Reminding that the 4th round of tripartite talk of the Government of India (GoI), Government of Manipur (GoM) and the United Naga Council (UNC) on the demand for an Alternative Arrangement at Delhi on August 31, 2012, concluded with an announcement by the GoI that the next round of talk would be held very soon in a hill venue in the State, the UNC has urged the Centre to communicate the date for the 5th round of tripartite talk on or before February 17, 2013, so that the democratic process of dialogue initiated by the GoI is brought to its logical conclusion, reports The Sangai Express on January 28. Referring to the memoranda dated November 27 and December 23, 2012, jointly signed by the UNC and 22 other Naga frontal organisations and constituent tribe units urging your good office for an early and honourable settlement of the Indo-Naga political issue, the UNC has sought immediate intervention of the Prime Minister with regard to their demand for an Alternative Arrangement outside Government of Manipur, pending settlement of the Indo-Naga political issue, said a memorandum addressed to the Prime Minister. The UNC ‘informed’ the Prime Minister Manmohan Singh, “We live in the present State of Manipur in a communally surcharged environment which is worsening by the day.”

The Sangai Express reports on January 30 that former Intelligence Bureau (IB) director PC Haldar will lead the Central team in the upcoming political dialogues between the Centre and Kuki militant groups under Suspension of Operation (SoO). According to an informed source, consensus has been arrived at between the Central Government and the two umbrella organisations of Kuki militant groups namely United People's Front (UPF) and Kuki National Organisation (KNO) on the appointment of PC Haldar as the interlocutor for the upcoming political dialogue. Public blockades were enforced in recent times by the Kuki State Demand Committee in pursuit of its demand for a political dialogue with Kuki SoO groups. Following assurance by the State authorities that the issue would be placed before the Centre, the Committee consequently decided to suspend its agitation. Also, sources revealed that Government of Manipur is clearing the decks to facilitate talks between the State and Central Government representatives with United Naga Council (UNC) leaders with regard to the latter's demand for an Alternative Arrangement, pending a settlement to the Naga issue, for Nagas outside the State Government's ambit. In all probability the fifth round of talk with the UNC delegates will begin next month (February), said the source. Pointing out that the UNC in a recent memorandum submitted to the Prime Minister had urged for necessary arrangement to initiate political dialogue within February 17, the source explained that the forthcoming talks would be of official nature and not political. So far four rounds of tripartite talks have been held on the said demand.

Kanglaonline reports on February 5 that the United People’s Party of Kangleipak (UPPK) cadres who were `rescued` by a team of Thoubal commando team on February 3 had come from a camp which the outfit shares with the Manipur Naga Revolutionary Front (MNRF) and the Katampur Liberation Organisation, KLO of Assam at Leipok of Tamu Sub-division of Myanmar, informed a reliable source. In all 45 cadres of the UPPK including newly announced functionaries and women cadres were rescued by the team from Moreh during an operation which lasted for about a day starting from the early morning of February 3 and concluding the next day at 3 am. Sources said that there was a woman cadre of the KLO identified as one Sapana Jughy Koch amongst the total four women cadres. All the 45 cadres are now at the 27 Assam Rifles camp at the Old Airport, Kakching Lamkhai, the source added. Meanwhile, after the ‘rescue’ of the UPPK cadres, the process to release some 20 members of the outfit is said to have being started. According to information available with Imphal Free Press, there are around 20 cadres of the outfit including its ‘secretary general’ Nithoujam Shanti alias Chinglemba Mangang presently lodged at Sajiwa Central Jail. There are two cases registered against general secretary Ningthoujam Shanti alias Chinglemba Mangang by National Investigation Agency (NIA)’s Imphal and Guwahati offices. Besides these two cases, there are other 25 pending cases registered against him at various Police station of the State. However, out of his 25 cases, bail has been granted to him from 15 cases by the concerned courts and the other 10 cases are still in process. Besides him, other cadres of the party who are presently lodged at Sajiwa Central Jail are also said to have approached their concerned courts pleading for their release on bail. The Sangai Express reports that the next round of talk to discuss the demand raised for an Alternative Arrangement for the Nagas of Manipur, outside the State Government and pending a settlement to the Indo-Naga talk has been scheduled on February 12 at Senapati District headquarters. This will be the 5th round of talk on the demand for the Alternative Arrangement. The date was fixed during a meeting between Union Home Minister Shushil Kumar Shinde, Chief Minister O Ibobi and Deputy Chief Minister Gaikhangam at Delhi on February 5. Significantly the February 12 date was set after the United Naga Council (UNC) had served an ultimatum to the Prime Minister that the next round of tripartite talk should be held on or before February 17.

Rejecting Chief Minister Okram Ibobi’s contention that the United Naga Council (UNC)’s demand for an Alternative Arrangement for the Nagas in Manipur, outside the State Government and pending a final settlement to the Naga political dialogue is not acceptable, the UNC said the Alternative Arrangement demand is raised only to the Centre. During a media conference held on February 6, the Chief Minister had stated that the Alternative Arrangement demand is unacceptable while adding that his Government would transfer powers to the local bodies in the hills by amending and enforcing the Autonomous District Council Act and Village Authority Act.

State Government has received feelers from a Military Defence Force faction of KYKL desiring to return to the mainstream, said the State Chief Minister (CM) Okram Ibobi Singh during a meeting with media persons on February 6. He said, following the ‘rescue’ of United People's Party of Kangleipak (UPPK) cadres from Moreh town (Chandel District) on February 3 by a Thoubal commando team led by Inspector M Sudhir, the KYKL-MDF led by one Thouba has sent feelers desiring return to the mainstream. The approach is yet to be deemed official, he added. Chief Minister Okram Ibobi Singh also hinted at entering into peace talks with the UPPK, which recently ‘turned in’ to the Assam Rifles, reports The Sangai Express.

