The Director General of Police (DGP), Vishwa Ranjan said that the State Government has planned to raise an Anti-Terrorism Squad (ATS) by training 1,000 Policemen to tackle terrorists. "We have decided to convert State Police's third battalion into an Anti-Terrorism Squad (ATS) that will be purely used to tackle terror attacks," he said, adding, "The ATS commandos will be kept ready purely for anti-terror operations and to be employed in operations against Maoists only in emergency cases." The DGP also said that the ATS commandos, selected from Policemen below 30 years, will be given "tough training in a phased manner in the State, and then the central Government will be requested to arrange their highly specialised commando training".

The Chhattisgarh Governor, E. S. L. Narasimhan, said on January 5 that the State Government would set up an Anti-Terrorism Squad (ATS) and also take a slew of other measures to strengthen the security apparatus to effectively fight terror and the Maoist threat, Zee News reported. Addressing the first session of the newly-elected State Legislative Assembly, he termed terrorism and left-wing extremism as the worst internal security problems being faced by the country today. He also said the proposed ATS, which would consist of highly trained commandos, would be deployed at the State as well as the District headquarters. He also said the State Government had decided to convert a Chhattisgarh Armed Forces battalion into a Commando unit. Narasimhan said the Government would also establish Anti-Terrorist Control Rooms and Analysis Group at the State and District headquarters to compile, analyse and share information relating to terror elements with the Security Forces of neighbouring States and Central agencies.

Reviewing the progress of the Pradhanmantri Gram Sadak Yojana (PMGSY, Prime Minister’s Village Road Construction Scheme), the Minister for Panchayat (village-level self-Government institution) and Rural Development, Ram Vichar Netam, said in capital Raipur the State Government is facing difficulties in implementing the PMGSY in the Communist Party of India-Maoist (CPI-Maoist) affected areas, leading to delay in taking up construction of 441 roads in the State, reports Indian Express on January 7. “Construction of roads in remote Naxalite (left-wing extremist) areas has to be taken up on a priority basis. We will seek the help of Police and para-military personnel to provide Security cover, wherever necessary,” Netam said. More than INR 3.09 billion has been earmarked for the construction of these 441 roads under the PMGSY in the Maoist affected areas but the work either did not begin, or had to be abandoned at some places following threat from the insurgents.

About 50,000 innocent tribals in my constituency alone have migrated to neighbouring Khammam District of Andhra Pradesh since June 2005 when the fight between Salwa Judum [anti-Maoist vigilante movement] cadres and Maoists began. Due to fights between Salwa Judum cadres and the rebels, the local weekly market system, which was a lifeline for the entire Dantewada District, has almost become non-existent,” he said.

Quoting the Director General of Police of Chhattisgarh, Vishawa Ranjan, Times of India reported on January 12 that commandos of the Anti-Terrorism Squad (ATS) of Chhattisgarh, which came into existence on January 10, will not only tackle terrorist attacks like those witnessed in Mumbai, but will also be employed for anti-Maoist insurgency operations during any emergency. He said, "ATS came into existence January 10. The ATS commandos are now ready to respond to any terror challenge at very short notice," adding, "tough training" will be provided by the State Government to the commandos in a phased manner. In addition, the central Government will be requested to provide their "highly specialised commando training". Commandos up to the age of 30 years will be employed in the ATS. Chhattisgarh Police has said the CPI-Maoist cadres are recruiting minor girls as part of a stepped-up drive to get members for the Krantikari Adivasi Mahila Sangh, a women's wing of the CPI-Maoist. "Maoist militants are now on a stepped-up drive to recruit minors, mainly female adolescents, because it's easier to brainwash them. The forced recruitment drive in the Bastar hinterland is now basically to fill up hundreds of slots vacated due to mass desertion of Communist Party of India-Maoist cadres due to relentless Police pressure and exposure of the myth of Maoist ideology," Pawan Deo, a senior Special Intelligence Branch officer said. The Director General of Police, Vishwa Ranjan, stated that, "some 30 percent or 15,000 of a total of 50,000 armed rebels are female insurgents who actively participate in carrying out major strikes against civilians and Police forces."

