A Pakistani national, identified as Mohammed Hussain alias Julfikar Ali, who was on death row since 2006 until the Supreme Court set aside his conviction and ordered his retrial in August, 2012, was acquitted by a Sessions Court in New Delhi on January 4, reports The Hindu. The court noted “substantial lapses” in the Delhi Police investigation into the 1997 blast in a Blueline bus near Punjabi Bagh in West Delhi killing four persons and injuring 24. Among the lapses, Additional Sessions Judge Pawan Kumar Jain found that the Delhi Police did not prepare a site plan, did not consider taking photographs of the inner portion of the bus, exhibits lifted from the spot were not sealed and no effort was made to prepare the sketch of the suspect. “The prosecution has failed to bring home the guilt of the accused beyond the shadow of reasonable doubt,” the Judge said.

November 26, 2008 (26/11) Mumbai (Maharashtra) attack handler and Lashkar-e-Toiba (LeT) operative, Sayed Zabiuddin Ansari alias Abu Jundal has been shifted to the bomb- and bullet-proof yard which was built to protect the now hanged 26/11 attack’s perpetrator Ajmal Kasab, reports The Asian Age. According to highly-placed sources, Jundal was escorted from New Delhi’s Tihar Jail to Mumbai’s Arthur Road Jail in a secret operation on February 5. Inspector General (Prisons) Vinod Lokhande said, “Jundal was moved to Arthur Road Jail on Tuesday evening. We have put in place security arrangements almost equivalent to what Kasab had been given.”

Parliament House attack (December 13, 2001) case convict Afzal Guru was hanged to death at Tihar Central Jail in New Delhi at 8am on February 9 (today), reports The Hindu. “Afzal Guru was hanged at 8 am,” Union Home Minister Sushilkumar Shinde said shortly after the execution of the Jaish-e-Mohammad (JeM) militant. President Pranab Mukherjee had rejected Afzal Guru’s mercy petition recently. Guru was sentenced to death by the Prevention of Terrorism Act, 2002 (POTA) court on December 18, 2002, and this sentence was upheld through appeals in the Delhi High Court and the Supreme Court (August 4, 2005). On December 13, 2001, five heavily-armed gunmen stormed the Parliament complex and opened indiscriminate fire, killing nine persons. They included five Delhi Police personnel, a woman Central Reserve Police Force (CRPF) official, two Parliament’s watch and ward staff and a gardener. A journalist, who was injured, died later. All five terrorists were shot dead. Union Home Secretary R K Singh told reporters that the family of Afzal Guru has been informed about his hanging by the Tihar authorities through speed post and the Jammu and Kashmir government was taken into confidence before his execution, adds The Times of India. "They (Tihar jail authorities) intimated the family through speed post, registered post and the DG (Director General of Jammu and Kashmir Police) has been told to check with the family whether they got it or not," Singh said. "We are not having any apprehension anywhere in the country. In Jammu and Kashmir, the state government is taking steps. We are in touch with them," the Union Home Secretary said. Without giving details, Singh said security has been intensified in some areas.

Key November 26, 2008 (26/11) Mumbai (Maharashtra) attacks handler Abu Jundal has moved a Delhi court seeking discharge from the Jama Masjid (Delhi) blast case on the ground of ‘illegal investigation and court proceedings’, Deccan Chronicle reports on February 15.. An application moved in the court of Additional Sessions Judge Asha Menon said, "Under the scheme of the Unlawful Activities Prevention Act (UAPA), under which he has been booked, a magistrate has no power to remand the accused either in police or judicial custody, or take cognisance of offences or commit the case to sessions." Besides Jundal, seven Indian Mujahideen (IM) operatives - Adil, Mohd Irshad Khan, Kafeel Ahmed, Basheer Ahmed, Mohd Shakeel, Aftab Alam and Kamal, accused in the Jama Masjid blast case and also various terror attacks across India have sought to be discharged saying Delhi Police and the magisterial court have failed to follow the scheme of UAPA.

Tihar jail (in Delhi) authorities on March 15 were directed by a special National Investigation Agency (NIA) court in Delhi to produce Indian Mujahideen (IM) operatives Syed Maqbool and Imran Khan before it on March 16, reports The Times of India. NIA will once again take the custody of these two who had recceed Dilsukhnagar in Hyderabad (Andhra Pradesh), to confront them with Lashkar-e-Toiba (LeT) operative Obaidur Rehman. The agency took Rehman's custody on March 13, in connection with the Hyderabad blasts. It has already questioned Maqbool and Imran once in connection with the blasts. According to sources, NIA told the judge that the operatives had given conflicting statements to them during separate interrogations and needed to be interrogated together, Deccan Herald reports on March 15. The two have been in judicial custody at Tihar jail, after Police arrested them for the August 1, 2012 Pune (Maharashtra) blasts.

