Meghalaya Police neutralised the ‘finance cell’ of the Manipur-based Kanglei Yawol Kanna Lup (KYKL) when they arrested five suspected militants, including two women cadres, from a rented house in the Malki area of capital Shillong in the night of January 8, according to Telegraph. A computer, incriminating documents, including demand notes, INR 50,000 and four mobile sets were recovered from the incident site. They were identified as Ningthoujam Ronen, his wife Chamcal Bino Bala, Haobijan Dingku Singh, his wife Pramo Haobijan Maipakpi, and Thokchom Ibomcha Singh. Police said the KYKL cadres had set up the ‘finance cell’ in Shillong only a few months back. The modus operandi of the KYKL was to distribute the demand notes in Manipur and collect the money in Shillong through courier. The arrested cadres were booked under Sections 120b, 121 and 384 of Indian Penal Code (IPC), 1860 read with Section 10/13 of the Unlawful Activities (Prevention) Act, 1967.

On January 15, Police arrested an explosives supplier, E. B. Osborn Rynjah, from his residence at Mawlai Mawdatbaki locality in the capital Shillong, reports Shillong Times. "Preliminary interrogation shows that the group is involved in illegal sale of explosives to limestone quarries. The explosives have not been used by any militant outfit," Police sources said.

Three suspected cadres of the Manipur-based People’s Liberation Army (PLA), including a woman, were arrested by the Border Security (BSF) personnel when they were attempting to exfiltrate into Bangladesh through an area of the Beltoli Border Outpost (BOP) near Icchamati in the East Khasi Hills District on February 3, according to Assam Tribune. They were identified as Mema and her son Vinod, residents of Imphal in Manipur, and Narayan Singh of Bangladesh’s Sunamganj District. Some documents were recovered from their possession. They revealed that Mema’s husband, Y. Babu Thambi, was imparting training to cadres at the PLA training camp in the Chittagong Hill Tracts of Bangladesh. The mother and son had left Manipur in the night of February 2 for Shillong and then went near the international border where Narayan Singh was waiting for them to guide them across the border to the PLA camp. The report adds that the BSF arrested 16 Bangladeshi nationals, one cadre each of the Muslim United Liberation Tigers of Assam (MULTA) and National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), 22 Indian nationals attempting to cross the border, besides seizing contraband items worth INR 44 million, fake Indian currency with face value of INR 70,450.

Police recovered 1,720 gelatin sticks, 400 detonators and 42 pieces of fuse wire from a Dimapur-bound bus at Dhankheti in the East Khasi Hills District on February 13, according to Nagaland Post. Four persons claiming to be the suppliers, identified as Lalthlein Bangpui, Lelsienthan Bongpui, Nghurhming Thanga and Ricky Keviom, were arrested from the bus. The Superintendent of Police of East Khasi Hills District, A.R. Mawthoh, said the explosives were brought from the coal-rich District of Jaintia Hills and were handed over to the arrested by a person identified as Mama. "We are yet to ascertain the real identities of the arrested persons, the origin of the explosives and who are the end users," Mawthoh said. He, however, did not rule out the possibility of the explosives falling into hands of the militants outside Meghalaya.

The Border Security Force (BSF) personnel arrested two suspected Lashkar-e-Toiba (LeT) operatives from Umkrem near Pyrdiwah in East Khasi Hills District along India-Bangladesh border on December 2, according to Telegraph. They were subsequently handed over to the Meghalaya Police. They were identified as Siraj Shamzudin (30) and Nazir Tarian Dabede (25) and both of them belonged to Kannur District in Kerala. A senior Police official said the militants had confessed their involvement in 2008 serial bomb blasts in Bangalore. They had also masterminded the 2005 terror attack in the same city of Bangalore. They managed to escape Bangladesh soon after the blasts and stayed there till they surfaced in on the Meghalaya border. The BSF public relations officer Ravi Gandhi said that Security Forces in Bangladesh had provided intelligence inputs to the BSF leading to their arrest. “The militants have confessed to belong to LeT though we could not recover any document or identity card from them,” Meghalaya Director General of Police S.B. Kakati said. The militants also did not possess any arm or ammunition. A senior Police official said the militants spoke fluent English. “They seem to be highly educated and are the brain behind many other bomb attacks in the southern states,” he mentioned. According to the Police, the LeT operatives had no contact or guide in Meghalaya and were probably trying to travel from Shillong to the mainland by themselves. The Police sources said that their guide in Bangladesh may have helped them to reach the border and returned soon after. “The LeT militants wanted to go to mainland India after reaching Shillong. We do not know what new mission they were entrusted with,” a Police official said. The Police ruled out any plan by the LeT operatives to strike in the Northeast.
