State Chief Minister (CM) Manik Sarkar on January 16 appreciated the current Bangladesh government’s efforts to crack down on militants from the Northeast but added that more could be done in this regard, reports The Telegraph. “The present Bangladesh government has initiated measures to drive away anti-India militants based there. But I think there is scope for more action. I say this, because even now 22 hideouts of outfits banned by the Tripura government exist on Bangladeshi soil. And we have asked the Union home minister and Union external affairs minister to take up this issue with Bangladesh during bilateral talks,” CM Sarkar said.

These frontiers are stable and peaceful,” Sahni told reporters. “We take corrective measures when we find any deficiencies along the borders. Some patches of border with Myanmar in Manipur are being fenced,” he added. On counter-terrorism, he said: “Myanmar has assured India...that Myanmar’s territory would not be allowed to be used by the northeast extremists. Recently, the security forces in Tamu town in Myanmar seized huge quantities of drugs, arms and ammunition (meant) to be smuggled to northeast militants. Senior Communist Party of India-Marxist (CPI-M) leader and editor of party mouthpiece in the State Daily Desher Katha Gautam Das on April 3 stated that militants are active in northern parts of the State, reports Nagaland Post. Gautam Das said, “Outlawed militant outfits were also active in three subs-divisions - Kanchanpur, Longtharai Valley and Gandachara - all in northern Tripura, before and during the elections. But due to the alertness of the people and security forces, they could not do anything violent.” The CPI-M leader disclosed this after the party held a two-day summit in Agartala on March 31-April 1.

Tripura Inspector General of Police (IGP) Nepal Das claimed that due to the current political turmoil in Bangladesh and logistics trouble in the State, National Liberation Front of Tripura (NLFT) is in a state of serious crisis for its survival, leading to surrender of its cadres, reports Times of India. He said almost 90 per cent of NLFT cadres had already laid down arms before security forces in the last two years and the administration was in the process of eradicating militancy from the state. "The common people in interior locations created mass resistance against the militants and they lost complete support base in Tripura," said Das. Referring to latest surrender of NLFT cadre Sanjit Tripura, a resident of Kanchanpur, Das claimed it was clear case of Police's success. "Police compelled Sanjit to surrender and reveal all information about NLFT's plan of action in Tripura," IGP Das said, adding that the State has become a model in the country in combating insurgency and successful implementation of rehabilitation package.

A Home Ministry official on May 6 said that the Mizoram government has agreed to resume the rehabilitation of over 40,000 Bru tribals who had sought refuge in Tripura for about 16 years, reports Tripurainfo. "Mizoram government's core committee on refugee repatriation headed by Parliamentary Secretary for Home Lalrinmawia Ralte last week held a meeting and decided to resume return of refugees this month-end," a Mizoram home department official told IANS. The official said: "The core committee has asked the District administration of the Mizoram's Mamit district to finalise the schedule of the return after discussion with counterparts in Tripura." The official said the Union Home Ministry (MHA) has asked the Mizoram to re-start the stalled rehabilitation of refugees, in coordination with Tripura.

The Shillong Times reports on May 8 that the Mizoram Government has resorted to what it termed as “self-repatriation” approach to take back the Bru refugees languishing in North Tripura for 16 years. A meeting of District level core committee on Bru repatriation and settlement at Mamit on May 7 chaired by Deputy Commissioner, V Lalremthanga discussed the ‘self-repatriation’ exercise scheduled to begin from the last week of May. The first phase of the “self-repatriation” is meant for genuine Mizoram citizens in Asapara and Naisingpara who are “willing” to return. Official sources said the Union Ministry of Home Affairs (MHA) has asked the Mizoram to re-start the stalled rehabilitation of refugees, in coordination with Tripura. According to an official report of the MHA, the Central Government had sanctioned INR 178.6 million to the Mizoram Government during the past two years for the rehabilitation of refugees in their original areas in Mamit District. Meanwhile, majority of Bru refugees in North Tripura District are still reluctant to return to Mizoram even as Mizoram and Tripura Governments, as instructed by the Ministry of Home Affairs, would soon resume the repatriation process, reports Nagaland Post on May 7. President of Mizoram Bru Displaced People’s Forum (MBDPF), A Sawibung said no one in the relief camps, including the MBDPF leaders, were informed about the proposal for fresh repatriation. Times of India reports on May 8 that the Mizo Zirlai Pawl (MZP), the apex Mizo student body, has advised the Mizoram Government not to undertake the repatriation of Bru refugees, proposed to begin by the end of May, unless the refugees promise in writing that they are willing to return to Mizoram. The MZP leaders, while addressing a press conference in Aizawl, said that the Brus migrated from Mizoram to Tripura and settled in the North Tripura District of their own will and refused to return despite the concerted efforts of the Centre and the Mizoram Government.

