On the same day, the Progressive Democratic Alliance (PDA) in Manipur opposed the extension of cease-fire to parts of Manipur and urged the Union government to withdraw it. The All Manipur United Clubs’ Organisation (AMUCO), an umbrella body of 83 social organisations in Manipur, called for a 66-hour general strike in the State from midnight June 15 till June 18. The All Manipur Students’ Union (AMSU) also called for a 24-hour general strike in protest against the move. As a follow up, a red alert was sounded in Manipur. Police and security forces have stepped up patrolling in the Naga-inhabited areas in the valley, besides keeping a vigil on all vulnerable places throughout the valley districts.

Student groups in the State, like the All Manipur Students Union (AMSU), have threatened to launch a ‘separatist campaign’ to preserve the territorial integrity of Manipur, which they feel is threatened by this latest agreement. The AMSU, on June 17, asked all members of the State Assembly and Members of Parliament (MPs) from the State to resign within 48 hours in protest against the decision. Earlier, 24 legislators, on June 16, submitted a memorandum to Governor Ved Marwah. They also decided to launch a mass movement to mobilise public support across the North East in order to secure a reversal of the agreement.

13 people were killed and over 50 injured in police firing on rioters who were protesting the extension in the area of Naga ceasefire to the Naga inhabited parts of Manipur. Indefinite curfew has been imposed in three districts, Imphal East, Imphal West and Thoubal, on June 18. According to media reports, unofficial sources put the death toll at 32. According to official sources, 10 of the 13 people were killed at the Manipur Chief Minister’s secretariat. Also, important documents of the State Assembly, as well as property worth crores of rupees in several other places were destroyed in the fire.

According to official sources, on June 18, angry demonstrators set ablaze the Manipur State Legislative Assembly building, offices of political parties and almost all houses of Members of the Legislative Assembly (MLAs) in the high security area in the capital Imphal. The demonstrators were staging protest against the agreement between the Union government and the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to extend the area of cease-fire to Naga inhabited areas in the Sate. According to media reports, on July 5, over 5,000 women anti-ceasefire protestors converged on Khwairamband in Imphal, the biggest market complex in the State, defying prohibitory orders during the curfew relaxation period. All shops remained closed as the women, all vendors in the market, staged sit-in protests. In anticipation, elaborate security arrangements had been made, with the Manipur Rifles and police personnel present at all strategic points in the town areas. Army and paramilitary forces stepped up security across the valley as widespread sit-in protests were reported from across the State.

The UCM is a coalition of six Manipur organisations opposed to the extension of territorial limits of the cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Manipur. The NYF, on the other hand, supports the extension. The Union government initially extended the cease-fire to all Naga inhabited areas in the Northeast, but subsequently withdrew it following widespread protests.

According to media reports, Amsterdam-based Naga supports group, the Naga International Support Centre (NISC) urged "national and international refugee organisations" to urgently come out in aid of 40,000 Naga tribes people. It claimed these people have been displaced from their homes in Manipur’s Imphal valley in the wake of the anti-ceasefire uprising in June 2001. After the June 14 decision of the Union government to territorially extend its cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), there were widespread protests by the Meiteis in the Manipur Valley. There was also increasing tension between the Meiteis and the Nagas living in manipur, which led to the Nagas living in the Imphal Valley of manipur, which is dominated by the Meiteis, to move to safer locations. According to the NISC, these internally displaced Nagas have since been living with their friends and relatives in the Naga-dominated hill districts of Manipur, and also in the hills of Assam and Arunachal Pradesh.
