At least 60 medicine shops near Jawaharlal Nehru Hospital at Porompat in the Imphal East district were closed for an indefinite period on March 3 in protest against extortion demands made by four militant outfits, according to Telegraph. Two outfits demanded INR 300 each from the shops as monthly ‘tax’, while the third group demanded INR 200 each per month and the fourth one asked the shop owners to give INR 5,000 each as annual ‘tax’. The shop owners, however, declined to disclose the names of the outfits, fearing reprisal.

Imphal Free Press reports that six militant outfits have been demanding share from the funds released to the gram panchayats (village level local self-government institutions) for development of rural areas. Four of them have already withdrawn their demands after negotiations but two of them are still pressing for a percentage despite strong pleas from the panchayat members. The elected representatives sat in protest against such demand in front of the office complex of Imphal East District Collector since March 5. They warned to submit mass resignation if the underground groups do not withdraw their demand on them by March 7 (today).

Engineers of the Manipur Public Works Department (PWD) on April 3 went on an indefinite cease-work demanding immediate arrest of militants allegedly involved in the killing of PWD Assistant Engineer Keisam Nabachandra on March 31, The Hindu reported. Sources in the PWD said there was no alternative but to go on the strike because engineers and other officials could not work properly in their offices because of frequent interference and demand for money from unidentified militants. The strike of the PWD engineers was being supported by engineers and officials of other departments such as Irrigation and Flood Control Department (IFCD) and Public Health, Engineering department (PHED) and Electricity Department (ED). Sources said the PWD, IFCD, PHED and ED had also submitted a joint memorandum to Governor S. S. Sidhu on April 2 demanding the arrest of militants involved in the killing of Nabachandra and for creating a 'secured environment' at their offices so that they could work properly.

Elected members of the urban local bodies protested at Keishampat Lairembi Lampak on April 15, after being asked to divert funds meant for development activities in the rural area to the militants. Councilors of eight municipal councils and 18 nagar panchayats (third tier of the urban local body) in Manipur would tender mass resignation if their appeal to the militants for withdrawal of the demand for diversion of huge amounts from the schemes being undertaken by them is not heeded to. “We have no other choice other than tendering our resignation if their threat and harassment continues despite our appeal,” said S. Budhachandra, president of the All Manipur Municipal Council and Nagar Panchayat Joint Action Committee. “When no welfare works for the people can be carried out independently and sincerely and we are under pressure from the militants, it will be better to resign from the councillorship rather than remain as only nominal representatives of the people,” he said.

Thousands of people participated in a protest rally organised by the All Manipur Working Journalists Union, which has been agitating for the past eight days at Hafta Kangjeibung in the Imphal East district. The union organised the protest rally after the seven-day cease work by journalists failed to evoke any response to its demand for a judicial inquiry into the scribe’s murder. All daily papers have suspended publication since November 20 in support of the demand for a judicial inquiry and the employees are holding daily sit-ins.
