According to the Press Trust of India, the Union Home Ministry in an affidavit filed before the Supreme Court said, "During the Home Secretary Level talks between India and Bangladesh held in Dhaka in September 2004, while Bangladesh had agreed to address our security concern, particularly the activities of the North-east insurgents in Bangladesh, there is no visible action on the ground." The affidavit was filed in response to certain queries by the Supreme Court on a petition filed by All India Lawyers Forum for Civil Liberties alleging that large-scale illegal migration from Bangladesh to India, especially in Assam, was having an adverse effect on the demography of the region.

The Director General of Border Security Force (BSF), RS Mooshahary stated on April 17 that the BSF has handed over a list of 190 camps of the terrorist outfits in Bangladesh to the Bangladesh Rifles (BDR) during a meeting between the two forces, which concluded in Dhaka on the same day. Mooshahary added that the BSF also handed over a list of 161 terrorists taking shelter in Bangladesh and requested the BDR to take action to evict them. He said that the 'general secretary' of the United liberation Front of Asom (ULFA), Anup Chetia, has been released from prison in Bangladesh but the authorities have not handed him over to India despite repeated requests. He added that they had raised the issue during the meeting, but the BDR officials said that the matter was not in their hands and the BDR is not authorised to take any decision in this regard.

Two persons were reportedly killed and an estimated 100 persons sustained injuries in approximately 459 bomb explosions spread over 63 of Bangladesh’s 64 districts on August 17. According to Daily Star, all explosions occurred within a span of 30 minutes resulting in two civilian deaths, one in Chapainawabganj and the other at Savar. Explosions targeted Government establishments, primarily offices of the local district administrations and courts. As many as 28 explosions were reported from the capital Dhaka near the high-security Bangladesh Secretariat, Supreme Court complex, the Prime Minister's Office, Dhaka Judges Court, Dhaka University, Dhaka Sheraton Hotel, rail station, a location close to the United States embassy, police headquarters at Ramna, Hotel Sonargaon, Jatiya Press Club, New Market and the Bangladesh Bank. An explosion also occurred inside the Zia International Airport, barely two hours after Prime Minister Khaleda Zia left for China on a five-day official tour. The proscribed Islamist militant outfit, Jama'atul Mujahideen Bangladesh, claimed responsibility for the blasts through leaflets left at the site of the explosions. Leaflets, in Bangla and Arabic, said, "We're the soldiers of Allah. We've taken up arms for the implementation of Allah's law the way Prophet, Sahabis and heroic Mujahideen have done for centuries." It further said, "It is time to implement Islamic law in Bangladesh. There is no future with man-made law." At least 45, people, including a leader of the outfit, in Satkhira have been arrested for their suspected involvement in the attacks. State Minister for Home Lutfozzaman Babar told journalists that the attacks were carried out by a well-organised group. "It is not an isolated incident and done in an organised way with an objective", he said. He also disclosed, "We had intelligence reports of some attacks between August 14 and 16, but we had no information of attacks on August 17."

Daily Star, quoting intelligence agencies, reported that the Jama'atul Mujahideen Bangladesh (JMB) along with a ‘powerful foreign ally’ was involved in the August 17 explosions. An unnamed official said, "We know it well that they have gradually gathered much strength, but are they strong enough to do plan and carry out such an organised attack totally on their own?" It also stated that security agencies have arrested 135 suspects during raids across the country and that four persons arrested in connection with the explosions in Dhaka, Satkhira and Kushtia have admitted to being JMB cadres. An unnamed investigator, however, claimed that they do not know the motive and the target of the attacks or the masterminds. "The only thing they are owning up is that they became involved in the act to establish an Islamic rule in the country," he said.

Leader of the Opposition and former Prime Minister, Sheikh Hasina Wajed, said on August 25 that the Government is indifferent to the involvement of Jamaat-e-Islami (JeI) in the August 17-serial bomb blasts, even though the party has been leading militant and fundamentalist activities in Bangladesh. "Why aren't the Jamaat (leaders) that plotted the series of bomb blasts on August 17 in the country being arrested?" said Hasina in Dhaka. "Jamaat has camps in different places in the country where militants get armed training. They also spend a huge amount of money on this purpose," she said. She alleged that instead of arresting the real culprits, the Government has targeted persons who are against the JeI and those who left it. Hasina said the August 17 blasts was well planned to eliminate Awami League leaders and workers. "Just after the bomb blasts, an instruction was given to all districts from the home ministry to arrest Awami League leaders and workers and implicate them in the blast cases," she said adding, "The instruction, however, withdrawn later... may be due to international pressures."

On September 5, the Bangladesh Nationalist Party (BNP) Joint Secretary General, Tarique Rahman, refuted the comments he had made on the involvement of Al Qaeda in the August 17 country-wide bombings during an interview with the British Broadcasting Corporation’s Bangla service on September 4. Asked whether international terrorist organisations like Al Qaeda might have links to the August 17 blasts, Rahman had replied, "they might have". However, in a press conference in Dhaka, Rahman said that "I didn't make any sort of admission nor did I name any international terrorist group to be involved in the August 17 blasts."

According to Daily Star, the national dialogue on how to stop terrorism in the country begins on December 12, today, in the absence of mainstream opposition parties and pro-opposition professional bodies. Finance and Planning Minister, Saifur Rahman, told reporters in Dhaka on December 11 that the Government would continue its efforts to deal with the problem of militancy in unison, taking it as a national crisis.