The Communist Party of India-Maoist (CPI-Maoist) killed 241 people, including Policemen, in Chhattisgarh between January 1, 2008 and January 12, 2009, said the Home Minister of Chhattisgarh, Nankiram Kanwar, in a written reply to the State Legislative Assembly on February 3, IANS reported. Addressing the State Legislative Assembly on February 10, the State Home Minister, Nankuram Kanwar, said that about 480 people have been killed in 1,190 incidents of violence involving the Communist Party of India-Maoist (CPI-Maoist) between April 2007 and January 15, 2009 in Chhattisgarh, PTI reported. "277 civilians, 49 SPOs (Special Police Officers) and 154 Policemen were killed in incidents of CPI-Maoist violence during the period," Kanwar said. During the current financial year till January 15, 2009, there had been 556 Maoist related violence in the State, in which 54 Policemen have been killed, he added. During this period, the Maoists have blown up as many as 62 mobile telephone towers in six Maoist-affected States. Sources in the Union Ministry of Home Affairs (MHA) said the highest number of towers, 20, was destroyed by the Maoists in Chhattisgarh where during 2008 alone 14 mobile telephone towers of both private and Government networks were attacked by the insurgents. In Bihar, the Maoists blew up 14 towers in 2008. Four other States which faced Maoists attacks on mobile telephone towers are Orissa, Jharkhand, Andhra Pradesh and Maharashtra. "Maoists believe many police informers use mobile network to inform security forces about their movement and activities which resulted arrest of several of their leaders and that is why they try to target the towers," an unnamed official said. Jharkhand, which did not see any attack on mobile towers till 2007, saw nine such attacks which disrupted the communication network in several Maoists-affected regions. In 2005, the Maoists had blown up eight mobile towers while in 2006, they targeted just five. Further, in 2007, the Maoists destroyed six mobile towers and in 2008, 43 towers were attacked.

A man narrated a pathetic story about how and where Maoists wiped out his entire family Tuesday in an interior village of Kanker District and then also cremated their bodies,” the Director General of Police (DGP) Vishwa Rranjan told reporters. He said Police reached the village on August 14 and found four members of the family and took two of them to a local Police station, where they were interrogated. It was found that the whole massacre story was fabricated to make Policemen rush to the crime scene so that Maoists could ambush them. Ajay Yadav, the Kanker District Superintendent of Police, said Police would have suffered heavy casualties if they had reacted to massacre complaint urgently, as it was intended to take the troops to forests where Maoists were probably waiting to ambush them.

The highest number of incidents of violence has taken place in the four worst-affected States - Chhattisgarh, Bihar, Jharkhand and Orissa - where 2,212 people lost their lives from January 2006 to August 2009. "We have witnessed more than 5,800 incidents of Naxal violence across the country during the period forcing the Government to announce a new strategy to deal with the menace which is growing at an alarming pace in many States," an unnamed home ministry official said. In Chhattisgarh, 388 people were killed by the Naxalites in 715 incidents in 2006. While 369 lost their lives in 2007, another 242 were killed in 2008. In 2009 till August, about 180 people lost their lives in the State. 124 people were killed by Naxalites in 2006 in Jharkhand, 157 people in 2007 while another 207 lost their lives in 2008. In 2009 till August, about 150 people were killed by the Maoist insurgents.

The Communist Party of India-Maoist (CPI-Maoist) have held up construction work at more than 350 road sites in the Bastar region of Chhattisgarh, an official said on October 19. “At least 350 road construction projects under Prime Minister's Rural Roads Scheme were held up in Maoist violence-hit Bastar region, mainly in Dantewada, Bijapur and Kanker Districts. It is difficult to continue the work due to violence,” an official in the panchayat (village-level local self Government institution) and rural development department told IANS. The projects amounted to INR 10 billion. The contractors had told District Police authorities that they were finding it difficult to carry on construction work due to Maoist intervention. According to Police, the Maoists have set ablaze at least 65 vehicles in 2009 alone in Bastar that were engaged in road construction projects. Several officials and workers who were carrying out construction work were abducted by the extremists and set free only after they guaranteed not to return to work.

The central intelligence has warned the States of Andhra Pradesh, Tamil Nadu, Chhattisgarh and Orissa on the alleged intrusion of the LTTE into Indian territorial waters. The incident took place in the Bhopalpattanam area, more than 500 kilometres from State capital Raipur, in Bijapur District late in the night of October 26. A local hosiery shop owner, Sheikh Ahmed, 44, was abducted early this month and his dead body was recovered alongside a road in Bhopalpattanam area, Police officials told IANS. Police found some pamphlets at the incident site where the body was dumped which stated the trader was acting as a Police informer for several years. The deceased originally belonged to Sironcha locality in Maharashtra that shares a border with Bhopalpattanam. Police claim that cases of civilians being killed by Maoists on charges of being Police informers have been on the rise in Chhattisgarh in the recent months.

