According to The Telegraph, an official source in Upper Assam said that a secret message issued by the Tinsukia District administration on December 27, 2011 to the State Government and the Police headquarters informed that extortion notes were served to a few persons in Ambikapur, including a woman ward member of Ambikapur gaon panchayat (Village level local self-Government institution). A group of about seven armed men, suspected to be Communist Party of India-Maoist (CPI-Maoist) cadres, had served the notes on December 20. The missive said the husband of the ward member who received the extortion note runs a small khuti (unorganised dairy farm) at 9 Kilo Khuti area, which is the last border point of Assam with Arunachal Pradesh. The area is on the edge of dense Kundal Kalia reserve forest, beyond which lies Lohit and Lower Dibang Valley Districts of Arunachal Pradesh.

The reports further states that ULFA-ATF has teamed up with Liberation Democratic Council of Mising Land (LDCM) to regain its strength in the area. Two days after Police had an encounter with the Communist Party of India-Maoist (CPI-Maoist) in the Silapathar area of Dhemaji District, Security Forces (SFs) launched the first operation against red rebels in several parts of the District on January 28, reported The Times of India. Police said some Maoists have taken refuge in the District to carry out anti-social activities. SP (Dhemaji) Priyaranjan Konwar said, "We have some specific inputs that some Maoists have taken shelter in Silapather, Sungajan and its adjoining areas the District. SFs launched an operation in the District to arrest them but no one has been arrested so far,” adding, “according to records available with us, there are seven Maoist cadres in the district who are trying to launch a recruitment drive here to strengthen their force. We are maintaining strict vigil and SFs have been directed to carry out raids from time to time."

More than 18,000 militants have laid down arms since 2001 in Assam and more than INR 400 crores has been spent alone on paying incentives to these surrendered militants without achieving desired results, reports The Asian Age. Majority of militants, who laid down arms since 2001, did not have any Police cases against them and that militant formation does not deposit all their weapons during the surrender. Security sources said that lucrative incentives and stipend proposed in the surrender policy was encouraging many unemployed youths to join the outfit. Further, even if surrendered militants involved in extortion, land grabbing and other unlawful activities, the incentive was never discontinued.

According to records, the militants include 18 cadres from United Liberation Front of Asom (ULFA), 108 from Pro-Talks faction of National Democratic Front of Bodoland (NDFB-PTF), 27 from Jewel Garlosa faction of Dima Halim Daogah (DHD-J), 17 from Karbi Longri North Cachar Hills Liberation Front (KLNLF), seven from Nunisa faction of DHD (DHD-N) and 8 from Untied Peoples Democratic Solidarity (UPDS). There are as many as 24 designated camps in the State for these six militant outfits.

State Police have arrested 620 cadres of various outfits involved in peace talks on charges of extortion, abduction and other crimes, reports The Times of India. Further, the outfits have also violated the ground rules by carrying weapons outside the designated camps. In the last 9 years, police have seized about 180 weapons. The two Nunisa faction of Dima Halim Daogah (DHD-N) and Jewel faction of DHD (DHD-J) are the principal violators, from the two outfits; the police have arrested as many as 462 cadres and have seized 82 weapons.

Five militant outfits, including two Muslim groups, are still active in the State despite the fact that 15 militant outfits of the State have already joined the peace process, informed the State Government on the third day of the ongoing budget session on March 5. The combined strength of the five outfits is 710 to 770. Replying to a question, forest minister Rockybul Hussain, while replying on behalf of chief minister Tarun Gogoi, said apart from the Anti-Talk-Faction of ULFA (ULFA-ATF), the Ranjan Daimary faction of National Democratic Front of Bodoland (NDFB-RD), Karbi People's Liberation Tiger (KPLT), Muslim United Liberation Tiger of Assam (MULTA) and Harkat-ul-Mujahedeen (HuM) are active at present. The minister said, the ULFA has 225 to 250 cadres while the NDFB-RD has about 325 to 350 cadres. The KPLT has 60 to 70 cadres, MULTA has 60 and HuM has 40 cadres. The minister said out of the 15 outfits in peace process, only Pro-Talk-Faction of ULFA (ULFA-PTF) hasn’t deposited their weapons. "The outfits have handed over 760 weapons to Police and 328 other arms have been deposited in double-lock system," added Hussain.

