Detective Branch of Dhaka Metropolitan Police (DMP) on March 4 said militant outfit Harkat-ul-Jihad Bangladesh (HUJI-B) had been engaged in fund collection through robbery to reorganise itself and free a death row inmate either by ambushing a prison van or attacking a jail, reports Daily Staron March 5. As part of its plan, the outfit joined hands with a robbery gang more than one and a half years ago. It supplied arms to robbers and took 30 percent of looted money in return, said Abdul Baten, additional commissioner of the Detective Branch of DMP. Abdul Baten was speaking at a press briefing at the DMP media centre, hours after the arrests of two HUJI-B leaders (‘Hafiz’ alias ‘Khalid’ and Mamunur Rashid alias Bachchu Molla) and 12 members of the robbery gang in the capital's Jatrabari and Rampura areas on March 3. Police also recovered an AK-22 rifle, two pistols, 10 kg gun powder, Bangladesh Taka 3.5 lakh and some local sharp weapons and equipment from their possession. “The gang has so far amassed around Bangladesh Taka 5 core by committing at least nine robberies in different districts. The militant outfit took 30 percent of the money,” Baten said. The HUJI-B also uses the looted money for collecting arms and ammunition, fighting legal battles in courts for its leaders and supporting the families of HUJI-B men now in jail, according to DMP sleuths.

Inspector General of Police (IGP) Mohammad JavedPatwary during an event of the Executive Committee of the Crime Reporters Association of Bangladesh (CRAB) at the Police Headquarters in Dhaka city on may 15 said militants are targeting law enforcement officials, including Police, with an increasing trend of “lone wolf” attacks, reports Dhaka Tribune. A former teacher of Lakehead Grammar School and a British-Bangladeshi were shown arrested on May 21 in a case filed under the Anti-Terrorism Act although their families claim they were picked up three years ago allegedly by law enforcers, reports New Nation. Police said that they arrested Tehzeeb Karim, former teacher of Lakehead Grammar School and Yasin Mohammad Abdus Samad Talukder, a British-Bangladeshi, on May 17 from in front of Gausul Azam Mosque in Banani. Family members, however, alleged that Tehzeeb went traceless from Hazrat Shahjalal International Airport on his return from Bangkok in the afternoon of May 17, 2016. Similarly, Yasin's family alleged that some people claiming to be law enforcers picked up Yasin from Kakoli bus stand on July 14, 2016. Police said that the direct patronisation of the two accused led to the formation of Jama'atul Muslemin, a militant organisation which follows the ideology of al Qaeda, for the first time in Bangladesh. The two formed an NGO, the Research Centre for Unity Development, through which they used to recruit members and expedite the militant activities of Jama'atul Muslemin.

Inspector General of Police (IGP) Mohammad Javed Patwary and Dhaka Metropolitan Police (DMP) commissioner Shafiqul Islam in a conference in Dhaka city on December 11 expressed their concern over the weak counter-extremism mechanism inside the prisons across the country, reports New Age. Mohammad Javed Patwary in his speech said “Prisons were the places where extremist suspects or convicts finally landed following the due course of law. I think there is a lot to do in prisons. We did not find any NGO working inside prisons. I believe initiatives should be strengthened to de-radicalize the terrorist or extremism suspects in jail. We should work further in this sector.” Similarly, Shafiqul Islam said that they were lagging behind with respect to the counter-extremism mechanism for those who were arrested or now in the jail. He further said that at least 99 per cent of the arrested and under-trial extremist suspects belonged to the Ahle Hadith community and their senior preachers should be engaged to spread counter-extremism messages.
