According to a media report of January 1, 2003, at least 93 persons were killed in the year 2002 in Kokrajhar district of Assam in various terrorism-related incidents. According to police sources, those killed included 64 civilians, five Army personnel, 18 National Democratic Front of Bodoland (NDFB) terrorists and six United Liberation Front of Asom (ULFA) terrorists. A total of 47 persons were also injured in various incidents. Besides, terrorists also abducted eight persons. Arms recovered during the year included five pistols, eight rifles (303), two RDX consignments, two bombs, 12 grenades and 203 cartridges.

The report said this came to light after an Indian Army patrol along the Bhutan border arrested 10 porters from Assam carrying ration for the terrorists, on January 17. According to an Army official, a United Liberation Front of Asom (ULFA) terrorist who was leading them was also arrested. He said, "The porters were released but we arrested one ULFA militant who was leading the group into camps in Bhutan with a huge stock of food grains and other essentials." ULFA and National Democratic Front of Bodoland (NDFB) terrorists were also reported to be forcibly collecting rations from border villages of Assam to meet their food requirements. According to intelligence officials, there could be approximately 4,000 ULFA and NDFB cadres in terrorist training camps in Bhutan. An unnamed intelligence official said, "A few arrested militants said during interrogations that cadres were facing the worst winters in the Bhutan jungles with food shortage adding to their woes." He further said, "A number of militants in the Bhutan camps were hit by disease but with troops blocking the entry and exit routes along the border, they were unable to get medicine supplies and other essentials." Bhutan has reportedly also admitted that ULFA alone has six camps in the country, including the outfit’s general headquarters and military training bases inside jungles in the southern Samdrup Johngkhar district. The NDFB runs seven camps separately in this district. Bhutan had warned these outfits of military action if they did not leave its territory. Bhutan’s King Jigme Singhye Wangchuk was quoted, on an unspecified date, as saying, "We will hold talks with the militants who have established camps inside Bhutan". He further said, "If the militants refuse to leave our country through peaceful dialogue, we will be left with no option but to use our military forces." Bhutan has not taken any direct military action against the NDFB and ULFA, thus far.

A report, on April 13, indicated that National Democratic Front of Bodoland (NDFB) 'action groups' might have infiltrated into various parts of lower Assam from their Bhutan based-camps to carry out subversive activities. This is reportedly part of a changed strategy of the outfit, by which the "Gimi Action Group" would possibly initiate strikes in Kokrajhar, Bongaigaon, Dhubri, Goalpara, Barpeta, Nalbari, Kamrup and Darrang districts. The report also said the group would have a three-tier command structure, with 10 cadres at each level. Police discovered the information in documents recovered from a slain NDFB terrorist, on April 10.

A report on May 2 has indicated that differences have cropped up amongst the top leadership of the National Democratic Front of Bodoland (NDFB), a terrorist outfit operating in parts of Assam. Police in Kolkata, West Bengal, are attributing the arrest of two top NDFB leaders from a city hotel on April 30 to the information provided by the NDFB chairman Ranjan Daimary himself. Police arrested Sunil Brahma alias B Simang, NDFB ‘spokesperson’ and another top ranking leader Indra Mohan Basumatary alias B Buthang. The report also said that the NDFB ‘publicity secretary’ B Erakdao was also present in the city at the time of their arrest, but he escaped after being warned of police action reportedly by Ranjan Daimary.

According to a media report of May 23, the Union Home Ministry has put approximately 824 Non-Governmental Organisations (NGOs) operating in the North-East and Sikkim under surveillance for suspected links with various terrorist outfits. The Ministry has also passed on information to the Governments of Assam, Manipur, Meghalaya, Sikkim, Nagaland and Tripura in this regard. The Ministry suspects that there could be as many as 323 such NGOs in Meghalaya, 197 in Manipur, 151 in Assam, 82 in Nagaland, 69 in Tripura and two in Sikkim. The matter is still under investigation and details in this regard are awaited.

