A wide-spread general strike was observed in Manipur protesting against the territorial enlargement of the government's cease-fire with the Nationalist Socialist Council of Nagaland-Isak Muivah (NSCN-IM) on June 16. The cease-fire was extended by the Union Government to cover all Naga-inhabited areas in India's North-east on June 14. There were some sporadic incidents of violence which marked the first day of the 66-hour Manipur bandh called by various social organizations in the State. A delegation of 24 State legislators submitted a memorandum to the State governor, Ved Marwah, criticizing the extension. The All Manipur Students Union (AMSU), in a statement, threatened to launch a separatist movement’ if the ceasefire between the Centre and NSCN (IM) is not withdrawn from Manipur territory.

On July 28, the Naga Youth Front (NYF) in Senapati district of Manipur called a 36-hour bandh (complete shut down) of the hill districts of Manipur. The NYF also called for an economic blockade of National Highway (NH)-39 and NH-53. Both these protest movements were to press its demand for the extension of Union government-National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cease-fire to some hill areas in Manipur. In response, on July 29, markets and shops remained closed in Senapati, Ukhrul and Tamenglong districts, but the bandh did not affect life in Chandel district. Vehicular traffic between Imphal and the district headquarters was suspended.

Manipur remained cut off from the rest of the rest of India as the United Naga Council and the Naga Youths' Forum called a 72-hour blockade of the National Highway-39 and National Highway-53 from July 30 midnight. The call came into effect prior to the expiry of the earlier 72-hour blockade also called by certain other Naga organizations. These protests were organised against the Union Government’s decision to reimpose terroritorial limits on the cease-fire with the National Socialist Council of Nagaland-IsakMuivah (NSCN-IM). On July 30, the United Naga Council (UNC) and the Naga Youth Front (NYF) had called a 72-hour bandh (total shutdown) to protest against the Union government's decision to limit the cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Nagaland. Also, a 66-hour bandh was called by the Manipur Students Federation (MSF) in the Naga-dominated hill districts of Manipur to protest against the Union government's alleged move to divide hill and valley people in Manipur. As a result of these bandhs, normal life was affected in Ukhrul, Senapati and Tamenglong districts. Also, vehicular traffic between Manipur and other North Eastern States was adversely affected. However, official sources said transport services, escorted by security personnel, operated between Imphal and some parts of the hill districts. Besides, traffic between Imphal and the major hill town of Kangpokpi in Senapati district operated normally. Civil life was unaffected in Kangpokpi, Pallel and the border town of Moreh.

The Naga Youth Front has called for a bandh (total shut down) in protest against the decision of the Union government to limit its cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Nagaland. Its earlier decision was to extend the cease-fire to all Naga-inhabited areas of the North East, which has since been revoked. The bandh call is restricted to the four hill districts of Manipur—Ukhrul, Senapati, Tamenglong and Chandel. There is a large Naga population in these parts of Manipur where the NSCN-IM wanted its cease-fire with security forces expanded. Security forces are on red alert in these four hill districts. The United Naga Council (UNC) had already given a similar call. According to police sources, normal life has come to a halt in these four hill districts of Manipur as a result of the strike. Also, road communication between Imphal and the rest of the country has been cut off.

The MPLF is an umbrella organization of the three Meitei terrorist outfits—People’s Liberation Army (PLA), the United National Liberation Front (UNLF) and the People’s Revolutionary Party of Kangleipak (PREPAK)—. It has called for the general strike on October 15, to symbolically oppose the 52nd anniversary of the Indo-Manipur merger agreement.