Chief Minister (CM) Manik Sarkar said that altogether 8,831 militants and their collaborators laid down arms before Security Forces during the period of last one decade, reports Tripurainfo. CM, Sarkar said among the surrendered militants, three persons rejoined their respective militant outfits. He also said that during the period of last three years, Police have achieved massive success in recovering and seizing arms and ammunitions of militants. Altogether, 61 country made guns, one AK-47 rifle, four grenades, three pistols, two revolvers, large number of bullets, empty shells and ammunitions were recovered during the same period. In the year 2011, a total of 25 persons were abducted by the militants and in the year 2012, 10 more civilians were also abducted, said Sarkar adding that among the abducted persons 33 had returned safely. Since, January 2013 to April 15, five more persons were abducted by ultras and one person still remains in their captivity, said Sarkar. Replying to another question CM Manik Sarkar said that altogether 37,526 security force personnel including State Police, Tripura State Rifles (TSR), Central Reserve Police Force (CRPF), Border Security Force (BSF), Central Industrial Security Force (CISF) and Assam Rifles (AR) are working in the State, which is in the ratio of one security person per 98 people of the State.

Chief Minister (CM) Manik Sarkar on June 5 said the problem of militancy in Tripura is not yet rooted out completely, reports The Shillong Times. “The major extremist group currently operating against the state is NLFT (BM) [Biswamohan faction of National Liberation Front of Tripura (NLFT-BM)], with strength of about 130-150 members. They have sophisticated weapons and also expertise in handling IEDs”, CM, Manik Sarkar said. Sarkar further the outfit has as many as 19 hideouts in Bangladesh and four of which are located within 10 km of the Indo-Bangla border. “The group has been trying to make fresh recruitments. Reports also indicate that most of the NE insurgent groups, including NLFT (BM) have formed a common platform called United Forum, which may pose a serious threat to all the NE states and to the country as a whole”, he said. Demanding to provide four additional CAPF battalions and sanctioning two more Indian Reserve battalions (IRB) for Tripura, Sarkar urged the Centre to make diplomatic efforts with Bangladesh Government in effectively tackling extremists currently having their camps in the neighbouring country. In regard to ensure effective border management, Sarkar laid emphasis on speedy completion of barbed wire fencing work along Indo-Bangladesh border. “Tripura has 856 kilometre long international border with Bangladesh of which 673 kilometres has been fenced so far. There is need to speed up efforts for fencing the remaining part of the international border”, he said.

Tripura Finance Minister, Badal Chowdhury has expressed “genuine fears” over revival of insurgency in Tripura and other parts of the Northeast because of the Centre’s policies and deprivation of the region. “It is almost an axiom that poverty and other un-addressed grievances of people create discontent which often degenerates into militancy. I fear that the Centre’s continuous neglect of the northeastern region could lead to a fresh outbreak of insurgency,” Chowdhury said. He pointed out that Centre is backing out of its commitments to fulfil basic needs of Tripura in infrastructure building. “Prime Minister Manmohan Singh had given a clear commitment in 2005 that the Assam-Agartala National Highway 44, the state’s lifeline, would be upgraded to four lanes but this has not happened. The Centre is sitting idle even on the state’s curtailed demand for upgrading the highway to two lanes only. There is virtually no progress in converting the metre gauge railway track connecting Tripura and Barak Valley with Lumding in Assam into a broad gauge. This is a serious matter,” Chowdhury said.