Central Government has confirmed that Communist Party of India-Maoist (CPI-Maoist) is making inroads into Northeastern States and that Centre is closely monitoring the situation. Union Minister of State (MoS) for Home Affairs, Jitendra Singh, in reply to a joint question said in Parliament that the Maoists in Assam have stepped up their activities. The Upper Assam Leading Committee (UALC) of the CPI-Maoists is currently operating in the State and adjoining Arunachal Pradesh and has been involved in incidents of looting of weapons and extortions from local villagers. The Hindu reports that the Assam Government, on April 20, requested Prime Minister Manmohan Singh to include seven Districts of the State under the Integrated Action Plan to counter Maoist activities so that the growing trend of left-wing extremism was contained before it became a menace. In a memorandum submitted by Chief Minister Tarun Gogoi to the Prime Minister, the State Government said Maoist activities were increasing in Assam, particularly in the upper Districts, because of their strategic location. Singh was also urged to deploy at least 125 companies of Central paramilitary forces to counter the activities of both insurgent groups and Maoists. Presently there were only 97 companies of Central forces. Besides, the State government requested the Prime Minister to consider grant of a special allocation under the 12th plan for funding a INR 3000-crore housing scheme for all State police personnel over the next five years.

Further, to divide the KAAC into four administrative Districts. In addition, a monitoring committing that was to be formed and led by a Joint Secretary in the Union Ministry of home affairs (UMHA) to oversee implementation of the MoS is still not in place although the UPDS claims it has sent a list of its nominees to the Government. A statement signed by Myanmar-based IK Songbijit, the chief of the NDFB-RD's armed wing, said the decision to withdraw the unilateral declaration for cessation from all types of violence has been taken after "considering all aspects of present reality." Ranjan Daimary faction is the breakaway group of parent NDFB, which renamed itself as NDFB-Progressive/ Pro-Talks faction of NDFB (NDFB-PTF), after signing the bilateral truce with the Centre in 2005. The Central Reserve Police Force (CRPF) has been asked to collect any information about the Maoists’ strategy to expand their base in the three states. “The intelligence agencies have informed us about at least four meetings held by Maoists in the past three months in Punjab alone. These meetings were held under the garb of addressing the issues of farmers and migrant labourers from Bihar, Jharkhand and West Bengal,” said a senior official. “We have information that at least 12 of the 22 districts in Punjab have a strong presence of Maoists. The report further calls for deployment of more Police Personnel and says a large part of the problem lies in the pathetic manpower at their disposal. In Kokrajhar, State Police needs four new Police Stations and five additional outposts. There is also a plea for 40 prefabricated barracks for "platoon strength" and 10 for "company strength". Further, Police needs eight deputy SPs, 75 sub-inspectors, 150 male and 50 female constables. The police-population ratio stands at a measly 79 per 100,000 population. They also want 120 light motor vehicles, 75 medium and 15 heavy motor vehicles, and 100 motorbikes to cover an area that is 2,700 sq km of both plains and hills. The report gives a demographic break-up that shows Bodos at 3.10 lakh (30%) and Muslims at 2.36 lakh (25.15%).

