The Tripura government has offered a safe passage to terrorist outfits active in the State to pave way for peace talks to end two decades of violent insurgency. "Our doors are open for talks with militant groups and as a goodwill gesture we are offering safe passage in the New Year to enable the rebels to come forward for peace dialogue," Tripura Chief Minister Manik Sarkar said, on January 1. "Any militant leader or cadres willing to accept our free passage offer could visit their families but that must confirm to the parameters of the Indian Constitution and he or she cannot carry arms during such visits," he added. The Chief Minister also pointed that the National Liberation Front of Tripura (NLFT) operated out of well-entrenched bases inside neighbouring Bangladesh.

In the context of the Union government’s demand for extradition of 20 terrorists from Pakistan, Tripura Chief Minister Manik Sarkar on January 16, accused the Union government of not showing a similar determination in dealing with terrorism in the Northeast. He urged the centre to hand over a list of terrorists operating in the area to Bangladesh for their extradition. Speaking to newsmen in Agartala, the Chief Minister pointed out that he was not aware if the Prime Minister Atal Behari Vajpayee who met Bangladesh Premier Begum Khaleda Zia recently at the South Asian Association for Regional Co-operation (SAARC) summit in Kathmandu had taken up the issue. He further pointed out that Tripura Government had already submitted documents to the Centre showing that the All Tripura Tiger Force (ATTF) and the National Liberation Front of Tripura (NLFT) were operating 16 and 35 base camps respectively in Bangladesh. He added that the State government had also demanded a speedy erection of barbed wire fence, augmentation of the Border Security Force (BSF) personnel for guarding the 840-km-long porous border and more Central paramilitary forces for effectively containing insurgency.

The Chief Ministers of Nagaland and Tripura on February 9, urged Union government to immediately crackdown on terrorist camps in Bangladesh and Myanmar to ensure peace and development in the region and accused the National Socialist Council of Nagaland (NSCN) of extending arms, ammunition and training to the National Liberation Front of Tripura (NLFT) and the All Tripura Tigers Force (ATTF). Participating in the conference of Chief Ministers and Chief Secretaries of the Northeastern region, Tripura Chief Minister Manik Sarkar said that his government had handed over a detailed list of over fifty hideouts of Northeast in Bangladesh and Myanmar to the Union Home Ministry and Defence Ministry.

Media reports on March 17 indicated that the proscribed National Liberation Front of Tripura (NLFT) has created its women’s wing under Khanjana Debbarma, a close associate of NLFT chief Bishwa Mohon Debbarma. An unspecified number of young tribal girls from different parts of Tripura have disappeared and made their way, reportedly, to NLFT training camps in the Chittagong Hill-Tracts (CHT) of Bangladesh. Reports said families of the missing girls aged between 14 and 16 never reported it to the police and the number of such girls could be even 100 who went missing in the past six months. This includes those 14 who disappeared between February 15 and 19 20002. Intelligence sources also believe that 22 girls have crossed the border to reach CHT since mid-February. Tripura Chief Minister Manik Sarkar had informed the State Assembly earlier that most of these girls belonged to the remote hill areas of Dhalai and North Tripura district. The areas, which sources believe NLFT has been targeting for its women’s wing, include Sakhan-Sermoon hills of Kanchanpur, Teliamura and Baramura in North Tripura, among others. The girls are lured away allegedly by the NLFT terrorists on the pretext of love and sent to the mentioned destinations.

The Director General (DG) of Assam Rifles (AR), G K Duggal said on March 30 that 15 more battalions would be raised by the AR to meet security demands along the Indo-Myanmar border and other sensitive areas like those east of Manipur’s Churachandpur district. Talking to the media in his first official press briefing, he pointed out that five battalions had been raised so far and approximately 1,800 persons from Nagaland, Manipur, Arunachal Pradesh, Tripura and Mizoram were inducted into the force over the past year including a large number of surrendered terrorists bringing the total number of forces recruited from the Northeast region to thirty percent more than what was permissible as per all-India recruitment rules.

This was informed by the Union Home Secretary, Kamal Pande to the mambers of the Parliamentary Standing Committee on Home Affairs who reportedly said that the government had received reports of the growing nexus among the terrorist outfits in these States. These outfits are doing so for the sake of alternative sanctuaries and camps and also for their need of weapons and training. The Union Home Secretary also confirmed that the ULFA and the NDFB are reported to have closed down a few camps in Bhutan.

Reacting to an appeal made by Tripura Chief Minister Manik Sarkar to religious organisations to help restore peace in the State, the Tripura Baptist Christian Union (TBCU) refused to act as mediator. TBCU Assistant General Secretary Dakshina Ranjan Reang alleged that terrorism in the State was politically motivated and accused political parties of the State of aiding and abetting terrorist groups to achieve their political goal. The TBCU also declared that it was the responsibility of political parties to play an active role for the restoration of peace in the State and expressed resentment at a section of political leaders, including the Chief Minister, blaming Christian missions for terrorism.

Bangladesh, however, denies infiltration by its nationals into India. Tripura Chief Minister Manik Sarkar was quoted in the reports as having alleged that the border was wide open with virtually a free-for-all. Apart from illegal infiltration, terrorists from the region use the border to sneak into Bangladesh after committing attacks in parts of Tripura and other Northeastern states, Sarkar also said.

An 11-member delegation of the Tripura government which met the Prime Minister in New Delhi, made the request in the wake of a perceived threat to Indian security from the Pakistani external intelligence agency, the Inter Services Intelligence (ISI). According to Ajit Sarkar, Tripura Education Minister, who was among the delegates, approximately 51 ISI-run terrorist training camps are operating in Bangladesh.