According to the Police, approximately 60 heavily-armed extremists entered Manjhi’s home in the Chindgarh village at midnight. The extremists allegedly took Manjhi, his brother and nephew to a nearby field. "The rebels, it seems, slit the throats of Manji, his brother, Pileshwar, 37, and nephew Livir," said an unnamed Police officer in Dantewada. The villagers discovered the bodies in the field early in the morning of October 30. Pileshwar was a panchayat (village level local self Government institution) secretary in Kirkirpal village panchayat. Chidambaram has promised, according to Hindustan Times. Calling "Operation Green Hunt", a proposed armed offensive against Maoists, "a pure invention of the media", Chidambaram said, "There is no Operation Green Hunt. Name the officer who has said there is and I will take action against him." In an interview with Tehelk a magazine, Chidambaram said categorically, "I haven't seen a single paper or document in the home ministry with the phrase 'Operation Green Hunt'. It's a pure "invention of the media." He said the State Police, assisted by paramilitary forces and intelligence, would in the months ahead "reassert control over areas where, regrettably, the civil administration has lost control". The minister denied that the Government was calling in the Army or the Rashtriya Rifles to flush out Maoist guerrillas in Bihar, Chhattisgarh, Jharkhand and Orissa. Asked why the Government was not taking tribals into confidence and isolating Maoists instead of raising a military offensive against them, Chidambaram said, "Instead of arguing over who is responsible for the violence or who should stop the violence, why don't the Maoists heed my appeal and say, 'yes, we will halt the violence and let us hear the home minister's response'." "Give me two or three days to respond, because I need to consult others in government, both at the Centre and the states. Once they say, they will halt the violence and they actually do, between their statement and my response which will surely come in about 72 hours," he added. "You will find that I am in a position to respond in a manner where violence can be ended once and for all and development can take place, and talks can also be held with the (Communist Party of India) CPI-Maoists. But the first step is for them to say, 'we halt the violence'," the Home Minister said in the interview to be published in its latest issue. Asked whether the Government was taking control of mineral-rich land and securing it for private companies through MoUs, he responded by saying, "The MoUs have been signed over a period of time with different governments, long before Maoist violence rose to this level. Nevertheless, I am prepared to request Prime Minister (Manmohan Singh) to freeze the MoUs and order a comprehensive review of all MoUs that have been signed in Jharkhand, Chhattisgarh, Orissa and south Bihar before deciding which MoUs should be implemented - with or without modification. I am prepared to request the prime minister to do that." He said he was ready to facilitate talks on forest rights, industrialisation, land acquisition and development with State Governments.

"The per year extortion earnings of Maoists is up to Rs 2,000 crore, with Jharkhand being the top contributor," Ranjan, a former additional Director of the Intelligence Bureau (IB), told IANS in an interview. "This is a 'guesstimate' based on cash books and other vital papers recovered by Police from Maoists in recent months." Ranjan said a major chunk of the extortion money comes from iron ore and coal businessmen, contractors of roads and other infrastructure projects who have business activities in areas infested by Maoist rebels and tendu patta businessmen. Tendu patta is the leaf used for making 'bidis' or leaf-rolled cigarettes, a business worth millions in the Bastar region. "Around 20 percent of the amount extorted is siphoned off by grassroots Maoist cadres who pass on the remaining 80 percent to the top leadership of the banned CPI-Maoist," claimed the DGP. "The CPI-Maoist uses the extortion amount for smuggling ammunition even from some foreign countries, party meetings, boosting urban network and to care for a vast publication section, including a set of experts who manage the Maoist website, plus funding its legal cell that takes care of court cases against thousands of jailed Maoists across the country." He also denied reports that the Security Forces would carry out aerial attacks on Maoist bases in the state. "The forces would not make aerial attacks in Chhattisgarh as Maoist areas are so thickly forested that you can't spot the ground from the air," he said. "There will be no aerial pounding on Maoist bases in Bastar, choppers will be used mainly for evacuation and taking out injured cops to hospital from the battle zone," the officer added.

The documents reveal among other things infiltration guidelines to penetrate and extract information from the Army, the Police forces and other central agencies. The Police officer admitted that the Indian Government forces have never been able to apprehend so far, “someone who at a higher echelon of their intelligence service.” Recently, however, police arrested three alleged Maoist spies. The State has three battalions of Central Paramilitary Forces and Policemen have been provided with necessary training and sophisticated weapons. There has been a spurt in Maoist activities in Gadchiroli District. At least 17 Policemen were killed in a Naxal attack in Bhamragarh taluka (revenue division) of the District in October. A young road contractor was killed by a group of Naxalites on November 25, he said. The minister informed the House that 52 Policemen were killed by Naxalites between February and May 2009. The extremists were also disrupting developmental activities and terrorising contractors working in deep forests. There have been instances of the extremists snatching arms and ammunition of Forest Department officials while they were on patrolling duty, he added. As part of streamlining and strengthening the Police force in Gadchiroli, the worst Naxal-hit district has been divided into two parts - Gadchiroli and Aheri, Patil said. About 2,355 new posts of Policemen are being created for the newly set up Gadchiroli Police range. State Reserve Police Force (SRPF) Group No 13, based in Nagpur, will be shifted to Gadchiroli to beef up anti-Naxal defence, he said. Policemen in the newly created range will be equipped with motorcycles, binoculars, bullet-proof jackets, night vision goggles and anti-landmine vehicles among other equipment. Efforts are also on to procure a helicopter, the Minister said. The Government was providing INR five lakh compensation each to the families of those killed by Naxalites on suspicion of being Police informers, he said. Unemployed local youths in the 23-40 age group are being recruited on a priority basis in Police force to deal with the Naxal menace, Patil stated. Policemen posted in Naxal-infested areas are paid one and half times more salary due to difficult condition they operate in. They are also given 30-day special leave and additional allowances, the Minister said.