In Barpeta, 28 more refugees have sought sanctuary in four camps housing 859, which were opened following the violence during a bandh called by All Assam Minority Students Union on August 28.In Dhubri and Bongaigaon Districts, no person has either left or joined the camps. In Dhubri, there is the highest number of 146,091 refugees in 132 camps while in Bongaigaon there are 7,938 inmates in nine camps. The report further states that another 17,375 Bengali-speaking Muslim families, who did not have land records in the Bodoland Territorial Administered District (BTAD) area after the verification process, have no chance of being resettled in the Bodo pockets they were displaced from in the conflict. Earlier, about 50,000 Bengali-speaking Muslims, who were staying in relief camps in Dhubri District, resettled in different areas of Kokrajhar District in the last one week without getting their documents verified. Though initially there were reports that several thousand people living in relief camps went missing, later after verification it was found that around 500 inmates went missing from relief camps, sources added. Assam has deported only 134 illegal immigrants to Bangladesh in the past two years, even though the Tribunals, tasked with detecting the foreigners, had found as many as 5,652 offenders between 2010 and 2012, The Times of India reported on September 18. Assam Government has recently informed the Union Ministry of Home Affairs (UMHA) that 36 existing Tribunals had declared 4,787 as "illegal immigrants" who came to the State on or after March 25, 1971. Besides, 865 people — who were part of pre-1971 stream of illegal migration — were also declared "foreigners" by the Tribunals under the Foreigners Act, 1946. But, nearly 97 percent of them went missing after being declared "illegal migrants". "The dismal record of deportation, where only 134 of 5,652 people were deported, is an indication of the futility of the whole exercise when most of those declared illegal immigrants just vanished into thin air," said an unnamed official. The report also said that over 310,000 cases of suspected illegal Bangladeshi immigrants are pending at the Tribunals in the State. The Assam Government has requested the UMHA for 64 more Tribunals and reasoned that the additional ones would help settle the pending cases. "We will send a proposal to the finance ministry for approval," an unnamed UMHA official said. Around INR 2.2 million per annum is estimated to be the expense for each Tribunal - comprising two judges — that functions under the Foreigners Act, 1946. Figures, available with the UMHA, also show that 58,932 Bangladeshi nationals, who entered India legally during 2009-11, did not return. Immigration figures show that only 23,653 out of total 82,585 Bangladeshi citizens could be traced and deported between 2009 and 2011, leaving whereabouts of 58,932 of them unknown.

Dhubri has the highest number of 1,01,373 inmates in 129 camps followed by Kokrajhar with 55,760 inmates in 43 camps, Chirang with 23,609 inmates in 22 camps, Bongaigaon with 5554 inmates in nine camps and 756 people in three camps of Barpeta. The process of rehabilitation of the affected people was continuing with the verification of land documents and 5706 people have left the relief camps during the last 24 hours.

Nilamani Sen Deka is also member secretary of the GoM looking after rehabilitation of the clash-affected persons currently lodged in relief camps. Minister Sen Deka revealed that the camp inmates were given forms and so far, the Kokrajhar District administration verified 30,832 forms and only 17,016 of the people have land documents. He said that the Chirang District administration verified around 8,000 forms and only 2600 have land documents. The forms have been given to the Bodoland Territorial Council (BTC) authorities for further scrutiny. The GoM will hold a meeting with the BTC authorities on October 6 to discuss the fate of the relief camp inmates who do not have land documents.

The two factions will now be fighting each other to take control of the autonomous council," a source said. Security agencies also pointed out the factor that has a major stake in maintaining peace in the hill district. "One-third of the population of Dima Hasao District comprises non-Dimasa tribal groups, which include Nagas, Kukis and Hmars, principally. All these groups owe allegiance to different militant groups like NSCN, Kuki and Hmar outfits”. In addition, the tripartite MoS signed to end insurgency in the Dima Hasao District has angered the non-Dimasa tribes living in the District, including the Nagas, Kukis, and Hmars. Further, the Bengalis, the second largest community (approximately 32,000) in the District, continue to remain tight-lipped over the agreement.

