A 48-hour National Highway `total blockade` has been called from the midnight of March 27 by the All Zeliangrong Students Union of Assam, Manipur, Nagaland (AZSU-AMN), Zeliangrong Youth Front (ZYF-AMN) and Zeliangrong Students Union, Manipur (ZSUM) demanding the safe release of Alice Kamei, a class nine student of Grace Reach Academy. The armed United Revolutionary Front (URF), Manipur, has announced general strike in all the hill areas of Manipur from 6am of April 15 till the President of India, Pranab Mukherjee leaves the State (President is currently on a two-day visit to Manipur starting April 15), says a report of April 13. A URF statement issued by its Information and Publicity secretary, AK Pibarel stated that the President's visit to continue India's grip on Manipur cannot be tolerated now as well as in the future.Also, Zeliangrong organisations have sought the intervention of President of India Pranab Mukherjee in the case of Alice Kamei, who is allegedly in the custody of Revolutionary Peoples’ Front/ PLA (RPF/PLA). Alice Kamei has been held captive by the RPF/PLA since March 10.Similarly, the United Naga Council (UNC) and Kuki Students Organization (KSO) also demand Alice Kamei’s release, according to April 13 report.

It may be mentioned that the Joint Committee on Inner Line Permit System along with the students associations Joint Committee on Inner Line Permit System had started its different forms of agitation demanding implementation of the ILP in the State since June 1 and have only stepped up its agitations since then. UNC, which has been relentlessly pushing for an ‘alternative arrangement’ for the Nagas in Manipur, has expressed unhappiness over the alleged laxity of the State Government on June 18 saying it has not discussed for even a single minute on the long pending demand of the UNC in the current Assembly session. It has been putting more pressure on the Centre for an ‘alternative arrangement’ for the Nagas outside the Manipur Government. Nagaland Post reports that normal life came to a standstill throughout Nagaland, including Naga inhabited areas in Manipur, Arunachal Pradesh and Assam, on July 1, during the 12-hour bandh (shut down strike), called by the Naga Students’ Federation (NSF) in protest against factional clashes and harassment meted out to public by underground groups. The total bandh was observed without any incident, at the time of filing this report. NSF ‘vice-president’ Joseph Nguori who monitored the bandh in Dimapur, said it was called to show “strong resentment” against those not maintaining peace, which was the need of the hour. NSF ‘finance secretary’ Shikavi Achumi pointed out that the federation had already submitted a five-point charter of demands to the State Government on June 26 and demanded a response within seven days. It may be recalled that NSF wanted the State Government to initiate stern action against the culprit(s) involved in a shooting incident where one NSF office bearer was injured in Kohima on June 25. NSF also demanded that the Government direct all the cadres of every faction be confined within designated camps and to seriously monitor “free movement” of armed cadres in civilian areas. It also demanded that Government ensure security of the general public and also asked it not to release any accused on bail.

The CorCom, a conglomerate of six different militant groups had imposed an 18-hour general strike in protest against the merger of Manipur with the Indian Union on October 15, 1949 and another 12-hour parallel bandh was called by Maoist Communist Party of Manipur (MCP-M). Kuki Inpi Saikul Gamkai (KISG) and Saikul Area Naga People’s Organisation (SANPO) on the other hand, had also given a 48-hour Senapati District bandh demanding the Government to fulfill their demands. The United Naga Council (UNC) acknowledged the cooperation and solidarity of the general public in the observation of the 48 hours total bandh (general strike) on National Highway (NH)-37 from the midnight of December 12 in Manipur, reports The Sangai Express on December 18. The UNC said in a statement adding, “We are for all round development and opportunities for our people. This can truly come only through political empowerment which is the core issue of the tripartite talk.” This is the message that has been conveyed through the 48 hours bandh on NH 37 said the UNC while congratulating the Tribe Hoho and frontal organisations for effective and peaceful observation of the same. The bandh may have inconvenienced many and dislocated scheduled programmes. Such are not losses but are valuable contributions to the people’s movement, it said adding that it should continue to count on and look forward to the cooperation of the public as it proceeds with the endeavour to secure the rights of the people.
