A higher secondary school teacher, identified as Iqbal Rafique of Tura Christian Girls’ School in Meghalaya, was abducted by unidentified militants on February 1, from Mankachar in Dhubri District, reports The Shillong Times. The family of the victim later received a call from an unidentified individual speaking in Bengali, asking for a ransom of INR 5 million. Operations have been simultaneously launched in Mancachar region of Haat Singimari sub-division in Assam, and the bordering areas of South West and West Garo Hills Districts of Meghalaya in search of the victim.

Suspected armed militants of National Liberation Front of Tripura (NLFT) and Bru militants abducted two individuals identified as Hokum Singh and Mohammad Buizul Islam, working under the Border Roads Task Force (BRTF) from a place between the abandoned anti-poaching camp of the state environment and forests department at Chikha and Tuipuibari village inside the Dampa Tiger Reserve on the Mizoram-Bangladesh border in Mamit District on February 2, reports The Times of India. He was released at an unspecified location near the India Bangladesh border. The abductors had first demanded INR 1.5 million as ransom but later reduced it to INR 500000 and ten ladies wrist watches. There had been ten incidents of abductions in Mizoram since 2011, and except for a single case of kidnapping at Mizoram-Assam border Kolasib District, all the abductions occurred in the Mizoram-Bangladesh-Tripura border Mamit district.

Assistant teacher of Tura Christian Girls’ Higher Secondary School, Iqbal Rafique, who was abducted on February 1, 2015, was released on February 5, reports The Shillong Times. According to West Garo Hills Police, a former militant of the Breakaway faction of Achik National Volunteer Council (ANVC-B), identified as Silgrak Sangma was arrested on February 4 near the Nehru Park area in Danakgre in West Garo Hills in connection with the abduction. A 9 mm pistol with five live rounds of ammunition was also recovered from his possession. The former militant had come to pick up the ransom in exchange for Rafique, along with two others who managed to escape. Later an amount of INR 500000 meant as ransom was also recovered from the family of the victim. It is unclear if any ransom was paid to the abductors.

The abductors informed the BRTF officials posted in Mizoram-Bangladesh border’s West Phaileng village in Mamit District that they would have to pay ransom. However no amount was mentioned by the abductors. Hokum Singh and Mohammed Buizul Islam were abducted on February 2 by suspected Bru Democratic Front of Mizoram (BDFM) and National Liberation Front of Tripura (NLFT) militants. Meanwhile, Mizoram Home minister R Lalzirliana warned that the state government might take strong action against the abductors if they continue to keep the abductees in captivity for long.

Chang and Yimchungrü tribes have been engaged in bitter fight over some land dispute in Tuensang town since November 2014 and in a recent clash two people were killed on February 6. In the first instance, Police raided Arenggre village in Betasing and rescued Sudhir Haldar (63), a construction manager with a Garo Hills based company and arrested three gang members. Haldar was abducted on May 28 while visiting Hajongpara village in Betasing block. The three arrested men have been identified as Newbirth Marak (21), Phang Sangma (18), and Emlath Sangma (18) all hailing from Jelbongpara village of Betasing. Following their arrest, a second operation was launched the same night at Chondon Nokatgre village of Betasing to nab LAMA Chief, Goran who however escaped. The operation led to the rescue of another trader identified as Hafizur Rahman. Rahman is a resident of Fekamari village in South Salmara, Dhubri District of Assam. He was kidnapped while travelling through Garo Hills. The new militant group LAMA is headed by former A'chik Matgrik Elite Force (AMEF) ‘action commander’ Goran.

Yesterday, the AMEF had sent an email to the media saying members of the outfit who had deserted the ranks were involved in the abduction. Five cadres of the AMEF had recently deserted the outfit. They are Basrang M. Sangma alias Asilang from Hatimarini village, Niksrang Ch Marak alias Rarik from Lower Sambrak, Sengrak Marak alias Saljatchi from Rimrangpara Gagagre, Chiseng Sangma alias Guare, also from Lower Sambrak, and Beltush Sangma from Rongmatchu village. The militants stopped the bus and asked everyone to disembark before choosing 16 targets, all of them from a particular community. Of the 16, seven were allowed to go. Sources said the bus driver reported the matter to the Police at Rongmil in North Garo Hills, who later visited the spot. The next day, the driver also reported the incident at Wageasi outpost. According to Police, Waseem Ahmed, of the BSC C& C construction company was rescued after a daring raid on the hideout of United Garo Security Force (UGSF), a newly formed outfit. “After the exchange of fire with the militants, the kidnapped person was rescued. Arms were recovered from the encounter site,” Inspector General of Police (IG, operations), GHP Raju, said. In total six militants of UGSF were arrested during these operations. “Today evening the police got breakthrough and raided UGSF camp in Gabil area,” Raju added. Assam Rifles (AR) on October 12 claimed it rescued three Naga youth who were kidnapped by the banned Khaplang faction of National Socialist Council of Nagaland (NSCN-K) for forced recruitment in August from villages of Peren District. According to a press statement from Public Relations Officer (PRO) AR, Kohima, the youths, which included minors, were “deceitfully lured on the pretext of providing civil employment” in Dimapur by one Seiminthang Kuki and Lamang Kipgen, said to be NSCN-K cadres. The AR maintained that the youths were then transported to NSCN-K training camp across the border into Myanmar. However, before the youths were “plunged into ruined destiny of death and destruction by NSCN-K leaders,” all three were successfully rescued by the 18 AR, the press statement stated. The rescued boys have safely reached home, the AR also informed.

