Sources from the negotiating team of the Islamic Republic of Afghanistan said that neither side has shown flexibility over the last three days on the agenda for the negotiations, reports Tolo News on January 11. The sources said that the republic's negotiating team is insisting on ceasefire as a priority in their formal talks, but the Taliban holds that a discussion about a ceasefire must come only after an agreement on a future Government. “There won’t be a need for ceasefire if the Islamic system is confirmed, and ceasefire will be applied accordingly,” said Sayed Akbar Agha, a former Taliban commander.

Both sides held a working group level meeting on January 9. However, Taliban spokesman Mohammad Naeem rejected the report that Abdul Hakim Haqqani has not gone to Qatar so far. Sources close to the Taliban said that the suggestion of a plan for an interim government by US special envoy Zalmay Khalilzad is the reason behind the delay in the Taliban’s trip to Qatar.

No significant progress has been made over the past nine days between the peace negotiators from the Islamic Republic of Afghanistan and the Taliban about the agenda of the talks, reports Tolo News on January 21. A member of the republic peace negotiating team has accused the Taliban of not being prepared for the talks. The Islamic republic team has said that the reasons for the Taliban’s lack of interest in the talks are unclear. “Whenever the opposition (Taliban) shows a readiness to discuss their agenda—our expectation is that the talks will get underway as soon as possible,” said Sharifa Zurmati Wardak, a member of the Republic’s team.

Sources familiar with the matter said Americans and the Taliban are discussing the possibility of ending the withdrawal process by the beginning of July, reports Tolo News on May 3. The Taliban will return to the talks, will attend the Turkey conference and will reduce violence if there is an agreement on the matter, the sources said. The US began its withdrawal of troops from Afghanistan this week, and, based on President Joe Biden’s decision, the process was to be completed by Sept. 11. According to the Doha agreement, the US was expected to complete the withdrawal by May 1. The Taliban considers the postponement of the withdrawal date a violation of the Doha agreement. “The US has set a deadline for itself and it is possible that the Taliban will not agree to it and then a deadline in the middle will be agreed upon,” said former Taliban commander Sayed Akbar Agha.

Two days of intra-Afghan talks between high-ranking delegations from the Islamic Republic of Afghanistan and the Taliban concluded in Qatar’s capital Doha with both sides agreeing to expedite the peace efforts and continue high-level talks, reports Tolo News. A short joint statement that was issued, however, does not mention about de-escalation of violence or ceasefire. Both sides agreed to protect the country’s civilian infrastructure, prevent civilian casualties, and cooperate with humanitarian assistance, the statement said.

Notably, the meeting comes at a time of intensified clashes between the Afghan Security Forces and the militants across Afghanistan. The Afghan delegation includes Abdullah Abdullah, Chairman of the High Council for National Reconciliation (HCNR), Syed Sadat Mansoor Naderi, State Minister for Peace Affairs, and Chief Negotiator Masoom Stanekzai. Special Representatives of the United Nations, Qatar, United States, United Kingdom, European Union, China, Uzbekistan, and Pakistan are also participating in the meeting.