Earlier this week, Nath led a five-member delegation from Tripura to meet Union Home Minister Sushilkumar Shinde in New Delhi. “Shinde told us that the central government sought opinion from the northeastern states in December last year on the proposed empowerment of the ADCs,” the senior Congress leader said. The Sangai Express reports on October 8 that the Coordination Committee (CorCom), a committee of valley based six militant groups of Manipur and the National Liberation Front of Twipra (NLFT) have jointly called an 18 hour general strike in Manipur and Twipra (Tripura) with effect from October 14 midnight till 6 pm of October 15 in protest against the ‘forceful merger agreements’ which came into effect from October 15, 1949 by which Manipur and Tripura was merged into the Indian Union. A joint statement issued by CorCom and NLFT reminded that new Nations arose in Southeast Asia after World War II as colonial empires collapsed eventually. However, the newly independent India, after mastering all the art and tactics of expansionism and colonialism during the long 300 years of British occupation, embarked on a renewed process of colonizing smaller countries located in its neighbourhood; and it was under this policy that Manipur and Twipra (Tripura) were annexed to the Indian Union.

State Director General of Police (DGP), C Balasubramaniam on October 31 stated that the separatist groups from India’s Northeast Regions have their camps in Bangladesh, though the Bangladeshi Security Forces’ have been cracking down on them, reports The Sentinel.Balasubramaniam told reporters, “At present, there are about 15–18 camps belonging to Tripura militants alone in various parts of Bangladesh, especially southeastern region of that country,” According to the police chief, these camps, mostly belonging to outlawed National Liberation Front of Tripura (NLFT), exist opposite to Tripura’s eleven Police Stations in eastern and northern region of the State. “There is no fresh recruitment by the militant outfits in the recent past. If the developmental processes are going on smoothly, terrorism would be washed out from the northeastern States,” he said. He said the militants of various separatist outfits go to the neighbouring country for training and come back to carry out violent activities in the region. “Taking advantage of the hilly terrain, thick forests and unfenced border, Northeast militants trained in the Bangladesh camps cross over into Indian Territory,” the DGP said.DGP also said that the general law and order situation of the State has improved significantly, and insurgency related incidents are down. DGP said, “Extremists are suffering a severe financial crunch. The lower–level cadres of the outfit are frustrated as they are not getting the due financial share and other facilities, forcing them to surrender to the security forces of Tripura.” The Shillong Times adds the DGP saying that The Tripura State Rifles (TSR) and Assam Rifles (AR) have created this second line of defence or resistance guarding Bangladesh border.

Justifying the demand of INR 231.74 crore from14th Finance Commission (FC) beginning from 2015-16 for Policing and security related expenditure, Tripura chief minister Manik Sarkar said the National Liberation Front of Tripura (NLFT) still has at least 19 hideouts in neighbouring Bangladesh, reports Times of India.CM, Sarkar said NLFT is trying to recruit new cadres and extort money for its revival. The militants have become weak and cornered but they are not totally uprooted. "I made it clear to 14th FC that insurgency in Tripura is contained but not eradicated though we have a remarkable success in dealing with militancy," said Sarkar."NLFT is still active in a few locations of the state and they are trying to disrupt the barbed wire fencing on the 130-kilometre long stretch in the south-eastern part along the Tripura-Bangladesh border," added Sarkar. He however, pointed out that All Tripura Tiger Force militants do not have hideouts in Bangladesh. Sarkar stated that the state's security related expenditure has increased to 16 percent of the total committed expenditure and the figure continues to rise for maintaining peace and fight against the insurgents. He said the present government in Bangladesh has taken action against the northeast militants using its territory, but still there are few more camps of Tripura militants there.
