Taliban group ‘spokesman’ Zabiullah Mujahid, in a statement, said the delegation has been sent to Tehran to hold talks regarding the situation of Afghanistan post the coalition forces withdrawal, maintaining peace and security in Afghanistan and the region. They had comprehensive negotiations with the Iranian deputy foreign minister,” Ghasemi said in a news conference aired live on state television.Taliban has not confirmed the meeting so far.This comes after Ali Shamkhani, secretary of Iran’s Supreme National Security Council, said on December 28 that Iranian officials have met with the Taliban and that its details were shared with the Afghan Government in Shamkhani’s trip to Kabul last week.

The RAND Corporation, United States (US)-based research center, has developed the draft agreement and the document has been shared with several senior Afghan officials and politicians in Kabul as well stakeholders in the region, reports Tolo News. The news portal claims the document as a potential peace agreement between the United States, the Taliban and the Afghan government.The 49-page document titled “Agreement on a Comprehensive Settlement of the Conflict in Afghanistan” details proposals regarding a final peace agreement for Afghanistan at the end of a negotiating process.Based on the document, a core bargain involving both the internal and external parties includes a declaration of a ceasefire, Taliban’s complete renunciation of links with the terrorist organizations, complete, phased ending of the current US and North Atlantic Treaty Organization (NATO) military mission over an 18-month transitional time period.The document suggests that the Afghan parties may invite the international community to form a small, limited “Afghanistan Support Team” focused exclusively on counter-terrorism.

Justice Minister Abdul Baseer Anwar said on January 8 that he sees no significant shortcomings in Afghanistan’s Constitution which would impact the peace process or impede the Taliban from engaging in peace talks with the Afghan Government to end the conflicts in the country,reports Tolo News.His remarks come a day after the disclosure of a detailed document that has been prepared as a potential peace agreement between the United States (US), the Taliban and the Afghan Government.According to the document, the new political arrangements within Afghanistan will include adoption of a new constitution within the 18-month transitional period.The leaked paper has also predicted the establishment of a transitional government in the aftermath of a possible peace accord between the parties to the conflict.The transitional Government is to be led by a rotating chairman and several vice chairmen, the document suggests.But the Justice Minister said it is the Afghan Government which will make the final decision about a potential constitutional amendment.All provisions reflected in the Constitution are not creating any hurdles for peace talks or for the Taliban to join Government, Anwar added.

Suhail Shaheen, a ‘spokesperson’ for the Taliban's political office in Qatar, told The Associated Press earlier that a draft agreement was being rewritten to include agreed-upon clauses. The two sides apparently remain divided on the withdrawal timetable, with the US reportedly seeking more time. The agreement could be rewritten by July 7 when a group of 50 Afghan delegates will hold talks with a group of Taliban members in Doha as part of an intra-Afghan dialogue. The basic outline of a deal has been reached and the rewriting will require just working out specifics such as a timetable for the withdrawal of all foreign troops. US President Donald Trump has said he wants to leave intelligence officers but it is not clear if this can be made part of the agreement.

The agreement came in the form of a resolution prepared by a committee of six members from Kabul and three members from the Taliban which resolves, consensus on all-inclusive Afghan negotiations, Afghans are committed to a united and Islamic country, putting aside all ethnic differences. Afghanistan shall not witness another war. The international community, regional and internal elements shall respect Afghans’ values accordingly. In order to facilitate effective intra-Afghan talks, the warring parties should avoid threats, revenge and conflicting words and shall use soft words. According to a press release issued by the Foreign Office, Qureshi welcomed the delegation at the ministry and told them that Pak-Afghan ties are based on brotherly relations, historical, religious and cultural links. Qureshi said, “Instability in Afghanistan is impacting both Islamabad and Kabul.” He added that Pakistan believes that war is not the solution to the situation in Afghanistan and dialogue is the only way forward. Further, Mohib claimed that the Taliban is already merging with al Qaida, and in the event of a peace deal some members of the Taliban might join Daesh. “We had intelligence that showed they (Taliban commanders) are going to join (Daesh). That threat may increase over a period of time,” said Mohib, “For the time being, (Daesh) is not a strategic threat to us. We have been able to get rid of them in places they have taken hold. But if the peace process goes wrong and doesn’t really integrate all of the Taliban, the hardliners may join (Daesh), which is when it will become a strategic threat to us and our international partners.”