The CM announced this while releasing the White Paper on the illegal influx from Bangladesh and other neighbouring countries. Gogoi while providing the figures said, since 1985, 4,52,667 cases of suspected foreigners have been registered with Foreigners Tribunals in the state, of which 1,84,275 cases have been disposed. Out these, 61,774 foreigners have been declared as foreigners. Of these 32,537 cannot be deported since they came between 1966-71 (people who entered during this period cannot be deported. They were disfranchised for ten years after which they could get back the voting right if they get themselves registered).Of the remaining 29,237 declared foreigners’ only 2442 have been deported so far. The CM admitted that the deportation record has been poor and cited the absence of any extradition treaty with Bangladesh as the major impediment. “Bangladesh refuse to acknowledge that these foreigners are their citizens and even talk about involving a neutral party in settling citizenship issues of such people,” Gogoi said.

SFs have recovered five AK 47s, 35 pistols, 14 country-made rifles, 20 handmade guns, 363 rounds of ammunition of different types, 3.5 kilograms of Research and Development Explosives (RDX), 42 detonators, 37 grenades, three bombs, two Improvised Explosive Device (IED) s among others smaller weapons and bomb-making accessories from Bodoland Territorial Council areas (BTC) areas, State Forest Minister, Rokybul Islam informed the State Assembly, reports Times of India. Hussain said that 77 persons, including Bodoland Territorial Council (BTC) administrator Mono Kumar Brahma, have been arrested for possessing illegal weapons, twelve of these arrested people are members of the Ranjan Daimari faction of the National Democratic Front of Bodoland (NDFB-RD), one a cadre of the Muslim United Liberation Tiger of Assam (MULTA), and one a National Santhal Liberation Army (NSLA) militant. Hussain stated that a total of 109 persons died in the recent wave of ethnic violence in the Bodoland Territorial Area District (BTAD) in July, August and November of which 28 were shot dead. He added that 78 of the dead were Bengali-speaking Muslims, 20 Bodos; two from other communities and nine persons are yet to be identified. "In the BTAD area, the Ranjan Daimary faction of the NDFB has about 150 cadres, the KLO has about 50 cadres and NSLA has about 125 active militants. In addition to this, there are three designated camps of the NDFB (Progressive)[Pro-Talks faction of NDFB], which has signed a ceasefire agreement with the Centre and the state government, sheltering 936 cadres,"

Assam has witnessed a steady increase in kidnapping and extortion cases over the past few years. According to the latest figures compiled by the State Crime Records Bureau, there has been a spurt in kidnapping and extortion cases in the state since 2004, The Telegraph reports on December 26. The total number of abduction cases registered in different Police Stations across Assam has gone up from 1,659 in 2004 to 3,785 in 2011. This year (2012) up to October, altogether 3,229 kidnapping cases have been registered so far and it is likely to cross last year’s figure by the end of the year. The crime figures for November are still under compilation. Like kidnapping, extortion cases have also shown a rising trend. Compared to 388 extortion cases registered in 2004, the figure has jumped to 992 in 2011. Till 2012, October 879 extortion cases have been registered in the state. Things have reached such a stage that even legislators are not being spared by the extortionists. Many MLAs, from different political parties, have reportedly received extortion demand from the United Liberation Front of Assam -Anti-Talks Faction (ULFA-ATF) in the past few months. The legislators who received extortion demands are Bolin Chetia from Sadiya Assembly constituency, Rupjyoti Kurmi from Mariani, Debabrata Saikia from Nazira and Bharatiya Janata Party (BJP) legislator from Doomdooma constituency, Dilip Maran. They were all allegedly asked to pay INR 20, 00, 000 each. Most of the kidnappings and extortions are taking place in Tinsukia, Dibrugarh, the four BTAD Districts and in their adjoining areas. In addition, the number of breach of trust cases registered was 802 in 2009, 992 in 2010, 933 in 2011 and 1,060 up to October, 2012. Similarly, the number of cheating cases registered was 1,098 in 2009, 1,326 in 2010, 1,453 in 2011 and 1,404 up to October, 2012.