Meghalaya Police Chief Rajiv Mehta said, "We have recovered the body of Intelligence Bureau officer Bikash Singh and cloth merchant Kamal Saha, who were kidnapped and killed by A'chik Songna An'pachakgipa Kotok (ASAK) militants, from a forest area in South Garo Hills district". Mehta further said a Police team led by Deputy Superintendent of Police (DSP) Chauenlai Sangma recovered the bodies from a pit about two kilometers from Bolchugre village, bordering Bangladesh, and about 450 kilometers from Shillong. The outfit released a photograph of the official and also asked his family to ensure that the operation was put on halt in November. “If the government doesn’t stop and withdraw the operations against us and others (militants) in the Garo hills region within this week, we will be compelled to shoot the Meghalaya government official who is still in our custody,” the outfit’s joint publicity secretary, Garo Mandei Marak, said in a release. In another release, Marak said, “GNLA is asking the family members of BDO Jude Rangku T. Sangma and the government to withdraw the operations against us immediately from the entire Garo hills region.” The outfit warned that if a Police team arrived at the spot where the official is being held, it would immediately shoot him. “If operations against militants are not put to an end, we will kill the officer and his body might never be found again even for a proper burial,” the outfit threatened, adding, “We won’t hesitate to shoot him.” “To avoid such happenings, we demand the withdrawal of operations from all of Garo hills against us throughout the month of November for his safe release or else we will be left with no options and negotiations,” the release to the family said.

However, one of the victims managed to escape, while Police rescued the other on November 21, report stated. Sources said a fifteen-member armed group swooped down on the village, located near the border outpost. On the same day, angered at the growing instances of abductions in Garo Hills region, a 15,000 strong crowd rallied against militancy. The protesters sought immediate and unconditional release of the two labourers, Shahujdin Sheikh (35) and Soleman Ali (42), who were working as labourers in a firm that is working on a Pradhan Mantri Gram Sadak Yojana (PMGSY) road bear the village when they were abducted. The protesters gave an ultimatum of two days to the ANLA for the release of the two labourers, failing which the people of the region would start operations against outfit. “This is a show of anger at what militancy has done to the region. We absolutely condemn the kidnapping of the two labourers and want them to be released immediately. How much will we bear the brunt of these acts that are making a mockery on normal life,” said one of the protesters at the rally. The whereabouts of coal dealer and Church elder Dinar Syiemlieh, who was abducted from Borsora in South West Khasi Hills (SWKH) District on December 3, is still unknown, reports The Shillong Times on December 7. Concerned over the matter, the Meghalaya Mine Owners and Exporters Association and State Co-ordination Committee of Coal Owners, Miners and Dealers Forum have appealed to the abductors to release him unharmed. In a joint statement issued on December 6, the coal bodies said that it is a matter of concern that there are frequent abductions of people including their members for ransom. The organizations appealed to the abductors of Syiemlieh, who hails from Kulang, to release him unconditionally. They also said that Syiemlieh is suffering from ailments related to thyroid and asthma. The Khasi Students Union (KSU), SWKH unit, meanwhile, urged the abductors to release Syiemlieh before December 10. The KSU also decided to go ahead with the public meeting slated to be held on December 10 at Mawkyrwat, to oppose the abductions and harassment meted out to the people of Mawkyrwat by the Garo militants. In a statement issued to the press, KSU’s SWKH unit general secretary, Forwardman Nongrem alleged that Garo militants are involved in the abduction of Syiemlieh. North Garo Hills Police on December 12, recovered a highly decomposed body partially buried in a shallow grave which is believed to be that of abducted Police Constable Khomraj Bhattarai in Tapa Darengchi area, of North Garo Hills District, reports The Shillong Times. Bhattarai was returning to his duty after availing a home leave when armed Garo National Liberation Army (GNLA) militants stopped the commercial winger vehicle he was travelling on and took him away on November 6. They dragged away Bhattarai and the handyman of the winger, Muslo Hussain, who happened to drive the vehicle on that day. The handyman, who was separated from Bhattarai soon after the abduction, was released unharmed twenty days later. Bhattarai was a Head Constable (Havildar) in the Sixth Meghalaya Police (MLP) battalion and was going to his place of posting in Songsak to resume his duties. The GNLA had tried to distance itself from the incident by issuing a press statement soon after the abduction blaming other groups and criminal gangs for the abduction. One non-local scrap (metal) collector who was reportedly abducted for a ransom of INR two million has been rescued by Imphal West District Police on December 18, reports The Sangai Express. Police teams launched extensive operations and they were able to rescue the abducted man from a hilly area in Longa Koireng. The man rescued from the hands of unidentified armed persons has been identified as one Md Jakir Hussain (33) from Daunpur, Murshidabad District, West Bengal but presently staying at Mantripukhri in the District, informed a source. After rescuing Md Jakir, Police continued the search operations in order to arrest the abductors. Md Jakir Hussain was abducted by two unidentified persons from near Longa Koireng Bridge at around 8 pm on December 17.