The Sangai Express reports that CM Okram ibobi Singh has claimed to have intimated to the Union Home Minister Sushil Kumar Shinde that Government of Manipur will have no objection to the Centre- Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) talks reaching an amicable solution on the vexed Naga political issue but will staunchly oppose any outcome that either threatens territorial integrity of Manipur or is detrimental to the State's interest. The CM is also said to have outrightly rejected demand by the United Naga Council (UNC) for an Alternative Arrangement for the Nagas of Manipur, outside the Government of Manipur, pending solution to the Naga political issue. Interacting with media persons at his conference hall soon after arrival from New Delhi on February 6, Ibobi said he, accompanied by home minister Deputy CM Gaikhangam had a lengthy discussion with Sushil Kumar Shinde on various issues including possible outcome of the ongoing dialogue between the Central Government and NSCN-IM and its likely impact, if any, on Manipur's future. Ibobi Singh disclosed that the union home minister Sushil Kumar Shinde has assured him, before election to Nagaland was announced, that the Centre would provide in ‘black and white’ contents of the negotiations between the Government of India and NSCN-IM, at an appropriate time, on solving the Naga political issue, adds Nagaland Post.

Fifth round of tripartite talks on the demand for an “alternative arrangement” for the Nagas in Manipur held on February 12 at Senapati District, Manipur ended inconclusively, without any development to the demand raised by the United Naga Council (UNC), reports Nagaland Post. The talk was unsatisfactory, said chairman of the Committee for Alternative Arrangement (CFAA), Paul Leo, who later addressed the media persons after the meeting. He said that the meeting concentrated only on the developmental works undertaken by the Manipur Government in hill areas of the State. State chief secretary, DS Poonia admitted that the talk was concentrated only on the initiatives taken by the State Government for the development of hill areas and no discussion on the alternative arrangement of the UNC. Dissatisfied with the talk, Paul Leo demanded that political dialogue on the demand of the UNC should be initiated at the earliest. The meet also failed to discuss on the date on which the next round of talk would be held.

Manipur Governor Gurbachan Jagat, on March 6, appealed to militants operating in the State to shun violence and participate in the peace process so that development work could be speeded up, reports The Shillong Times. Addressing the State assembly, the governor said three insurgent groups — United Revolutionary Front (URF), Kangleipak Communist Party-Lamphel (KCP-Lamphel) and Kanglei Yawol Kann Lup–Military Defence Force (KYKL-MDF) — have entered into agreements with the union and State governments. The governor said the state government with the union government has signed the extension of suspension of operations (SOO) agreement with Kuki outfit, United People’s Front (UPF) and offered to sign a similar agreement with another Kuki outfit, Kuki National Organisation (KNO). Jagat appealed to the KNO to come forward and sign the SOO agreement along the lines of UPF and asked the civil Kuki organisation, Kuki State Demand Committee (KSDC), demanding a separate Kukiland, to desist from calling frequent bandhs and blockades which affected the common man. Official sources said peace talks with URF, KYKL-MDF AND KCP-Lamphel would begin soon since the three had signed agreements with the Government under which the forces would suspend operations against them. They said both central and State Government forces had stopped operations against UPF since it signed the agreement with the Government some years ago. Talks for a settlement with the outfit, demanding creation of Kukiland, have already begun.

The Sangai Express reports on March 8 that the proposed political dialogue between the Government of India, Government of Manipur and Kuki rebel groups under Suspension of Operation (SoO) pact which has been deferred on more than one occasion because of the elections in three Northeastern States is likely to be set into motion very soon. A spokesman of United Peoples Front (UPF), one of the two conglomerates of Kuki armed groups under SoO pact, told The Sangai Express that the proposed political dialogue was put off repeatedly because of the Assembly elections in Tripura, Nagaland and Meghalaya. As the elections of the three States are now over, UPF would urge the Government of India to initiate political dialogue. He speculated that the political dialogue would be put into full gear by April.

The Government of Manipur had reportedly submitted a list of development projects being supposedly implemented in the hill districts in the 5th `tripartite talk` held on February 12, 2013 to establish that it (Manipur government) has been doing enough in the hill districts or `tribal areas` with regard to the development projects. The representatives of the Manipur government had also reportedly stated that the demand for the `Alternative Arrangement` for the Nagas in Manipur was beyond the brief and mandate of the team and that could be taken up only at the political level and that they would like the `tripartite talk` to examine how equal development could be brought to the hills. The UNC is said to be taking up intensive verification on the listed projects and documenting what was the development of the hills that the Manipur government was talking about.

The Hindu reports that the Union Government began a fresh round of negotiations with leaders of the largest Naga insurgent group, National Socialist Council of Nagland-Isak-Muviah (NSCN-IM), on November 21, hoping to hammer out a political settlement to the decades-old conflict ahead of Lok Sabha elections in 2014. Nagaland Chief Secretary R.S. Pandey, the Union government’s interlocutor, met with the top leadership of the NSCN-IM, represented by its chairman Isak Chishi Swu and general secretary Thuingaleng Muivah, the latest in a series of closed-door negotiations that have continued for more than fifteen years. Neither side made statements after the talks, which are expected to continue for several days. The talks, have been shrouded in secrecy, but a senior Government official told The Hindu, centred around a deal which would give Naga communities in both Nagaland and Manipur similar substantial rights across State lines — but without territorial concessions from Manipur on Naga-inhabited areas in the Districts of Tamenlong, Senapati, Ukhrul and Chandel. “In essence,” the official said, “the best-case outcome would be a deal which created a institutional mechanism to give Naga communities across the region full recognition and rights, but without redrawing state boundaries.” “There is no immediate prospect of a breakthrough, but the Government is optimistic,” he added.