Vernacular media sources in Assam on May 28 have indicated that the United Liberation Front of Asom (ULFA) ‘Commander-in-Chief’ Paresh Baruah was attacked in the Bangladesh capital Dhaka by four unidentified assailants. According to reports, Baruah, who has been hiding in Dhaka for approximately a decade, was attacked while he was leaving his transport agency, ‘Challenger’ at the Uttara location in the city. He escaped unhurt in the attack. Bangladeshi authorities have, however, refused to confirm the incident, the reports added.

A media report on June 1 has indicated that the Dima Halim Daogah (DHD), a terrorist outfit of the Dimasa tribe in Assam is yet to decide over extension of six-month cease-fire with the Union Government that came into effect on December 31, 2002. The outfit has also alleged the security forces of "provocative actions" against its cadres and another tribal community of Hmars of targeting the Dimasas. The DHD ‘vice-president’ Dilip Nunisa while talking to a Kolkata-based daily from Haflong, the North Cachar district head quarters said, "We have kept in mind the appeals by Dimasa organisations and the plight of thousands of villagers who have been uprooted from their houses by Hmar militants. We will take these factors into account before arriving at any decision on the ceasefire."

A media report said that in Assam’s Darrang district, three hardcore United Liberation Front of Asom (ULFA) terrorists and an Army Major were killed in an encounter on June 17. A woman also received bullet injuries during the encounter. Quoting official sources, the report further said that the incident occurred at Neogpara village under Kalaigaon police station limits when security forces were searching the village on specific information that a group of ULFA terrorists had sneaked in. While three ULFA terrorists were killed in retaliatory firing, the Army Major, Indrajit Singh Babar, also lost his life during the encounter. The remaining terrorists of the group escaped following the incident. 12 dwellings were also gutted during the encounter. An UMG, an AK 56 beside 56 rounds of live cartridges and two grenades along with some incriminating documents were recovered from the incident site.

According to a media report of June 19, three terrorist outfits, including the United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB) and Muslim United Liberation Tigers of Assam (MULTA), among others, are currently active in Assam’s Dhubri district. The number of ULFA terrorists present in the district is approximately 25 and that of the NDFB 30. While ULFA is primarily active in the Golakganj area on the Assam-Meghalaya border under Mankachar sub-division, the NDFB is active in the northern part of the district, primarily in the Bogribari, Golakganj and Gauripur areas, including a few places of Bilashipara and Chapor. The NDFB also has a hideout in the forest villages under the Mahamaya Reserve Forest area. Besides ULFA, the Meghalaya-based Achik National Volunteer Council (ANVC) is also allegedly active in the Mankachar area. ANVC‘s activities have also been noticed in the Boldongiri area. Moreover, Hajong United Liberation Army (HULA), reportedly formed by Gopesh Hajong, a ULFA cadre, too is trying to spread its activities in some parts of the district. These outfits are allegedly involved in arms smuggling using the Mahendraganj (in Meghalaya)-Halsati (in Bangladesh) route.

According to a media report on July 1, Indian terrorists outfits operating from Bhutan have not responded to the June 30 deadline set by the Government there to vacate its territory. The United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB), active in Assam and the Kamtapur Liberation Organisation (KLO), active in parts of Assam and West Bengal, were asked by the Bhutan Government to remove their camps located in the jungles of southern Bhutan by the said deadline. The Government there, however, has reportedly said that efforts were on to resolve the matter peacefully. While speaking to a Guwahati-based journalist from the capital Thimphu on July 1, Bhutan’s Foreign Secretary, Ugyen Tshering reportedly said, "We are committed to a peaceful resolution of the problem, and have not shut our doors to anything which can ensure that. But, the response from the ULFA and NDFB rebels have been less than encouraging." However, he added, "We want their immediate withdrawal, but we never set any deadline for the withdrawal process."

The demanded amounts, termed in the NDFB notes as "Boroland tax", range from Rupees one hundred thousand to two hundred thousand. While financially well-off cultivators have reportedly been asked to pay Rupees one hundred thousand each, teachers and traders have been asked to pay up to two hundred thousand. Some of the villages where the NDFB collects this money are Mahalakshmi, Joysidhi, Borpam and Dalsaguri.
