisgarh on September 15, launched a campaign to counter Communist Party of India-Maoist (CPI-Maoist) propaganda in the region and to expose the organisation’s anti-development face and violent ways, reports Outlook. The drive, called ‘Bastar tha matta’ and ‘Bastar cho awaaz’ in Gondi and Halbi dialects respectively, meaning ‘voices of Bastar’, will see Police use posters, short films, audio clips and other popular methodologies to highlight Maoist atrocities, said a Police official. Inspector General of Police (IGP, Bastar range) Sundarraj Patilingam said, “Addressing challenges of Left Wing Extremism (LWE) is on top of the priority list of Bastar Police for the last two decades. Over these years, the local police with the help of central paramilitary forces like CRPF, BSF, ITBP and SSB have made deep inroads into erstwhile strongholds of CPI-Maoist.” The IGP also added, “the popular three-pronged strategy, namely “Vishwas, Vikas and Suraksha” (trust, development and security), of the Security Forces (SFs) has yielded positive results in Bastar. In addition to the ongoing offensive operations against the red guerrillas, there is strong need to expose the real and ugly face of the Maoists. For that, we have launched this counter-propaganda psyops (psychological operations) against Maoist misdeeds.”

In 2019, 46 civilians had been killed. Police officials claim Maoists are acting out of desperation due to the Covid-19 pandemic. Bastar Inspector General (IG) Sundarraj Patilingam said that since the Covid-19 lockdown in March, the police have increased their outreach and thus Maoists are lashing out. “They are acting out because several cadres have surrendered. Despite adverse conditions, district authorities and the police have helped and led to the development of villages, building trust between villagers and the authorities. This is disconcerting for them, so they are trying to terrorize villagers,” the IG said.

NIA filed the charge sheet in a special NIA court at Jagdalpur in Bastar District of Chhattisgarh. The NIA spokesperson said, of the 33 accused, six have been arrested, 22 are absconding and five have died. The arrested persons are – Madka Ram Tati, Bhima Ram Tati, Linge Tati, Laxman Jaiswal, Ramesh Kumar Kashyap and Haripal Singh Chauhan – all residents of Dantewada District.

A self-styled Communist Party of India-Maoist (CPI-Maoist) ‘commander’, identified as Madkam Ramesh alias Gonche Ramesh (50) has died due to suspected coronavirus (COVID-19) infection in Dantewada District of Chhattisgarh on October 3, reports Outlook. The Superintendent of Police (SP) Abhishek Pallava said as per preliminary information, Ramesh, a member of the ‘Kerlapal area committee’ of the CPI-Maoist, was showing symptoms of the infection and died eventually. “He was reportedly suffering from fever and breathlessness following which he was shifted by the ultras from Kerlapal to his native Jagargunda where he succumbed. According to villagers, he was showing symptoms of COVID-19 though inputs suggest he was not tested for it. Any sudden death with fever and breathlessness is deemed to be a suspected COVID-19 death till tests are done”, the SP said.

Five Communist Party of India-Maoist (CPI-Maoist) cadres were killed by their colleagues in Bijapur District of Chhattisgarh over the last two weeks, said the Inspector General of Police (IGP, Bastar range) Sundarraj Patilingam on October 6, reports Hindustan Times. The IGP said these killings are the fallout of an ongoing rift within the CPI-Maoist over recent killings of civilians by some Maoists in south Bastar. IGP Sundarraj added that on October 2 a Maoist leader Modiyam Vijja was shot dead by his subordinates, as reported by SATP earlier. Likewise, the Maoists killed five more fellow cadres identified as - Sandip alias Budhram, ‘janmilitia platoon section commander’, carrying a cash reward of INR 100,000; Lakhu Hemla, ‘jantana school in-charge’, carrying a cash reward of INR 300,000; Santosh, head of Dandakaranya Adivasi Kisan Majdoor Sangthan’, carrying a reward of INR 300,000; Dasru Mandavi, Jantana Sarkar President’, carrying a reward of INR 100,000; and Kamlu Punem, ‘militia platoon commander’, carrying a reward of INR 100,000 on their heads respectively.

The note, issued by Communist Party of India-Maoist (CPI-Maoist)’s ‘Dandakaranya Special Zonal Committee (DKSZC)’, claimed to have killed 12 ‘gopaniya sainik’ or surrendered cadres deployed by the Police in villages; five ‘coverts’ or active cadres working for the Police; and eight alleged ‘Police informers’. “The information the Police are spreading about infighting is completely bogus. The officials,on November 16, said that Chhattisgarh Chief Minister (CM), Bhupesh Baghel, in September 2020, wrote a letter to Union Home Minister (UHM) Amit Shah and urged him for deployment of seven battalions of (CRPF) in Bastar region-- sanctioned in 2018-- and also for installation of mobile towers.“Taking cognisance of the demand, the union home minister has decided to send five battalions as soon as possible,” said a senior official privy to the development.The official further stated that CM,Baghel wrote a letter to home minister Amit Shah, on November 12, and thanked him for accepting the demand and also made some suggestions to eradicate Maoism from Bastar region.“Out of the seven additional CRPF battalions allocated to the state in 2018, five battalions were immediately directed to be deployed in the Bastar region. As per the information I’ve received, a special recruitment rally for Indian Army is being considered in Bastar division in March 2021 to provide employment opportunities to the youth of Bastar while giving them a chance to render a national service. With your kind initiative on both of these subjects, we will reach a decisive edge in the anti-Naxal campaign,” CM, Baghel stated in his letter.

The Chhattisgarh Government on December 23 said 216 Naxals[Left Wing Extremists, LWEs] have been killed in encounters with Security Forces (SFs) while 966 rebels have surrendered in the State since 2018, reports Outlook.In a written reply to a question, State Home Minister Tamradhwaj Sahu informed the Assembly, “216 Naxals were killed and 966 surrendered from 2018-19 till November 30 this year.” During this period, the highest number of Naxal deaths were reported in Sukma District (82), followed by Bijapur (46), Dantewada (30), Rajnandgaon (17), Narayanpur (16), Bastar (7), Dhamtari (7), Kanker (6), Kabirdham (3) and one each in Gariabandh and Kondagaon Districts. Of the 966 cadres who surrendered, 333 laid down their arms in Sukma, 300 in Dantewada, 164 in Narayanpur, 77 in Bijapur, 46 in Kondagaon, 36 in Bastar, 7 in Rajnandgaon and 3 in Kanker.