The National Investigation Agency (NIA) on May 15 opposed the bail plea of suspected Hizb-ul-Mujahideen (HM) militant Liyaqat Shah in a Delhi court which allowed it to take his DNA samples on May 16 (today), reports Daily Excelsior. During the hearing, the court also reserved its order for May 17 on the bail plea of Liyaqat. The NIA opposed his plea saying that he has been booked under the provisions of Unlawful Activities (Prevention) Act (UAPA) and for offences under various Sections, including waging war against the country, of the Indian Penal Code (IPC). Liyaqat is presently lodged in Tihar jail in Delhi and is in judicial custody till May 18. Liyaqat was arrested by the personnel of the Special Cell of Delhi Police on March 20, 2013, while crossing the Indo-Nepal border in Gorakhpur in Uttar Pradesh with his family. The special cell of Delhi Police later said that Liyaqat, a resident of Jammu and Kashmir (J&K), had told his interrogators that he is a trained militant of HM and was settled in Muzaffarabad in Pakistan occupied Kashmir (PoK). Police had said that Liyaqat and his associate Manzoor, a resident of J&K, were directed by top ranks of HM to carry out terror attacks in Delhi, especially a suicide attack at the time of Holi. It had said that based on inputs given by Liyaqat, a huge consignment of arms, hand grenades and explosive material were recovered from a guest house in Jama Masjid area in Delhi. It had said that his associates, including Manzoor, are absconding. J&K Police, however, had supported the claims of the family of Liyaqat that he was a former militant who had surrendered before Sashastra Seema Bal (SSB) on the Nepal border and was in a group returning from PoK under the rehabilitation policy.

Sharma and attempting to cause [the] death of Head Constables Balwant Singh and Rajbir Singh by firing [at] them. He is also found guilty of assaulting Police officers and obstructing them from doing their duty,” Additional Sessions Judge Rajender Kumar Shastri said, pronouncing the verdict. Dawood was identified as the kingpin of the racket. Delhi Police also revealed details about Dawood Ibrahim’s addresses in Pakistan, adds Zee News. Dawood and his aide Chhota Shakeel are "controlling the fixing and betting market" in cricket in India from safe houses in Karachi (provincial capital of Sindh) and Islamabad, the Police said in the chargesheet. Lashkar-e-Toiba (LeT) terrorist, Abdul Karim Tunda, one of India's 20 most wanted terrorists, was arrested by the Special Cell of Delhi Police from the Indo-Nepal border on August 16 and produced at a Delhi court on August 17, reports NDTV. Tunda is accused of masterminding over 40 bomb blasts in New Delhi, Panipat, Sonepat, Ludhiana, Kanpur and Varanasi between December 1996 and January 1998 that left 21 persons dead and over 400 injured. Sources said Tunda had been guiding the banned Students Islamic Movement of India (SIMI) which later turned into Indian Mujahideen (IM). He is also accused of motivating the Rohingya Muslims in Myanmar to perpetrate attacks against the Buddhists there. In the dossier handed over to Pakistan after the November 26, 2008, (26/11) Mumbai (Maharashtra) attacks, Tunda was ranked 15. The dossier also claims he is connected to Jaish-e-Mohammed (JeM) and Jamat-ud-Dawa (JuD) apart from LeT. Tunda allegedly indoctrinated into terrorist activities by Inter Services Intelligence (ISI) in the eighties, was trained in making improvised explosive devices. After the serial blasts, Tunda allegedly fled to Bangladesh where he came under direct command of LeT ‘chief’ Zaki-ur-Rehman Lakhvi. He soon became LeT's top bomb maker.

On November 18, Delhi Police's Special Cell filed a 125 supplementary chargesheet in the Indian Premier League (IPL) providing details of properties, hawala (Illegal money transactions) and details of conspiracy against 39 accused, including former Rajasthan Royals players S. Sreesanth, Ankeet Chavan and Ajit Chandila, reports The Times of India. The fresh IPL chargesheet, sources say, claims that many bookies, including main Dawood Ibrahim aide Ashwini Aggarwal alias Tinku Mandi, have made crores through fixing. The chargesheet gives a meticulous account of meetings of fixers with the cricketers at different venues - hotels, stadiums, clubs, personal accommodations and airports. The details include CCTV footage running into several hours, documents and transcripts of interception of phone numbers of cricketers, bookies and underworld don Dawood Ibrahim and his aide Javed Chautani. The documents attached with the chargesheet - including CFSL reports of voices of cricketers, bookies, forensic evidence proving presence of fixers, call details records (CDRs), documents showing fake IDs used to procure SIM cards by bookies/fixers - run into over 1000 pages. "In this chargesheet, we have proved the physical presence of bookies/fixers with the three cricketers at various places and given the sequence showing that matches were fixed and money was paid (to three cricketers)," said a senior officer.
